    The integrity andthe strength of an instiutionlike UMK or the variousdepartments, faculties orunits under it are dependanton the work ethics of itsstaff. Thus it is crucial thateveryone must practice goodethics and morals inline withthe ethics requirement at theworkplace.

    route, as all the challengesshould be faced with openhearts and open minds. Weshould put priority on theVission and Mission ratherthan on our own individualneeds; sacrificing whenneeded.

    As we move intothis new year, we shouldalways be sensitive to thec h a n g e s o f t h eenviroenment so that we areable to benefit from it. Wemust never be careless inwhatever we are doing, orwith what we have achievedthe previous year, by notrealilzing the changesaround us. Changes is afactor that will always influ-ence our moves and activi-ties. Thus, we should not bejust reactive in these

    changes. System, procedure,and people will always con-tinue to encourage and mo-tivate us to face the everchanging environment, butit is still the individual them-selves that ensures the abil-ity to adapt to the changes.

    The Jeli Campuscommunity, especially thoseunder the Faculty of AgroBased Industry, change yourattitude and your mindsettowards achieving greater

    success in teaching andlearning, research and inno-vation, and do not be leftbehind to provide our ser-vice to the local communityespecially.I hope this year we will allcontinue to ellevate ourintention and willpower togive our best in our workwith full responisibility,trust, honesty, efficienccyand fair.

    In competing withthe current development, wemust strive to build a goodprestigic working system,utilising the pool of talenthaving competency invarious skills and the use ofcurrent and advancetechnolgy. To achieve this,we must continue toenhance the quality to ahigher level which should be

    Indeed the rice seedindustry has come a long waysince 1960s.     (PPK). In the afternoon,the seminar was officiatedby Prof. Datuk Dr Raduan

    Bin Che Rose, the ViceChancellor of UniversitiMalaysia Kelantan. In theevening, an official Rice-Seed dinner sponsored byNational Farmers Organi-sation (NAFAS) created aplatform for all participantsto strengthen their network-ing ties.

    On the secondday, there was a total of 4sessions, where SessionTwo d i s cus se d t h eDevelopments in rice seedproduction industry withspeakers from KemubuAgricultural DevelopmentAuthority (KADA), MudaAgricultural DevelopmentAuthority (MADA), UMKand MARDI. The subse-quent session focused on

    dustries? One of the keycriteria is that the graduatesshould be ready to get downand dirty (e.g. literally intothe mud!) in the field andthe supporting industries.We believe that FIAT is

    taking the right steps in pro-ducing all-rounded gradu-ates with entrepreneurialattributes. In addition toactive learning by the stu-dents, FIAT emphasizes10% input from the indus-tries, encourages student tocreate enterprises and viewproblems as opportunitiesfor improvement.

    The closing cere-mony was carried out by theDeputy Vice Chancellor,Assoc. Prof. Abdul Aziz BinLatif. Participants were also

    The use of certified rice seed: strategy and approach to

    increase the quality of seeds

    Rice Unit, Crops Industry and Floriculture, Department of Agriculture, Putrajaya, Malaysia.

    This paper highlights the development of the certified seed program

    in Malaysia with regards to the challenges and strategy to strengthen the pro-

    gram to fulfill the needs of the industry in the near future. The program was

    developed through the participation of the private sector under the Malay-

    sian Department of Agriculture Rice Seed Certification Scheme with the ob-

    jective to meet the needs of certified seeds to be used in paddy plantation.

    Such a scheme was able to increase the production of certified seeds from

    23, 336 tones in 2003, to 86, 025 tones in 2011, an increase of more than

    350%.

    The overall rice seed industry has increased tremendously in many

    areas and has successfully fulfilled the objectives, and goals outlines under

    the National Food Warranty Policy (Dasar Jaminan Maknanan Negara).

    Although the production of certified rice increased tremendously

    over the last few years, yet still the management efficiency of the certified

    rice seed producer is still poor. The rate of declination of seed to grow in

    the field is as high as 50%, while the declination in the lab is only around

    10%.

    In the effort to overcome the shortcomings while trying to fulfill the increasing request for certified

    rice seed which are of high quality, producers in the industry needs to rationalize and optimized the use of cur-

    rent facilities available. The development of proficient, competitiveness, sustainable human resources is needed

    to strengthen the overall supply chain involved in the industry. Efforts towards improvement should be able

    to overcome problems faced in the industry.

Her talkwas entitled Advances inFlexible Packaging Tech-nology in Malaysia wasattended by almost 200student of the campus. Thetalk was also a part of Prin-cipe of packaging, posthar-vest component and post-harvest technology. .

    whereas in Malaysia thestingless bees were of

    genus Trigona. Generally,stingless bee coloniesmake far less honey, andtherefore have less eco-nomic appeal, comparedwith honey bees. Never-theless, the honey pricesare much higher for stin-gless bees than for hon-eybees, and used as medi-cine. The demand for

    products basedfrom stinglessbees honey, bee-bread and propo-

    lis is high, and

    some bee keepers liveonly by selling of stin-

    gless bees nests as a goodbusiness. Now, the ques-tions arise regardingwhether stingless bees inMalaysia is a good honeyproducer or not. We in-tend to answer this ques-tion through a properresearch. At the moment,the colony is still surviv-ing in the Jeli Campus.Long live the colony!

    (Meliponini) have 50times more species anddiffer from honeybees(Apini). More than 500species of stingless beesoccur throughout theworld and they contrib-ute to pollination nearly70 crops. They are pan-tropical and are such anexcellent pollinators to

    the extend some re-searchers called stinglessbees as commercial pol-linators for their pollina-tion services on crops.A study done in the un-disturbed and loggedover dipterocarp for-ests in Sabah, Malaysiafound abundance ofstingless bees in forestsin Sabah is chiefly de-pendent on the localavailability of food

    resources. As the secon-dary forest is beingcleared to pave way foragropark of Jeli Campus,can this colony survive?

    In Brazil, ma-jority of the stingless beehoney production abili-ties were measured andthey were mainly fromthe genus Melipona,

    Some time back, Mr.Suhaimi and I went tosurvey a stingless beecolony in agropark.The colony was on topof the tree about 4.2meter above theground. I told my wishto Mr. Suhaimi that itwould be great if thetree happen to fall aswe can easily extractthe colony. The nextday, we took a ladder andwent to agropark. Voil!!!My wish came true. Thetree fell during the nightbecause of heavy rain.The colony entrance tubewas 21.6cm in length,and 1.5cm x 1.0 cm wide.The stingless bees placedsticky resins on sur-rounding of the entrancetube to trap the ants

    from entering the colony.A portion of the colonywith the brood were ex-tracted and brought backinto the campus for fur-ther research. The upperportion of the colonyconsisted of honey potswhich were later con-sumed by us.
