_______________ Please be advised that Joint Resolution No. 18/2005 of the Department of Industry (SSI) and No. 21/2005 of the Department of Trade Policy and Management (SSPGC) provides that:

“...Article 1 — With a view to implementing the provisions of Article 4 of Resolution No. 153 of 26 July 2005 of the SECRETARIAT OF INDUSTRY, TRADE AND SMALL- AND MEDIUM-SIZED ENTERPRISES (SICPME) of the MINISTRY OF ECONOMY AND PRODUCTION, a first implementation stage is hereby established for these requirements for a period of NINETY (90) days as of the entry into force of this Resolution, during which the placing on the market in national territory of new domestically produced or imported bicycle inner tubes and tyres shall be conditional upon compliance with the requirements set out in Argentine Standards Institute (IRAM) standards Nos. 113330 and 40025, with the exception of the following: (a) The "tread durability" requirement under paragraph 3.7 of both standards, and (b) The "traceability" requirement under paragraph 4.1(d) of IRAM Standard No. 113330, paragraph 4.1(c) of IRAM Standard No. 40025 and paragraph 1(c) of Annex I to Resolution No. 153/05 of the SECRETARIAT OF INDUSTRY, TRADE AND SMALL- AND MEDIUM-SIZED ENTERPRISES (SICPME), with regard to the code or number of the Certificate of compliance with essential safety requirements (C.C.R.E.S.). Article 2 — As of the end of the period provided for in Article 1 of this Resolution, a mandatory certificate of compliance with essential safety requirements covering all of the stipulations in IRAM Standards Nos. 113330 and 40025 shall be required for the marketing of new bicycle inner tubes and tyres in national territory...” Texts available at:

The On-Road Vehicle and Engine Emission Regulations (G/TBT/N/CAN/32) (hereinafter referred to as "the current Regulations") under the Canadian Environmental Protection Act, 1999 (CEPA 1999) came into effect on 1 January 2004. The current Regulations contain standards for smog-forming emissions for various classes of on-road vehicles and engines, including requirements for motorcycles of the 2004 and later model years. The current Regulations were designed to align Canadian requirements with corresponding federal emission standards of the EPA. The proposed amendments continue the approach of aligning with the federal emission standards of the EPA.

The combustion of fuels to power vehicles and engines contributes significantly to air pollution, which has major adverse impacts on the environment and on the health of Canadians. The proposed amendments will ensure that Canadian emission standards for on-road motorcycles remain aligned with more stringent standards adopted by the EPA. Accordingly, the proposed amendments would contribute to further reducing emissions of hydrocarbons (HCs), oxides of nitrogen (NOx) and certain air pollutants that have been listed as "toxic substances" in Schedule 1 to CEPA 1999 (e.g. benzene, 1,3-butadiene, formaldehyde, acetaldehyde and acrolein), and will thereby contribute to the protection of the environment and health of Canadians.

Description of the medicinal ingredients:

1. Atazanavir and its salts - is a protease inhibitor indicated for the treatment of human immunodeficiency virus (HIV), a serious and potentially life-threatening illness. Individualized instructions are necessary in all potential use settings for atazanavir. It is to be used only in combination with other Schedule F HIV drugs.

2. Fulvestrant - is an estrogen receptor antagonist. It is used in the hormonal treatment of locally advanced or metastatic breast cancer in postmenopausal women in whom the disease has spread in spite of previous endocrine therapy.

3. Gefitinib - is an enzyme inhibitor that affects the rate at which cells grow (divide) and die. It is used to treat specific types of lung cancer in patients who have not responded to other types of chemotherapy. Gefitinib belongs to a new therapeutic class of drugs called epidermal growth factor receptor tyrosine kinase inhibitors.

4. Gemifloxacin and its salts - is a synthetic broad-spectrum antibacterial agent that belongs to the fluoroquinolone class of antibiotics. Gemifloxacin is used to treat chronic bronchitis when caused by susceptible strains of microorganisms.

5. Hetastarch and its derivatives - is a plasma volume expander administered by intravenous infusion to treat low blood plasma volume.

6. Ibandronic acid and its salts - is a bisphosphonate that acts on bone tissue to reduce bone resorption with no direct effect on bone formation. Ibandronic acid is used to treat and prevent osteoporosis (thinning or weakening of the bones) in postmenopausal women.

7. Ponazuril - is an antiprotozoal treatment for horses. It is used to treat equine protozoal myeloencephalitis (EPM), a progressive, degenerative disease of the central nervous system of horses caused by the protozoal parasite, Sarcocystis neurona.

Schedule F is a list of medicinal ingredients, the sale of which is controlled under sections C.01.041 to C.01.049 of the Food and Drug Regulations. Part I of Schedule F lists ingredients that require a prescription for human use and for veterinary use. Part II of Schedule F lists ingredients that require a prescription for human use, but do not require a prescription for veterinary use if so labelled or if in a form unsuitable for human use.

The Drug Schedule Status Committee determined the necessity for prescription status for each of the medicinal ingredients in this proposed amendment on the basis of established and publicly available criteria. These criteria include, but are not limited to, concerns related to toxicity, pharmacological properties and therapeutic applications.

