NARRATIVE REPORT FEBRUARY 2015 The San Carlos City Parole and Probation Office, in its quest for providing quality public service to the clients, their families and the community and its commitment to the Agency’s aim of redeeming lives and restoring relationships presents this monthly accomplishment report for February 2015. NARRATIVE REPORTFEBRUARY 2015

The San Carlos City Parole and Probation Office, in its quest for providing quality public service to the clients, their families and the community and its commitment to the Agency’s aim of redeeming lives and restoring relationships presents this monthly accomplishment report for February 2015.

I. INVESTIGATION

For this month, the San Carlos City PPO received one (1) Probation Investigation from the local court and has acted upon three(3) Court Investigation Referrals. Likewise, this office received one (1) Courtesy Pre-Parole Investigation and has acted upon and completed the same referral within the month.

Furthermore, there were no Courtesy Probation Investigation Referrals and Pre-Parole Investigations received and acted upon for this month.

II. SUPERVISION For this month, the San Carlos City Parole and Probation Office have submitted two (2) Final Reports to the local courts and one (1) Summary Report to the Board of Pardons and Parole.

In the same manner, the office has received six (6) probation supervision clients, one (1) parole supervision client this month, and four (4) Termination Orders from the court.

The table below refers to the Supervision cases acted upon by the office and those disposed of by the court/resolved by the Board.

III. PROGRAM SUSTAINABILITY & IMPROVEMENT PATHWAY

A. THERAPEUTIC COMMUNITY LADDERIZED PROGRAM

The San Carlos City PPO has two (2) TCLP Session venues: Bayambang and San Carlos City. This is done to accommodate the clients from far-flung areas of the territorial jurisdiction and for clients and their support groups to save travelling expenses.

1. MATIKAS TCLP FAMILY

The Matikas TCLP Family consists of supervision clients residing in the San Carlos City and Urbiztondo area.

The SCCPPO Staff facilitated the attendance of the clients, after which, the clients gathered for the Pre-Morning Meeting.

The designated moderator for the day was probationer Julius Cayabyab who called to order the Matikas TCLP Family to discuss the tasks and assignments for the Morning Meeting.

Following the accomplishment of the Morning Meeting board including the names of participants with their respective roles, the clients then arranged their seats for the commencement of the Morning Meeting.

b. Morning Meeting

The Morning Meeting revolved around the theme “Forgiveness”. The TC family members were oriented on the importance of the morning meeting as one of the behaviour shaping tools. Seating arrangement was described and how each participant should sit. The morning meeting was conducted and family members did their roles designated to them.

2. MATAPAT TCLP FAMILY

The Matapat TCLP Family is composed of supervision clients residing in Basista, Malasiqui and Bayambang area. It was held at the Office of the Senior Citizens Affairs, Bayambang on February 18, 2015 at 8:00 in the morning.

The San Carlos City PPO Staff facilitated the attendance of the twenty-six (26) clients: five(5) parolees and twenty-one (21) probationers.

a. Pre Morning Meeting

Probationer Kenneth Ferrer was the moderator for the day and called to order the Matapat TCLP Family for the assignment of role in the Morning Meeting.

The theme for the morning meeting for the day was “Forgiveness”. Also, during the pull-ups, it was emphasized that the schedule and location are strictly observed and no one is allowed to be late.

Therapeutic Community Ladderized Program Session

The San Carlos City PPO has conducted Phase 2 Session for the Matikas and Matapat TCLP Families.

Encounter as a healing tool was tackled by PPO II Poquiz. She explained the meaning of peer encounter, the process of encounter, how to shape behaviour relative to community life and community responsibility. She assigned group to present a “DEMO” on Encounter as a Healing Tool while other participants act as observers. Based on the “demo” she summed up participants responses emphasizing the importance of ventilating feelings and resolving issues in a peaceful means through the use of the encounter Group.

PPOII Poquiz read the story from the Bible of the Prodigal Son verse 15:11-32 of the Gospel Luke. She divided the group into two (2) and asked them to role-play the message of the gospel. After the role play she asked the group some questions and based on their responses she explained what sin is and its ugliness, the urgency of repentance and reconciliation and that God loves everyone. TC-UP Forgiveness was thoroughly tackled.

Managing Anger was tackled by SPPO Ferrer. She discussed with the group the importance of managing one’s anger, the causes of anger, physical manifestations/visible evidences of anger and the negative effects of anger. SPPO Ferrer asked volunteer to share their experiences with the group in the form of role playing. Others were asked for their suggestions on how to handle anger. Based on

their responses she explained to them the steps on how to resolve and control anger. Lastly that anger management is important in their goal to rehabilitation.

CPPO Tandoc discussed the nature of anger and its causes, how people respond to anger. He taught clients on how to suppress anger in a non-aggressive way and convert it into a more constructive behaviour.

Group Counselling was conducted by SPPO Ferrer and PPO II Poquiz by giving emphasis about love of God and love of neighbour as themselves considering that February is a heart month.

Individual Counselling – clients were reminded by field officers to stay away from trouble and to comply with the terms and conditions of probation/parole.

B. RESTORATIVE JUSTICE

For this month, RJ was conducted at the Office of the Senior Citizens Affairs, Bayambang, Pangasinan on February 18, 2014. RJ Planner was PPO II Rhondalia Poquiz and she acted as the mediator and CPPO as the facilitator. The purpose is to facilitate the payment of civil liability of probationer Nelson Maregmen to his victim-Irene Reloza. The crime committed is Acts of Lasciviousness and since the victim is a minor it was her mother Josefa Reloza who appeared during the mediation process.

