BERLIN - Germany's commercialbroadcasters have declared them-selves to be outraged at a report whichreveals the full extent of the profitsbeing made by the country's leadingpublic broadcasters.
The report, from federal investigativecommission KEF, shows, for example,that national public broadcaster ARDhad a surplus of DM 975 million($551m) in 1996, while Saxony -basedregional broadcaster MDR raked in prof-its of DM110.7m. Although figures for

MiAN - Italian publishing groupGruppo L'Espresso has signed a prelimi-nary agreement to acquire a thirdnational radio network.
If successful, the deal to buynews/talk broadcaster Italia Radio fromthe Rosabella Publishing Group willbring Espresso up to the maximum own-ership limits permitted under the Italy'santi-trust laws on radio ownership.
Espresso has owned Milan -basedCHR network Radio Deejay since 1990and last year acquired Milan -based ACnetwork Radio Capital. The Italia Radiodeal is expected to cost it between L10-15 billion ($5.7-8.5 million).

These days it seems, fingers are increasingly beingpointed at public broadcasters accross Europe.
In this issue of M&M, for example, we report on howGerman commercial stations are highly critical of theirtaxpayer -funded counterparts. Not only, it is claimed, dothe public stations receive favourable treatment in termsof frequency allocations, but-to add insult to injury-theyeat into the advertising market and turn in big profits.
Across the Rhine, Radio France would have never beenable to develop its all -news network France Info at thesame speed had it been a private company. Public broad-casters there get priority allocations of frequencies-andFrance Info got the best out of it.
In the U.K, hardly a single commercial broadcaster cancompete with the BBC on equal terms. A French radio oper-ator (and no, it wasn't NRJ chief Jean -Paul Baudecroux)once said: "Give me a national FM frequency and I'll blowaway BBC Radio 1." Arrogant, yes, but he probably had apoint: what a strange country where national, music -for-matted commercial stations are only allowed to broadcast
on the AM band (save Classic FM).In Austria, the state monopoly is coming to an end in
1998 and the opening up of the airwaves is finally about tostart, amid shambles. Even eastern European countrieswere quicker to change their broadcasting rules after 1989.
The point here is not to say that public broadcasters aredoing a bad job-actually, most of them are fulfilling theirmissions quite well. The argument is that commercial sta-tions need clear and fair rules to put an end to this differ-ence in treatment.
These rules should be drafted at a European level andcould be very simple: public stations should provide a publicservice; public and commercial broadcasters should receiveequal treatment in frequencyallocations; and public subsi-dies are incompatible withadvertising. If governments inthe EU are able to harmonisesuch complex issues as theCommon Agricultural Policy,why shouldn't they be able todo the same for public andcommercial broadcasting?
After all, isn't that whattaxpayers in the communityof Europe pay them to do?
Sky closes Classic FM Swedenby Keith Foster & Robbert Tilli
STOCKHOLM/HILVERSUM - Swedenhas lost its last commercial classicalmusic station following ClassicFM/Stockholm's take-over by theNetherlands' Sky Radio.
Sky Radio 107.5 FM launched inthe Swedish capital at midnight onMarch 3 using the former frequencyof Classic FM. "It's a continuous softAC music station, just like the oneour audience in Holland have come toknow," confirms Martin Banga, SkyRadio's director of public affairs andinternational development.
For the timebeing, the newSwedish stationfor GreaterStockholm (with1.5-2 million potentiallisteners) will be operating fromSky Radio's studios in theNetherlands. But Banga says: "Assoon as we've got our Swedish staffsorted, the operations will be moved
to the Stockholm officewhich used to be occupiedby Classic FM. We'reeagerly anticipating join-ing such a highly competi-tive market."
Classic FM had beenstruggling to maintain ahealthy audience for sometime, and its owner, localbusinessman Sten Rundin,admitted that it had beenimpossible to keep the station afloatwith its audience share of 2.4 percent.Rundin bought the station in June1997 from the British GWR Group

increasingthe audience to 4 percent, but thatincrease never materialised.
Rundin has, however, made a prof-it from the deal; he bought the station
for Skr8 million ($lm) andsold it to Sky for between Skr10-15m.
Sky's acquisition ofClassic FM introduces twonew elements to the Swedishmedia scene. The first is thestation's policy of broadcast-ing continuous music with-out presenters. This is likelyto cause some debate inSweden, which has a strong
tradition of presenter -based radio.The other significance of the deal is
the arrival of media magnate RupertMurdoch in Sweden for the first time.Sky Radio is 71 percent owned byMurdoch's News International compa-ny, a European subsidiary of his glob-al concern The News Corporation.
Banga says two more Sky Radiostations will be opened "within thenext six months" in countries otherthan Holland and Sweden. Sky Radio programme director TonLathouwers is the subject of thisweek's Open Mike on page 4.
Music Radio '98 agenda shapes upby Mike McGeever
LONDON - The platform for the annu-al U.K forum where the record andradio industries meet toe -to -toe, theRadio Academy's Music RadioConference, is beginning to take shape.
The one -day Music Radio '98 confer-ence will be held in London on April 23at the British Academy (formerlyBafta), and will be sponsored by airplayresearch company Media Research.
This year's conference chairmenare Gary Farrow, vice president ofSony Music Entertainment (U.K.) andTrevor Dann, head of music entertain-ment at public broadcaster the BBC.
"The committee is working to puttogether a Balanced programmedesigned to further help the two indus-
tries understand each otherand to build on the commonground already established,"comments Farrow.
For the first time in its 14year history, Music Radio willprovide a platform for twokeynote speakers-one fromeach industry. They will be JimMoir, controller of public MORstation BBC Radio 2, and JohnKennedy, chairman and CEO ofPolyGram Records.
The day's sessions will include aprogress report on alternative rockstation Xfin/London, and leading U.K.concert promoter Harvey Goldsmithis expected to challenge delegates'commitment to live music. Other par-ticipants will include Gordon -

McNamee, founder and for-mer managing director ofLondon dance station Kiss100 FM, and his successorat Kiss, Mike Soutar.

