The confiscated logs were madeinto armchairs for the use of publicschool students. Long before Caraga became aregion, the place has been known asthetimbercorridorof thecountrywithits four provinces as a major source

of lumber. But the past two decadeshave seen the decline of the industryalmosttoitsdeathduetoindiscriminateand unregulated logging without evenwaitingfortheforesttoreplenishitself. Thesuddenchangesintheweatherpatternandriseinthetemperaturehaveplacedtheregionintoacollisioncoursewithnaturaldisasterssuchasfloodsandlandslides. With such conditions, thepresident issuedlastFebruary1,2011,ExecutiveOrder23(EO23)amoratoriumonthecuttingandharvestingoftimberinthenaturalandresidualforestsoftheentire country, with Caraga region on

But since DepEd did nothave the capability to processand manufacture the armchairs,the Technical Education and SkillsDevelopment Authority or TESDA wascalled in for the job with the initialbudget coming from PAGCOR to fundtheproject.TESDACaragaRegionalDirectorEdwinC.Gatinaopointedoutthattheideaofconvertingconfiscatedlogsintochairsforschools isagoodwaytocurbcorruptionanddiscouragethefurtherillegalcuttingdownoftreesintheregion. PeoplewhoweretrainedbyTESDAoncarpentrywerethencommissioned,earningPhp250aday.DepEDpaysforthe production cost of the armchairsthatwill be delivered to them to keep

theballrolling. BraulioDelaPena,OfficerinCharge,Chief Regional Operations Division ofTESDA said that since June 2011 tillJuly2012about27,000armchairshavebeenmadefromthe147,000boardfeetof confiscated lumber. About 16,621armchairs that lackonlyvarnishpaintshave been delivered all over Caragaregion’spublicschools. WhenthedemandinCaragaregionpublicschoolswillbecompleted,otherschoolsinvariouspartsofMindanaowillsoonhave their share of the “fruits ofillegallogging.”I t’soddand ironichow the futureof Caraga region’s children is beingdestroyedbyillegalloggingoperations.Mostofthosehardwoodtreestook15to20yearsormoretogrow,that’sanentiregeneration.Yethere is something thathopefullywould shape these children’sfuture,atooltohelpeducatethemandmakesurethatwheretheireldersfailedwould be their salvation—resurrectingdeadlogsintoarmchairsofhope.

Military monitors MILF-BIFF tension build up in Maguindanao town

The military here is closely monitoring the build up of rebel forces between Moro Islamic Liberation Front

(MILF) and Bangsamoro Islamic Freedom Fighters (BIFF) forces in Barangay Dapiawan, Datu Piang, as tension continues to rise in the area.

This came about as military forces continued to keep close watch over the five-kilometer stretch of the highway between Datu Saudi Ampatuan and Datu Unsay towns in the province seized some two week ago by BIFF militants.

Datu Piang town is some 20 kilometers away from the

municipality of Datu Saudi Ampatuan.

In an interview over a local radio station, MILF spokesman Von Al Haq said that Bangsamoro Islamic Armed Forces (BIAF) of the MILF remain in “defensive position” in the peripheries of Datu Piang town.

“At present, there are rebel

forces build up in the area but we are not anticipating any encounter to take place. You see, long before there are BIAF and BIFF forces in the area,” he said.

Al Haq said the MILF leadership has earlier requested BIFF commanders to stop its attacks on military installations in Maguindanao in which the latter responded positively.

“The BIFF, through their spokesman Abu Misry has declared to cease its attacks in Maguindanao upon the request of the MILF. At the same time, the MILF has always respected the peace process it is having with the government,” Al Haq stressed.

Amid all these assurances, small batches of evacuees were monitored leaving Dapiawan village due to the ongoing tension.

In another development, military forces have secured the fringes of Barangay Guiling in Alamada, North Cotabato, following the series of recent ambushes in the area between Ilonggo and Moro settlers.

At least four people died and two other wounded in reprisals between the two groups that emanated from a bad call by the

referee over a heavily betted basketball game between the two groups earlier this week.

Alamada Mayor Bartolome Latasa identified those killed as Sainudin Mamarinta and Munap Egal on the Moro side while Leo Celeste and his brother Ritchie on the side of the Ilonggos.

Latasa said tat following the basketball game last Aug. 28, armed men ambushed the Moros as they were on their way home killing Mamarinta and Egal.

