This morning at Parc Chanot, high levelofficials opened the 6th World WaterForum in Marseille. Jean-Claude Gau-

din- Senator Mayor of Marseille, BeneditoBraga-President of the International ForumCommittee, Loïc Fauchon- President of theWorld Water Council and Francois Fillon-Prime Minister of France all implore theneed for water to be at the heart of inter-national development policy.It is symbolic that Marseille hosts the 6thWorld Water Forum given that “the city hassucceeded in solving water issues in thepast,” says Jean-Claude Gaudin. “Water des-erves this gathering. Water also deservesnew thinking and concrete actions,” declaredBenedito Braga.“Securing sustainable supply of water is firstthe security of a decent life,” states LoïcFauchon. This must include economic, socialand environmental security issues that“involve inseparably water and energy, whichwe will have to both use less and managemore rationally,” continues Loïc Fauchon.Besides coordinating the technical aspects

of these sectors, social and political aspectsmust also play a central role in water security

The Butterfly Effect at the 6th World Water Forum

On March 12 , the «ButterflyEffect» presented the civil so-ciety perspective at the ForumSlum Square, this NGO iscomposed of over 80 otherNGOs, networks and womenassociations. It works to pro-mote local solutions with si-gnificant impacts on water andsanitation. The key points pre-sented are the need for sta-keholder experience exchangesand for rural community ac-companiment to ensure sus-tainable access to water andsanitation services.

Awarding of King Hassan II Great WorldWater Price's 4th Edition

Created 10 years ago by theformer King of Morocco, KingHassan II, the Great WorldWater Price is regarded asone of the world's most im-portant distinctions in thewater sector. Selected among33 applications coming from21 different countries, Saharaand Sahel Observatory hasbeen this year's winner. ChedliFezzani, Executive Secretaryof the SSO, highlighted the keyto their success : apart fromthe scientific contribution, itmainly relies on their innovativepolitical solutions' proposalsregarding international coope-ration. He precised: "Water isa vector for peace. The mana-gement and sharing of waterresources are esential to Africa'sdevelopment and conflict re-solution in the Middle East".

77th Environmental Movie Festival

From the 6th of March to17th, the cities of Aix-en-Pro-vence and Marseille will hostthe 7th Environmental MovieFestival (EMF), on the occasionof the 6th World Water Forum.Organised by “Image de Ville”,the EMF will present nearlysixty fictions and documentarieson the theme “clear waters,black waters”.

TheFrench Prime Minister has called for a newdevelopment model based not only on GDPbut also ecological issues. François Fillonalso proposes the creation of an Internationalenvironmental entity to manage global waterissues. “The economy has its own internationalorganisation in the World Trade Organisation;why shouldn’t the environment have one aswell?” questions François Fillon.As the 6th World Water Forum unfolds,these and other issues will be tackled, withresulting solutions playing a major role inthe upcoming Earth Summit 2012 (Rio+20conference). Hwang-Sik Kim, Prime Minister of SouthKorea, the next World Water Forum's hostcountry, drew on this statement to introducethe question of improved water resourcemanagement. In order to address this issue,intimately linked to water scarcity problems,the prestigious speakers all insisted on theinvolvement of populations and civil societyas a priority.In Niger, water is a specific thematic area inthe National Youth Forum's agenda. MikhailGorbatchev, founding president of the in-ternational NGO Green Cross, also callsfor better civil society participation. Envi-ronmental aspects are essential to watermanagement. The situation seems even more alarming inNiger, where Chad lake has shrunk from asurface area of 25,000km² in the 1960s to1,500km² today. However, effective actioncan still be taken. In South Korea, a rehabilitationproject targeting four important rivers ad-dressed the lack of water and led to asignificant decrease of flooding.

Importance of international cooperation

The four speakers insist on the importanceof increased cooperation on water issues,both on a regional and international scale,as well as increased capitalisation and know-ledge dissemination. The Prince Albert IIFoundation acts notably through the Euro-Mediterranean Water Think Tank, whichaims at encouraging dialogue on sustainableand integrated water resource managementin the Mediterranean basin. In Niger, onJanuary 2012, an initiative, "A l'eau l'Afrique,à l'eau le monde" allowed for the mobilisationof six countries of the sub-region to preparefor the 6th World Water Forum. The PrimeMinister of South Korea mentioned importantagreements on infrastructures recently signedbetween five countries of the Mekong ba-sin.

