African American banks pivotal as ever for minorities in USAFP - NEW YORK

When she needed capital to expand her business, Ernisha Randolph was just one of countless African Americans to encounter roadblocks despite having no history of financial trouble.

About seven years ago, her catering company, Juanita’s Kitchen, had secured a big gov-ernment contract that guar-anteed revenues for three years. To finance the expansion, she turned to banking giant Wells Fargo.

“I asked them for $50,000 and when they denied it, I went down to $25,000,” she recalled in an interview. “I did not get that, either.”

Randolph turned to OneU-nited, one of the leading African-American owned banks in the US that have supported minority-owned businesses over the decades.

With credit from OneU-nited, Randolph transformed her Miami company into today’s mini-food empire.

The Sweet Butter Hospitality Group includes the restaurant Shuckin & Jivin that now appears better positioned than many other restaurants and small businesses to survive the blow from the coronavirus.

“I am very-very grateful for black-owned banks,” Randolph said. “For so long we have been denied loans.”

As the political debate in the US shifts following mass protests in the wake of the killing of George Floyd at the hands of police, the focus is turning to systemic barriers to opportunity for African Americans, including in the banking system.

Banks led or owned by African Americans have long proven a lifeline for America’s black businesses.

The financial groups are based in the heart of urban centers and view banking as part of a larger activist mission that supports the black community by ensuring minorities can access needed capital.

“If you go to another bank, you might see someone talking about a boat loan,” said Teri Wil-liams, president of OneUnited Bank, who said her company’s programs are more tailored to the black community.

This includes “early pay” that allows consumers to get paid two days early.

“We support Black Lives Matter, we support take a knee, so for us it’s a mission to support our community and that’s the service that we provide,” she said.

Carver Federal Savings Bank, which has branches in working class areas in Man-hattan, Queens and Brooklyn, reinvests 80 percent of its deposits back in the community, said Chief Executive Michael Pugh.

“It’s an opportunity to help ensure that in neighbourhood by neighbourhood in our great state,” people have access to finance, he said. “If we didn’t do this work who would do it?”

The process of opening a savings account is similar to that at traditional banks, but the African American lending com-panies also offer some other services aimed at their cliental, such as business coaching and financial training workshops.

Industrial Bank requires a business plan of small

businesses and scrutinizes financial statements and doesn’t always provide financing, said Chief Executive Doyle Mitchell.

“If we can’t make a loan we will tell you what we believe you need to work on to better prepare for,” Mitchell said, adding that the bank aims to be competitive on interest rates for mortgages, not the lowest but “not the highest” either.

Many of the banks that today serve the African American community emerged after the Great Depression and grew further in the 1950 and 1960s in parallel with the US Civil Rights Movement. Back then, blacks had few other options to obtain credit.

“There was a need to have a black bank because that was the only place that you could borrow money to buy a car, or to start a business or expand a business or buy a house; and if you didn’t have a black bank at the time you couldn’t borrow money to do any of those things,” said Mitchell, whose grandfather helped cofound Industrial Bank in 1934 in Wash-ington DC.

Eighty-six years later, the need is as strong as ever because many black consumers face dif-ficulties at traditional banks fol-lowing tougher lending standards imposed after the subprime housing crash that led to the 2008 global financial crisis.

Other lenders impose harsh financial conditions on mort-gages if a consumer has poor credit, “almost like the black tax,” said Donnell Williams, who is a vice president with the National Association of Real Estate Brokers.

Lufthansa will bring home any Germans it flies abroad on vacation, CEO Carsten Spohr (pic-tured) said in a newspaper interview, seeking to assuage hol-idaymakers’ concerns that new coronavirus outbreaks could leave them stranded.

Foreign Minister Heiko Maas recently said that Germany would not undertake another repatriation initiative this summer, as it did when the coronavirus pandemic struck earlier this year. But in an interview with the Frankfurter Allgemeine Sonntagszeitung, Spohr sought to address Germans’

concerns about booking foreign holidays in case there is a corona-virus outbreak in their country of destination while they are away.

“We are aware of this (concern), which is why we are

introducing a homecoming guar-antee. Whoever wants to return to Germany, we will bring back,” he told the newspaper.

“Be it because they are not allowed to enter the country due to an elevated temperature at their destination, or because they have to be quarantined there, or because of a virus outbreak in the host country - in all these cases there will be a guaranteed return flight.” Lufthansa has pledged a wide-ranging restructuring, from thousands of job cuts to asset sales, as it seeks to repay a €9bn ($10.2bn) state bailout and nav-igate deepening losses in the face of the coronavirus pandemic.

Sweden didn’t lock down, buteconomy to plunge anywayAFP - STOCKHOLM

Unlike most countries, Sweden never locked down during the coronavirus pandemic, largely keeping businesses operating, but the economy appears to be taking a hard hit nonetheless.

Under the Scandinavian country’s controversial approach to the virus, cafes, restaurants and most busi-nesses remained open, as did schools for under-16s, with people urged to follow social distancing and hygiene guidelines.