Relatives of the slain duo, who happens to be members of the MILF, allegedly retaliated the next day by cutting down the group of the Celeste brothers, both members of the local militiamen, who were then investigating the area of ambuscade in Guiling.

A gun battle then ensued, wounding two others, one of them a 24-year-old civilian identified as a certain Andy Garcia who was hit by a stray bullet.

Some 50 families evacuated from Guiling and have sought refuge at the town center.

Latasa said that apart from military and police officials, MILF representatives are also currently in Guiling on efforts to restore normalcy in the area. (PNA)

BUTUAN CITY -- The Department of Trade and Industry (DTI)-Caraga in cooperation with the Board of Investments (BOI) will conduct an orientation seminar on the 2012 Investment Priorities Plan on September 5 at Almont Hotel’s Inland Resort, this city.

ZAMSURECO II OIC General Manager Engr. Hernan Agpawa, said that with the present power curtailment situation, his office has come up with a proposal to contract services of other sources of power available in the region. He said, “We have prepared two (2) contracts, one with the San Ramon Power Plant in Zamboanga City with a capacity of 100MW and the other with the Philippine National Oil Company (PNOC Coal-Fired) in Diplahan, this province with an initial capacity of 50WM going to 100MW.”

“These plants might be coming in within 3-4 years, considering its installation and other preparations needed. If this proposal will be materialized, hopefully we will not experience brown outs anymore in the next few years, “GM Agpawa quipped. At present, ZAMSURECO II is serving 16 municipalities in Zamboanga Sibugay, three municipalities in Zamboanga del Sur, four towns in Zamboanga del Norte and one district in Zamboanga City (Vitali).

The award was personally received by SJO2 Charlene Tapayan Alonso from J/CSupt. Alfredo Soliva Jr, from the Bureau of Jail Management and Penology (BJMP)-Central Office and BJMP-9 Regional Director J/SSupt. Atty. Michael Vidamo during the recent 21st anniversary celebration of BJMP-RO9 in Pagadian City. The occasion became a double celebration for Dipolog City Female Dormitory after its wardress, SJO2 Alonso was also awarded as the Female Dormitory Wardress of the year. The city’s female dormitory was also the recipient of Wardress of the Year award in 2009 and 2010 and Female Dormitory Award in 2011.

According to the BJMP Officials, Ninety Percent of the 50 residents of the dormitory are involved in illegal drugs. The construction of the P1-M Lady Cell Building provided by the City Government of Dipolog was started in March 23, 2010 and was completed in September 30, 2010 with potable water system connected to every cell. It was implemented by the City Government with fifty percent counterpart from the BJMP through Contract Payment Scheme. The Dipolog City Female Dormitory is one of the projects extended by the Dipolog City Mayor Evelyn Uy to BJMP to separate the male from its female residents. Vidamo thanked Mayors Uy’s support to BJMP and show of concern to the welfare of the dormitory residents as they try to transform themselves into better members of the society.

LCP secretary-general mayor Hernani Braganza said the activity was aimed to discuss the installation process, operation, and maintenance of the Automated Weather Station (ATWS). The ATWS which costs P105,800 each, is a state-of-the art equipment being used by meteorologists to provide real-time weather forecasts including temperature, wind speed, wind direction, humidity, atmospheric pressure, amount of rainfall, and weather visibility. During the activity, 7 ATWS units

were distributed to participants from the cities in Northern Mindanao. “We are distributing ATWs for free to all cities nationwide. The distribution of the ATWS units is part of the company’s corporate social responsibility and its commitment towards getting local government units ready for climate change and disasters,” Braganza announced. Aboitiz Power, Inc. vice president for marketing Roland Gaerlan and Meteomedia senior vice president Mark Vorhusen led the distribution ceremony.

Civil Service Commision-10 invites gov’t agencies to 112th anniversary activitiesby Apipa P. Bagumbaran

CAGAYAN DE ORO CITY - The Civil Service Commission (CSC)-10 is inviting all government agencies in the region to participate and support all activities in celebration of the 112th Philippine Civil Service Anniversary (PCSA) next month.

