ISO ComplianceThe manufacturer shall ensure that the construction of the apparatus cab shall be inconformance with the established ISO-compliant quality system. All written qualityprocedures and other procedures referenced within the pages of the manufacturers QualityManual, as well as all Work Instructions, Workmanship Standards, and CalibrationAdministration that directly or indirectly impacts this process shall be strictly adhered to. Byvirtue of its ISO compliance the manufacturer shall provide an apparatus that is built toexacting standards, meets the customer’s expectations, and satisfies the customer’srequirements.

This vehicle shall also meet Canadian Motor Vehicle Standards. This vehicle shall meetOntario weight distribution standards.

Frame Assembly

Frame

The frame shall consist of double rails running parallel to each other with cross membersforming a ladder style frame. The frame rails shall be formed in the shape of a “C” channel,with the outer rail measuring 10.25 inches high X 3.50 inches deep upper and lower flanges X0.38 inches thick with an inner channel of 9.44 inches high X 3.13 inches deep and 0.38inches thick. Each rail shall be constructed of 110,000 psi minimum yield high strength lowalloy steel. Each double rail section shall be rated by a Resistance Bending Moment (RBM)minimum of 3,213,100 inch pounds and have a minimum section modulus of 29.21 cubicinches. The frame shall measure 35.00 inches in width. Proposals calculating the framestrength using the “box method” shall not be considered. Proposals including heat treated railsshall not be considered. Heat treating frame rails produces rails that are not uniform in theirmechanical properties throughout the length of the rail. Rails made of high strength, low alloysteel are already at the required yield strength prior to forming the rail.

A minimum of seven (7) thlly gusseted 0.25 inch thick cross members shall be installed. Theinclusion of the body mounting, or bumper mounting shall not be considered as a crossmember. The cross members shall be attached using zinc coated grade 8 fasteners. The boltheads shall be flanged type, held in place by distorted thread flanged lock nuts. Each crossmember shall be mounted to the frame rails utilizing a minimum of 0.25 inch thick gussetreinforcement plates at all corners balancing the area of force throughout the entire frame.

All relief areas shall be cut in with a minimum 2.00 inch radius at intersectionpoints with the edges ground to a smooth finish to prevent a stress concentration point. Theframe and cross members shall carry a lifetime warranty to the original purchaser. A copy ofthe frame warranty shall be made available upon request. Proposals offering warranties forframes not including cross members shall not be considered.

Frame Paint

The frame shall be powder coated black prior to any attachment of components.

All powder coatings, primers and paint shall be compatible with all metals, pre-treatments andprimers used.

The chassis under carriage consisting of frame, axles, driveline running gear, air tanks andother chassis mounted components shall be painted black. Paint shall be applied prior toairline and electrical wiring installation.

Bumper

The vehicle shall be equipped with a one-piece, 2 rib a minimum 10” high bumper, madefrom 10-gauge (0.135”nominal) polished stainless steel for corrosion resistance, strength, andlong-lasting appearance. It shall be mounted directly to the front frame extensions formaximum strength. The bumper shall incorporate two (2)-stiffening ribs.

There shall be a stainless steel swivel license plate bracket installed on the underside of thebumper to house the front license plate.

Bumper Extension

The bumper extension shall be approximately 6” from the face of the cab as required. Theextension shall include an apron constructed of aluminum tread plate and shall be attachedusing stainless steel bolts.

Front Tow Hooks

Two (2) heavy-duty painted front tow hooks shall be securely bolted to the front chassis framerail extensions to allow towing (not lifting) of the apparatus without damage. They shall bemounted in the downward position.

Rear Tow Eyes

Two (2) heavy-duty tow eyes made of 3/4” (0.75”) thick steel having 2.5” diameter holes shallbe mounted below the body at the rear of the vehicle to allow towing (not lifting) of the

Yes Noapparatus without damage. The tow eyes will be welded to the lower end of a 5” steel channelthat is bolted at the end of the chassis frame rails. The tow eyes shall be painted chassis black.

Engines and Transmission

Engine

The chassis engine shall be a Cummins ISL 9 engine. The ISL 9 engine shall be an in-line six(6) cylinder, four cycle diesel powered engine. The engine shall offer a rating of 380 horsepower at 2000 RPM and shall be governed at 2200 RPM. The torque rating shall feature 1150foot pounds of torque at 1400 RPM.

