Department of Public Works and Highways (DPWH)

- Activated the DPWH DRRM Teams of Regional and District Engineering Offices.- Strategically prepositioned Quick Response Assets (QRA) for response operations.- Submitted all DPWH available assets that can be used by the Logistics Cluster during disaster and post-disaster operations.

Bureau of Fire Protection (BFP)

- Assisted in evacuating a total of 1,797 families / 6,120 persons in CALABARZON.- Deployed 130 fire suppression personnel and 68 SRR in CALABARZON.- Deployed 5 trucks in CALABARZON to be used for response operations.- Ensured for the availability of 3,475 fire suppression personnel, 110 EMS, and 481 SRR in Regions III,CALABARZON, MIMAROPA, V, and NCR.- Ensured for the availability of 552 fire trucks, 16 rescue trucks, 19 ambulance, 5 rubber boats, and 1 otherwatercraft in Regions III, CALABARZON, MIMAROPA, V, and NCR.- Provided a total of 2,000 liters of water to Barangay As-is Elementary School and Ticub Elementary Schoolin Laurel, Batangas.

Department of Social Welfare and Development (DSWD)

- The Disaster Response Management Bureau (DRMB) is closely coordinating with DSWD-FOCALABARZON for significant reports on the status of affected families, assistance, and relief efforts.- The National Resource and Logistics Management Bureau (NRLMB) augmented food and non-food items(FNIs) to DSWD-FO CALABARZON amounting to a total of ?42,950,905.00.

Department of Science and Technology

Provided 42,185 medical grade cloth masks to the affected families of Laurel, Batangas.

Department of the Interior and Local Government (DILG)

- Continuous monitoring of DOST-PHIVOLCS Taal Volcano Bulletins- Close coordination with DILG CALABARZON for the validation and updating of the status of pre-emptiveevacuation being conducted by the LGUs.- Continuous coordination with DILG Field Offices regarding advisories, status of preparedness measuresbeing undertaken at all levels.- Activated the Emergency Operations Centers and Disaster Reporting and Monitoring System for TaalVolcano Alert Level 3 in DILG Regions III, CALABARZON, and NCR, and directed all concerned regions toundertake the following:>Ensure that LGUs are actively carrying out actions on preparedness and protocols guided by theOperation L!sto Disaster Preparedness Manual for Volcanic Eruption of Taal Volcano (in the case ofCALABARZON), and their respective contingency plans, and other preparedness and responseactions related to volcanic eruption (for other concerned regions);>Continue to monitor all PHIVOLCS volcano bulletins>Utilize the hazardhunter to generate indicative hazard assessment reports on the user's specifiedlocation.>Observe existing protocols, including Proof of Service- Regional and field offices informed and recommended to all concerned LGUs the following actions:>Prohibit entry into the entire Taal Volcano Island, which is a Permanent Danger Zone (PDZ), as wellhigh-risk barangays of Agoncillo and Laurel;>Recommend pre-emptive evacuation of Agoncillo (Brgys. Banyaga and Bilibinwang) and Laurel(Brgys. Gulod, Boso-boso, Lakeshore Bigaan East)>Advise communities around the Taal Lake shore to take precautionary measures and be vigilant topossible lakewater disturbances related to the ongoing unrest;>Continuously assess concerned barangays for damaged infrastructures which may hamperevacuation, and/or humanitarian and relief operations, strengthen preparedness, contingency andcommunication measures in case of escalation of volcanic unrest; and>Advise the public to always observe minimum public health standards and be alert to any grounddisplacement across fissures, possible ash fall, and minor earthquakes.

RESPONSE CLUSTER: FOOD AND NON-FOOD ITEMS (F/NFI)

- Cost of Humanitarian Assistance Provided to Displaced Families.-- A total of ?16,093,396.30 worth of food and non-food assistance was provided to the affected families; ofwhich, ?3,658,030.80 was provided by DSWD, ?7,141,317.70 from LGUs and ?5,294,047.80 from NGOs.- Standby Resources Summary-- The DSWD Central Office and Field Offices has a total standby resource of P1,670,942,649.32 of whichP849,518,499.84 is for standby funds while P663,854,662.76 is worth of food and non-food items as of 26July 2021.-- The OCD Central Office has available resources of food and non-food items amounting to P11,325,406.76- Standby Funds-- P143.9 million Quick Response Fund (QRF) at the DSWD-Central Office. Request for replenishment in theamount of ?662.5 million dated 16 June 2021 is currently on process for release of SARO by the Departmentof Budget and Management (DBM).-- P3 million at DSWD-Field Office (FO) CALABARZON.-- P45.9 million in other DSWD-FOs which may support the relief needs of the displaced families due to TaalVolcano eruption through inter-FO augmentation.- Prepositioned FFPs and Other Relief Items-- P37,918 FFPs available in Disaster Response Centers; of which, 37,177 FFPs are at the National ResourceOperations Center (NROC), Pasay City and 741 FFPs are at the Visayas Disaster Response Center (VDRC),Cebu City.-- P4,972 FFPs at DSWD-FO CALABARZON.-- P283,668 FFPs in other DSWD-FOs which may support the relief needs of the displaced families due toTaal Volcano Eruption through inter-FO augmentation.-- P713.8 million worth of other food and non-food items (FNIs) at NROC, VDRC and DSWD-FO warehousecountrywide.

