    Fourteen years ago, the Progressive Labour Party was given its firstopportunity to move our country forward.

    Even as we continue to weather the effects of a global economiccrisis, we can see the benefit of fourteen years of rebuilding, whichwill significantly benefit the country when we emerge from thesechallenging times. We have helped Bermudians from all differentbackgrounds:

    Through our FutureCare plan, the PLP has ensured thatseniors can maintain a dignified life by making their costs ofhealthcare and prescription drugs more affordable

    The DayCare programme offers an affordable childcareoption for working parents

    The Economic Empowerment Zones (EEZ) are helping tosupport Bermudians as entrepreneurs and fostering economicgrowth on the island

    Through our home ownership scheme, families know the joyof living in a place that they can now afford to own

    The exemption for seniors land tax, car licence fees andpassports has helped many seniors

    The primary family homestead exemption is helpingBermudians to retain their property in their familys hands onthe passing of a loved one

    But there is more we need to do, and so we come together again tocontinue what we started. We re-commit to continuing to work withBermudians to honour our social contract - hard work should pay off,responsibility should be rewarded, and each one of us should be ableto go as far as our talent and drive take us.

    This election is not simply a choice between two political parties, butbetween two fundamentally different paths for our country and our families.

    The Progressive Labour Party will continue to move our country forwardby creating an economy built by Mr., Mrs. and Ms. Everyman and builtto last.

    Our opponents have a drastically different vision one that will moveour country backwards. They still believe the best way to grow theeconomy is from the top down the same approach that benefitedthe wealthy few and created the deep-seated challenges that we stillexperience today, some fourteen years later.

    The PLP believes in Bermuda, and we stand strong for Bermudians.We know that this country can succeed because our people alwaysrise to the challenge and come together through crisis. We know thatthere is nothing that together we cannot accomplish.

    Recovering from the economic crisis will require us all to learn some newthings and to take some different approaches, but we must never forgetour guiding principle: an economy thats built not from the top down,but by average Bermudians. In these challenging times, though, even themost hard-working Bermudians are struggling to find those ladders ofopportunity that will lead them to a better life. We understand that, andthat is why we work every day to create an environment that encouragesjob creation, economic growth, and personal evolution.

    This election is more than just politics. Its a defining moment in ourhistory a choice between two different paths and it has the potentialto lead us to a more vibrant and inclusive Bermuda.

    We stand at a make-or-break moment, and are faced with a choicebetween moving forward and falling back.

    Our opponents dont understand the core issues affecting our people high unemployment, rising crime, a struggling economy. In fact, theironly point of reference comes from members of a party of the past who

    want to go behind the backs of Bermudians to make their way backinto power. These leaders have time and time again turned their backon the grassroots Bermudians who quietly built this country throughtheir blood, sweat, and tears. We cannot afford to go back to thosekinds of skewed priorities.

    Our opponents believe we should go back to the top down economicpolicies of decades past. They think that if we simply let big businesswrite its own rules again, and open up the flood gates for non-Bermudian workers, that business will solve our problems all on itsown. They argue that if we lower all barriers to entry and cater first tothe international companies, it will automatically translate into jobs andprosperity that benefits us all.

    Through aggressive austerity measures they would repeal FutureCareand make deep cuts to services provided to Bermudians by whatcurrently is a predominantly Bermudian manned Civil Service - this isthe same path that has plagued Europe, with a populace who nowlack confidence in a brighter future. Weve seen these policies beforeand it is always the average Bermudian who suffers.

    It is not enough to go back to where the country was before this crisis

    thats moving our country backward. Instead, we must move forward,by rebuilding a strong foundation that ensures we are better preparedif this happens again.

    Bermuda can only prosper if were all in it together. We see a diverseBermuda where everyone has a fair shot, does their fair share, andplays by the same rules. We see a Bermuda that doesnt accept theargument that a small country can only produce limited talent. Ourpeople can and must operate on a global level.

    We see a Bermuda with greater fiscal stability and opportunity, drivenby responsible policies geared to creating jobs and bringing down the

    debt in a balanced way. We see a Bermuda with higher standards ofeducation, new forms of energy, and innovation and infrastructure. Webelieve in deficit reduction not by placing the burden on Mr., Mrs. andMs. Everyman, but by managing Government programs wisely and byembracing technology and operational efficiencies. Clearly we must

    live within our means, but we also must ensure that we are investingwisely in the future of Bermuda and Bermudians.