A parade from Vamenta Blvd. to Camp Evangelista on September 3 will kick-off the month-long celebration. The parade will be followed by a flag-raising ceremony and physical wellness (Hataw) exercise at the 4th Infantry Division Army Parade grounds. A thanksgiving mass will be offered at the St. Augustine Cathedral on September 4 while “government express” services will be provided at

SM City here on September 5 and 6. On September 6, a “Talakayan sa PIA” will also be conducted at the Philippine Information Agency regional office. A fun run will jumpstart the activities on September 7. The run will begin at the provincial capitol grounds going to Rodelsa Circle and back to the provincial capitol for the opening program of the Inter-Agency

BFAR to turnover projects in NorMinby Jorie C. Valcorza

CAGAYAN DE ORO CITY, Misamis Oriental - Bureau of Fisheries and Aquatic Resources (BFAR) National Director Asis G. Perez is set to visit and turn-over projects in Iligan City and Misamis Oriental. Perez will lead tomorrow the turn-over and distribution of 50 units marine engine to typhoon Sendong affected fisherfolk in Bayug Island, Iligan city. During his visit here, the BFAR chief is likewise scheduled to inspect the rehabilitated Kawit, Kauswagan hatchery; lying-in-projects in Tubajon Laguindingan; coral transplantation project in Duka Bay, Medina; including project sites supported by Cagayan de Oro District Representative Rufus Rodriguez. BFAR will also turn-over 16 units of marine engines to typhoon affected fisherfolk in Cagayan de Oro City. BFAR information unit explained that the number of engines distributed here in the city, is lower because a

number of non-motorized fishing boats will still follow, apart, from the fishing nets which had been initially distributed to identified fishermen. Among the highlights of Perez visit is the turn-over of Fish Processing Plant and Trading Center in Balingasag, Misamis Oriental to the local government and the Gingoog Bay Alliance Meeting on regulatory concerns and issues.

Friendship Games. Sports activities for the inter-agency friendship games will run from September 10 to 14. Other activities to mark the PCSA celebration includes a barangay outreach program on September 14, blood-letting on September 18 and musical show by government employees on September 25. CAGAYAN DE ORO CITY - The National Police Commission (NAPOLCOM) in region 10 has lined up activities for the 18th National Crime Prevention Week (NCPW) celebration.

NCPW celebration here will kick-off with a motorcade around the city’s main thoroughfare and an opening program to follow to be held at the Misamis Oriental Provincial Capitol on September 3. “Pito Laban sa Krimen” Program and awarding of Calendar Year 2012 Police Excellence Award will also highlight the kick-off ceremony. The “Pito Laban sa Krimen” (Whistle Against Crime) program aims to entice the citizenry to carry and use whistles as means of attracting attention and preventing crimes as the nation observes NCPW, said Director Ramon N. Rañeses, NAPOLCOM, region 10. The Police Excellence Award, on the other hand, is NAPOLCOM’s undertaking in Cagayan de Oro in line with President Benigno Aquino’s call for “tuwid na daan.” It aims to encourage and challenge police troops to be proactive and not only reactive, Rañeses said.

On September 4, there will be a Crime Prevention Fair at Lim Ket Kai Center to be participated in by the Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Bureau of Jail Management and Penology (BJMP) and Bureau of Fire Protection (BFP). For the period September 3-7, there will be a school visitation and conduct of Criminal Justice System and Awareness Drive on Crime and Drug Abuse Prevention among secondary students. While on September 7, Kiam-is Elementary School will benefit from the feeding, medical and dental outreach program to cap up NCPW celebration. Mothers in Mulondo town attend family planning, breastfeeding lecturesby Apipa P. Bagumbaran

Some 100 mothers in the municipality of Mulondo attended the family planning and breastfeeding lectures conducted by the Integrated Provincial Health Office (IPHO) last August 22 at

the Mulondo covered court.

Dr. Alinader Minalang, IPHO chief, said the lectures organized in collaboration with the Mulondo rural health unit (RHU) were aimed at raising awareness of the importance of family planning and breastfeeding.

The activity, in line with the Family Planning Month and Breastfeeding Month celebration this August, was also intended to convey how family planning and breastfeeding can be beneficial to mothers and their children.

Since family planning and exclusive breastfeeding practices are often issues of curiosity and misconceptions especially in the view of Islam, the IPHO also invited Ustadz Mohammad Mangagao from the religious sector to shed some light into these concerns. A series of role plays and jingles portraying the advantages of family planning and breastfeeding were performed by the RHU personnel and nurses assigned in the municipality under the Registered Nurses for Health Enhancement and Local Service program of the government, to complement the lectures and make it more understandable to the audience. Moreover, a question-and-answer session was done before the activity ended to gauge if the audience has indeed learned something. Prizes were given to those mothers who were able to answer correctly. Family-planning commodities were also offered to interested mothers, who, judging from their number, were very much enlightened by the lectures, said Minalang.