1.Department of Social Welfare and Development (DSWD) - Central Office- Augmented food and non-food items (FNIs) to DSWD-FO CALABARZON amounting to a total of?42,950,905.00.- The National Resource and Logistics Management Bureau (NRLMB) augmentation support to DSWD-FOCALABARZON amounting to P43,729,355.00; delivery completed on 07 July 2021.- A total of 13,500 FFPs (?10,509,075.00), 200 family tents (?3,280,000.00), 5,000 family kits(?11,440,000.00), 3,000 hygiene kits (?4,420,500.00), and 4,279 sleeping kits (?6,350,000.00) out of totalnumber of augmentation support provided by NRLMB to DSWD-FO CALABARZON were directly delivered tothe Provincial Social Welfare Office (PSWDO) of Batangas for the needs of the displaced families.- 300 Family tents (?4,920,000.00) and 2,000 hygiene kits (?2,947,000.00) were provided to Laurel, Batangas.- As of 16 July 2021, The National Resource and Logistics Management Bureau (NRLMB) delivered 1,000FFPs amounting to ?778,450.00 in Batangas City Sports Complex today, 16 July 2021, as partial delivery tothe 5,000 FFPs additional augmentation support to DSWD-FO CALABARZON.- As of 19 July 2021, Maynilad Water donated and delivered 1,000 (6 liters) bottled water to NROC, PasayCity, intended for Taal Relief Operation.

2.DSWD-FO CALABARZON- As of July 06, 2021, the DSWD Field Office CaLaBaRZon have prepositioned FNI items for a total amount ofP10,591,575.00 in Laurel, Batangas and P33,137,780.00 in Batangas Province, Sports Complex- As of 08 July 2021, The EOC of DSWD-FO CALABARZON coordinated with the National Food Authority(NFA) for the schedule of hauling of 1,800 cavan of NFA rice for the production of FFPs at the DSWD-FOCALABARZON warehouse in Gen. Mariano Alvarez, Cavite.- As of 10 July 2021, DSWD-FO CALABARZON received donated goods (food and non-food items) fromdifferent organizations amounting to P855,600.00.- As of 12 July 2021, DSWD-FO CALABARZON coordinated with Batangas Province Inter-Agency Task Force(IATF) and EOC in preparation for the pilot testing of the IDP Reporting Form in Laurel, Batangas.- As of 14 July 2021 DSWD-FO CALABARZON thru its Disaster Response Management Division (DRMD)coordinated with the National Resource and Logistics Management Bureau (NRLMB) for the provision of ten-wheeler truck to haul the 600 sacks of rice from NFA warehouse in Gen. Trias City, and ferried to DSWD FOwarehouses located in Dasmarinas City and Gen Mariano Alvarez, Cavite.- On July 16, 2021, DSWD Secretary Rolando Joselito D. Bautista together with Dir Jun Castillo visited theproposed site for the construction of DSWD-FO CALABARZON warehouse in Brgy. Malinlin, Ibaan, Batangas.They also visited the alternate hub and Evacuation Center in Laurel, Batangas

- As of 06 July 2021, OCD provided food and non-food items provided to CaLaBaRzon amounting toP11,356,196.24.- On 06 July 2021, OCD provided food and non-food items to CALABARZON amounting to P11,356,196.24.- Facilitated the request of DSWD for 20,000 sacks of rice.- As of 24 July 2021, OCD will provide DSWD-NRLMB a total of 20,000 sacks of NFA rice as augmentation tothe affected communities in Region CALABARZON due to Taal Volcano raising of alert status.