Q: Why has your format been sosuccessful in the Netherlands?A: Our success is primarily basedon familiarity and consistency. Weplay the music the people love tohear, without being interrupted byself-indulgent DJs. When we playGeorge Michael's Careless Whisper,for instance, you don't need a DJannouncing it-DJs would only berequired with new music. We don'tplay that much new material, but ifwe do, our listeners can fmd otherways to track down the artist'sname. For 10 years now we've beendoing exactly the same things as wedid the day we started. We've neverchanged our winning formula-lesssuccessful stations in Hollandchange their format all the time.Our only concern is not to be behindthe times.
Q: Can a station like Sky"make" hits?A: It's not our main priority. We'rehere to reach as many listeners aspossible; now and then we help tobreak new talent as well, but alwayswithin the limitations of our format.New names have to have a familiarsound, too-we quickly recognisedthe potential, for instance, of LauraPausini and Celine Dion. The lat-ter's breakthrough single ThinkTwice was picked up by us in thevery early stages, and MarcoBorsato also presented us with agold disc, acknowledging our inputin his success.
It might surprise sceptics thatnine out of ten records in the cur-rent [Dutch] Top 10 are playlistedby Sky Radio. That proves we're nctthat old-fashioned.
Q: What's Sky Radio's main asset?A: Providing good music around theclock. We have popularised radio ingeneral. Since we've been broadcast-ing, 10 percent more people are lis-tening to the radio. We're responsiblefor a new style of radio programming.Contrary to what many people think,our format has not been importedfrom the U.S.-we made it up our-selves. Our next challenge is tospread the message abroad, firstlywith our sister station in Sweden.

`Full recovery' for Spanish marketby Howell Llewellyn
MADRID - "Economic recovery andartistic recuperation" enabled Spain'smusic industry to enjoy a record yearin 1997, with total unit sales up 15percent on 1996.
1997's total of 60.3 million unitsregistered a record -breaking value ofPta 89.6 billion ($586m). This repre-sents a 21 percent increase on the1996 figure of Pta 74.1bn, accordingto information from IFPI-endorsedlabels body AFYVE. Following 1996'simproved figures, it shows theSpanish market fully recovered fromits 1994-95 slump.
AFYVE director Carlos Grandesays: "The boom is down to a generaleconomic recovery with an importantartistic recuperation, especially inSpanish product." Current AFYVEpresident Claudio Conde, also presi-dent of Sony Music Entertainment
Spain, says othersignificant factorswere the "increasingmaturity" of Spain'sdistribution net-work, the expansioninto Spain of Frenchretail chain FNAC,and "the opening ofmore music sectionsby the country'slargest chain ofdepartment stores,El Corte Ingles."
Further good news for the Spanishindustry was that the share of domes-tic repertoire rose for the second yearin a row, to 41.7 percent (5.3 percentup on its 1996 share). This figurewould be even higher if all Spanish -language music was included, asmany latino artists accounted for inthe international category, includingRicky Martin and Luis Miguel, also
sold well last year.Grande said last year's
inauguration of two musicaward ceremonies (April'sPremios de la Miisica andNovember's Premios Amigo)were "crucial" to domesticmusic's rise.
Spanish singer AlejandroSanz, who appeared at thetelevised Premios Amigoawards in November,rewrote the record books by
selling over one million units of hisalbum Mcis (WEA) betweenSeptember 1 -December 31. Other bigdomestic sellers in 1997 wereCatalonian singer Monica Naranjo,with 670,000 sales of her secondalbum Palabra de Mujer (Epic);Jarabe de Palo's debut album LaFlaca (Virgin) (450,000); and indiegroup Dover, who sold 360,000 copiesof Devil Came To Me (Subterfuge).
Larsen fills a Hole at Universal marketingLONDON - Jorgen Larsen, presidentof Universal Music International(UMI), is strengthening his compa-ny's marketing team with the arrivalof founding East West U.K. managingdirector Max Hole.
Based in London, Hole will, fromMay 1, take on a newly -created posi-tion of senior VP, marketing andA&R, in which he will "oversee UMI'sglobal artist marketing activities out-side the U.S., including priority -set-ting, international touring and pro-motion, and domestic A&R pro-grammes," according to a statement.He will also manage UMI's interna-tional marketing team.
Hole has spent the last 16 years atWarner Music U.K., where helaunched the East West label in 1990."Our new creative team headed byMax will greatly accelerate our growthand visibility in the global market-place," predicts Larsen, who praisesHole's skills as " an artist manager,record producer, marketing and A&R
man." Hole himself sayshe is "looking forward toapplying my experiencein the broad arena ofinternational marketingand A&R."
The departure of Holefrom the company hehelped set up withWarner Music U.K chiefexecutive Rob Dickinshas led to speculation onits future, althoughWarner would not com-ment on the issue.Dickins will now assume the day-to-day management of East West.
In a related move, Larsen has alsoappointed Tim Bowen to executivevice president, business affairs anddevelopment, at UMI-a positionwhich includes responsibility for thecompany's expansion programme, aswell as company and catalogues acqui-sition. Bowen was previously seniorVP, business affairs and headed UMI's
international marketing activities.Bowen will also direct UMI's strat-
egy in the areas of new technologyand electronic distribution and willcontinue to represent UMI on theEuropean board executive committeeof the IFPI.
Larsen explains that the split ofduties between Bowen and Holereflects the company's rapid growthover the past four years.

HRATERSUM - With national prod-uct's market share currently standingat an unprecedented 29 percent in theNetherlands, a number of significantnew A&R units specialising in Dutchdomestic product are being set up.
Following Warner Music Benelux'sstart-up of new A&R activities at theend of last year, independentsZomba/Rough Trade and Play It AgainSam (PIAS) are now set to expandtheir A&R horizons during 1998.
Zomba/Rough Trade has lured veter-an A&R manager Ruud van Dulkenraadaway from CNR Music to head up itsnew A&R division. "We have courted
Van Dulkenraadbefore, but to noavail," admitsZomba/Rough Trademanaging directorBenelux Bert Meyer."Now is the time toexplore domesticrepertoire. Theemphasis will be onDutch -languagerepertoire, butEnglish -language crossover product willalso be developed."

