Item 5.2 – Youth Development Report (CC16/56)

That the Youth Advisory Committee recommends to Council that:- 1. Mr Angus Millikan and Ms Madison Kennewell be thanked for their articles

published in the September and October 2016 Generation Now column inThe Bunyip newspaper.

2. Council support the five Youth Sports Person Sponsorship applicationsreceived from:

a. Bethany Slatteryb. Charlie Gibbens-Oharac. Max Grivelld. Tiahnee Pearcee. Mitchell Higgins

3. Council support ‘We are Red Panda’ – Local Area Network Group byproviding them with complimentary venue hire for the Youth Shak, GawlerSport and Community Centre throughout 2017.

BACKGROUND

At every Gawler Youth Advisory Committee (GYAC) meeting a Youth Development Report is provided on activities under taken since the last meeting.

COMMENTS/DISCUSSION

1. GYAC and Youth Leadership Program

At the commencement of 2016 a Youth Leadership Program was established by the Youth Development Officer (YDO). The Program is available for all GYAC members and Youth Volunteers. The intention of the program is to:

a) Strengthen and bond the youth team.b) Build the capacity of the youth team.c) Encourage young people to develop their personal leadership skills.

There are two elements to the Leadership Program: (i). Four full days of leadership development offered to GYAC members and Youth

Volunteers. a) First day – Bonding day at beginning of the year.b) Second day – Goal setting.c) Third and Fourth days – Leadership development days focused on

specific topics.(ii). One-on-one mentoring opportunities for GYAC members.

Prior to GYAC meetings members participate in one-on-one mentoring sessions with the focus on goal setting in the following areas:

a) Personalb) Education or careerc) Community

Through these sessions GYAC members are encouraged to set goals and to use strategies introduced by Nathan Want at the Youth Leadership Day held in April 2016.

The fourth and final Youth Leadership Day for 2016 was held on Tuesday 11 October 2016 at Gawler Sport and Community Centre. Dale Giles from TAFE SA delivered an Aboriginal & Torres Strait Islander Cultural Awareness Training session. This training provided participants with an understanding of cultural diversity and each participant will receive a certificate of attendance.

A review of the Youth Leadership Program will be presented to a future GYAC meeting. All young people that have been involved in this program will be invited to participate in the review.

2. The Bunyip Generation Column

The Generation Now articles are thought-provoking articles submitted monthly to The Bunyip by Gawler Youth Advisory Committee members.

Thank you to Angus Millikan and Madison Kennewell for their recent articles published in September and October 2016. Both articles are included in this report as Attachment 1 and Attachment 2.

3. Gawler Connect

An update on the Gawler Connect Project will be provided by Council staff at the meeting.

4. Youth Portal

The Youth Portal (http://youth.gawler.sa.gov.au/) was developed with funding received for the Federal Government Digital Inclusion Project. It was designed by young people from GYAC, for young people within our local community. The purpose of the portal is to provide up to date information around local:

The statistics received from Simple, the portal host company highlight consistent high numbers of visitors and engagements on the Youth Portal. The spike in visitors to the Youth Portal in January reflects the summer initiatives run during January and advertised on the Youth Portal including: outdoor cinemas, skate park workshops and skate competition. The increase in April is reflective of National Youth Week activities in Gawler and their promotion on the Youth Portal. The June peak in visitors is due to the presence of the July school holiday programs on the portal and strategies used by staff to promote the portal and educate the community to use this resource to keep up to date with programs and services within the community. July page views have spiked by almost a quarter higher, likely due to visitors viewing more pages as they become increasingly familiar with navigating the site and the broad range of content available. Total website visits in August were slightly higher and remained at an elevated level into September. This is most likely as a lead into school holidays and associated programs. The numbers across board dipped slightly in October as the holidays concluded.

5. October School Holidays

School holiday workshops are designed to encourage youth participation, build capacity in our young people, promote health and wellbeing and provide opportunities for young people in our community.