RESPONSE CLUSTER: CAMP COORDINATION AND CAMP MANAGEMENT andINTERNALLY DISPLACED PERSON PROTECTION (CCCM and IDPP)

- Camp Management Summary-- A total of 225 families or 794 persons are currently taking temporary shelter in 11 evacuation centers inCALABARZON-- There are 2,594 families or 8,947 persons temporarily staying with their relatives and/or friends inCALABARZON

1. DSWD- Attendance in the Joint RDRRMC and PDRRMC meeting and assessment of ECs- Conducted Orientation and Briefing of the Taal Volcano eruption operational guide- Deployment of staff in PDRRMC Batangas to conduct monitoring of the FFPs delivered last July 3, 2021- Deployment of Quick Response Teams (QRTs) by the DSWD-FO CALABARZON in the evacuation centersin Agoncillo and Laurel, Batangas to conduct rapid needs assessment.- Provision of 500 modular tents donated by the International Organization for Migration (IOM) amounting to?2,500,000.00 at ?5,000.00 each currently being facilitated by DSWD-FO CALABARZON for the transport tothe evacuation centers in Agoncillo and Laurel, Batangas through the support of the RDRRMC LogisticsCluster.- IOM to donate the following humanitarian goods to DSWD intended for the IDPs:--450 units of modular tents--50 sheets shelter-grade tarpaulins--60 CCCM Information Board Tarps--PPEs for camp managers- Deployment of Quick Response Teams (QRTs) by the DSWD-FO CALABARZON in the evacuation centersin Agoncillo and Laurel, Batangas to conduct rapid needs assessment.- Ocular visit by Secretary Rolando Joselito D. Bautista and other officials and staffs from DSWD-CentralOffice and DSWD-FO CALABARZON on 02 July 2021 in various evacuation centers in Agoncillo and Laurel,Batangas to assess the needs of the displaced families.- The Disaster Response Management Bureau (DRMD) of DSWD-FO CALABARZON tracked and monitoredthe delivery of the International Organization for Migration (IOM)-donated 477 modular tents and CCCM kits tothe Batangas PSWDO warehouse on 6 July 2021.- The EOC of DSWD-FO CALABARZON coordinated with the local government units (LGUs) with existingevacuation centers and provided technical assistance on the implementation of COVID-19 health and safetyprotocols on 06 July 2021.- Continuous coordination with the Field Office IV-Calabarzon-CCCM and IDP Focal Persons for provision oftechnical assistance and resource augmentation- DSWD-DRMB Attended the meeting on the harmonization of the NDRRMC Taal Volcano Eruption ActionPlan

DSWD – Field Office CALABARZON- The Regional and Provincial Quick Response Teams are placed on heightened alert status and membersfrom the Regional QRTs render disaster duty in DSWD FO IV-A Emergency Operations Center- The DSWD FO IV-A Emergency Operations Center (EOC) is maintained on heightened alert status to collectinformation – from the Local Government Units (LGUs) and Local Social Welfare and Development Offices(LSWDOs) in connection with their preparedness for response efforts.- DSWD-CO provided technical assistance to PSWDO of Batangas and Field Office on Camp Management,IDP Protection, particularly on the set-up of Modular tents and ensuring the implementation of CCCMCOVID-19 Protocols- Batangas Provincial Quick Response Team (PQRT) through the Municipal Action Teams (MATs) conductedocular visits on 07 July 2021 in all the evacuation centers to ensure that information boards are installed andregularly updated- DSWD-FO CALABARZON Regional Director Marcelo Nicomedes Castillo conducted a site visit in theBatangas Provincial Evacuation Center at the Batangas Provincial Sports Complex, Batangas City on 6 July