The ISL 9 engine shall feature a VGTIM Turbocharger, a high pressure common rail thelsystem, ffifly integrated electronic controls with an electronic governor, and shall be EPAcertified to meet the 2013 emissions standards using cooled exhaust gas recirculation andselective catalytic reduction technology.

The engine shall include an engine mounted combination ff11 flow/by-pass oil filter withreplaceable spin on cartridge for use with the engine lubrication system. The engine shallinclude SAE 1 5W40 CJ4 low ash engine oil which shall be utilized for proper enginelubrication.

A 5-year/100,000-miles parts and labor warranty shall be provided as standard by Cummins.

A copy of the Engine installation Review stating the engine installation meets Cumminsrecommendations shall be provided. The engine installation shall not require the operation ofany type of “power-down” feature to meet engine installation tests.

Fast Idle System

A fast idle system shall be provided and controlled by the cab-mounted switch. The systemshall increase engine idle speed to a preset RPM for increased alternator output.

Auxiliary Engine Brake

A compression brake, for the six (6) cylinder engine shall be provided. The enginecompression brake shall activate upon 0% accelerator when in operation mode and actuate thevehicle’s brake lights.

Auxiliary Engine Brake Control

An engine compression brake control device shall be included. The electronic control deviceshall monitor various conditions and shall activate the engine brake only if all of the followingconditions are simultaneously detected:

Electronic Oil Indicator

The engine oil shall be monitored electronically and shall send a signal to activate a warningin the instrument panel when levels fall below normal. The warning shall activate in a low oilsituation upon turning on the master battery and ignition switches without the engine running.

Alternator

320 AMP Alternator

There shall be a 320 alternator installed as specified. The alternator shall be a brushless typewith integral rectifier and adjustable voltage regulator with an output of 275 amp per NFPA1901 rating (320 amp per SAE J56).

Batteries

Battery System

The manufacturer shall supply minimum of three (3) heavy-duty Group 3112-voltmaintenance-free batteries. Each battery shall be installed and positioned so as to allow easyreplacement of any single battery. Each battery shall be equipped with carrying handles tofacilitate ease of removal and replacement. There shall steel frame-mounted battery box (s)The batteries shall have a minimum combined rating of 3,000 (3x 1000) cold cranking amps(CCA) @0 degrees Fahrenheit and 615(3 x 205) minutes of reserve capacity for extendedoperation. The batteries shall have 3/8-lôthreaded stud terminals to ensure tight cableconnections. The battery stud terminals shall each be treated with concentrated industrial soft-seal after cable installation to promote corrosion prevention. The positive and negative batterystud terminals and the respective cables shall be clearly marked to ensure quick and mistake-proof identification.

Batteries shall be placed on non-corrosive rubber matting and secured with hold-downbrackets to prevent movement, vibration, and road shock. The batteries shall be placed inplastic trays to provide preliminary containment should there be leakage of hazardous batteryfluids. The battery tray (s) shall be equipped with a rubber vent hose to facilitate drainage. Therubber vent hose shall be routed to drain beneath the battery box. The batteries shall bepositioned in well-ventilated areas.

Cooling Package

Engine Cooling System

Cooling system designed for use with 2013 EPA compliant engines.

The cooling system shall include an aluminum tube-and-fin radiator to ensure the maximumadequate cooling under all operating conditions. There shall be a drain valve in the bottomtank to allow the radiator to be serviced. A sight glass shall be included for quick fluid levelassessment. The radiator shall be installed at the prescribed angle in order to achieve themaximum operational effectiveness. This shall be accomplished according to established workinstructions and properly calibrated angle measurement equipment.

The system shall include a charge air cooler to ensure adequate cooling of the turbocharged airfor proper engine operation and maximum performance.

Coolant Hoses

The cooling system hoses shall be silicone heater hose with rubber hoses in the cab interior.The radiator hoses shall be formed silicone coolant hoses with formed aluminized steeltubing. All heater hose, silicone coolant hose, and tubing shall be secured with stainless steelconstant torque band clamps

Coolant

The cooling system shall be filled with a 50/50 mixture of water and antifreeze/coolantconditioner to provide freezing protection to minus 34 degrees F for operation in severe wintertemperatures.