Throughout the October School Holidays a number of programs and workshops were held at the Gawler Sport and Community Centre:

a) Barista Basics Training Course – Two full days of Barista Training Courses, 12young people participated in the training with each participant gaining aNationally Recognised Certificate.

b) EMU Tree Music Workshops – EMU Tree conducted two different workshopsduring these school holidays.

(i) Two Day Music Workshop was delivered with the goal to write andcreate a song, and then record and deliver it within a small group. Thefinal performance was delivered on the final day with a number ofcommunity members in attendance at the Youth Shak.

(ii) Music Technology workshop was designed for young people whowanted to explore using editing and mixing beats ‘n’ loops utilisingGarage band and Logic Pro.

c) Junk Art Workshop – Council partnered with the Gawler Natural ResourceCentre and local artist Scott Rathman to deliver a workshop turning old junk intopieces of art. Each young person who attended was invited to enter theirartwork into the Un-Junk competition run by the Gawler Natural ResourceCentre held on 6 November 2016.

d) Youth Mental Health First Aid Couse – This was offered in recognition ofNational Mental Health Week 2016 which fell during the second week of theschool holidays. A Two Day Youth Mental Health First Aid Course was held withover 15 local service providers, teachers and parents completing the course.

e) SAFE Talk Training – Focusing on suicide awareness, this training wasdelivered to participants over the age of 15 years who were interested ingaining experience and knowledge surrounding mental health.

6. B-12 Gawler and District Traffic and Pedestrian Issue Workshop

The Mayor, Council staff and members of Department Of Planning, Transport and Infrastructure (DPTI) visited Gawler and District B-12 College on Thursday 1 September 2016 to run a workshop with the College Student’s Leadership Committee.

The workshop related to traffic and pedestrian issues raised by the Leadership Committee at its June Council School Tour. This issue related to traffic congestion and the safety of students on Tulloch and Barnet Roads during school drop off and pick up times.

The workshop was incredibly valuable for the students as well as Council Staff and DPTI. Students provided the staff panel with their issues, concerns and thoughts regarding how the issues could best be resolved. Council staff briefed the students on a number of pre-existing projects in place to address the issues raised. Staff commented that feedback provided by the school students was essential to inform future reports regarding above projects.

7. YMCA Skate Park Event

Council is taking part in the South Australian – Skate Park League (SA-SPL) which is delivered by YMCA Action Sports (YAS). The 2016/17 League is made up of eight local government regions with high quality skate facilities. The SA-SPL is a series of interconnected skate park activations that:

a) Celebrates and recognises skills of action sports enthusiastsb) Creates a national development pathway for actions sportsc) Trains and empowers local communities to manage events

Participants are encouraged to attend multiple SA-SPL competitions, with participation award points being tracked on a state ladder, and additional points won for placing in competitions. State winners of the SA-SPL are offered the opportunity to participate in a national competition.

The Gawler event will be run on Saturday 19 November 2016 at the Gawler Skate Park, Clonlea Reserve.

YMCA Action Sports has in place a volunteer program encouraging young people in our community to get involved in various aspects including competing and event volunteering.

During the event there the additional activity of a stand up paddle board run by Street SUP S.A. along with a BBQ and drinks provided to young people.

8. Gawler Youth Artist and Gawler Youth Sports Person Sponsorship Programs

The Youth Sports Person Sponsorship Program (YSPSP) has been an ongoing initiative of Council over several years. The Program recognises and encourages the achievements of young people aged 12 – 25 years in the community by providing sponsorship for State and/or National representation in sporting activities. Council has allocated $3,000 in the 2016/17 budget for this initiative.

Recent community and Elected Member feedback has raised queries regarding the eligibility age range for the Youth Sports Person Sponsorship Program. It has been suggested that the Program be changed to the age range 0-25 years, replacing the 12-25 years currently stated in the Eligibility Criteria and Guidelines. GYAC members will need to consider this feedback before the new eligibility criteria and guidelines can be re-presented to Council. The current Eligibility Criteria and Guidelines are included at Attachment 3. While the proposed Eligibility Criteria and Guidelines are included as

Attachment 4. As this matter has not yet been resolved by Council the applications detailed below are still considered Round 1 which closed first Friday of November. At the time this Agenda was prepared applications had not yet closed and any late applications will be tabled at the meeting.