    This is why we have invested in a new hospital. This is why we havebuilt new mega-cruise ship docks, and crafted Bermudas first NationalTourism Plan. This is why we revitalised education through the reform

    of our education system. That work continues and it is based on abedrock of accountability across the public school system. We areinvesting in a New National Sports centre that will support the growthof our talented athletes. Thats why we rescued Bermudas first andoldest local bank, and why we will provide assistance to the CreditUnion. Its why we introduced pension hardship regulations in both theprivate and public sector to help people to help themselves, when theyneed it. That is also why we have extended aid to Bermudian familieswho are working multiple jobs and struggling to pay the bills with freeday care. And its why we lowered medication and health care costs

    for our seniors.Its why we are extending our alliances beyond the traditionaldeveloped countries and ensuring our image is strong within theinternational regulatory community. Its also why we are pursuing effortsto ensure our financial stability and credibility with the rating agencies.

    But there is still so much more to be done. When we won theGovernment in 1998 we knew that building a more inclusive andequitable Bermuda wouldnt be easy we knew it would take patienceand commitment to continue to deliver change to benefit Bermudians.

    We are the party of inclusion that respects differences of perspectiveand belief. And so, even when we disagree, we work together to movethis island forward.

    We must keep moving forward together and keep doing the hardwork of rebuilding a strong economy by betting on Bermudians. Weneed a PLP Government that stands strong for the hopes, values, andinterests of its people, and gives everyone willing to work hard thechance to make the most of their potential.

    ECONOMY AND JOBS

    Our Approach

    The global recession hasnegatively affected Bermuda.We have had to adopt somedetermined policy decisions tohelp business and individualsduring the economic downturn.So our revenues have been

    severely curtailed.You may recall that a Pre-BudgetStatement was released lastDecember. This sets out the PLPsmulti-year strategy for weatheringthe economic storm. It places

    the budget preparation in the

    context of a consistent multi-yearconsolidation strategy and ispart of introducing a medium-term expenditure framework forpreparing annual budgets.

    The measures include improvingthe budget trade-off betweenboosting jobs and cutting debt.

    This entails cutting spending inareas with limited impact onour objectives. The thinking is toincrease fiscal space betweenpro-growth spending anddebt reduction.

    In uncertain times fiscal rules

    must take account of the volatilityof funds available for futurebudgets. Sluggish internationalgrowth will adversely affectBermudas ability to increase ourGDP. So there is a financing gapbetween the stimulus policiesthat we would like to continuein order to protect jobs and thepolicies we are able to finance

    due to diminished revenues.Either we continue to borrowfunds to bridge the financinggap or we have to cut spendingto accommodate actual revenues.

    Many governments struggle withthis dilemma. Some countriesgive lower priority to strictobservance of fiscal rules whilethere is still economic turbulenceand give higher priority tobudget policy making with aview to assisting the economy

    to regain strength.

    We have an economic toolkit andour Medium Term ExpenditureFramework is one such strategyas part of the tool kit.

    This is to address volatilityover an extended period oftime rather than implementinga drastic set of measures in a

    single year.

    This Medium Term ExpenditureFramework is used to achievemedium term policy targetswhich are impossible toachieve in a single budget. ThisFramework provides a measureof flexibility in the allocationof resources across a series ofannual budgets. So we haveadopted multi-year cash limitsso that the Government canproactively reduce the part ofbudget spending that is lockedin, increasing fiscal space

    and allowing resources to bere-directed to pro-growth areas.

    Another element of our economictool-kit is to enhance andimprove the debt collectionfunction so we can enhanceour debt collection efforts

    and improve collection of ourreceivables.