Swedish Bears follow the Grammiesby Keith Foster
grocKumm - The annual Rock BearAwards seem to have proven that, foronce, the views of Sweden's record -buying public are largely in tune withthose of the music industry "experts."
The Bears, awarded on thestrength of votes cast by the readers ofAftonbladet, Sweden's biggest -sellingtabloid newspaper, tok place a weekafter the Swedish Grammies awards.
The Bears were dominated by thetwo names which had stolen the lime-light at the Grammies (M&M,February 28). Eagle -Eye Cherry,brother of vocalist Neneh, won theRock Bear for Best Male Artist and
Best Song with his bluesy SaveTonight. His haul of three Grammiesand two Rock Bears is a sensation foran artist largely unknown before the1997 release of his album Desireless(Superstudio/BMG).
Another double -Bear winning actwas rock band Kent-Best Band andBest Album, for their album Isola(RCA). The band's urgent, melodicrock sound has won them a huge fol-lowing in Sweden. They are to belaunched internationally shortly.
On the international front, the83,000 newspaper readers who voted inthe poll chose British group The Verveas Best Band and their Urban Hymns(Hut/Virgin) as Best Album. Puff

LONDON - National U.K. speech sta-tion Talk Radio is launching a weeklyinterview programme in which listen-ers can put questions direct to artists.
The one -hour slot, "Nicky HomeMeets..." will be airedSunday evenings 18.00-19.00, beginning onMarch 8 when hostHome will be joined byCanadian superstarBryan Adams.
Talk Radio manag-ing director PaulRobinson comments:"The new programmewill enable our listen-
ers to talk directly toleading rock andpop artists. Talk's
listeners are above -averagepurchasersof CDs,and are
active concert goers.They want a chance to talk
about music."Robinson notes that many of the

The retailer willbe owned by a new joint venture company, HMV MediaGroup plc, in which EMI will continue to have a 40 percentstake. The majority of shares in the new company will beheld by private investment group Advent International.The new grouping will incorporate EMI's U.K.-based bookretail chain Dillons, and the Waterstone's book chain,which is to be purchased from W.H. Smith for £300 million($480m). Waterstone's founder Tim Waterstone will bechairman of HMV Media; current HMV chief executiveStuart McAllister and Waterstone's MD Alan Giles will bejoint chief executives.
RADIO 538 EYES BELGIAN CABLE MARKETHILVERSUM - Following the launch of Flemish cable sta-
tion Radio Flandria in northernBelgium (M&M December 27 1997),there is speculation that DutchCHR broadcaster Radio 538 ispreparing the enter the Belgianmarket for the first time via thecountry's cable radio system. Thestation was invited to present itsplans at the Flemish cable opera-tor's forum on March 5. "We arealways looking for new opportuni-ties," confirms Radio 538 managing
director Erik De Zwart, "but we're merely orienting our-selves-there's nothing official yet."
WARNER INKS RUSSIAN DEALMoscow - Warner Music International has signed a long-term licensing deal for the Russian Federation and Com-monwealth of Independent States with Russia's SoyuzGroup. `WIRED' WIRELESS ON THE INCREASENEW YORK - U.S.-based Internet radio service BRSMedia has released statistics showing a record number ofradio stations broadcasting on the Internet. In February,the international total exceeded the 1,100 mark, up fromjust 351 a year ago. According to BRS, the breakdown is:576 U.S. and Canadian stations; 403 non-U.S. broadcast-ers; 91 Internet -only stations and 32 (mainly U.S.) radionetworks. "This is the fastest -growing segment of Web -casting," notes BRS Media president George Bundy.

COPENHAGEN - "Radio wars" inDenmark have resulted inCopenhagen -based commercialCHR station The Voice payingout Dkr140,000 ($20,000) to lis-teners who managed to infiltratethe airwaves of rival public CHRstation, Danmarks Radio P3.
As part of a publicity cam-paign for its new five -manbreakfast show, Kaos Krew, TheVoice promised to pay outDkr2,000 ($300) to any listenerwho could manage to get on airat P3 and say: 'The Voice is Den-mark's No.1 hit radio station."
On the very first day of thepromotion (February 23), aVoice listener successfully gotthrough to P3's mid -morningmusic/talk show Strax anddelivered the required Voicestrap -line.
Strax presenter Niels Christ-ian Lang, who presides over thedaily P3 show, says: "Our themeon Monday was violence againstchildren, and we got a callertelling us about how his neigh-bour was brutally beating hischild. That went on for aroundfour minutes, and all of a suddenhe said, `he Voice is...' "
Lang adds: "We do some seri-ous journalist programmingand this type of stunt under-mines the credibility of the pro-gramme." Three days later, onFebruary 26, Lang decided toget his revenge by urging P3
listeners to call in and recountthe strap -line on air, in order torun up the amount of cash The

The Voice agreed to paymoney to all the listeners con-cerned, and payment was made
during a Kaos Krew show broad-cast live from outside DanmarksRadio's Copenhagen headquar-ters. But Voice head of program-ming Eik Frederiksen says themoney paid out to the listenerswas "peanuts" compared to theamount of press and TV cover-age the stunt generated.
Ironically, one of the first toreceive a Dkr2,000 payout fromThe Voice was Lang himself,because he had also uttered themagic words on the air. Howev-er, Lang remains unhappyabout the affair. "The Voice is alocal radio station that tried tolean on us to get some publici-ty," he says. "They will have tofind somebody else to play ballwith in future."