KORONADAL CITY, South Cotabato -- South Cotabato is the fifth best per-forming provincial local government in the country, results of the latest De-partment of the Interior and Local Government (DILG) evaluation said.

DILG’s Local Governance Performance Management System (LGPMS) evaluation in 2011 also listed Surallah town as seventh of the top 10 municipal local government units (LGUs).

A statement from DILG indicated that South Cotabato garnered an average point of 4.864 to surpass the provinces of Mountain Province, 4.855; Albay, 4.839; Bulacan, 4.836; Rizal, 4.832; and Ilocos Norte, 4.828.

In the LGPMS evaluation, LGUs are being assessed and ranked thru a five-point scale in the following performance areas: administrative governance, social

governance, economic g o v e r n a n c e , e n v i r o n m e n t a l governance and fundamentals of good governance, which include transparency, participation, and financial accountability.

Highest ranking provincial LGUs were Bohol, 4.91; La Union, 4.89; Cavite, 4.88; and Pangasinan, 4.87.

The top 10 municipal LGUs were Ilagan, Isabela, 4.92; Carmona, Cavite, 4.9; Santol, La Union, 4.89; Alimodian, Iloilo, 4.883; San Mateo, Isabela, 4.879; San Luis, Aurora, 4.86; Surallah, South Cotabato, 4.843; Maslog, Eastern Samar and New Lucena, Iloilo, 4.839; Bacoor, Cavite,

4.822; and San Gabriel, La Union, 4.820.

Governor Arthur Y. Pingoy Jr. said this is good news for South Cotabato, and vowed to keep doing their best in adhering to DILG policies.

“Our people deserve the best in the delivery of even the most basic services,” he said, adding that a people-focused government like in South Cotabato is committed in providing that.

Pingoy said this distinction could boost South Cotabato’s and Surallah’s bid for the DILG Gawad Pamana ng Lahi Award, which includes LGPMS assessment as one of the criteria.

KORONADAL CITY, South Cotabato -- The Department of Environment and Natural Resources (DENR) is entering into an agreement with the state-run University of Southern Mindanao (USM) for the establishment of a clonal facility.

A statement from the DENR-12 today said, USM President Dr. Jesus Antonio G. Derije, signed the memorandum of

agreement in behalf of the state university on August 23. The same was forwarded to the DENR Central Office for signature

of Secretary Ramon Paje.

DENR 12 Regional Executive Director Adeluisa G. Siapno, said “once perfected,

the agreement will obligate DENR to provide the USM P3.5 million for the construction of a clonal facility for the production of high quality planting materials, particularly those from superior indigenous forest tree species such as lauan, molave, and tanguile.”

Under the agreement, the

DENR shall extend technical assistance to USM through the Department’s Research Service in the region, particularly on the scientific approach to clonal nursery operation.

“We will not only provide funding support, but we will also capacitate our counterparts and transfer

the appropriate technology to them,” Director Siapno emphasized.

The USM, for their part, shall allocate an area within their sprawling campus on which the clonal nursery shall be constructed.

Once capacitated, they will undertake mass production of cloned quality planting materials

for distribution to beneficiaries identified by the DENR field offices in the region.

“This is a very welcome development as the University is joining hands with the DENR to contribute our share in the meaningful implementation of the NGP,” Derije said.

“In the past, our participation in the reforestation program of the DENR was very minimal, hence, a sense of ownership was never felt,” Derije added.

USM, besides being a leading academic

institution in Soccsksargen Region, is also well-known for its research, d e v e l o p m e n t , extension and production functions.

It is supported by two national R&D centers, namely: the University of Southern Mindanao Agriculture Research Center (USMARC) and the Philippine Industrial Crops Research Institute (PICRI) located inside the 1,024-hectare main campus in Kabacan town in North Cotabato.

NGP is a priority program of the Aquino Administration. It mandates all sectors of society to participate in the government’s greening program that aims to plant 1.5 billion trees to an approximate area of 1.5 million hectares within a period of six years, from 2011 until 2016.

DTI SoCot boosts Motorcycle Helmet Act campaign By Aida C. Agad

KORONADAL CITY -- The Department of Trade and Industry (DTI) is working double-time to reach out to more motorcycle riders here in South Cotabato to comply with the Motorcycle Helmet Act of 2009.