    Infrastructure Strategy

    With stimulus and investmentas our guide into the future,the Progressive Labour Partyrecognises the need for majorcapital projects to be an integralpart of stimulating economic

    activity and jobs creation,especially within the criticalconstruction sector. In order to

    improve the process of publiccapital investment, your PLPGovernment has commissionedan infrastructure strategy planwhich is a 21st Century holisticapproach to address the criticalneeds of Bermuda. Publicprivate partnerships can lead to

    innovative and money savingpartnerships that can be adaptedfor Bermuda. Such projectsas airport and causewayredevelopment, HamiltonWaterfront development, willbe methodically assessed usingsustainable, economic rationalein conjunction with other nationalrequirements. In delivering a

    Bermuda has a small openeconomy which is reliant ontourism and internationalbusiness. We will formalise apolicy framework for financialstability, enhancing confidencefor policyholders, depositors,

    investors and firms. We willcontinue to take action todiversify our economy, both interms of the geographic markets,as well as the tourism andfinancial products that we provide.

    homes modelled on the SylviaRichardson Home and morecommunity-based care withElder Care homes. These homeswill provide many benefits tothe larger community by creatingemployment options, reducehealthcare costs, and provide amore efficient use of hospital beds.

    DAME JENNIFER SMITH

    Dame Jennifer Smith is currently the Minister

    of Education. As the PLPs first Premier, Dame

    Jennifer, among other firsts, was responsible

    for instituting the Partys long established goal

    of single seat constituencies. She is passionate

    about our youth and is eminently qualified in

    her role as our education champion.

    LOVITTAFOGGO

    Lovitta Foggo is the first female Chief Whip in

    the Commonwealth Parliamentary Association

    group of the Caribbean and Atlantic Region.

    She is an educator who has taught at various

    schools in Bermuda. She was a Biology teacher

    at The Berkeley Institute when first elected as

    a Member of Parliament in 2007.

    RENEE MING

    Renee Ming a born St. Georgian with strong

    ties to her constituency has been active in her

    community for all of her adult life. She bleeds

    blue - a true St. Georgian patriot. She has

    served on Corporation of St. Georges since

    2009. Mrs. Ming, is an active member of

    Richard Allen A.M.E. Church.

    LEROYBEAN

    Pastor Bean is the founder of Transfiguration

    Ministries and Challenging and Reclaiming the

    True Essence of Life (CARTEL), an organisationthat promotes an anti-gang, anti-violence

    philosophy. He holds a Masters Degree in

    Christian counseling and has been recognised

    with numerous community service awards, both

    locally and internationally.

    WAYNE FURBERT

    Wayne Furbert was first elected to Parliament

    in 1993. Mr. Furbert currently serves as

    the Minister of Business Development andTourism. He is a Certified Public Accountant.

    A man of faith, he has been an entrepreneur

    and is passionate about Bermuda. He has also

    been known to sing on occasion, including

    internationally, on behalf of Bermuda.

    DERRICKBURGESS

    Derrick Burgess was first elected to Parliament

    in a bye-election in February 1998. He is

    well-known as a trade unionist, and was aformer President of the Bermuda Industrial

    Union for eight years until he retired in 2006.

    Mr. Burgess was elected as Deputy Party

    Leader on October 28, 2010 and has held a

    number of senior ministerial portfolios.

    DIALLO RABAIN

    Diallo Rabain was born and raised in

    Constituency 7 and most of his immediate

    family still lives there. He is a graduate of

    Florida A&M University where he obtained a

    B.Sc. degree in Electrical Engineering. He has

    served on the National Training Board and the

    Bermuda College Board of Governors, and is

    very active with the Bermuda Chapter of Alpha

    Phi Alpha Fraternity, Inc.

    VANCE CAMPBELL

    Vance Campbell is a certified public accountant

    and Chief Financial Officer with S.A.L. Trading

    Ltd. Currently the Chairperson of the Consumer

    Affairs Board and a Trustee for the Bermuda

    Housing Trust, Mr. Campbell believes that he is

    obligated to be involved in the political process

    that will shape the country that his children

    will inherit.

    WAYNE PERINCHIEF

    Wayne Perinchief is a former Assistant Police

    Commissioner, Mr. Perinchief was first elected

    to Parliament in November 1998 in Pembroke

    West Central. He currently serves as the

    Minister of National Security. He has an

    extensive background in law and order and

    has received several awards for his service

    to Bermuda.

    PATRICE MINORS

    Patrice Minors was first elected to Parliament

    in 2003, and is currently the Minister of

    Economy, Trade and Industry, having served ina number of ministerial portfolios. A member

    of the Society of Trust and Estate Practitioners,

    she is a past President of Big Brothers and Big

    Sisters of Bermuda. She is an active member

    of the First Church of God, North Shore.

    ANTHONYRICHARDSON

    Anthony Richardson is a chartered accountant,

    and a prior Accountant General of Bermuda.