Although the senior officials highlight theimportance of international summit meetings,they were emphatic that concrete actionsare then needed. Because water is a cross-cutting issue, it is imperative that it is at theheart of upcoming international environmentalsummits, like Earth Summit 2012(Rio+20).uncsd2012.org/ . •

Political commitment for a desalinationfactory in Gaza

The First label of Union ForMediteteranean has beenallocated to the constructionproject of a desalinationplant in Gaza.This label shows the politicalcommitment of the 43 Unionmember States. The futureof the project will be definedby the feasibility report fromEuropean Bank of Investis-ment, expected for the endof april. This morning French PrimeMinister Fraçois Fillon re-minded France's financialsupport which could reach10 millions of euros. The Forum is an importantstep to complete the financialconcertation for theconstruction of the plant.

Saturday Opened For Public

The 6th World Water Forumwill be opened for everybodyon the 17th of March 2012.The attendees will thus havethe opportunity to participateat one of the most importantinternational events, and alsoto show their interest in pointingout the challenges our planetis facing. A public open spacewill gather all those who cancome up with solutions. Thepublic will also have access tothe Drylands and Oasis Space,exhibitions, films, and animations.

The twelve labours of Graffme

The artists' collective L'Art-mada will work on 12 "pain-tings" on the Forum'sesplanade, at the parc Charnot,Marseille to illustrate the 12priorities of the 6th WorldWater Forum. The project,titled "Graffme" honours graf-fiti's art. Created in Marseillein 2002, Artmada gathers pain-ters and visual, graphic andvideo artists who work prin-cipally on graffiti's arts, be itfrescos, artist performancesor exhibitions.

Water and Photography

No less than fifteen exhibitionswill illustrate the close linksbetween water and photo-graphy. These exhibitions willtake place all over Marseille(St Charles Station, Coursd’Estienne d’Orves, NaturalHistory Museum…) with thefollowing topics: “Water forAll” (Development ResearchInstitute), “Marseille, Long-champ, and water” (MichelEisenlohr), “Aigo, Water inMarseille” (Camille Moirenc),“A fleur de l’eau” (aquaticphotos by Marie Paule Nègre)and “Precious Water, SavageWater”...

Shell recognises the necessity of measuringfresh water usage in the industrialsector”, says Peter Vosel, CEO of Royal

Dutch Shell. Next to the Agriculture sector,Industry accounts for the largest use offresh water resources. In an attempt toaddress increased demand and use, Shellhas created a database that maps how globalemissions can be absorbed in various modelsdependent on varying Carbon emissions.For example, Shell has promoted environ-mentally beneficial water use in Brazil byadvocating for source feed water by therain instead of direct pumping of waterfrom an aquifer for irrigation purposes. InQatar, the company has converted naturalgas to liquid products with technology thatdoes not take fresh water from Qatar’s aridsurroundings.Prince Willem-Alexander of Orange speakson the need to increase human capacityand decrease the financial impact of wateraccess to families. Although the MillenniumGoal concerning safe drinking water hasbeen reached, it is important to note thatglobal targets mask regional disparities. Thegoal has primarily been met by a 50%increase in India and China. However, in thepast 20 years the situation is different inAfrica. Women for WaterPartnership : encouraging the recognition of wo-men commitment blueWomen for Water Partner-ship, a federation gatheringwomen associations fromall over the world, tacklesgender issues related to thewater sector. Together withthe 6th World Water Forum'sSecretary, WWP co-orga-nised two days of pre-confe-rence activities. Their workwill also be displayed ontheir booth in le Palais Pho-céen, and through their par-ticipation to the conferenceabout women and water. Itsobjective: obtain the reco-gnition of women's work,so that they could take partin decision processes. In fact,according to the federation,only 1% of the funds allocatedto development reach wo-men associations.

"From the glaciers tothe Mediterranean"

The Permanent Centres ofEnvironmental Initiative(CPIE) of the Provence-Alpes-Cote d'Azur (PACA)are working to strengthencitizen's capacity in sustainableland management throughprofessional training courses,education and awareness-building campaigns. SevenCPIEs have undertaken theinitiative "From the Glaciersto the Mediterranean Sea"which brings together envi-ronment and sustainable de-velopment actors. Delegatesattending the Forum are in-vited daily at 10am to parti-cipate in the "Rivermind"game which illustrates therisks of flooding in PACAregion.