Five applications were received during the first round of the 2016/17 YSPSP: 1. Bethany Slattery - Soccer2. Charlie Gibbens-Ohara - Ballet3. Max Grivell – Orienteering4. Tiahnee Pearce - Dance5. Mitchell Higgins - Soccer

All five applicants fulfil all of the current Eligibility Criteria and Guidelines for the program, and as such are recommended to receive sponsorship. A summary of the applications is included in this report as Attachment 5.

9. National Youth Week 2017

National Youth Week is South Australia’s biggest event for young people aged 12-25 years. Young people are encouraged to get involved in creating Youth Week each year, with a huge variety of events, festivals, forums, workshops and exhibitions across Australia. This is where young people can share their talents and ideas, have a say about things that are important to them and celebrate youth.

The theme for National Youth Week 2017 is youTHRIVE – the importance of young South Australian’s physical, mental, emotional and social wellbeing.

Council had previously been advised that the Office for Youth would no longer be offering funding for National Youth Week post the 2016 event. Despite this, The Office for Youth has since announced funding, which is now open to applicants for National Youth Week 2017. The YDO will submit a Youth Week grant to the Office for Youth on behalf of Council prior to the close off date of 18 November 2016.

GYAC members are invited to discuss ideas of what they envision for the 2017 Gawler National Youth Week.

10. GYAC Membership

The Committee has two membership rounds during year, June and December. The committee has the capacity within the Terms of Reference for thirteen community members, currently eleven members are appointed. The age range for members is 15 to 25 years.

A reminder to all GYAC members to re-fresh and familiarise themselves with the Gawler Youth Advisory Committee Terms of Reference. Taking special consideration to the attendance of meetings and number of community members appointed on the committee at one time. This is included in this report as Attachment 6.

The YDO has been talking with a number of young people in regards to joining GYAC, and will provide an update at the meeting.

11. Local Area Network

‘We are Red Panda’ is a Local Area Network Group which consists of Council Volunteers and other young community members. The group gathers once a month for the purpose of playing multimedia video games through computers and consoles.

The Group has approached the YDO seeking Council’s continued support of the Group throughout 2017. This support would be by way of providing them with complimentary venue hire of the Youth Shak – Gawler Sport and Community Centre for their monthly gathering.

ACCORDING to common stereotypes, teenagers are the moody, sullen and antisocial creatures

who cannot he understood.

It is unfortunate, then, that statistics show that mental health issues occur in teenagers at a similar rate to adults. Youth beyondblue suggests that one in four young Australians currently experiences a mental health condition - equivalent to 750,000 young people across Australia. Feelings of extreme sadness, worthlessness and apathy are common symptoms of depression experienced by teenage girls, who tend to blame themselves for these emotions: Disruptions in social and emotional lives of teenage girls are much more noticeable, because we expect teenage girls to be overly social, dramatic and emotionally reactive. However, teenage boys can· manifest depression through

feelings of anger, irritation and ego inflation rather than 'classic' symptoms. When depressed, boys can blame others for these emotions, they can feel suspicious and guarded, restless and agitated; and have a need to feel in control at all costs. As. these symptoms of depression align with the common stereotypes people hold about young male behaviour, you see why depression is going unrecognised arid untreated in Australian boys. You can start to understand why suicide statistics in Australia are shockingly high. In March 2016, the Australian Bureau of Statistics reported suicide rates have re.ached a 10-year high, with a death toll of 3027 in 2015, up from 2864 in 2014.