The total amount of civil liability of client is Php 40,000. 00. He manifested willingness to pay the amount of 1,500.00 a month and the victim’s mother agreed provided he will fulfill his obligation to pay the total amount of his indemnity throughout the duration of his probation. A written agreement was prepared by PPO II Poquiz which was read and explained to the parties their respective commitments before it was signed by both parties. SPPO Ferrer advised client to reform and change to a better person in while CPPO Tandoc defined the role of the office in restoring the broken relationship of the complainant and the client.

C. VOLUNTEER PROBATION AIDE PROGRAM

3. Utilized VPAs

~For this month, four (4) VPAs assisted during the therapeutic activities conducted at OSCA – San Carlos City on February 13, 2015 and one (1) VPA assisted during the TC sessions at OSCA- Bayambang on February 18, 2015.

IV. OTHER REHABILITATION PROGRAMS/ ACTIVITIES

1. Vocational Skills Training

Skills Training and lecture on livelihood /income generating project was conducted in the office by Ms. Juliet Edades of the Office of the Pangasinan Agriculture, Lingayen, Pangasinan. Our lecturer conducted demos on bangus deboning and Sisig Bangus Making.

A separate skills training was conducted at OSCA, Bayambang, Pangasinan on February 18, 2014. It was conducted by Ms. Delia Fernandez also of the office of Pangasinan Agriculture, Lingayen, Pangasinan. Ms. Fernandez conducted demos on bangus deboning, fish longaniza, and fish tocino making.

The activity was attended by thirty eight (38) probationers, nine (9) parolees and five (5) VPAs.

2. Community Work Service

~For the month of February, all clients who participated in the Therapeutic Community performed community work service by cleaning the Office of the Senior Citizens Affairs and its environs, in San Carlos City and Bayambang, Pangasinan, respectively, just after the conduct of the activities.

3. Spiritual/ Moral Guidance/ Bible Study

~ Spiritual/moral guidance, being a vital element of reformation is incorporated during the intake interview of clients. Love of God and neighbour and the parable of prodigal son were explained by CPPO. He encouraged clients to read bible aside from going to church.

4. Launching of the SCCPPO-TCLP Journal Book

~The San Carlos City PPO commenced the Journal Book Writing to the TCLP clients. This gives the clients the creative playground in expressing their

thoughts, ideas and emotions regarding the TCLP sessions. The office envisions this as a helpful tool in evaluating the clients regarding their journey to rehabilitation because their journal writings reflect their personal insights and perception of themselves.

V. OTHER SUPPORT SERVICES

1. Jail Decongestion ~ A jail decongestion was conducted at the Pangasinan Provincial Jail, Lingayen, Pangasinan on February 16, 2014 by SPPO Gloria A. Ferrer and PPO II Rhondalia G. Poquiz. There were 311 male prisoners; 16 female detention prisoners; 2 provincial prisoners and 5 national prisoners with a total no of 334 inmates inside who were provided/extended lectures regarding the programs and services of the agency.

2. Formal Information Drive

~ A Formal Information Drive was conducted at Barangay Malacanang, San Carlos City, Pangasinan on February 17, 2014 by SPPO Gloria A. Ferrer. There were 27 participants composed of barangay officials, residents and responsible members of the community. Topics given emphasis during the lecture was PD 968, as amended and the programs and services of the agency.

VI. STAFF DEVELOPMENT

1. Staff Meeting

A. February 9, 2015

a. CPPO discussed office administrative matters.

b. CPPO informed the staff about the PERF and Management Audit which is scheduled on February 20, 2015. He advised field staff to ready their supervision case folders and likewise reminded them to submit on time their PSIR to avoid backlogs. He also advised them to review clients’ folders and to make a list of clients due for termination during the year.

c. CPPO advised SPPO Ferrer and PPO II Poquiz to coordinate with the Pangasinan Provincial Government for the conduct of skills training for clients this month of February.

d. CPPO assigned individual topics to SPPO Ferrer and PPO II Poquiz to be tackled for the TCLP this month of February.

e. CPPO reminded field officers to conduct or to schedule Formal

Information Drive especially when they go out to investigate and also to visit different jail in order to help detainees who are qualified for probation and parole.

B. February 20, 2015

Performance Management Team and Performance Evaluation and Review Committee conducted audit in the office. The team is headed by RD Marissa DC. Alquetra, OIC-ARD Virgilio G. Tiangco, CPPO Nicanor K. Taron, CPPO Mary A. Romua, AO IV Maria Theresa L. Manzano, SrPPO/SA Rowena DC Ordona and ADA IV Uniza C. Domingo.

The team conducted a brief meeting regarding the result of the audit. Series of item or concern such as a DTR, Logbooks, Folders & incoming communications and others were taken up with the field office. Based on their observation the audit team also suggested recommendation on how to improve or facilitate better & effective administration of the office.

IV. OTHERS

A. Community Resource Linkages

The Office of the Governor thru Ms. Dalisay Moya, the Provincial Agriculturist was tapped during the month for the conduct of lecture on Livelihood/ Income Generating Project and skills Training for the clients.