Prescription drugs, those with ingredients listed on Schedule F, would still be required to comply with section C.01.044 of the Food and Drug Regulations which restricts the advertising of prescription drugs, as well as subsections 3(1) and 3(2) of the Food and Drugs Act.

Non-prescription drugs and NHPs that have been granted market authorization by Health Canada will be permitted to carry claims regarding prevention and treatment for Schedule A

diseases, disorders or abnormal physical states. As is the case now, if any of the criteria used to place a drug on Schedule F is met during the course of the review by Health Canada of any drug or NHP submission, then the submission would be reviewed as a potential Schedule F drug.

The proposed regulatory amendment would allow the Canadian public to be informed through advertising and labelling about benefits associated with all self-care products that have been granted market authorization by Health Canada.

(1) To enable the competent minister to give advice or an order to a person who operates a business selling items that have been imported by the person, if the minister deems that the reduction of the generation of used goods, or promotion of the utilization of pertaining recyclable resources or reusable parts is substantially insufficient in the light of the judgment criteria provided in the Ministerial Ordinances referred to in 5.

(2) To amend the judgment criteria for a) and b)

(a) A person who operates a business selling items that have been imported by the person will have the following obligations:

• for the reduction of the generation of used goods: • rationalization of use of raw materials, etc • promotion of use for long period • securing of safety pertaining to repairs, etc • securing of opportunities for repair, etc • consideration of safety, etc. • technology improvement • assessment in advance • provision of information • contrivance of packaging materials, etc

• for the promotion of the utilization of recyclable resources or reusable parts:

• contrivance of raw materials • contrivance of structure • contrivance for sorting • securing of safety pertaining to treatment • consideration of safety, etc. • technology improvement • assessment in advance • provision of information • contrivance of packaging materials, etc.

(b) A person who operates a business manufacturing or selling items that have been imported by the person will be obliged to provide information on six specific chemical substances for seven types of electrical and electronic equipment.

• six chemical substances: mercury, cadmium, lead, chromium, PBB and PBDE

• seven types of electrical and electronic equipment: Personal computers (including their display units of CRT type or LCD type), Unit-type air conditioners (excluding package-type air conditioners), Television sets, Microwave ovens, Clothes driers, Electric refrigerators, Electric washing machines

percent by weight shall not be placed on the Swedish market. The prohibitions do not apply to motor vehicles, or to electrical and electronic equipment. The Swedish Chemicals Inspectorate may issue regulations on exceptions from the ban, if there are special reasons for doing that. The Inspectorate may also, until 31 December 2009, grant exceptions from the ban on a case-to-case basis if there are particular reasons.

7. Objective and rationale, including the nature of urgent problems where applicable: The assessment of the environmental and health risks of deca-bromo diphenylether (decaBDE) carried out within the EU programme of existing substances and published by United Kingdom in 2002 shows that decaBDE is considered to be very persistent. There are also indications that decaBDE could interfere with the development of the brain and suspicions that decaBDE may have bioaccumulative effects. DecaBDE has been found in the blood and breast milk of humans. Moreover, decaBDE has demonstrated the ability to degrade into lower brominated diphenylethers in the environment and in living organisms. In the revised EU risk assessment from September 2005, it is concluded that there is a need for more information, mainly concerning decaBDE being a possible PBT-substance (Persistent, Bioaccumulative, Toxic). EPA is seeking comment on both the list of critical uses, and on EPA's determination of the amounts of methyl bromide needed to satisfy those uses.

Description of content: : Today the Environmental Protection Agency (EPA) is proposing to determine that HCFC-22 and HCFC-142b are unacceptable for use in the foam sector under the Significant New Alternatives Policy (SNAP) Program under section 612 of the Clean Air Act. The SNAP program reviews alternatives to Class I and Class II ozone depleting substances and approves use of alternatives which do not present a greater risk to public health and the environment than the substance they replace or than other available substitutes. Specifically, EPA is taking two actions. First, in response to a court decision upholding a challenge to EPA's July 2002 final rule finding HCFC-22 and HCFC-142b acceptable subject to Narrowed Use Limits in three foam end uses, we are proposing to find HCFC-22 and HCFC-142b unacceptable as substitutes for HCFC-141b in the foam end uses of commercial refrigeration, sandwich panels, slabstock and "other" foams. Second, in the July 2002 final rule, EPA withdrew a proposed action to find HCFC-22 and HCFC-142b unacceptable as substitutes for CFCs in all foam end uses. We are now

6. Description of content: The California Organic Products Act of 2003 regulates the production of products sold, labeled, or represented as organic. The act requires producers, handlers, and processors of organic products to pay a registration fee to the State Department of Health Services based on gross sales of products sold as

organic in the calendar year that precedes the date of registration. The act makes it a crime for any person to sell, offer for sale, advertise, or label any product in violation of the act.

This bill would prohibit any aquaculture, fish, or seafood product from being labeled or represented as "organic" until formal organic certification standards have been developed and implemented by the United States Department of Agriculture's National Organic Program or by the California Department of Food and Agriculture. Because a violation of this prohibition would be a crime under existing provisions of law, this bill would impose a state-mandated local program by changing the definition of a crime.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that no reimbursement is required by this act for a specified reason.