Beyondblue has previously referred to the seven lives lost each day to suicide, but now th�t number has risen to eight. The statistics for indigenous people, who die by suicide at more than double the rate ofnon­indigenous people across all age groups, are equally as horrifying. Without adult role mod�ls in good mental health, how can we expect our young people to adequately recognise and seek help for their own mental well-being? Today's children become tomorrow's adults, therefore there is clearly a conversation we must have, before we lose more voices, more children, more parents and more :friends.

ATTACHMENT 3

Youth Sports Person Sponsorship Program Eligibility Criteria and Guidelines

The Purpose of this Program: To recognise and encourage the achievements of young people aged 12-25 years of age in our community, by providing sponsorship for State and/or National representation in sporting activities.

Who is Eligible to apply? • Must be a resident of the Town of Gawler• Individuals aged 12 - 25 at the time of competition• Be representing South Australia or Australia in sport• Have not received funding from the Council in the current financial year

Sponsorship Available: • State: $200 • National: $300

Where there are more than 5 eligible applicants from the same club/school representing either interstate, national or international there is a ceiling of $1000 maximum provided

Guidelines: • Each person seeking sponsorship must complete an application form• All applications must be received before the event takes place• Applications may be funded if the event occurs up to six weeks after the cut-off date

(the Youth Sportsperson Sponsorship Program assessment panel meets and makesrecommendations to Council for endorsement. We cannot guarantee sponsorship within thistimeframe)

• Late applications will not be accepted• Funding will not be provided on a retrospective basis• Applicants must be able to provide a letter of selection from the state or national

sporting organisation you are representing• Individuals must supply Council with an electronic photo and a brief report of the

competition (max. 100words) within one month after the competition.

Important Dates: • Applications are reviewed bi-annually.• Two cut off dates occur throughout the year:

o First Friday of Novembero First Friday of May

• Notification of the results will be received via email within six weeks of the cut-offdate

NOTE: Satisfying the criteria alone does not guarantee the receipt of funding due to a limited funding source. Applications will be considered and awarded on merit.

The Purpose of this Program: To recognise and encourage the achievements of young people aged 12-25 years of age in our community, by providing sponsorship for State and/or National representation in sporting activities.

Who is Eligible to apply? • Must be a resident of the Town of Gawler• Individuals aged 12 - 25 at the time of competition• Be representing South Australia or Australia in sport• Have not received funding from the Council in the current financial year

Sponsorship Available: • State: $100 • National: $200

Where there are more than 5 eligible applicants from the same club/school representing either interstate, national or international there is a ceiling of $1000 maximum provided

Guidelines: • Each person seeking sponsorship must complete an application form• All applications must be received before the event takes place, funding will not be

provided on a retrospective basis• Late applications will not be accepted• Applicants must be able to provide a letter of selection from the state or national

sporting organisation you are representing• Individuals must supply Council with an electronic photo and a brief report of the

competition (max. 100words) within one month after the competition.

Important Dates: • Applications are reviewed quarterly.• Four cut off dates occur throughout the year:

o First Friday of Januaryo First Friday of Aprilo First Friday of Julyo First Friday of October

• Notification of the results will be received via email within six weeks of the cut-offdate

NOTE: Satisfying the criteria alone does not guarantee the receipt of funding due to a limited funding source. Applications will be considered and awarded on merit.

Gawler Youth Advisory Committee

Terms of Reference

Adopted by Council: 24 May 2016 Review Date: February 2017

1 Background

1.1 Pursuant to Section 41 of the Local Government Act 1999 ("the Act") the Council establishes the Gawler Youth Advisory Committee (referred to in these Terms of Reference as "the Committee").