2021.- DSWD-FO IV-A provided technical assistance to local government units (LGUs) with existing evacuationcenters to ensure that safety and security measures are in place to avoid gender-based violence inside camps- DSWD-FO IV-A Regional Director (RD) Marcelo Nicomedes J. Castillo attended a virtual meeting withNational Disaster Risk Reduction and Management Council (NDRRMC) Executive Director, Usec. RicardoJalad. The meeting served as an avenue of the NDRRMC to provide guidance to the members of theResponse Cluster in the implementation of response protocols should the volcanic unrest escalates- DSWD-FO CALABARZON through its Disaster Response Management Division (DRMD) attended in thevirtual teleconference with Batangas PSWDO to reconcile the data of the Local Social Welfare andDevelopment Offices (LSWDOs) and Local Disaster Risk Reduction and Management Offices (LDRRMOs). Itwas also agreed that the DROMIC Reporting format would be adopted by the LGUs- DSWD-FO IV-A coordinated with the Department of Health (DOH) for the vaccination of the members of theRegional and Provincial Quick Response Team (RPQRT) who signified willingness to render services for theongoing humanitarian relief and disaster response operations- NLRMB provided technical assistance to DSWD-FO CALABARZON. The activity served as venue for theidentification of areas for collaboration and cooperation in the implementation of the IMPLAN for deliveringassistance to host LGUs in an event of destructive volcanic eruption- DSWD-FO IV-A Regional Incident Management Team (RIMT) convened through virtual teleconference toclosely monitor the situations and plan the effective response scenarios for the possible impacts of volcanicunrest- DSWD-FO CALABARZON coordinated with the National Food Authority (NFA) for the schedule of hauling of1,800 cavan of NFA rice for the production of FFPs at the DSWD-FO CALABARZON warehouse in Gen.Mariano Alvarez, Cavite- DSWD-FO CALABARZON is continuously coordinating with all the LGUs with existing open ECs to ensurecompliance with the provision of emergency relief and protection for the children (RA10821) before, duringandafter disasters and other emergency situations as well asto monitor the compliance with the safety healthprotocols set by the IATF- DSWD-FO CALABARZON conducted an orientation to 16 camp managers of Laurel, Batangas on theutilization of IDP Reporting Form developed by the Social Marketing Section (SMS) on 11 July 2021. Theparticipants agreed to utilize the reporting tool to ensure the accuracy of data which will be submitted toBatangas PSWDO and the Field Office.- DSWD-FO CALABARZON provided technical assistance on 11 July 2021 to LGUs of Agoncillo and Laurelon the conduct of informal learning opportunities and fun activities to children who are currently staying inevacuation centers.- The Provincial Quick Response Team (QRT) of DSWD-FO CALABARZON monitored the evacuation centersand its facilities on 11 July 2021, and provided technical guidance on managing the camps.- On July 13, 2021, Attendance to Coordination meeting with Region IV-A and other Office and bureaus of theDSWD Central, on the plan for activating DSWD Task Group Taal that will assist and provide augmentationsupport to DSWD 4A in case of level 4 response.- DSWD-FO CALABARZON QRT coordinated with the camp managers on 12 July 2021 to establish Child andWomen Friendly Spaces in various ECs to ensure productive activities will be undertaken.- On July 13, 2021, DSWD-FO CALABARZON attended to the virtual meeting with OCD-IVA and NHA todiscuss utilization as temporary shelter of the vacant housing projects in Quezon Province.- On July 16, 2021, DSWD Secretary Rolando Joselito D. Bautista together with Dir Jun Castillo visited thealternate hub and Evacuation Center in Laurel, Batangas.- Continuous coordination with the Field Office IV-Calabarzon-CCCM and IDP Focal Persons for provision oftechnical assistance and resource augmentation.- DRMB Attended the meeting on the harmonization of the NDRRMC Taal Volcano Eruption Action Plan- On July 8, 2021, DSWD Provided Technical Assistance to PSWDO of Batangas and Field Office on CampManagement, IDP Protection, particularly on the set-up of Modular tents and ensuring the implementation ofCCCM COVID-19 Protocols.- DRMD continuously coordinated with Department of Health – Center for Health Development and requestedthem to conduct information campaign in the evacuation centers to avoid outbreak of COVID-19 othercommunicable diseases.- On 17 July 2021, DSWD-FO CALABARZON provided guidance to the Local Social Welfare andDevelopment Offices (LSWDOs) of different LGUs with existing evacuation centers to support campmanagement partners in order to strengthen their response.- The Provincial Quick Response Team (QRT) of DSWD-FO CALABARZON continuously monitored theevacuation centers and its facilities to properly respond and plan out the need and impact of the volcaniceruption.- On July 19, 2021, DSWD-FO CALABARZON provided guidance to the Local Social Welfare andDevelopment Offices (LSWDOs) od different LGUs with existing evacuation centers to support camp

management partners in order to strengthen their response.- On 20 July 2021, DSWD-FO CALABARZON Provincial Quick Response Team (QRT) dispatched MunicipalAction Teams of Agoncillo, Balayan, Laurel, and Nasugbu to conduct an assessment in the evacuationcenters and identified the immediate needs of IDPs.- DSWD-FO CALABARZON’s Incident Management Team (IMT) together with Batangas Provincial SocialWelfare and Development Office (PSWDO) convened on 22 July 2021 to identify strategies in ensuring thatadequate access to clean water, waste disposal and latrines are provided in all evacuation centers, and thatIDPs are also protected from possible outbreak of COVID-19 and other communicable diseases.- EOC of DSWD-FO CALABARZON coordinated with the Department of Education (DepEd) IV-A on 22 July2021 for the utilization of other school buildings as evacuation centers. DepEd IV-A assured the use of allpublic school buildings.- The EOC of DSWD-FO CALABARZON coordinated with the Department of Education (DepEd) IV-A andDepartment of Public Works and Highways (DPWH) IV-A on 23 July 2021 for the possible construction ofadditional comfort rooms in schools that are being utilized as evacuation centers. The DepEd IV-A sought theadvice of their Central Office for the approval of the construction.- DSWD-FO CALABARZON convened the members of CCCM, IDP Protection and FNI sub-clusters of theResponse Cluster through a virtual teleconference on 23 July 2021. The meeting further served as a venue toidentify areas for collaboration and complementation of response efforts of the Regional Line Agencies (RLAs)and the affected LGUs.