Coolant Recovery

There shall be a coolant overflow recovery system provided.

Charge Air Cooler HosesCharge air cooler hoses shall be made from high-temperature, wire-reinforced silicone towithstand the extremely high temperatures and pressures of the turbocharged air. The hosesshall incorporate a flexible hump section to allow motion and misalignment of the enginerelative to the charge air cooler. Charge air cooler hose clamps shall be heavy-duty, constanttorque, T-bolt clamps to ensure proper sealing under all temperatures in order to keep dust andother contaminants out of the engine intake air stream and protect the engine

The engine shall be equipped with a thermostatically controlled engine cooling fan. The fanshall belt driven and utilize a clutch to engage when engine reaches a specified temperature.The fan shall be equipped with a failsafe engagement. The fan shall allow for maximumairflow and dynamic balance. It shall be made of nylon for strength and corrosion resistance.The fan shall be installed with grade 8 hardware which has been treated with thread locker foradditional security.

Fan Shroud

A fan shroud attached to the radiator shall be provided to prevent recirculation of enginecompartment air around the fan in order to maximize the cooling airflow through the radiator.The fan shroud shall be constructed of fiber-reinforced high temperature plastic. The shroudshall be specifically formed with curved surfaces which improves air flow and cooling.

Electronic Coolant Indicator

The instrument panel shall feature a low engine coolant indicator light which shall be locatedin the center of the instrument panel. An audible tone alarm shall also be provided to warn ofa low’ coolant incident.

Engine Air Intake

The engine air intake shall draw air through the front cab grill. The intake opening shall belocated on the officer (right) side behind front cab face with a plenum that directs air to the airfilter. The air cleaner shall be a II” diameter dry type that is easily accessed for service. Aircleaner intake piping shall be made from aluminized steel tubing with flexible rubber hoses.Air cleaner intake piping clamps shall be heavy-duty, constant-torque, T-bolt clamps to ensureproper sealing under all temperatures in order to keep dust and other contaminants out of theengine intake air stream and protect the engine.

Fuel System

One (1) minimum 50 gallon fuel tank shall be provided. The tank shall be of an all-welded,aluminized steel construction with anti-surge baffles and shall conform to all applicablestandards. The tank shall be mounted below the frame rails at the rear of the chassis formaximum protection. The tank shall be secured with two (2) wrap-around T-bolt typestainless steel straps with grade 8 hardware. Each strap shall be fitted with protective rubberinsulation and shall be secured from below the chassis. This design allows for tank removalfrom below the chassis

The fuel tank shall be equipped with a 2” diameter filler neck located to the left side of thevehicle. The filler neck shall extend to the rear of the vehicle behind the rear tires and awayfrom the heat of the exhaust system as required by NFPA 1901 Standard for Automotive Fire

Yes NoApparatus. The open end of the filler neck shall be equipped with a twist-off filler cap with aretaining chain.

The tank shall be plumbed with top-draw and top-return fuel lines in order to protect the linesfrom road debris. Bottom-draw and br bottom-return fuel lines are not acceptable. A ventshall be provided at the top of the tank. The vent shall be connected to the filler neck toprevent splash-back during fueling operations. A ¼” NPT drain plug shall be provided at thebottom of the tank.

The tank shall have a minimum useable capacity of 50 gallons of fuel with a sufficientadditional volume to allow for thermal expansion of the fuel without overflowing the vent.

Fuel Line

All fuel lines shall be reinforced nylon. The fuel lines shall have extra length for serviceabilityof the fuel tank.

Fuel/Water Separator

The fuel system shall have a Fleetguard FS 1003 fuel filter/water separator as a primary filter.The fuel filter shall have a drain valve.

A water in fuel sensor shall be provided and wired to an instrument panel lamp to indicatewhen water is present in the fuel/water separator.

A secondary fuel filter shall be included as approved by the engine manufacturer.

Electric Fuel Primer

Integral to the engine assembly is an electric lift pump that serves the purpose of pre-filter fuelpriming.