South Cotabato DTI provincial director Flora Gabunales said they need to put up a desk at the lobby of every town hall to ensure that

more motorcycle riders are served and more helmets are marked with the Bureau of Product Standards (BPS) markings.

For the whole month of September, trade and industry personnel in the province will spend eight hours in every town for the

on-site inspection and validation of standard motorcycle helmets prescribed under Republic Act 10054.

G a b u n a l e s also requested establishments all over the province to have an inventory of their helmet stocks not bearing the required Philippine Standards (PS) or Import Commodity Clearance (ICC) stickers to have it inspected and validated.

Gabunales also explained that after the consummation of the extension order on December 31, 2012, motorists not complying with the Helmet Law shall be issued citation tickets and be imposed with appropriate penalties under RA 10054.

Motorists (drivers and back riders) caught not

wearing the standard protective motorcycle helmet shall be fined P1,500.00 for the first offense; P3,000 for the second offense; P5,000 for the third offense and P10,000 plus confiscation of the driver’s license for the fourth and succeeding offenses.

Any person who uses, sells and distributes s u b s t a n d a r d motorcycle helmets or those which do not bear the PS mark or ICC certificate will also be meted with penalties imposed under Republic Act No. 7394 or the Consumer

DAVAO CITY -The Department of Science and Technology in the region recently expanded the com-position of its Davao Food Safety Team (DFST) as it took in addi-tional members to beef up the pro-gram on food safety. The fourth batch of DFST members together with the current officers and members took oath of office during the re-launching of the team on August 24 at the D’Leonor Hotel, Davao City. DOST-XI Regional Director Anthony Sales said widening the team’s membership aims to have greater reach of experts and supporters for the food safety program. The team is composed of professionals from various government agencies, local government units, academe, industry sector and civil society organizations, Sales told the media in an interview. It is also important to note,

Sales said part of the provisions of the Ordinance requires all street food handlers to undergo food safety training before a business permit would be issued. He said DOST has developed training modules for street vendors, which he said would be used by the City Health Office once the Street Food Ordinance would be in place. As part of the regular training program on food safety, Sales said they have targeted 50 Micro, Small and Medium Enterprises (MSMEs) to be trained this year. “We are more than half way already of the target,” he stated,

adding that a thousand individuals have also availed of the training program since January 2012, and the number may increase before end of this year. The DOST regional director said some DFST members have also been trained by German and Swedish experts on food safety. He also bared a schedule of food safety training for the first batch of food caterers in September this year, saying that this was in reaction to the recent massive food poisoning at the Ateneo de Davao University.

Davao Cinematheque gives tribute to DolphyBy Rudolph Alama

DAVAO CITY- Davao Cinema-theque is paying tribute to the de-parted King of Comedy with a ret-rospective of some of his movies. Lolita Lacuesta, head of the Davao Cinematheque said that the screenings of Dolphy films is open to the public for free. The retrospective started last August 30 and will run until September 2. The Dolphy retrospective was conceived to honor Rodolfo “Dolphy” Vera Quizon’s numerous and unprecedented contributions to Philippine cinema. Similar Dolphy retrospectives have been held in Cinematheque Baguio and Cinematheque Iloilo. Among the flicks which will be shown during the retrospective will are Omeng Satanasia (1977), the Lino Brocka masterpiece Ang Tatay Kong Nanay (1978), My Juan and Only

(1982) and the iconic Home Along Da Riles I and II (1993, 1997). Dubbed as the King of Comedy, Rodolfo Vera Quizon made a span of over 200 movies from 1946 well into 2010 when he made his last movie, he was also an acclaimed vaudeville dancer and starred in long-running television sitcoms among these included John and Marsha and Home along the Riles. Lacuesta said that apart from Dolphy movies, several old Filipino classics will also be shown on the cinematheque, they also are free movie screenings aimed at making the public aware of the country’s rich cinematic heritage. The cinematheque is a 120-seat cinema facility located at the old Department of Education office in Palma Gil street in the city, adjacent to the People’s Park. The facility which was opened last June 29 was built by the Film Development Council of the Philippines under a usufruct agreement signed with the City Government of Davao. Aside from a movie house for Filipino classics and World Cinema the facility can also be used as a venue for seminars and workshops related to films, it can also host film screenings for local filmmakers and is planned to host a movie archive.
