U.S. DEPARTMENT OF JUSTICE FEDERAL BUREAU OF PRISONS MONDAY MORNING May 14, 2012 HIGHLIGHTS 2012 Correctional Workers’ Week Memorial Service On May 8, 2012, the Bureau held its annual Correctional Workers' Week Memorial Service in honor of the Bureau of Prisons' staff members killed in the line of duty. U.S. Attorney General Eric H. Holder, Jr., joined Central Office staff, other Bureau personnel, and invited guests at the tribute that was held at the National Law Enforcement Officers Memorial in Washington, D.C. In keeping with the agency's practice of paying tribute to one specific BOP hero each year, the Bureau recognized Gregory J. Gunter, Maintenance Mechanic General Foreman at FCI Petersburg, Virginia, whose untimely death occurred on December 25, 1982. Mr. Gunter’s family was unable to join Central Office staff for the service of remembrance, but their family friend, FCC Petersburg’s William Wilmoth, Jr., attended on their behalf. Blake R. Davis, Assistant Director, Correctional Programs Division, served as Master of Ceremonies and Rev. Dr. Michael R. Smith, Sr., Chaplaincy Administrator, offered the invocation and benediction. HIGHLIGHTS

2012 Correctional Workers’ Week Memorial Service

On May 8, 2012, the Bureau held its annual

Correctional Workers' Week Memorial

Service in honor of the Bureau of Prisons'

staff members killed in the line of duty.

U.S. Attorney General Eric H. Holder, Jr.,

joined Central Office staff, other Bureau

personnel, and invited guests at the tribute

that was held at the National Law

Enforcement Officers Memorial in

Washington, D.C.

In keeping with the agency's practice of

paying tribute to one specific BOP hero

each year, the Bureau recognized Gregory J.

Gunter, Maintenance Mechanic General

Foreman at FCI Petersburg, Virginia, whose

untimely death occurred on December 25,

1982. Mr. Gunter’s family was unable to

join Central Office staff for the service of remembrance, but their family

friend, FCC Petersburg’s William Wilmoth, Jr., attended on their behalf.

Blake R. Davis, Assistant Director, Correctional Programs Division, served

as Master of Ceremonies and Rev. Dr. Michael R. Smith, Sr., Chaplaincy

Administrator, offered the invocation and benediction. Chris McConnell,

Emergency Management Specialist, presented the "In Memoriam."

Attorney General Holder’s words were inspiring as he suggested the

audience “… let the stories of each of our fallen heroes – and their

unwavering faith in our nation, in the integrity of our justice system, and in

the power of public service – continue to guide our steps forward." Director

Charles E. Samuels, Jr., reminded those in attendance of how the BOP’s 24

fallen staff members served “both in life and in death.” In recognizing this

year’s special honoree, Director Samuels referred to Gregory Gunter as the

In Memoriam: Kenneth Bontatibus

On April 24, Kenneth Bontatibus, FCI Phoenix Senior

Officer Specialist, passed away from complications

during surgery. He was 36 years old. Mr. Bontatibus

began his BOP career as a Correctional Officer at FCI

Danbury in 2002. He transferred to FCI Phoenix in

2005.

He is survived by his mother, Gail Bontatibus. Cards

In Memoriam: Justin Roy

On April 28, Justin Roy, ADX Florence Senior

Officer, passed away at his home. He was 32 years

old. Officer Roy began his BOP career as a

Correctional Officer at ADX Florence in 2008.

He is survived by his wife, Felicia Steffens-Roy; sons

Austin and Caleb; his parents, Karon and Dale Roy;

and three siblings. Cards and letters of condolence can

Regional Directors Raymond E. Holt & Robert E. McFadden to Retire

Southeast Regional Director Raymond E. Holt

After 32 years of

distinguished public service

in the Federal Bureau of

Prisons (BOP), Raymond E.

Holt, Southeast Regional

Director, announced his

plans to retire effective July

1, 2012.

Mr. Holt began his career

with the Bureau in 1980 as a

correctional officer at the

Federal Correctional Institution El Reno, Oklahoma.