Fuel Cooler

An aluminum cross flow air to fuel cooler shall be provided to lower fuel temperatureallowing the vehicle to operate at higher ambient temperatures. The fuel cooler shall belocated behind the rear axle

DEF Tank

A diesel exhaust fluid (DEF) tank with minimum a five (5) gallon capacity shall be provided.The DEF tank shall include lines fed by hot water directly from the engine block to preventthe DEF from becoming too cool to operate correctly per EPA requirements. The tank shallinclude a temperature sensor to control the heater control valve that controls the feed of hotwater from the engine to the DEF tank heater.

Engine Exhaust System

The exhaust system shall include a diesel particulate filter (DPF), a diesel oxidation catalyst,and a selective catalytic reduction catalyst (SCR) to meet current EPA standards. Theselective catalytic reduction catalyst utilizes a diesel exhaust fluid solution consisting of ureaand purified water to convert NOx into nitrogen, water, and trace amounts of carbon dioxide.The solution shall be injected into the system through the decomposition tube between theDPF and SCR.

The system shall utilize 0.07 inch thick stainless steel exhaust tubing between the engine turboand the DPF. Zero leak clamps seal all system joints between the turbo and DPF.

The DPF, the decomposition tube, and the SCR canister through the end of the tailpipe shallbe connected with zero leak clamps. The discharge shall terminate horizontally on the rightside of the vehicle ahead of the rear tires.

Engine Exhaust Wrap

The exhaust tubing between the engine turbo and the diesel particulate filter (DPF) shall bewrapped with a thernrnl cover in order to retain the necessary heat for DPF regeneration. Theexhaust wrap shall also help protect surrounding components from radiant heat which can betransferred from the exhaust.

Engine Exhaust Accessories

An exhaust temperature mitigation device shall be shipped loose for installation by the bodymanufacturer on the vehicle. The temperature mitigation device shall lower the temperature ofthe exhaust by combining ambient air with the exhaust gasses at the exhaust outlet.

Transmission

The vehicle shall utilize an Allison EVS3000, electronic, 6-speed automatic transmission.

A transmission oil temperature gauge with warning light and buzzer shall be installed on thecab instrument panel to warn the driver of high oil temperatures that may damage thetransmission.

The transmission shall have a gross input torque rating of 1250 lb.-ft. and a gross input power ratingof 450 HP.

The gear ratios shall be as follows:

The transmission shall be equipped with a fluid level sensor (FLS) system, providing directfeedback of transmission oil level information to the driver.

A water-to-oil transmission oil cooler shall be provided in the lower tank of the radiator toensure proper cooling of the transmission when the vehicle is stationary (no air flow). Air-to-oil transmission oil coolers, which require constant air flow, are not acceptable.

The transmission shall be provided with two (2) engine-driven PTO openings located at the 4o’clock and 8 o’clock positions for flexibility in installing PTO-driven equipment.

The automatic transmission shall be equipped with a power lock-up device.

A 5-year/unlimited miles parts and labor warranty shall be provided as standard by AllisonTransmission.

Transmission Selector

A push button shift module shall be located right side of the steering column, within easyreach of the driver. The shift position indicator shall be indirectly lit for after dark operation.The shift module shall have a “Do Not Shift” light and a “Service” indicator light. The shiftmodule shall have means to enter a diagnostic mode and display diagnostic data.

Fluid Levels

The engine oil, coolant, transmission, and power steering fluid fills shall be located under thecab. The windshield washer fill shall be accessible through the front left side mid step.

Front Axle

Rear AxleThe rear axle shall be a Meritor model MT-44-145 tandem drive axle. The axle shall includeprecision forged, single reduction differential gearing, and shall have a rated capacity of44,000 pounds.

The axle shall be built of superior construction and quality components to provide the ruggeddependability needed to stand up to the fire industry’s demands. The axle shall includerectangular shaped, hot-formed housing with a standard wall thickness of 0.50 of an inch forextra strength and rigidity and a rigid differential case for high axle strength and reducedmaintenance.

The axle shall have heavy-duty Hypoid gearing for longer life, greater strength and quieteroperation. Industry-standard wheel ends for compatibility with both disc and drum brakes, andunitized oil seal technology to keep lubricant in and help prevent contaminant damage will beused.

