TOPIC: Scioto Riverfront GreenwayThe Scioto Riverfront in Downtown Columbus hasbeen transformed as a result of hundreds ofmillions of dollars in public and privatedevelopments in the RiverSouth area. But whilesubstantial public and private investments along theScioto River have created world-class amenities,the river has remained a slow-moving, overly wide pool of sediment-laden water due to the presence oflow head dams.The $35.5 million project that includes removal of the Main Street Dam and develop riverfrontgreenspace begins to restore the natural course of the river, improve the ecological systems and riverhabitat, provide new recreation options, and provide an opportunity to further leverage existinginvestments by creating a stunning 33-acre greenway through Downtown. A healthy river that enablesrecreation and improves connectivity will allow Columbus to thrive and ensure maximum economic,ecological, and social benefits.The presenters will discuss the impetus for the project as well as the overall goals, the inclusion/impact ofa wide group of stakeholders, the “natural” channel design process, the inclusion of park structures, thegeotechnical and structural challenges and the “contractor at-risk” involvement. As construction hasstarted, some visuals of the early stages of construction will be shared.

The project is a hydroelectric powerplantcurrently under construction on the West Virginiaside of the Ohio River at the US Army Corps ofEngineers Willow Island Locks and Dam. WillowIsland is located in Pleasant County, WestVirginia, approximately 162 river milesdownstream of Point Bridge, Pittsburgh. It isabout 2.5 hours from Columbus, betweenParksersburg and St. Marys, WV reached via I-70 and I-77.The project will divert water from the existinglocks and dam through bulb turbines to generate
an average annual output of approximately 239million kilowatt-hours (kWh), enough to powerapproximately 22,000 homes. The site willinclude an intake approach channel, a reinforcedconcrete powerhouse and a tailrace channel.The powerhouse will feature two horizontalFERC rated 17.5-MW bulb-type turbine andgenerating units with an estimated total FERCrated capacity of 35 MS at a gross head of 20feet. A 1.6-mile 138 kV transmission line isplanned to connect to the plant.Safety equipment including hardhat, boots,safety vest and safety glasses will be required forthe tour. There will be a few available on-site, butplease bring your own if possible.Directions: I-70 east to I-77 south. First exit afterOhio River bridge turn right, then left on 31. TakeRt. 31 to a stop sign at Rt. 2. Turn left at Rt. 2.Proceed for about 8 miles, the project will be onyour left after a credit union. Turn left on fishingaccess after you pass the doublewide officetrailers. Turn left into the trailer compound andproceed to the MWH trailer, 3rd on the left.

The LRFD platform offers a rational frameworkfor consideration of different types of fill walls. The webinarwill use the 6th Edition (2012) American Association ofState Highway and Transportation Officials (AASHTO)LRFD Bridge Design Specifications as a basis for thetechnical content. Applicable articles in Sections 11, 10 and3 of the AASHTO LRFD Specifications will be used as abasis of discussion.The webinar will assume that the participant has a basicworking knowledge of design and construction of fillretaining walls including fundamental aspects of earthpressure theories. It will include discussion on theterminology and types of fill walls, lateral earth pressuretheories for fill walls, permanent and transient surchargeloads, applicable load factors, use of minimum andmaximum load factors for permanent loads, identification oflimit states and resistance factors, pressure surfaces forgeotechnical and structural analysis, and consideration ofextreme event limit states such as seismic events.The webinar will concentrate on external stability of CIP andMSE walls. Introductory information on internal stability of

What: International Conference on Perpetual PavementWhen: Oct. 30-31, 2014Where: Hilton Columbus/PolarisMore than 250 experts from 30 states and 19 state depart-ments of transportation attended the first two InternationalConferences on Perpetual Pavement (ICPP), held in 2006and 2009, to discuss optimal design and construction ap-proaches for asphalt pavements designed and built to lastlonger than 50 years without requiring major structural reha-bilitation or reconstruction, and needing only periodic surfacerenewal in response to distresses confined to the top of thepavement. Following the success of the first two conferenc-es, ICPP 2014 will provide a venue for participants to catchup with developments in this fast-moving field, and for stateand local government to learn how to take advantage of thebenefits of perpetual pavement.
Perpetual pavements contain a surface layer of high qualityasphalt that resists rutting and traffic wear, intermediatelayers of high modulus asphalt that provide structure and alsoresist rutting, and a fatigue-resistant bottom layer for crack
resistance. Perpetual pavements are becoming popular withtransportation agencies seeking to reduce lifecycle costs andeliminate user impact associated with pavement reconstruc-tion, because maintenance is limited to periodic resurfacing.
The conference, hosted by the Ohio Research Institute forTransportation and the Environment (ORITE) and the OhioDepartment of Transportation (ODOT) with sponsorship fromthe asphalt industry, will provide a forum for agencies whohave constructed perpetual pavements to share their experi-ences and for those who are considering construction to gainfrom these experiences. Topics will include: design verifica-tion and calibration, modeling, instrumentation, construction,and monitoring. Information provided at this conference willpromote the proper design and construction of perpetualpavements.