    Prior to that, he was a Police Officer and wasawarded the Baton of Honor from his recruit

    class. He is the consummate professional. He

    is the Chairman of the Board of Directors of the

    First Church of God and volunteers with several

    other organisations.

    NEVILLE TYRRELL

    Neville Tyrrells commitment to his country is

    reflected in the wide range of his community

    activities. He is personable and loves hiscommunity and has an engaging manner. He

    has served on various government and sporting

    boards in Bermuda. He has served as Party

    Chairman and was a member of the Senate

    from 2004 until 2006.

    GLENN BLAKENEY

    Glenn Blakeney is currently the Minister of

    Youth, Families & Sports. Mr. Blakeney is the

    Founder and President of the parent company

    of Bermudas two most popular radio stations.

    In 2010 he founded Bermuda Soul Record

    Company, Ltd., which is devoted to launching

    the professional recording careers of Bermudian

    musical talent.

    WALTER ROBAN

    Walter Roban joined the PLP as a young college

    student and has been active in the Party ever

    since. He was first elected to Parliament in

    2007 and has held several portfolios and is

    the current Minister of Transport. A graduate

    of Morehouse College. He graduated with a

    Masters of Arts Degree in International Studies

    from the University of Birmingham.

    PAULACOX

    Paula Cox ,was first elected in 1996 after the

    death of former Opposition Leader, L. Frederick

    Wade. She has served three PLP Premiers in

    various Cabinet portfolios and been named

    on three occasions asThe Most Effective

    Politician in the Best of Bermuda Awards.

    She has received a number of international

    awards and an honourary doctorate.

    MICHAEL WEEKS

    Michael Weeks is a graduate of Howard

    University and was first elected to Parliament

    in 2009 after the death of the Hon. NelsonBascome. He is currently the Minister of Public

    Works. For much of his adult life, Mr. Weeks

    worked as a Residential Treatment Officer.

    He is actively involved in many community

    and sporting organisations.

    DAVID BURT

    David Burt has served his community and his

    party in various capacities. He is the Chief of

    Staff to the Premier and has served as PartyChairman. Mr. Burt is the founder of GMD

    Consulting Ltd. He was appointed a Senator

    in October 2010. A member of Alpha Phi

    Alpha Fraternity, Young Mens Social Club and

    Devonshire Recreation Club.

    WALTON BROWN

    Walton Brown is a former lecturer of Politics

    and History at the Bermuda College and

    Senator. He is the founder and president ofResearch Innovations. Currently, he is the

    Chairman of the Bermuda College Board of

    Governors. He is an author who most recently

    published his first book on race and politics in

    Bermuda.

    VINCENT INGHAM

    Vincent Ingham, an engineer rose to the

    position of President and Chief Executive

    Officer of BELCO. He is a member of several

    professional organisations and is committed to

    making a difference in his community. He was

    appointed as a Senator in November 2011 and

    served as Vice Chair on the Tourism Board and

    recently retired from the Board of Education.

    ROLFE COMMISSIONG

    Rolfe Commissiong was instrumental in the

    re-establishment of the Bermuda Youth Council

    and the adoption of the Job Corps programme,

    which was derived from the Mincy Report.

    Career Pathways also emanated from the

    Mincy Report though it was there dubbed as

    Career Academies. He is also the founder of

    Black Star Communications Ltd.

    MARCUS JONES

    Marcus Jones has extensive experience in

    the hospitality industry. He is the founder

    of Covenant Hospitality Solutions Ltd. He is

    involved in many community groups and is a

    member of the Bermuda Covenant Christian

    Fellowship. He is very committed to public

    service and in upholding standards and

    delivering for the people of Bermuda.

    DAWN SIMMONS

    Dawn Simmons continues her familys legacy

    of service to the Progressive Labour Party. She

    has served in a number of capacities, includingas Campaign Chair in 2007. She is presently

    our Executive Officer. She is the President of

    the Berkeley Institute PTSA and currently serves

    as Chairman of the Sandys Parish Council. She

    also volunteers at Meals on Wheels.

    LAWRENCE SCOTT

    DARIUS TUCKER

    Lawrence Scott is a supervisor with JetBlue

    Airways at the L.F. Wade International

    Airport. He is a certified pilot and volunteerswith the St. Johns Ambulance as a First

    Responder. He is the co-founder of The

    Airborne Foundation, a charity that assists

    young Bermudians interested in careers in

    the aviation industry.