Rear Axle Warranty

Rear Axle Differential Control

The tandem axle chassis shall include an inter-axle differential lock, which will allow bothaxles to be engaged as drive axles. The differential lock shall be controlled by a locking rockerswitch on the switch panel. The light on the switch shall illuminate with positive engagementof the inter-axle differential control.

A driver controlled differential lock shall be installed on both of the tandem rear axles. Thisfeature shall allow both differentials to be locked and unlocked when encountering poor roador highway conditions, where maximum traction is needed, for use at speeds no greater than25 MPH. The driver controlled differential lock shall be controlled by a separate lockingrocker switch on the switch panel.

Rear Suspension

The tandem rear axle shall feature a Hendrickson FiremaaxTM air suspension. Each axle willbe independently suspended for optimum performance. The suspension shall include fouroptimized air springs mounted to cast structural trailing arms, transverse cross beams forincreased roll stability and four heavy duty shock absorbers. Dual air height control valvesshall be installed on each axle to ensure equal frame height on both sides of the vehicleregardless of the load. Axle alignment is maintained using four eccentric bushings at eachframe bracket.

There shall be a switch mounted on the dash to allow the suspension to be raised or lowered.

The rear suspension capacity shall be rated at 44,000 to 48,000 pounds.

Rear Shock Absorbers

Shock absorbers shall be supplied by the suspension manufacturer and installed on the rearaxle suspension.

Chassis Alignment

The chassis frame rails shall be measured to ensure the length is correct and cross checked to makesure they run parallel and are square to each other. The front and rear axles shall be aligned. A frontend alignment shall be done by the manufacture.

Brake System

A rapid build-up air brake system shall be provided. The air brakes shall include a reservoirsystem with a total of 6220 cubic inch of air capacity.

A floor mounted treadle valve shall be mounted inside the cab for graduated control ofapplying and releasing the brakes. An inversion valve shall be installed to provide a servicebrake application in the unlikely event of primary air supply loss. All air reservoirs providedon the chassis shall be labeled for identification.

The rear axle spring brakes shall automatically apply in any situation when the air pressurefalls below 25 PSI and shall include a mechanical means for releasing the spring brakes whennecessary. An audible alarm shall designate when the system air pressure is below 60 PSI.

A six (6) sensor, six (6) modulator Anti-lock Braking System (ABS) shall be installed on thefront and tandem rear axles in order to prevent the brakes from locking or skidding whilebraking during hard stops or on icy or wet surfaces. This in turn shall allow the driver tomaintain steering control under heavy braking and in most instances, shorten the brakingdistance. The electronic monitoring system shall incorporate diagonal circuitry which shallmonitor wheel speed during braking through a sensor and tone ring on each wheel. A dashmounted ABS lamp shall be provided to notify the driver of a system malfUnction. The ABS

system shall automatically disengage the auxiliary braking system device when required. Thespeedometer screen shall be capable of reporting all active defaults using PID/SID and FMIstandards.

Additional safety shall be accommodated through Automatic Traction Control (ATC) whichshall be installed on the tandem rear axle. The ATC system shall apply the ABS when thedrive wheels loose traction. The system shall scale the electronic engine throttle back toprevent wheel spin while accelerating on ice or wet surfaces.

A momentary rocker style switch shall be provided and properly labeled “mud/snow”. Whenthe switch is pressed once, the system shall allow a momentary wheel slip to obtain tractionunder extreme mud and snow conditions. During this condition the ATC light and the light onthe rocker switch shall blink continuously notifying the driver of activation. Pressing theswitch again shall deactivate the mudlsnow feature.

The Electronic Stability Control (ESC) unit shall be installed and is a functional extension ofthe electronic braking system. It is able to detect any skidding of the vehicle about its verticalaxis as well as any rollover tendency. The control unit comprises an angular-speed sensor thatmeasures the vehicle’s motion about the vertical axis, caused, for instance, by cornering or byskidding on a slippery road surface. An acceleration sensor measures the vehicle’s lateralacceleration. The Controller Area Network (CAN) bus provides information on the steeringangle. On the basis of lateral acceleration and steering angle, an integrated microcontrollercalculates a theoretical angular speed for the stable vehicle condition.

Front Brakes

The front brakes shall be 16.50 inch x 6.00 inch S-cam drum type.

Rear Brakes

The rear brakes shall be 16.50 inch X 7.00 inch S-cam drum type.

