    WHEN YOU WISH TO KNOW ABOUT ADMINISTRATOR, Lance Leonhard, is the Chief Admin-istrative Officer of the County, and as such, prepares the annual executive budget and its communication to the County Board. He coordinates and directs all adminis-trative and management functions of county government not otherwise vested by law in boards, commissions or other elected officers. By Statute he appoints most of the members to various boards and commissions. AGING AND DISABILITY RESOURCE CENTER OF CENTRAL WI, Jonette Arms, Executive Director, is responsible for county-wide advocacy representing the views, interests and concerns of older adults and people with disabilities. The following programs are adminis-tered: Congregate, SNAC and home-delivered meals, transportation, consumer advocacy and representation programs, legal and benefits counseling, Senior Care prescription drug assistance, health/nutrition/lifestyle counseling, long term care options counseling, family care-giver support, senior home repair/chore services and volunteer opportunities. CENTRAL WISCONSIN AIRPORT, Brian Grefe, Manag-er. The Central Wisconsin Joint Airport Board operates, maintains and develops the Central Wisconsin Airport. The Board through the Airport Manager administers leases with airlines, car rental agencies, aircraft hangar tenants, restaurants, fixed base operators and other tenants. They also promote air service, assure aviation safety and procure funding for airport development. CIRCUIT COURT JUDGES, Jill N. Falstad, Greg Huber, Lamont Jacobson, Gregory Strasser and Mike Moran; Administrative authority regarding probate, adoptions, guardianships, and trusts, Chapter 51 and related mat-ters, small claims, divorce actions, paternity, criminal, ordinance and traffic violations, juvenile matters, etc.

    CITY-COUNTY INFORMATION TECHNOLOGY (IT) CENTER, Gerald Klein, Director. The purpose of the City-County IT Commission is to provide for the imple-mentation and operation of cooperative data processing and management information systems at reasonable costs. The IT center provides data processing support services to all City and County departments which in-volves installing and maintaining computer hardware and software. CLERK OF COURTS, Shirley Lang. Responsible for the filing and case management of all Marathon County Court Cases. All garnishments, replevins, evictions, liens, state income tax liens, warrants, civil judgments, writs and mediation are handled. Collect filing fees, fines, forfeitures, court costs, GAL fees, custody study fees. Gives oaths to deputy sheriffs, court commission-ers, condemnation commissioners. Also responsible for all jury management for the county. Schedules court interpreters and support staff for all the courts. CONSERVATION, PLANNING & ZONING, Rebecca Frisch, Director. The department creates, advocates and implements strategies to conserve natural and communi-ty resources. Program services are delivered through four areas: Conservation – administers the implementa-tion of the Land and Water Resource Management Plan which prioritizes efforts on agricultural non-point runoff, livestock facility licensing, nutrient management, soil erosion control, Lake Management and Managed Inten-sive Grazing, ; Planning – provides services in the areas of comprehensive planning, demographics, hazard miti-gation, stormwater management, sewer service, and transportation planning; Regulatory Services – issues permits/approvals and enforces zoning, sanitary and other programs required by the County’s zoning, shoreland, private sewage system, airport, subdivision, nonmetallic mining, animal waste, and other ordinances where they have been duly adopted; Geo Services, – implements the Geographic Information System, and the maintenance of accurate rural address information, working closely with the Sheriff’s Department to maintain the accuracy and efficiency of the 9-1-1 system. County Surveyor maintains the corners of the public land survey system and files and preserves all survey records for the county.

    CORPORATION COUNSEL, Scott Corbett, serves as parliamentarian and provides legal advice, assistance, formal opinions and court representation to the County Board, County departments, elected officials and County commissions, boards and committees. Office attorneys review and draft contracts, leases, ordinances, resolu-tions, court pleadings and other legal papers. Claims filed against the County are reviewed/defended or coor-dinated for defense by County insurance carriers. The office also provides contracted legal services for the Social Services Department and Child Support Agency; handles alcohol and mental commitment cases and establishment of paternity cases. COUNTY CLERK, Kim Trueblood, is the chief election official for Marathon County. The office issues marriage licenses, passports, direct sellers permits, and timber cutting notices. Maintains records of the Board of Su-pervisors and acts as the secretary to the Board. Also handled are claims against the County, sale of property by tax deed, Property Valuation Statistical Reports, maps, photocopies, and directory of municipal officials. COUNTY TREASURER, Audrey Jensen, receives de-posits and invests all monies belonging to the County; collects postponed and all delinquent real estate taxes and distributes said taxes to appropriate municipalities and school districts. Handles applications for tax deeds and takes property if taxes remain unpaid. Oversees property description functions of preparing assessment rolls, and real and personal property tax bills for all mu-nicipalities in the county, excluding the City of Wausau. Workbooks of all individual owners are kept consisting of maps and land description. DISTRICT ATTORNEY, Theresa E. Wetzsteon, is the prosecutor in all cases of crime or county traffic ordi-nance violations committed in Marathon County.