    Darius Tucker is a carpenter by trade and

    is the owner of DTs Services. He uses his

    talents and skills to assist Bermudas youngpeople interested in working in the trades.

    He was elected to Parliament in 2007 and is

    very much involved in activities that support

    our youth. He is a member of St. Johns

    A.M.E. Church.

    DALE BUTLER

    Dale Butler is an educator and author with

    a record of service to Bermuda through his

    political and community involvement, Dale

    Butler joined the PLP at the age of 16. He

    retired as Principal of Dellwood Primary

    School when he was elected to Parliament

    in 1998 and has served his Party at the

    ministerial level. An active member of St.

    Pauls A.M.E. Church.

    David Burch is a former Bermuda Regiment

    Commanding Officer and has served his country

    in several capacities. He has served as a

    Cabinet Minister in various PLP administrations.

    He previously served as Chief of Staff and

    Government Leader in the Senate. He is

    now a private consultant with his own firm

    and continues to be passionate about serving

    his country.

    MARC BEAN

    DAVID BURCH

    Marc Bean, one of the youngest Members

    of Parliament, was appointed to Cabinet in

    November 2011 and is a former senator.

    He is a qualified air traffic control specialist

    and has a commercial pilots license. He

    served as Governments Advisor on CARICOM

    Affairs and was a member of the Bermuda

    Independence Commission.

    JONATHAN SMITH

    Jonathan Smith was a former Commissioner

    of Police and was appointed as a Senator

    in November 2010. A strong advocate forpublic service, Mr. Smith has also served on

    the Public Service Commission. He recently

    published his first book In the Hour of

    Victory and is working on a second book.

    He is an avid sportsman.

    STEPHEN TODD

    Stephen Todd is a banker by profession.

    He has formerly served as the Chairman of

    the Bermuda Chamber of Commerce. He iscommitted to community service and is the

    Vice President of Sandys Rotary Club. He is

    a political newcomer but has a determination

    to work and to serve his community. He views

    public service as an honour.

    ZANE DESILVA

    Zane DeSilva is President & CEO of Island

    Construction Services Ltd. He was first elected

    to Parliament in 2007. In 2010 he wasappointed Minister of Health and in 2011 he

    unveiled the National Health Consultation

    Paper. He is known for his philanthropic

    activities and he continues to donate to various

    charities in Bermuda and overseas.

    SCOTT SIMMONS

    Scott Simmons currently serves as the Press

    Attach to the Premier and has previously

    worked in the Cabinet Office to a former

    Premier as Press Secretary. He is a former

    police constable and previously served the

    PLP as Public Relations Officer.

    TERRYLISTER

    Terry Listers parliamentary career began

    in 1993 when he was appointed to the

    Senate. He was first elected to Parliament

    in 1998 and was a member of the PLPs

    first Cabinet and has served in a number of

    ministerial portfolios. A chartered accountant

    by profession, In 2005 he received a FCA

    (Fellowship of Chartered Accountants).

    Randolph Horton is one of Bermudas most

    popular sports figure and is a National Sports

    Hero. He spent many years as an educator in

    Bermuda and the United States. He was first

    elected to Parliament in 1998 and has served

    in a number of ministerial portfolios and was

    Deputy Speaker in the last Parliament.

    KIM WILSON

    Kim Wilson was first appointed to the Senate

    in October 2006. She currently serves as

    Attorney General and Minister of Justice.She was admitted to the Bermuda Bar in

    1995. She has also served as the Minister of

    Economy, Trade and Industry. Ms. Wilson is a

    member of Allen Temple A.M.E. Church.

    MICHAEL SCOTT

    Michael Scott,is a lawyer by profession. Mr.

    Scott, has been fully engaged in PLP politics for

    over thirty years. He was elected to Parliamentin March 2004 upon the passing of the Hon. C.

    Eugene Cox. Mr. Scott is currently the Minister

    of Government Estates & Information Services.

    DENNIS LISTER

    Dennis Lister is one of the longest serving

    Members of Parliament, having been

    first elected in 1989. He is currently theChairman of the Bermuda Land Development

    Company. Mr. Lister is the founder of Bermuda

    Infrastructure Alliance Ltd, a company that

    promotes green technology.