Since 2000, the European Union (EU)has been committed to meeting theMillenium Development Goal (MDG)

of better access to safe drinking water andbasic sanitation. 2012 celebrates the 10thanniversary of the EU Water Initiativelaunched with this aim in 2002. Since then,32 millions people have benefited from Eu-ropean actions on water and the first MDGhas thus be reached already in 2010. However,a lot still needs to be done and the EuropeanUnion will consequently intensify its effortson access to sanitation services. AndrisPiebalgs, European Commissioner for Co-operation and Development declares that"now, it is time to shift gear (… )". Lookingforward to the Rio +20 Conference, the2012's edition of the European Report onDevelopment puts the focus on managementof water, energies and soil towards aninclusive and sus

Cooperation,the key to adaptation to the impacts of ClimateChange

Climate change streng-thens the intensity andfrequency of water andsanitation related issuesin Europe and beyond.Water does not stopat boundaries. Accor-dingly cooperation isneeded to ensure pro-per management andprotection of waterresources in trans-boundary river basins.

2012 : turning point in European initiatives for water protection and water management

2012 will also be the year of the 20th anni-versary of the United Nation EconomicCommission for Europe (UNECE) Conventionon the Protection and Use of TransboundaryWatercourses and International Lakes. Thislegal instrument has facilitated transboundarywater cooperation in the Pan-Europeanregion since 1992. At the occasion of the 6thWorld Water Forum, Andrey Vasilyev, ActingExecutive Secretary of the UNECE, expresshis wish to have the Convention getting aninternational dimension in 2012, thanks tonumerous new countries joining since theopening to non EU countries in 2003. Co-operation leads to upstream-downstreamsolidarity and contributes accordingly to animproved and fair integrated water managementin transboundary river basins.

Mikhail Gorbachev, Presidentof the NGO Green Cross In-ternational, denounces the cur-rent global economic model,describing the modern economyas unbearable. He believes it"affects our environment". Beforeemphasizing on the strengthof political willings in solvingthe problems, "even very com-plex", Mikhail Gorbachev ack-nowledges the recognition ofthe right to water by the UnitedNations and its inclusion insome national laws.

Awards at theInternational Waterand Film Events

The third edition of the Inter-national Water and Film Eventsdrew 246 films together. Theawards ceremony took placein the evening, 11 March, in thePalais du Pharo in Marseille.The public prize was awardedto The Differences by ArbiasLlolluni (Kosovo). Three specialmentions from the jury weregiven to Pluie by Gaëlle Hersent(France), Our Water, TheirWater by Félix Vigné (France),as welll as Yakuaya by the Ecua-dorian director Marcelo Cas-tillo.Organised from March 9 to 17in Marseille and its area, thesescreenings followed by discus-sions contribute to raising publicawareness on the water issue.

ConsEAUmmation

The Workshop on Mediterra-nean Environment coordinatingthe ConsEAUmmation projectaims to bring together thepublic interested in the envi-ronment through practical eco-nomic and ecological solutions.ConsEAUmmation features itselfas an ensemble of entertaining,practical workshops that allowsknowing more about conser-vation and sustainable mana-gement of water. On Thursday15 March the students of Mar-seille are learning day-to-dayactions for saving water.

Series of proposals The website www.solutionsforwater.org created to improve debates and reflexions during the World Water Forum, has beenregistering for months contributions coming from all around the world. About 1400 realistic and promising initiatives have been registered.

1.400 contributions coming from the wholeworld. If Europe concentrates almost half ofthese contributions, Near and Middle Eastand Asia-Oceania produce about 400, Americas(North and South) 230 and Africa 120.

These reflexions are coming from all kindof actors : experts, companies, elected re-presentatives, donors, NGOs or simplecitizens. They all accepted the constraints ofthe exercise: each solution, either institutional,legal, technical, financial or within the com-munication sector, has to be realistic andrespectful of first established criterions,which are the following: adequacy withForum's targets, a successful experimentation,a demonstrated efficiency, potential to bereproduced and to generate favourableeffects on the long term or ability to convinceauthorities to implement it.

Contributors bring more than guideline re-flexions : they detail how to fix the issuesthrough projects they hold or that madetheir proof on their territories. They can beconsulted in three ways : "targets", "conditionsof success" or large geographical areas. Thewebsite has counted, since its launch, about60.000 visitors coming from 189 countriesand more than 312.000 pages were viewed!Counting 1.600 active members, the platformstays opened during the Forum and evenafter, to offer everyone the opportunity tocomplete the list...•

The Solutions’ platform is opened to contributions throughout the Forum.