    EMERGENCY MANAGEMENT, Philip Rentmeester, Director. Facilitates preparedness, mitigation, recovery, and response to natural and manmade disasters using an all-hazards approach.

    EMPLOYEE RESOURCES, Frank Matel, Director. The Department is responsible for developing and managing comprehensive human resource programs: ensuring County employment practices are in compliance with federal and state laws; developing and administering personnel policies and procedures, managing employee compensation programs, administering employee bene-fits programs, reviewing staffing levels and organization design; providing employee training and development opportunities; assisting departments in employee perfor-mance management; advising and counseling on vari-ous human resource issues; negotiating collective bar-gaining agreements; developing safety and wellness programs; and administering the County's risk manage-ment and worker's compensation programs.

    FACILITIES AND CAPITAL MANAGEMENT, Terry Kai-ser Director, is responsible for maintenance, grounds upkeep and housekeeping of most County buildings. The department is also responsible for preparing and implementing the Capital Improvement Program, and the courier service which delivers inter-departmental mail to various county buildings and City Hall. FINANCE, Kristi Palmer, Director, is responsible for financial accounting and reporting systems for the entire reporting entity, including such financial functions as general ledger, payroll, A/R and A/P. Responsible for the cash management and debt management programs, annual audit and budget. The Finance Director and County Treasurer work jointly on the County’s complex investment program.

    HEALTH DEPARTMENT, Joan Theurer, Health Officer. Public health services including nursing, immunizations, health screenings, school health, international travel certificates, environmental health, license for restau-rants, motels, hotels, campgrounds, mobile home parks, educational and recreational camps; nuisance and haz-ard complaints; laboratory tests of water, food and milk; and health education. HIGHWAY DEPARTMENT, James Griesbach, Commis-sioner, has charge of all maintenance and construction work on the County Trunk Highway System as well as maintenance, under contract with the state, of the State highways in the county. LIBRARY, Ralph Illick, Director; main purpose is to make available to the citizens of Marathon County a wide variety of materials, services and programs for their informational, educational and recreational use. Includ-ed in the items available are books, newspapers and magazines, artwork, records, compact discs, video and audio cassettes, DVD’s, databases, and computer soft-ware. Special services include interlibrary loan, re-serves, and homebound delivery. Available at the head-quarters for public use are typewriters, computers, copy machines, microfiche and microfilm reader/printers, and a meeting room. MEDICAL EXAMINER, Jessica Blahnik, investigates all untimely deaths or deaths in which a doctor has not been called in attendance.

    PARKS, RECREATION & FORESTRY DEPARTMENT, Jamie Polley, Director. Providing a park and forest sys-tem that will meet the needs of our citizens and future generations, preserve and protect the county's open space, water, historical, cultural, natural and economic resources, and provide recreation and tourism opportu-nities that are designed to enhance residents' quality of life. County forests are managed primarily to provide wood products on a sustained yield basis. Shelters and facilities are available to reserve for special events. The Department also administers the Mountain-Bay State Park Trail and a county wide snowmobile trail system that provides conditional ATV use in the winter. REGISTER OF DEEDS, Dean Stratz, files or records birth, marriage and death registrations, conditional sales contracts, bills of sale, deeds, mortgages, satisfactions, veterans discharges, corporation records, farm names, partnerships, plats, financing statements, certified sur-vey maps, and informal terminations of joint tenancy. SHERIFF, Scott Parks, is the chief law enforcement officer in the county. The department takes charge and custody of the jail and persons therein, and keeps rec-ords of all prisoners committed, charged and/or convict-ed of any arrests. The department must enforce all federal and state laws and county ordinances pertaining to traffic and crimes. SOCIAL SERVICES, Vicki Tylka, Director. Provides services in four distinct areas: 1) Economic Support - food stamps, medical assistance and Kinship. 2) Child Support - establishes paternity and court orders, locates non-custodial parents for support purposes, monitors payments and initiates administrative procedures and legal actions to enforce support payments. 3) Social

    Work and Para-Professional Services - child and adult protective services, out of home placements, case man-agement, family reunification and services to support children and adults in home living arrangements, spe-cialized transportation and information and referral. 4) Juvenile Court Services - provides 24 hour intake and dispositional services to juveniles and their families. SOLID WASTE MANAGEMENT, Meleesa Johnson, Director. The Solid Waste Management Department provides the residents and industry of this county with an environmentally safe and cost effective integrated waste management system for non-hazardous solid waste. This system presents alternatives for complying with Wisconsin waste disposal regulations. It consists of a landfill, recycling programs, composting, and waste-to-energy. It also promotes and provides solutions to household hazardous waste disposal. UW-EXTENSION · COOPERATIVE EXTENSION, Heather Schlesser, Director of the Marathon County Office. The department offers educational opportunities for people in areas of agriculture, natural resources, 4-H & youth, family living and community resource develop-ment. Research-based and unbiased information in all the above areas are available from the University sys-tem to the residents of the county through the local Ex-tension office. The office is also responsible for advo-cating and promoting diversity throughout Wausau and Marathon County. VETERANS SERVICE OFFICE, Jill Geoffrey, Officer, assists veterans and their dependents in applying for federal and state VA benefits for which they may qualify. Assists the veteran in many areas including compensa-tion, pension, education, medical treatment, counseling, housing loans, state veterans benefits, and recording of discharge documents.