Park Brake

Upon application of the push-pull valve in the cab, the rear brakes will engage via mechanicalspring force. This is accomplished by dual chamber rear brakes, satisl5’ing the FMVSSparking brake requirements.

Park Brake Control

A manual hand control push-pull style valve shall operate the parking brake system. Thecontrol shall be yellow in color. The parking brake actuation valve shall be mounted on thedash within easy access of the driver.

Air Dryer

The chassis air system shall be equipped with a Bendix AD-9 air dryer to remove moisturefrom the air in order to help prevent the air lines from freezing in cold weather and prolongthe life of the braking system components.

Air Lines

Occupant Protection

The vehicle shall include the Advanced Protection SystemTM (APS) which shall secure beltedoccupants and increase the survivable space within the cab. Frontal impact protection shall be provided by the outboard sensors and the RCM. In aqualifying front impact event the outboard sensors provide inputs to the RCM. The RCMactivates the steering wheel airbag, driver side dual knee airbags, officer side knee airbag, andadvanced seat belts for each occupant in the cab.

The APS frontal impact system shall be independently tested to ensure occupant injury criteriadoes not exceed injury criteria defined in Federal Motor Vehicle Safety Standard (FMVSS)208. Frontal impact into a rigid barrier at 25 mph shall be conducted by an independent thirdparty test facility using belted 95th percentile Hybrid II test dummies.

Rollover, side impact, and ejection mitigation shall be provided by the outboard sensors andthe RCM. In qualifying rollover or side impact events the outboard sensors provide inputs tothe RCM. The RCM activates the side curtain airbags and advanced seat belts for eachoccupant in the cab. The RCM measures roll angle, lateral acceleration, and roll rate todetermine if a rollover event or side impact event is imminent or occurring.

In the event of a qualifying offset or other non-frontal impact, the RCM shall determine andintelligently deploy the front impact protection system, the side impact protection system, orboth front and side impact protection systems based on the inputs received from the outboardcrash sensors.

The APS side impact system shall be independently tested to ensure occupant injury criteriadoes not exceed injury criteria defined in Federal Motor Vehicle Safety Standard (FMVSS)214. Side impact from a moving barrier at 17mph shall be conducted by an independent thirdparty test facility using belted 50th percentile ES-2re test dummies.

Cab Front Fascia

The front cab fascia shall be constructed of 5052-H32 Marine Grade, 0.13 of an inch thickaluminum plate which shall be an integral part of the cab.

The cab fascia will encompass the entire front of the aluminum cab stmcthre from the bottomof the windshield to the bottom of the cab and shall be the “Classic” design.

The front cab fascia shall include two (2) moulded plastic modules on each sideaccommodating a total of up to four (4) Hi/Low beam headlights and two (2) turn signal lightsor up to four (4) warning lights. A chrome plated moulded plastic bezel shall be provided oneach side around each set of four lamps.

Cab Undercoating

Head Lights

Dual rectangular sealed beam halogen headlights shall be installed on each front side of thecab, mounted in a polished chrome-plated bezel.

The low beam headlights shall activate with the release of the parking brake to providedaytime running lights (DRL) for additional vehicle conspicuity and safety. The headlightswitch shall automatically override the DRL for normal low beam/high beam operation.

Front Grille

Additional insulation shall be provided on the cab walls ceiling and under cab. The insulationshall consist of reflective backing covered air core insulation.

Cab Doors

Two (2) side opening cab doors shall be provided. Doors shall be constructed of aluminumouter material with an aluminum extruded inner framework to provide a structure that is asstrong as the side skins.

All cab entry doors shall be full length in design to fully enclose the lower cab steps. The frontdoors shall open approximately 75 degrees.

The doors shall be securely fastened to the doorframes with full-length, stainless steel pianohinges, with approximately 3/8” (0.3 75”) diameter pins for proper door alignment, long life,and corrosion resistance. Mounting hardware shall be treated with corrosion-resistant materialprior to installation. For effective sealing, an extruded rubber gasket shall be provided aroundthe entire perimeter of all doors.

The latches shall be designed and installed to protect against accidental or inadvertent openingas required by NFPA 1901.