At IFA-the broadcastingand manufacturing tradeshow-in Berlin lastautumn, over a dozenelectronics manufactur-
ers unveiled a range of digital radioreceivers. At the time it was confi-dently predicted that sets would soonbe available to consumers. Nowspring is just around the corner, butjust who is listening-if anyone can-to Digital Radio?
As the new broadcast technology isrolled out across Europe, the broad-casters who are investing public andprivate money in the technology areincreasingly concerned that the man-ufacturers of digital radio receiversare dragging their feet in making thesets available at the retail level.
In an upcoming edition of theWorld Digital Audio Broadcasting(DAB) Newsletter, Michael McEwen,president of the World DAB Forum,warns: "We are now at a critical pointfor a successful (digital radio) rolloutto the market. There has been a greatdeal of testing, demonstrations andpublicity about digital radio, but weare beginning to look less credible thelonger we wait to get affordablereceivers to market, and the broad-cast system up and running."
The forum is an internationalumbrella organisation of more than 80public and private broadcasters, audio-visual hardware manufacturers, regu-latory bodies and transmissionproviders. DAB is capable of beingbroadcast terrestrially (digital radio,the Internet), or via satellite.
Manufacturers, however, appearhesitant to provide retailers with cur-rent technology digital radio receiversets. According to sources, this isbecause as soon as they are on theshelves, new and more advancedsets-with added features such ascolour screens carrying artists'images and information on the musicbeing broadcast, and traffic and infor-mation text streams-will be readyfor the production line.
Taking the plungeMcEwen insists that both broadcast-ers and manufacturers must agree on
a starting point. "Itis always temptingnot to bring a prod-uct to market,when with just afew more months'work you can bringadded value to thatproduct, and there-fore added value tothe consumer. (But)at this stage ofreceiver develop-ment, that would

be a mistake," he says."We must focus on the core busi-
ness, and for radio, that is qualityaudio. Manufacturers now havereceivers that deliver the kind of[audio] quality we all expect, with afew value added services [such as textscreens]. I urge the manufacturers tobring the receivers to the market insufficient numbers that they areaffordable and have presence.
"These receivers," McEwen contin-ues, "will evolve over the years, andthey should, but that evolution maynever happen if we don't exploit thecurrent technology and bring to thelistening public the initial benefits ofdigital radio.
"DAB [using certain technology]was a European development,"McEwen adds. "As we take the technol-ogy globally, the world still looks toEurope for leadership. A successful roll-out of receivers and distribution of ser-vices would confirm that leadership,and point the way for other countries."
Low numbers, high costThe current cost of an in -car digitalradio set (which research indicateswill be, initially, the most attractive toconsumers next to portable "boom -box" units), ranges from about$2,000-$2,700.

BelgiumBy January 1 1998, Flemish public broadcasting company VRT had 11 DABtransmitters in operation, covering about 4 million people. Further exten-sion is planned for 1998, and by early 1999 nearly the whole population ofFlanders (6 million) will have the opportunity to listen to DAB. RTBF, thepublic broadcaster for the French-speaking population, has signed a part-nership agreement with the Walloon Ministry of Equipment and Transport,under which the Ministry will contribute 160m Belgian francs to digitalradio development. A start on the first part of this network is expected in thelast quarter of 1998.
DenmarkDenmark is committed to introducing DAB, and the transmitter network isbeing extended. In the first few months of 1998 a project set up by DanishRadio-with government support-will see 500 test receivers made by Bang& Olufsen distributed to consumers for market research purposes.
FinlandIn Finland, DAB frequency blocks for national and regional networks havebeen agreed. Public broadcaster YLE will build up the transmitter networkand rent facilities and channels to private broadcasters. There were 32 appli-cations for national and regional DAB licences at a February 1998 deadline.
FrancePublic broadcaster TDF is currently running a digital service of eight publicradio programming strands and a commercial service with five programmingstrands. Commercial radio group NRJ has one digital service carrying fiveradio programming strands. In Paris, six transmitters currently cover 10 mil-lion people (17 percent of the population).
GermanyBecause of the size of its potential market, Germany is an important ter-ritory for the success of DAB. The first pilots started in 1995, and nowpilot services are running in 10 of the Federal states (Lander).
Already, more than 200 DAB transmitters are operating all overGermany. Approximately 37 percent of the population (around 30 millionpeople) is already covered. Federal and Lander governments are prepar-ing for the scheduled July 1, 1998 launch of operational services in thefirst Lander (Bavaria, Berlin, Brandenburg, Hessen), soon to be followedby others.
HungaryPublic broadcaster Magyar Radio began experimental DAB transmissionsin Budapest on December 1, 1995 with a multiplex (a "bundle" of servicescapable of supplying multiple digital channels) comprising three maindomestic programming strands and one special high -quality strand. Threemillion people are served by this service. Over the past year or so, work hasbeen concentrated on DAB service planning, satellite distribution of a DABensemble and its relay in major cities.

Meanwhile, somebroadcasters argue thatthe broadcasting indus-try should be providingthe impetus and confidence for manu-facturers to mass produce digitalradio receivers. "The manufacturersare waiting for a lead," says Peter
Leutner, managingdirector of Europeansatellite audio broad-caster European KlassicRock, which launched inOctober 1997 and will bebidding for a nationaldigital multiplex licencein the U.K..
"We have been talk-ing to a few major manu-facturers who are readyto push the productionline button, but they
need to be convinced that they shouldbegin volume production. The con-vincing has to come from the serviceproviders and the regulators.
"The regulators have actually giventhe lead in countries such as the U.K.and Sweden. There has been muchmore development done on the manu-facturers' side than you can possiblyimagine," he says.
How soon is now?The BBC is regarded as a globalleader in the development and pro-motion of digital radio services. GlynJones, BBC Digital Radio managingeditor, claims that manufacturers canproduce a receiver that would be com-patible as a component with con-sumers' in -home music systems (aswith the first CD players)-and coulddo it now.
"Our estimate," he says, "is thatyou could manufacture it and get it tothe factory gate for about $160. Itwould then probably sell for about$320 at retail level." He adds: "Wehave passed along this information,and nobody has challenged us and told
us this was not possible. So we arepursuing this with the manufacturers.
"We hoped," Jones continues, "thatsets would be available sooner. Andalthough we are frustrated, it is notwith any one manufacturer. It ismuch more that their business worksin a different way. They don't under-stand broadcasting inside out, andI'm certainly not arrogant enough tosay that I understand manufacturinginside out."
Jones is a member of a team fromthe BBC, which will also representsome of the interests of members ofthe World DAB Forum, due to hold aseries of meetings with several manu-facturers in Tokyo this March.
The purpose of the trip is to under-line broadcasters' commitment to thetechnology, and to encourage manu-facturers to continue to develop sets,while at the same time discussinghow the sets which are available canbe rolled out to the market place.
IsraelBezeq, the Israeli Telecomm-unications Corporation, has beenpiloting DAB transmissions since1996. There are currently two trans-mitters, covering about 70 percent ofthe population, and a third isplanned. Bezeq sponsored an inter-national conference in Tel Aviv inMay 1997 to communicate the bene-fits of DAB to governmental andbusiness organisations.
ItalyThe Italian Parliament recentlyapproved a new telecommunications/broadcasting law which, among otherthings, provides a basic regulatoryframework for the introduction ofDAB. Licences will be given free dur-ing a 10 -year period, in order to pro-mote its development. Public broadcaster RAI, which has been carrying out DABtest transmissions for several years, is to provide 172 transmitters by 1999, reach-ing some 60 percent of the population. The main commercial broadcasters, havingformed Club DAB Italia, have set up a corporation to develop the commercial net-work. and are collaborating with RAI on delivery and research.
The NetherlandsA single national multiplex, operated by the Dutch DAB Pilot Association, cur-rently covers 45 perdent of the population via three transmitters. It carrieseight audio channels, plus a 24 -hour news, weather and stockmarket datacast.DAB licensing has also begun in the Netherlands in the form of a pre -tenderphase, in which the government is formally inviting submission of ideas frominterested parties. This "ideas" phase runs until April 9. A few months later,the tender phase will begin, taking into account the ideas submitted.