Since then, he was promoted to various positions of

increasing responsibility within Correctional Services,

serving at the Metropolitan Correctional Center

(MCC) Tucson, Arizona, U.S. Penitentiary (USP)

Lewisburg, Pennsylvania, and MCC New York, New

York. He was selected as Associate Warden for MCC

New York, and later served in the same position at

USP Marion, Illinois. In 1990, he became Correctional

Services Administrator with the Correctional Programs

Division in the Central Office. From 1993-2001, Mr.

Holt served as Warden for MCC Chicago, Illinois,

USP Beaumont, Texas, and USP Florence, Colorado.

Mr. Holt assumed his current position as Regional

Director for the Southeast Region in June 2001.

In his current capacity, Mr. Holt is responsible for

providing leadership to and overseeing all BOP

activities in the Southeast region, including its $800.7

million operating budget. With a current staff

complement in excess of 6,500, the region houses and

provides reentry preparation services to more than

40,900 inmates.

While his leadership has resulted in numerous

accomplishments and left a lasting mark on the agency,

Mr. Holt is most proud of the following achievements:

● Being selected as a GS-08 Senior Officer Specialist,

● Being selected as a Lieutenant, and

● Developing the Correctional Services uniform.

Mr. Holt was the recipient of the Norman A. Carlson

Director's Award in 1993, and the Wardens Award for

Excellence in Prison Management in 2000. In 2004,

RD Holt was awarded the Presidential Rank for

Meritorious Service for his numerous accomplish-

ments.

On RD Holt’s decision to retire, Director Charles E.

Samuels, Jr., stated: “Ray Holt has been a key

contributor to the Bureau’s Executive Staff for 11

years; during this time he has helped guide our agency

through many major challenges. Throughout his

career, he has often pursued his interest in custody

issues by exploring and developing strategies to

enhance operational security and protection of the

public, our staff, and the inmates in our charge. The

agency functions more safely because of his efforts

and his dedication to the Bureau’s mission. The

mentoring he has provided to agency leaders over the

years will ensure that we continue to move in the right

direction after his retirement in July. I thank him for

his exceptional service and wish him all the best.”

RD Holt’s retirement event is scheduled for Thursday,

May 17, 2012, at the Hilton Hotel (Atlanta Airport).

Western Regional Director Robert E. McFadden

After more than 27 years of

distinguished public service in

the Federal Bureau of Prisons

(BOP), Robert E. McFadden,

Western Regional Director,

announced his plans to retire

effective July 31, 2012.

Mr. McFadden began his

career in 1985 as a

correctional officer at the

Federal Correctional Institution (FCI) Phoenix,

Arizona. He went on to hold positions of increasing

responsibility at the Minneapolis, Minnesota, and

Baltimore, Maryland, residential reentry management

(RRM) offices; the Federal Medical Center Rochester,

Minnesota; FCI Phoenix; and the Metropolitan

Correctional Center San Diego, California.

Mr. McFadden was first named Warden for the

Federal Prison Camp, Yankton, South Dakota, in

August 2000. He continued his executive career path,

serving as Deputy Regional Director of the Southeast

Region from December 2001 to April 2003. Mr.

McFadden subsequently served as Warden at FCI

Jesup, Georgia, and the Medical Center for Federal

Prisoners in Springfield, Missouri, receiving his

appointment to the Senior Executive Service in

October 2003. In April 2006, Mr. McFadden became

the 12th

Regional Director for the Western Region.

In his current capacity, Mr. McFadden is responsible

for providing leadership to and overseeing all BOP

activities in the Western region, including its $722.6

million operating budget. With a current staff

complement in excess of 5,000, the region houses and

provides reentry preparation services to more than

26,500 inmates.

His leadership has resulted in numerous

accomplishments:

● The establishment of specialized units that contribute

greatly to secure agency operations and public safety,

● Enhanced partnerships with federal, state, and local

law enforcement agencies,

● Implementation of a recruitment plan – called the

“California 4”– to revitalize the 4 WXR institutions

struggling with hiring challenges.

Mr. McFadden has received many prestigious awards

over the course of his career that have included the

Information, Policy and Public Affairs Division

Assistant Director’s Award for commitment to

excellence and exemplary performance (1992). Most

recently, in 2011, he was awarded the Presidential

Rank of Meritorious Senior Professional/Executive for

his sustained accomplishments.