1.2 The Committee is formed for a period 24 November 2015 until the next general election or otherwise reviewed.

1.3 The Committee may be wound up at any time by resolution of the Council.

2 Function of the Gawler Youth Advisory Committee

2.1 The Committee is established as an advisory committee to recognise and voice the issues, views and ideas of young people and promote a positive image of youth within the Gawler community. The Committee will support the Council in the performance of its functions by enquiring into, reporting, providing advice and making recommendations to the Council in relation to the following:

2.1.1 Provide a communication link between young people in the Gawler community and Council

2.1.2 Provide the Town of Gawler with information and advice on matters affecting youth

2.1.3 Inform the Gawler community about issues facing young people

2.1.4 Promote a positive image of young people in the community

2.1.5 Ensure the Council Youth Plan remains relevant and implemented

2.1.6 Support initiatives that raise the profile of young people and encourage the positive development of youth

2.1.7 Assist to identify funding opportunities and preparation of grant applications.

2.2 The Committee will adopt a risk management focus in its considerations and recommendations to Council to enable Council to act as an informed and responsible decision maker representing the interests of the community.

3 Membership

3.1 Two (2) Council Members, for a period determined by Council.

3.2 Thirteen (13) community members, the age range of members will be 15 to 25 years but under special circumstances, those aged 12 to 15 years will be considered to become Committee members following recommendation by the Council officer. Any applicant turning 25 in their first year of a term is precluded from applying for Gawler Youth Advisory Committee.

3.3 Membership shall aim to include a broad range of young people of age, background skill and attributes to our community.

3.4 It is desirable that young people have the following attributes:

3.4.1 An interest in the work of the Committee, community action and group work

3.4.2 Commitment to attend Committee meetings

3.4.3 Knowledge of issues affecting young people

3.4.4 Background of community involvement or a willingness to become involved

3.4.5 Ability to act as a role model to young people in the community

3.4.6 Links or a willingness to develop links to groups, clubs and agencies in the Gawler area

3.4.7 Ability to work as a part of a team or a willingness to develop those skills

3.5 All community member appointments are made for a period of two (2) years commencing from the date the appointment is adopted by Council. Two periods to appoint youth members are December and June each year

3.6 The Committee may, by a vote supported by a majority of members of the Committee, make a recommendation to the Council to remove a member of the Committee from office where a member has failed (without the leave of the Committee) to attend three consecutive meetings of the Committee.

3.7 All members of the Committee over the age of 18 must undergo a Police Clearance by SA Police.

3.8 A member of the Committee who has an interest in a matter before the Committee must disclose the interest to the Committee (refer Code of Practice for Committee Meeting Procedures).

4 Chairperson and Deputy Chairperson

4.1 The Committee will recommend to Council the appointment of the Chairperson from its members at the first meeting of the Committee, for the term determined by Council.

4.2 The Committee will recommend to Council the appointment of a Deputy Chairperson from its members at the first meeting of the Committee, for the term determined by Council.

4.3 If the Chairperson of the Committee is absent from a meeting then the Deputy Chairperson will preside at the meeting until the Chairperson is present. In the absence of the Chairperson and the Deputy Chairperson a member of the Committee chosen from those present will preside at the meeting until the Chairperson is present.

5 Meeting Details

5.1 The Committee does not have any delegated powers from the Council so all decisions of the Committee constitute recommendations to the Council. The Council may delegate powers to the Committee on an ad hoc basis from time to time.

5.2 The Committee shall generally meet on a monthly basis but no less than six (6) meetings per year or as otherwise determined by the Committee.

5.3 The Committee shall meet at the Council Chambers, 89 Murray Street, Gawler, or as otherwise agreed by a majority of Members.

5.4 All Committee meetings will be conducted in accordance with the Local Government Act 1999, and relevant Regulations, Code of Practice for Committee Meeting Procedures and Code of Practice for Access to Council and Committee Meetings and Council Documents. . Part 2 of the Local Government (Procedures at Meetings) Regulations 2013 does not apply to this Committee.

5.5 Notice of the meetings and Committee Agenda will be given to all Council Members.

6 Reporting Requirements

6.1 This Committee reports directly to Council.

6.2 The Committee shall make whatever recommendations to the Council it deems appropriate on any area within its Terms of Reference, where in its view action or improvement is needed.

6.3 Recommendations from the Committee will be referred to the next Council meeting, through the presentation of minutes, for final resolution.

6.4 The Committee must produce an Annual Review report for consideration by the Council at the end of October each year.
