Ayr North Decides
North Ayr & Former Coalfield Villages Decision Day
Evaluation Report 2016-17
Author: Neil Goudie, Community Engagement Officer – August 2018
Ayr North Decides
In the financial year 2016-17, Ayr North and Former Coalfield Villages
was allocated £36,500 to support local projects by delivering two
community events facilitated by Ayr North and Former Coalfield Villages
Locality Planning Group, created to act as an organic linkage between
local residents and South Ayrshire Health & Social Care Partnership. In
addition to Council and Health & Social Care funding, additional monies
were sourced from the Big Lottery and the Scottish Government
The table below details the number of groups awarded funding at the first event held on 16th July 2016, the value
and the thematic group the funding will support. Ayr North Locality Planning Group had agreed to work towards five
‘themes’ to direct their work and applications were encouraged from groups that could support these themes
however this was not formally enforced and the application process was open to the wider community, although
most applications can be loosely aligned to the priorities.

Following on from a very sucessful initial event, Ayr North & Former Coalfield Villages Locality Planning Group made
the decision to host a second event in March of 2017 to distribute further monies to community groups within the
Ayr North catchment. As with the previous event, expressions of interest were engouraged to align with the
priorities of the group but not rigidly enforced but should promote ‘health & wellbeing’ within the community.
Breakdown of funding providers
Allocation of funding per thematic area – 2016-17
Within Ayr North and former Coalfield Villages all neighbourhoods (with the exception of Ayr North
Harbour) were awarded funding to support local projects with Annbank, Mossblown and Tarbolton villages
being awarded the highest number of awards suggesting that the outlying villages have actively endorsed,
embraced and participated in the process and in turn have benefitted from their efforts. A large number of
projects delivering in the Dalmilling and Craigie neighbourhoods were also successful in securing funding
followed shortly Wallacetown & Newton and Lochside, Braehead and Whittlets.
Reflecting on the first event allowed the group to promote the second more effectively within the
communities that placed fewer applications. The rural villages again were the largest recipient of funding
through the second event, however a larger number of awards were made to the remaining
neighbourhoods at the second event.
The evaluation of these events is of fundamental importance as is the impact
the investment has made has to be demonstrable to all funding partners.
Participants attending the event were issued with an event evaluation form
As part of their ‘Condition of Grant’, groups are issued with an evaluation
form that asks for evidence of spend and supplementary
information demonstrating the ‘impact’ made to participants. Organisations have twelve
months to spend their funding and submit an evaluation thereafter, however, due to the
timescales, many organisations forget, we have contacted all and requested the
information but to date only 52% of recipients have responded.
When speaking to groups about their experiences at the event one clear and concise
message was received, - that groups felt that the most valuable thing for them was the opportunities they
were afforded to network and interact with other likeminded organisations and share experiences and
knowledge irrespective of the finances they may or indeed may not have received on the day. One
gentleman explained…’we didn’t get the money we came for but we have made loads of great contacts and
met new people and that’s super…’

Case Studies (Appendix 3.)
2016-17 Participatory Budgeting Review
Case Study – Teddy Bear Tots
Grant Awarded - £1218.82
As mentioned at our pitch at North Ayr Decides we spent our funding on new tables, chairs, transport to Heads of
Ayr Farm Park. Our parents were inspired by our success at the event and our parents and grandparents organised a
sponsored walk and a bingo night to raise additional funds so we could all have lunch at the Farm Park and buy some
new toys for the children. Please note that we supported the event with £175.46 of our own funds.
2016-17 Participatory Budgeting Review
Case Study – Newton and Wallacetown Community Association
Grant Awarded - £500.00
The money was allocated for raising the floor of an old kitchen area to start to develop an easily accessable toilet.
The area was later deemed unsuitable and a different area was selected. Work has not yet begun on this.
The £500 from the North Ayr Decides 2016 was then spent on the improvements to the floor which cost more than
expected to repair. The floor required serious repairs as there were young children participating in judo and ballet
classes and there were very large splinters, uneven planks, uneven varnish etc as well as not looking particularly nice.
However, it turned out that it was a good ‘sprung’ floor and it was even quite costly to repair it.
Pictures of the floor before repair.
Picture of floor being repaired. Repaired and revarnished floor.
2016-17 Participatory Budgeting Review
Case Study – Dalmilling Primary School Sports Council
Award Granted - £1467.00
The money received from the North Ayr decides fund was spent on a number of useful items that were vitally
important to the school.
Most of the money was spent on must have sports equipment so that the children could particpate in sport. We
investd in Netball bibs so that we could set up a netball club for pupils at the school. This was made easier for us as
they could fully undertsand their positions on the netball court.
Footballs, cones and fotball nets were purchased so that the children could play and enjoy more football within the
school grounds. This was vey useful as this meant we were able to run both the boys and girls fo otball teams on the
same day. Goal keeper gloves were also purchased.
Tennis balls and badminton shuttles were purchased so that more after school clubs could run and children could get
a taste of different sports, getting used to different types of balls.
Tracksuit tops and jumpers were purchased for the school so that they children could feel proud wearing a hoodie
with the dalmilling logo on it. This brought a sense of belonging to the children, they belonged to a certain after
school club.
2016-17 Participatory Budgeting Review
Case Study – Ayr Action on Mental Health – Challenging Stigma through the lens
Grant Awarded - £1000.00
Through Ayr North Decides our photographic group was awarded £1000 to purchase new equipment and develop
the group’s ability and confidence. Challenging stigma through the lens aims to develop a photographic exhibition
highlighting the stigma that can surround mental health issues, culminating in the display being shown in the
Scottish Parliament.
Comment from participants:
‘Thank you very much for bringing this important issue which can affect anyone at any time into the Parliament, the
insight provided is very valuable’.
‘We absolutely do need to challenge stigma’