Aluminum bright-finish treadplate scuff panels shall be provided on the lower interior portionof all doors to protect the door panels from wear. The scuff panels shall extend from thebottom of the door to approximately 4” above the floor line on the front doors.

The front door windows shall provide a viewing area of a minimum of 530 sq. in. each. Allwindows shall have 75% light transmittance automotive safety tint. These windows shall havethe capability to roll down completely into the door housing. This shall be accomplishedmanually utilizing a crank style handle on the inside of the door. A reinforced windowregulator assembly shall be provided for severe duty use.

The door shall be equipped with a dual striker bolt system.

Cab Mirrors

There shall be two mirrors provided, one driver’s and one officer’s side, they shall be chromeplated and remote controlled with a four way power system. There shall be LED marker lightswith bezel on the main head, and LED arrow lights in the mirror glass. The main flat glassshall provide approximately 120 square inches of viewable surface.

They shall be heated and the heat controlled by a switch on the dash.

Cab Door Panels

An electric-over-hydraulic cab tilt system shall be provided to provide easy access to theengine. It shall consist of two (2) large-diameter, telescoping, hydraulic lift cylinders, one (I)on each side of the cab, with a frame-mounted electric-over-hydraulic pump for cylinderactuation.

Safety flow fuses (velocity fuses) shall be provided in the hydraulic lift cylinders to preventthe raised cab from suddenly dropping in case of a burst hydraulic hose or other hydraulicfailure. The safety flow fuses shall operate when the cab is in any position, not just the fullyraised position.

The hydraulic pump shall have a manual override system as a backup in the event of anelectrical failure. Lift controls shall be located in a front compartment of the body on the rightside of the apparatus. A parking brake interlock shall be provided as a safety feature to preventthe cab from being tilted unless the parking break is set.

The entire cab shall be tilted through a minimum 40-degree arc to allow for easy maintenanceof the engine, transmission, and engine components. A positive-engagement safety latch shallbe provided to lock the cab in the full tilt position to provide additional safety for personnelworking under the raised cab.

In the lowered position, the cab shall be locked down by two (2) automatic, spring-loaded cablatches at the rear of the cab. A “cab ajar” indicator light shall be provided on the instrumentpanel to warn the driver when the cab is not completely locked into the lowered position.

In addition to the alert message an audible alarm shall sound when the cab is unlocked andajar with the parking brake released.

Cab Interior

The interior of the cab shall be of the open design with an ergonomically-designed driver areathat provides ready access to all controls as well as a clear view of critical instrumentation.The engine cover between the driver and the officer shall be a low-rise contoured design toprovide sufficient seating and elbow room for the driver and the officer. The engine covershall blend in smoothly with the interior dash and flooring of the cab. An all-aluminumsubframe shall be provided for the engine cover for strength. The overall height of the engineenclosure shall be approximately 23” from the floor at each side and 28” in the center section.The engine cover shall be approximately 41” in width at its widest point.

Externally, a damage-resistant, maintenance-free cover, constructed from a compositematerial with heat-resistant backing, shall be provided to reduce engine noise and heat fromentering the cab interior. The cover shall be the same color as other interior padding. Thereshall be molded integral padded armrest provided for both the driver and the officer (frontpassenger) positions which shall be mounted to the engine cover.

Map Box

An aluminum map storage box shall be installed in the cab and shall be mounted between andjust behind the driver and officer seating position. The box shall be constructed of 1/8” (.125)smooth aluminum. Two hinged drop down doors with push button latches shall be installed onthe front of the box. All wiring shall be mounted in the chassis frame and protected from impact, abrasion, water,ice, and heat sources. The wiring shall be color-coded and functionally-labeled on the outersurface of the insulation for ease of identification and maintenance. Any wiring connectionsexposed to the outside environment shall be weather-resistant. All harnesses shall be coveredin a loom that is rated at a minimum of 275degrees F to protect the wiring against heat andabrasion.

The wiring connections and terminations shall use a method that provides a positivemechanical and electrical connection and shall be installed in accordance with the devicemanufacturer’s instructions. Electrical connections shall be with mechanical type fastenersand large rubber grommets where wiring passes through metal panels.

Any electrical junction or terminal boxes shall be weather resistant and located away fromwater spray conditions. In addition, the main body junction panel shall house the automaticreset breakers and relays where required.