Catalonia (some 5.8 million) will be potentially able to receive a DAB signal.
SwedenSwedish Radio and Teracom began DAB services in Stockholm in autumn1995. Since the end of 1996, the national digital service has grown to cover 45percent and regional services 35 percent of the population respectively, on atotal of 17 transmitters. By early 1998, the national service will reach 75 per-cent, and the regional services 55 percent of the population. At that timethere will be both commercial and public services in the regional digital pack-ages. The Swedish government recently approved a Swedish Radio project toprovide a Finnish language service on DAB from January 1, 1998.
SwitzerlandPublic and private broadcasters, other content providers and Swiss Telecomare co-operating in a number of pilots. In one project, "Bern -Oberland," thearea is covered by fifteen transmitters, and about 200 receivers are being
supplied to members of the public formarket research. A further pilot was setup at the end of 1997 in the Basle area.
United KingdomThe U.K. Government set the frame-work for the development of DAB in the1996 Broadcasting Act. Public broad-caster the BBC began an operationalDAB service in September 1995 in theGreater London area, and is now build-ing up its transmitter network so that60 percent of the UK population will becovered by mid -1998. A number ofpilots involving commercial stationsare now operating.

Sven Vath, arguably Germany's best-known DJ export, has been getting backinto shape during the last few months.
Known for marathonsets of 8-10 hours onthe decks (and a historyof colourful guises andbizarre hairstyles) Vathhas changed his lifestylein order to be able todelay a feared burn -out."I've lost weight, evenquit smoking and drink-ing-at least for the timebeing," says Vath.
On March 2, the new,mature Vath delivered hismost uncompromising albumto date, the aptly titled Fusion(Virgin). His musical vision isa mixture of past, present andfuture. "We have come full cir-cle," says Vath. "Electro, hiphop and breakdance are com-ing back [to the clubs].
"These styles, he continues,give a DJ more freedom towork with. Unfortunately,most DJs have become specialistsnowadays and are stuck in their par-ticular niche. I have always tried toplay a mix of different styles, even inthe early days, from salsa to electro,
from pop to samba."Unlike its 1995 predecessor, The
Harlequin, The Robot And The BalletDancer (Eye-Q/WEA), Fusion is not a

"Fusion can stand for total confusion,too," says Vath with a smile. "Fusionstyles can be quite chaotic sometimes."
Apart from the obvioustechno/trance roots, Vathand Hildenbeutel alsoacknowledge traces ofdub, house and big beat."This is the music thathas influenced me,"admits Vath "and itshows that you can dodifferent things in a tech -no context."
Last year, Vath splitup with his businesspartners MatthiasHoffmann and HeinzRoth and abandonedthe Berlin -based labelsEye -Q and Harthouse,which were mutuallyowned by all three. Freeto release his album

He lists a number of reasons forthe move, foremost being the tiesbetween his manager MatthiasMartinssohn and the label.Martinssohn, a co-founder of techno

"Then there are the records[Virgin] has released over the pastfew years," adds Vath. "[Artists like]Massive Attack, Daft Punk and theChemical Brothers create a nice con-text for my music." Finally, Virginguaranteed Vath a simultaneousrelease in Germany, the U.K. andmost other European countries.
The U.K. is important to Vath,because he admires the broad-mind-edness of the British music scene."What we are lacking in Germany, issomething like the Tribal Gathering[dance festival], where a Beastie Boysfan can meet a Detroit Techno fan. InGermany, clubbing appears to be aprivilege for young people, while inLondon, the guy standing next to youin a club can be a forty years -old."
Asked about his own future as aDJ/performer, the 34 year -old, who isbooked until well into 1999, says: "Ilike to take people on a musical tripand get feedback from my audience. Iguess I am addicted to that."
More recently, Vath has alsofounded his own DJ booking agency,Cocoon, which aims to push localnewcomers like Toni Rios and FrankLorber and bring international topnames like Carl Cox and RichieHawtin to Germany.

Plaid stretchedacross Europe

Plaid is back in fashion on the Europeandance scene.
Six months on from the release of Plaid's sec-ond, long-awaited album Not For Threes(Warp)-featuring guest artists Bjork, Nicoletteand Mara Carlyle-it has sold 25,000 units. Acasual observer might see that as less than daz-zling, but, given the overpopulated state of thedance music market, that figure constitutes agenuine result for an act with an approach as low-key as Plaid's.
The duo of Ed Hanley and Andy Turner saythey have never expected to compete with theCeline Dion or Mariah Carey for a chart topspot. "The main thing is we manage to make aliving from our music," says Hanley. "We've justmoved into our first real studio after years ofworking from home and we've been able to say`no more remixes' [for other artists] until thenext album is finished."
In something of a departure from their nor-mal working methods, the band-who took noless than six years between their first and sec-ond long-player-are already well into theirthird, as yet untitled, album, "We're workingfaster and more instinctively, trying not to losethe initial thrill," comments Hanley.
"On the last album, we often ended upgoing back to the demo versions because we'dlost something. While we've never been thetype of group to pile up the overdubs the nextalbum will definitely be more about clarity."
While Hanley admits that being seen aspart of what is often loosely described as theleft -field electronic scene' is harder than everdue to the sheer volume of releases, Plaid willremain where they feel most at home, on thecutting edge.
"It's a bit frustrating that the 'rock atti-tude'-by which I mean the need to make bold,