Director Charles E. Samuels, Jr., commented: "Robert

McFadden’s career has been one of exemplary

dedication to the agency’s mission, commitment to

staff, and service to the public. His leadership as

Regional Director has resulted in many notable

accomplishments, including environmental and cost

avoidance initiatives that will have lasting effects on

the agency. His input, contributions, support, and

perspective will be missed. I thank him for his years of

outstanding service and wish him the very best during

retirement."

FCI Fort Dix Holds Correctional Workers’ Week Memorial Service

On May 7, more than 100 BOP staff, community

leaders, and military staff attended FCI Fort Dix’s

annual Correctional Workers’ Week (CWW) memorial

service. During the program, the institution’s Honor

Guard presented and retired the colors, the Disturbance

Control Team performed a 21-gun salute, the

Pemberton High School Choir performed songs and

members of the school’s Junior ROTC program

presented FCI Fort Dix with a memorial wreath.

FDC Philadelphia’s Inside-Out Prison Exchange Program

FDC Philadelphia recently completed its first Inside-

Out Prison Exchange Program for female inmates.

Students from Villanova’s Law School and several

inmates spent 15 weeks working and studying together

to gain a better understanding of incarceration,

victimization, and restorative justice. Peer teaching

and coaching were conducted in an environment that

allowed inmates to express their feelings and views

about incarceration and the justice system. Dr.

Penelope Pether, from Villanova’s Law School,

facilitated the program.

Inmates wrote reflective papers throughout the course;

their final assignment was working with the law

students on a collaborative research project focusing

on reentry.

The closing ceremony was held on April 24; guest

speakers included: The Honorable L. Felipe Restrepo,

U.S. Magistrate Judge for the Eastern District of

Pennsylvania; Dr. Pether; John Gotanda, Dean,

Villanova Law School; Steve Chanenson, Associate

Dean, Villanova Law School; and Associate Warden

B. E. Blackmon. A law student and an inmate spoke

about the impact of the Inside-Out Exchange Program;

both noted the course helped them break down barriers

and stereotypes, and they came away from the program

with a better understanding of the criminal justice

system and the importance of reentry.

FCC Allenwood and USP Lewisburg Hold Emergency Preparedness Day

On April 25, the consolidated FCC Allenwood/USP

Lewisburg Crisis Support Team held its 6th

annual

“Emergency Preparedness Day” for Bureau staff and

the local community at the Complex’s staff training

center. Several agencies joined forces with the BOP to

provide education on institutional and environmental

emergencies. Participating agencies included: the

Pennsylvania State Police, Mounted Police, Game

Commission, local police and EMS, local fire

departments, the Federal Bureau of Investigation, and

Immigration and Customs Enforcement.

More than 500 community members, law enforcement

officials, and criminal justice students attended the

event. Topics included emergency response, search

and rescue techniques, the proper care for animals

during a crisis, gun safety, and other safety and

environmental issues. Special Operation Response

teams, Disturbance Control teams, Hostage

Negotiation teams and Breaching teams from FCC

Allenwood, USP Lewisburg, FCI Schuylkill, FCI

Loretto, and USP Canaan provided numerous

demonstrations and classes.

FCC Tucson Holds Victims’ Rights Awareness Program

On April 25, FCC Tucson’s Federal Women’s

Program and Asian/Pacific Islander/Native American

Program sponsored a Victims’ Rights Awareness

program in recognition of Sexual Assault Awareness

Month, Child Abuse Prevention Month, and Victims’

Rights Week. Vanessa Helms of the Pima County

Attorney’s Victim Services Division, was guest

speaker. She spoke about the history of victims’ rights,

and the services her agency provides to victims of

crime in the community.

Ms. Helms provided a detailed history of her agency --

the first in the nation to provide comprehensive

assistance to crime victims. The agency has more than

25 staff and 120 volunteers on call 24 hours a day, and

have worked with victims of the January 8, 2011,

shooting of Congresswoman Gabrielle Giffords; the

September 11th

terrorist attacks; the Oklahoma City

bombing; and the war in Bosnia. Correctional Systems

Manager Barbie Serrato, a volunteer with the Victim

Services Division, spoke about her experience working

under Ms. Helm’s guidance.