Whatever hope there may have been that this policy would soften the economic blow now seems dashed.

“As in most of the world, there will be a record decline for the Swedish economy in Q2,” SEB bank economist Olle Holmgren said.

A rebound was likely in the latter part of the year, but “we expect it to take a long time before the situation nor-malises,” he told AFP.

To be fair, Swedish officials insist their strategy was always aimed at public health, and never specifically at saving the economy.

The idea was to make sure hospitals could keep pace with

the outbreak and protect the elderly and at-risk groups.

Sweden has succeeded at the former, but admitted failure at the latter, with more than three-quarters of virus deaths occurring among nursing home residents and those receiving care at home.

“When we have decided what measures to take to stop the virus from spreading, we have not had any economic consider-ations. We have followed the advice of our (public health) experts on this issue,” Finance Minister Magdalena Andersson (pictured) told reporters in late May.

Sti l l , authorities acknowledge that keeping

businesses open was also part of a broader public health consid-eration, as high unemployment and a weak economy typically lead to poorer public health.

Sweden, a country of 10.3 million, had reported 4,639 COVID-19 deaths as of Friday.

That gives it one of the world’s highest virus mortality rates, with 459.3 deaths per million inhabitants -- four times more than neighbouring Denmark and 10 times more than Norway, which both imposed stricter confinement measures.

At first Sweden’s export-heavy economy seemed to be doing okay, with GDP actually growing by 0.1 percent in the

first quarter. But now the country is

expected to follow the same path as most of Europe, with its economy shrinking for the full-year 2020 and unemployment soaring.

In April, the government predicted GDP would contract by 4 percent in 2020, compared to its January forecast of 1.1 percent growth.

While the European Com-mission has forecast a Swedish contraction of 6.1 percent (compared to -6.5 percent for Germany and -7.7 percent for the eurozone), the outlook presented by the Swedish central bank is even more dire -- it anticipates a GDP decline of up to 10 percent.

Some economists see Swedish growth rebounding as early as the second half of 2020, but the finance minister has warned things could get worse before they get better.

Before the crisis, Sweden’s labour market was in good shape, with strong job creation and a declining unem-ployment rate. Now, the gov-ernment expects a jobless rate of nine percent for 2020 and 2021, compared to 6.8 percent in 2019. It sees growth of 3.5 percent in 2021.

China poised to pull plans for UK nuclear plants

China’s ambassador to the UK has said that Boris Johnson’s plans to seek alternatives to Huawei Technologies Co Ltd in the 5G network could spoil plans for Chinese companies to build nuclear power plants and the HS2 high-speed rail network, the Sunday Times reported.

Liu Xiaoming (pictured) signalled that Beijing is viewing the decision over Huawei as “a litmus test of whether Britain is a true and faithful partner of China,” the newspaper reported the ambassador telling business leaders, saying that the words

were “interpreted as a threat by those listening.”

China General Nuclear Power Corp. plans to build its own nuclear reactor at Bradwell in Essex, according to the newspaper report. China has a minority share in nuclear power plants at Hinkley Point in Somerset and Sizewell C in Suffolk, both in partnership with EDF of France.

Pandemic response: Spain earmarks €9bn on healthcare spendingBLOOMBERG

Spain has earmarked €9bn ($10.2bn) to help fund regional governments’ healthcare response to the COVID-19 pandemic.

The central government will transfer €6bn in September and as much 3 billion in November, Prime Minister Pedro Sanchez said in a televised statement Sunday. The measure will be approved by the cabinet through a decree on June 16, Sanchez said.

Sanchez announced at the beginning of May the creation of a €16bn-reconstruction fund to help regional administrations face the economic consequences of the pandemic. The regions

had already urged Sanchez to clarify the criteria to allocate the funds.

The €9bn on healthcare spending was reduced from an original plan of devoting €10 bn. Separately, the government revised its plan to add as much as €2bn in spending for edu-cation, by scrapping another €1bn for social spending. It’s ear-marking €5bn to offset the drop in tax revenue due to the crisis.

The government has decided to set aside funds for the edu-cation system, changing its original plan to allocate €1bn for the social spending and decreasing by another billion the amount initially allocated to the

health care system.Sanchez has also announced

that the new rules for what he has dubbed as the “new normal,” once the lockdown is lifted on June 21, will be approved next week. The use of face masks will still be compulsory in public transport and indoor spaces for people older than 6 years and if needed, special licenses will be granted to produce drugs and protection equipment.

More measures will also be implemented to avoid crowds in public transport. “The threat of a new outbreak isn’t an invention and we must avoid it at all costs,” Sanchez said.

Sanchez has also given new

details on what the government calls a living minimum wage, which was approved in May. The dedicated government web page received 21 million visits in only one week, he said, adding that 255,000 people, or 75,000 households, will receive pay-ments on June 26.

The prime minister also said that he sent a joint letter with his Italian counterpart Giuseppe Conte to the European Com-mission President Ursula von der Leyen, asking for European Union coordination in reopening borders with third countries outside the Schengen space. “We believe Europe has to lead a coordinated effort,” he said.