Luc Ternil's obsession pays offby C&ile Tesseyre
There may be no limits toinspiration, but songwriterLuc Boisseau could be gettingclose... Boisseau wrote LeBruit (The Noise), the debutsingle for his group LucTernil, after his wife, a nurse,told him about a man whohad taken an axe tohis head because hebelieved he had thesun in his skull.
"I mixed the story with one I saw on TVabout a man who could not live withoutearplugs after destroying his hearing systemat a concert," says Boisseau. Set to a pop/rocktune, Le Bruit gained some buzz mostlythanks to Parisian rock station Oui FM earli-er this year.
In February Luc Ternil released their firstalbum Les Normales Saisonnieres on EdenRock/Touchstone Records. Although the albumis a debut, Boisseau and two other members ofthe Nantes -based quintet are no newcomers inthe music business.
Seven years ago the trio topped the Frenchcharts with upbeat pop act Elmer Food Beat."Today our music is so different, we don't feel
we should refer to ourpast," adds Boisseau.Formed two yearsago, Luc Ternil arebreaking into a mar-ket flooded with boybands and hip -hopwith a more 'tradi-tional' pop album.
"The challenge,"says Boisseau, was toto write pop tunes with
lyrics that differ from the traditional 'boy-meets-girl' themes."
Le Bruit deals with obsession. "A littleobsession is what the group needed to make asucessful comeback," laughs Boisseau. "Ourdemos were turned down by all major recordlabels, so we decided to finance the album our-selves." Les Normales was originally releasedby the 'band in September 1996; Luc Ternil'sfortune started to change for the better whenEden Rock's A&R department found thealbum and offered the band a deal and a dis-tribution contract with Touchstone.
Currently touring around Nantes, the groupis already writing fresh material. "Since we didLes Norrnales, our music has evolved and wenow favour a tougher sound," says Boisseau. "Weare now ready to start a new record."

SNACK ATTACK"Slow builder of the week" is Jens Mahlstedt's DubSnack (Superstition/Germany). Clocking in at 7:22, thetrack seems to go nowhere for the first couple of minutesuntil a battery of big, dramatic chords comes to the res-cue. From there Dub Snack asserts itself as a slightlybrutish but classic dancefloor number with a FrenchKiss-remember Lil' Louis?-electro-funk backbeat.
HUMANS FROM SPAINLatest track from the Spanish underground to dent theGerman dance charts is Luis Junior & Kike Boy's TheHuman Dream (Quality/Spain). Reminiscent of Energy 52'sclassic Cafe Del Mar with a soft techno feel, the track hassome charming melodic keyboard touches and a couple ofdecent breakdowns. Not original but undoubtedly effective.
FIGHTING THE GOOD FIGHTWith a thumping rock/funk groove, clattering breaksand guitar loops, Fight The Fight by Pmff (Wildlife/U.K.)is a stormer. Dynamically, the track goes straight for thethroat. Subtleties, it seems, are not part of the Pmffagenda. But despite all the noise and sloganeering onFight, Pmff are a lot more than merely bombasticranters. The track comes in a radio edit too. Try it!
A BRAND NEW BAG(PIPE)Infernal's Sorti De L'Enfer (Flex Club/Denmark) is utter-ly bizarre. What else can you say about a track whichtakes a nu-NRG beat and puts a bagpipe -led tune overthe top? And that's not all-Sorti then comes over likeKraftwerk with sultry vocoder voices and adds a bit ofbatucada drumming for good measure. Finally there's asecond radio edit with a harmonica as the lead instru-ment. An outrageous concept from the same label thatproduced No Tengo Dinero.
TECHNO'S OLYMPIAN EFFORTWhether or not you heard KenIshii's Opening And ClosingThemes (R&S/Belgium) proba-bly depends on which countryyou watched the 1998 WinterOlympics in on TV.
The fact that a techno musi-cian was asked to provide thescore for the animated opening andclosing sequences of the TV coverage of the recently heldgames is a first for the genre. Ishii's sophisticated mix ofelectronic strings, assorted soundbites and percussion wasa surprising but enlightened choice.
Since his initial R&S release in 1993, he has been her-alded "the most inventive Japanese musician since YellowMagic Orchestra." His 1995 debut album Jelly Tones con-solidated that reputation while the video clip for Extra,directed by "Manga" cartoon designer Katsuhiro Otomo isstill an MTV/Viva staple.
"The music Ken wrote for the Olympics won't bereleased [commercially]," says R&S' Katrien Klausing, "buthis second album [for R&S] is due out in September." WhileIshii's sophomore set, recorded in Edinburgh, London andTokyo, is still something of an unknown quantity. Klausingis sure of only one thing, "now is the time for Ken to evolve,"she says. "He's always been able to make warm, veryhuman electronic music. "Since Jelly Tones, he's travelled a lot so I think we'll see
him and his music going in some surprising directions."

hombx, Hamburg is home to the trio ofChilean -born singer/guitarist Daniel Puente,Brazilian bass player Alex Jose Menck and "local"drummer Norman Jankowski. Operating in a fer-tile no-man's-land between punk, techno and freejazz, the Ninos follow the trail left by bands such asAtari Teenage Riot. Dropped last autumn by Inter -cord's Alternation label, the Ninos found a newhome at Jay Ziskrout's New York -based Grita!Records. In Germany, the album is on the band'sown label (supported by publisher Freibank). Theband supported Einstiirzende Neubauten on a Ger-man tour at the end of 1997 and are due to playmore dates in April.

It's probably fair todescribe Big Beat as the '90s equivalent to hardrock-straighforward "fun" music for the lads, andWubble-U take "lad -culture" references to a newlevel. At the bottom of all their jolly antics are somecompetent beats and quirky electronics. Not as uni-versally endearing as '80s Camden nutters Mad-ness, Wubble-U might still find it difficult to crackthe continent.