    MARATHON COUNTY General Information

    Located in north central Wisconsin, Marathon County is a beautiful, fertile area of rolling plains and hills. In 1850 when Marathon County was organized by action of the state legislature, its land was heavily forested, and most of the 500 inhabitants made their living from the rich timber resources. This early dependence on forest wealth is still reflected in many county industries, but the healthy economy of today is characterized by industrial diversification and the utilization of all natural resources. Area: 1,584 square miles - the largest of Wisconsin's 72 counties. The latest census tally shows Marathon County to be one of the areas in the state with a population increase. Marathon County has an estimated population of 135,483 (2016 estimate). Marathon County was officially established in 1850 and Wausau was selected as the county seat. From a Chippewa name meaning `Far Away' - has grown to a vigorous city of 39,131 people. Marathon County is one of the leading dairy produc-ing counties in Wisconsin and the nation. Most of the county's industry is centered in the urban areas. Lumber was the original industry and wood and paper products have remained the leading industries. However, there is a wide variety of industrial plants which manufacture more than 50 different products. Some of the most important products manufactured in Marathon County are paper and food packages, lum-ber and building materials, dairy products, electric mo-tors, boxes, road building and industrial machinery, ve-neers and red granite monuments and materials. Forestry facts of Marathon County are an indication of the important role the lumber and paper industry has played in the development of this area. Two paper mills are located in the county, their ex-pertise being specialty and high quality writing and print-ing paper. There are also a number of sawmills through-out the county.

    One-third of the county land area is forest land. Most woodland is in 30 or 40 acre tracts attached to individual farms. In Marathon County emphasis has been placed on reforestation. For the last 10 years, roughly 400,000 trees have been planted each year. Approximately 30,000 acres in the county have been permanently set aside as county forest land for forestry, wildlife and rec-reation purposes. Multiple use management of these forest lands provides opportunities for hunting, trapping, hiking, cross-country skiing, mountain biking, horseback riding, snowmobiling, and ATV riding, to name a few. Marathon County offers ideal recreation opportunities the year around. For winter sports enthusiasts, the ex-cellent facilities of Granite Peak Ski Resort at Rib Moun-tain have made it one of the most famous winter-fun areas of the midwest. With more than 70 runs, there are trails designed for the novice, intermediate and expert skiers. Two chalets provide a comfortable place to re-lax. Marathon County maintains a cross-country ski trail at Nine Mile County Forest Recreation Area, which has 18 miles of trail, including 3 miles of lighted trail, and a heated ski chalet. In addition to the fine skiing facilities, Marathon County is known for ice hockey, ice fishing, ice skating, curling, snowshoeing, and snowmobiling. In the spring, fishing enthusiasts turn to trout waters in the Plover and Prairie Rivers. There are also many fine hunting areas in the county. Rib Mountain State Park is the most spectacular park in the county. With an elevation of 1,941 feet, Rib Mountain juts out of the surrounding countryside to pro-vide an awe-inspiring view. There are hiking trails and picnic facilities throughout the park. Rib Mountain State Park is the 3rd highest point in Wisconsin. In Marathon County, the Rietbrock Geographical Marker locates the exact center of the northern half of the Western Hemisphere. It is here that the 90th Meridi-an of Longitude bisects the 45th Parallel of Latitude, meaning it is exactly halfway between the North Pole and the Equator, and is a quarter of the way around the earth from Greenwich, England.

    Marathon County is recognized as having one of the finest park systems in the state. 21 County Parks, total-ing 4,270 acres provide recreational, historical, scenic and wildlife attractions for all. The Park system provides a broad range of active and passive recreation opportu-nities including camping, picnicking, swimming, fishing, boating, hiking, horseback riding, disc golf, soccer, soft-ball, target and skeet shooting, indoor and outdoor ice skating, cross country skiing, bicycling, etc. In addition, 18 miles of the Mountain-Bay State Park Trail meanders through the Marathon County country-side. The 83 mile trail running from the Village of Wes-ton to Howard near Green Bay is open to hiking and biking in the summer and snowmobiles during the win-ter. In addition to the excellent recreational facilities with-in the boundaries of Marathon County, the county is known as the gateway to the playgrounds of the North. Many lake and resort areas are within easy driving dis-tance from Marathon County. Marathon County has a total of 3,365 miles of road-ways of which 274 are state trunks, 613 county trunks, 2,471 municipal roads, and 6.5 county forest roads. All of the state and county trunks, and several hun-dred miles of town roads, are either paved or have dust-free bituminous surfaces.