The Ice Queen reigns supreme once more over thisweek's European airplay charts.
At No. 1 on the European Radio Top 50,Madonna's Frozen (Maverick) is being played by arecord -breaking total of 149 stations; formerrecordholder Janet Jackson's Together Again (Vir-gin)-at number 4 this week-reached 143 stationsfive weeks ago. The distance in chart points be-tween Madonna and the current holder of the num-ber 2 slot, Celine Dion's My Heart Will Go On(Epic/Columbia) is so big, Celine would need an ice-breaker to overtake Madonna.
Sailing on-wards and up-wards this weekare All Saints, al-ready in their 14thweek on the Top 50with Never Ever(London) and hit-ting number 3.Holding strong in
the U.K., Scandinavia and the G/S/A region, thesong is still developing in France and Italy. In thelatter country, it entered the regional airplay chartin the Major Market Airplay section at number 7.
Further down the chart, we find three new en-tries. The highest, at number 34, is The Verve'sSonnet (Hut/Virgin), is the fourth single fromtheir highly acclaimed Urban Hymns album. Al-though the band claim not to be over happy withhaving too many singles taken off their album,radio is still keen. In the U.K., where the song isonly available on a limited 12 -inch, the track is inthe regional airplay top 10. This week, radio inScandinavia-where the song is likely to be re-leased as a normal CD-single-also began pickingup on the track.
Hotly -tipped U.K. youngsters Cleopatra arenew at 44 with Cleopatra's Theme (WEA), which isproving particularly popular with music television.The original interest in the girls' home country isnow spreading to Sweden and Holland.
Exactly a year ago, there were only four BorderBreakers acts in the European Radio Top 50, thehighest being One & One by Robert Miles(DBX/Discomagic). This week's chart again provesEurope's current interest in European music: 11records marked as Border Breakers can be seen.Two of those are by German export product Bell,Book And Candle. Their previous single, Rescue Me(Ariola), is still holding at 50, due to plays from asfar afield as Spain, Norway and Turkey. CentralEurope is also playing their new single Read MySign (Ariola), in at 40 and a strong gainer inPoland last week.

Finally, before they drop out of the chart, let'spay tribute to the staying power of Walkin' On TheSun (Interscope) by Smash Mouth. Due to theircurrent popularity in Italy and Spain the song isstill on the top 50 after 20 weeks. And yet, thetrack never managed to reach the top 20.

Sony scores at Sanremoby Mark Dezzani
SANREMO - Annalisa Minetti haswon the 1998 Sanremo Song Festi-val, extending Sony Music Colum-bia's remarkable record of success inthe event.
Minetti, a finalist in the 1997 MissItalia beauty competition, also wonthe newcomers' award at the festival,held in Sanremo between February24-28. It was the fourth consecutiveyear that a Sony Music Columbia acthad picked up the newcomers award,and the second year in a row the com-pany had won the main event.
It was a good year for femaleartists -Antonella Ruggieri (Univer-sal) and Lisa (PPM/BMG) took sec-ond and third places in the main con-test, which attracted over 15 millionviewers to public TV networkRAIUNO for the Saturday evening
finale.For the
first timethis year, thetop threeacts from thenewcomers'section (vo-ted for onFriday 27),were eligibleto enter themain final
for established stars held on the Sat-urday evening, enabling Minetti tocomplete her unique double.
Minetti's winning song was thetraditional ballad Senza Te 0 Con Te(With You Or Without You). "Annal-isa is definitely this year's big discov-ery and a popular winner with thepublic and professionals alike," saysColumbia managing director FabrizioIntra of the artist, who was blindedby a viral infection two years ago.
Carlo Mancini, music director atnational CHR network Radio Dimen-sione Suono (RDS), agrees that it wasa very popular victory. "Her beautyand her handicap certainly bought outthe `buonismo' [`do -good'] sympathiesof the Italian public, who are generallyvery sentimental," says Mancini, whoadds: "Minetti's song has been put onhigh rotation at RDS, along with nineother songs from the festival."
Voting for the winners at Sanremois carried out through a demographi-cally representative public panel. Aprofessional jury, headed by theBritish composer Michael Nyman,awarded three prizes to ethnic outfitAvion Travel (Sugar/Universal) fortheir song Dormi e Sogna. The profes-sional jury awarded a special prizefor best performance to newcomersEramo & Passavanti (BMG), whoalso won the music critics' award forbest song, with Senza Confini.
Net hat -trick for Italy's Expressowhich is due to be finalised in April,and previews the acquisition of 100percent of the shares in Italia Radiofrom Rosabella publishing," explainsGruppo L'Espresso director of externalrelations, Stefano Mignanego. `Bored' Sabot to quit NRJ?came to light last week, it wasassumed the reason was NRJ's recentratings setback in France-in this Jan-uary's Mediametrie sweeep (M&MFebruary 7) its CHR network lost230,000 listeners compared to the pre-vious year and more than 600,000quarter -on -quarter.
Another theory for Sabot's actionsinvolved the recent appointment ofEric Angioletti as NRJ station manag-er and the promotion of MichaelMagnin to NRJ programming manag-er, but it seems that those events arenot reponsible for Sabot's resignation.

NRJ's senior management isdetermined that Sabot should stay.NRJ group general manager AlainWeill says: "Nothing is final. Sabot isstill here, and there is a good chanceof him staying."
Max Guazzini, NRJ group vice pres-ident and programming general man-ager adds: "We will see what we canoffer him within the group. Sabot hasmade an impulsive decision, but wedon't want let him go."

Public profits slammed1997 have not yet been officiallyreleased, MDR is predicting a surplusof $53m for 1997.
In contrast, a recent report by theInstitute for Economic Research inBerlin shows that commercial televi-sion in Germany suffered losses ofsome DM130 million in 1996.Nonetheless, commercial radio hasbecome the biggest money-makeramong media enterprises in Ger-many, with a total annual profit ofDM100m in 1996.
The German Association of Com-mercial Broadcasters (VPRT) hasused the report's publication to try toincrease public support for its recentcall for a total ban of advertising onpublic broadcasters (M&M, Decem-ber 20 1997).
The move anticipates a state lead-ers' meeting on March 18 which willdiscuss the possibility of allowing more
advertising on public broadcasters."With the surplus the public
broadcasters have made, the ques-tion of more advertising should noteven be brought up," insists VPRTvice-president Alexander Isadi. "Forthe sake of the commercial broad-casters and their financial viability,and in the interests of the [licence]fee -paying public, the governmentmust no longer allow advertising onpublic broadcasters."
According to VPRT estimates for1997, national public broadcasters ARDand ZDF received DM10.8bn in licencefees and DM1.05bn in advertising rev-enues last year, compared to theDM7.5bn made by Germany's commer-cial broadcasters.
ARD chairman Udo Reiter hasresponded to the report by claimingthere will no longer be any surplusesby the year 2000. The left -over funds,

"Our budget reforms and cost-cut-ting has resulted in savings ofDM1.4bn, while ARD's total production[output] has increased by more than 28percent in the last four years," he adds.
Meanwhile, in a move which crit-ics see as further evidence of unquali-fied government support for publicbroadcasters, a constitutional courthas ruled that public TV and radiostations can now air the type of shortand concise news summaries commonon commercial stations instead of thelonger, in-depth, news bulletins theywere required to air previously.
Complains VPRT spokesmanHartmut Schultz: "It's getting to thepoint where you simply cannot tellthe difference between public andcommercial broadcasters."
London Music Week '98 postponedby Mark Solomonsinternational editor, Billboard Bulletin
LONDON - The London Music Week'98 convention, which was to havetaken place April 25 -May 1, has been"postponed due to insufficient support,"according to its organiser and venue,the Business Design Centre (BDC).
"Unless we are confident we can puton a first class show that builds on lastyear, which we are not, I do not feel wewill serve the participants well by doingsomething half-hearted," says theBDC's Andrew Morris in a statement.
The show is understood to haveattracted greater support interna-tionally than last year's inaugural
event, but could not achieve targetparticipation from domestic exhib-itors. Sony, BMG, Virgin and Warnerhad all planned promotional or corpo-rate events to coincide with LondonMusic Week, taking place at or nearthe BDC. U.K. labels' body the BPIwas to have sponsored special facili-
ties for indie labels, and the IFPI hadplanned to announce its annualworld sales figures during the event.
A press release anticipating a"three -fold" increase in European dele-gate registration for London MusicWeek had been issued shortly beforethe announcement of the event's cancel-lation. The release noted that over 100European companies were due to par-ticipate in the International Pavilion,which M&M was to have presented.
The BDC says it will make anannouncement about the 1999 LondonMusic Week in September, "following adetailed review." The organisation hadnot returned calls on the subject at timeof going to press.

According to Perry, acts signed byFest could appear on his ownimprint. Perry says he and Fest havebeen discussing his move for "a cou-ple of months," explaining that Festwants to bring his A&R experienceand skills to the creative side of thebusiness. "We've created an opportu-nity for him. It's good for him and it'sgood for us."
Fest's move follows a late 1997reorganisation at EMI Electrola,when the company consolidated itsoperations from four divisions to two.This coincided with Fleige beinggiven responsibilities for their day-to-day running, in addition to super-vision of distribution and sales.
Fest's track record includes timespent at Capitol Records in LosAngeles; he has also established areputation for breaking non -Ger-man acts in Germany, notably JoeCocker and Chumbawamba. He hasalso been prominent outside theEMI fold. Shortly before going to press just prior toGermany's Echo awards on March 5, the EchoAcademy announced its three professionalawards for 1998. Klaus Grabner, chief publish-er of the Bravo group, was named MediaPersonality of the year. Petra Husemann,product manager at PolyGram's Motor sub-sidiary, picked up the Marketing Campaignaward for her work on Rammstein's Sehnsuchtalbum; the Retailer of the year award was col-lected by Uwe Imhoff, MD of the Seign retailchain. Luxembourg -based media giantCLT-UFA is steadfastly denying
recent press reports that it islooking to sell its interests inU.K. commercial radio. Those
interests include Talk Radio,Atlantic 252 and a small stake in
London's Xfm. A source at theLuxembourg headquarters tells OTR. "Nothinghas changed, or will change (in the U.K.). Wewill continue to deny these stories."
Sony Music Entertainment Europe hasmoved to replace Martin Brem, vice presidentmarketing responsible for Epic, SINE and S2repertoire, who last year transferred to SonyGermany as managing director of Columbia.Reporting directly to Richard Ogden, seniorvice president, SME Europe, the new incumbentis Frank Stroeble, who joins from UniversalMusic Germany, where he was marketing man-ager. Stroeble's previous music industry careerincludes spells at Intercord and Roadrunner.
A new independent analysis of the U.K. com-mercial radio industry-the first of its kind inmore than a decade-says current regulationand licencing procedures for U.K. commercialradio are blocking the industry's growth and theadvance of Digital Radio. The study, conductedby National Economics Research Associatesand commissioned by the Commercial RadioCompanies Association, also suggests thegovernment should consider privatising publicbroadcasters BBC Radios 1 and 2. Sir George Martin may be walking awayfrom the producer's chair this year, but his suc-cessor as EMI Studios Group vicepresident is going the other way-after only nine months in the job,Alan Parsons will quit at the end ofMarch. Parsons, who replaced Martinlast July, is to concentrate on hiscareer as a musician and producer;he will remain a creative consultantand associate producer for the group, whichincludes the U.K.'s Abbey Road, Town House,Olympic and Manor Mobile studios. Noreplacement for Parsons has yet been named.
OTR hears that Germany's biggest retailerWorld Of Music (WOM) has finally joined thesales panel which supplies data to the country'sofficial IFPI-endorsed sales charts. WOM accountsfor around 25 percent of German record sales.
Congratulations to Classic FM in the U.K.,which scooped the Radio Award at the recentannual awards of trade magazine MarketingWeek. The GWR-owned national station beatoff competition from Capital Radio and theBBC for "achieving outstanding success in pro-moting the radio industry" in the U.K.