There shall be no exposed electrical cabling, harnesses, or terminal connections located incompartments, unless they are enclosed in an electrical junction box or covered with aremovable electrical panel. The wiring shall be secured in place and protected against heat,liquid contaminants and damage. Wiring shall be uniquely identified by color coding orpermanent marking with a circuit function code and identified on a reference chart orelectrical wiring schematic per requirements of applicable NFPA 1901 standards.

The electrical circuits shall be provided with low voltage over-current protective devices.Such devices shall be accessible and located in required terminal connection locations orweather resistant enclosures. The over-current protection shall be suitable for electricalequipment and shall be automatic reset type and meet SAE standards. All electricalequipment, switches, relays, terminals, and connectors shall have a direct current rating of 125percent of maximum current for which the circuit is protected. The system shall have electromagnetic interference suppression provided as required in applicable SAE standards.

The warning lights shall be switched in the chassis cab with labeled switching in an accessiblelocation. All electrical equipment switches shall be mounted on a switch panel mounted inthe cab convenient to the operator. For easy nighttime operation, an integral indicator lightshall be provided to indicate when the circuit is energized. All switches shall be appropriatelyidentified as to their function. The location of up to 25 rocker switches shall be determined attime of pre-build.

A single master warning light switch shall activate all required warning lights. This switchwill allow the vehicle to respond to an emergency and “call for the right of way”. When theparking brake is activated, a “blocking right of way” system shall be automatically activatedper requirements of NFPA #1901. All “clear” warning lights shall be automatically shed onacWation of parking brake.

Battery Charger

A 110 volt controlled charging system shall be installed. The systems shall have a 60 hertzinput with and output of 20 amps 12 volts DC.

The battery charging system shall be installed and connected directly to the shoreline to ensurethe batteries remain filly charged while the vehicle is in the fire station or firehouse.

The system shall provide a visual signal if battery voltage drops below 11.5 volts. Themicroprocessor shall be continuously powered from the battery to provide the charge status.

Equalization charge shall only occur when necessary, not with every cycle. The system shallfi.illy charge the batteries while allowing up to 8 amps of additional load for onboard systems.

The battery charger shall be located behind drivers seat.

Cab Dome Lights

A dome light assembly with two (2) incandescent bulbs with one (1) white lens and one (1)red lens and plastic housing shall be installed. Stainless Steel Trim

The booster tank shall be so designed to be completelyindependent of the unit body and compartments and shall be of specified configuration. Alltransverse swash partitions shall be manufactured of 3/8” thick Copolymer Polypropyleneminimum and shall extend to just under the cover. The longitudinal swash partitions shall beconstructed of 3/8” Copolymer Polypropylene and extend from the floor of the tank throughthe cover. In cases where the overall height of the tank exceeds 40 inches reinforcement shallbe installed on the tank bottom to allow for more positive welding and provide greaterstrength. All swash partitions shall be designed in such a manner as to reducing the watersurge to a minimum for greater vehicle stability while still providing maximum air and waterflow throughout the tank. All swash partitions interlock with one another and shall be weldedto the walls of the tank as well as to each other. Tank Cover

Standard tank cover shall be fabricated of 1/2” Copolymer Polypropylene in three piecesrecessed 3/8” from the top of the tank. All covers shall be welded to both the outer wails andlongitudinal partitions for maximum integrity. Copolymer Polypropylene solid stock shall beinstalled through each cover and shall serve as both the anchorage location for lifling eyes andreinforcing the rigidity of the cover under fast filling conditions.

Fill Tower

The tank shall have be equipped with a manual fill tower combined with vent and 1/4polypropylene removable screen. The Fill tower shall be constructed of 1/2” CopolymerPolypropylene with minimum dimension of 8”x 8” and shall have a hinged type cover. Insidethe fill tower approximately half way from the top shall be fastened a vent overflow pipe. Thevent overflow pipe shall be minimum 4” ID schedule 40 Polypropylene designed to runthrough the water tank and discharge behind the rear axle at a location specified by thepurchaser to better maximize vehicle traction. The Water fill box for this tank is located onthe left of the tank in the middle to reduce slosh due to the longer tank.

Sump Box

The tank shall have one (1) sump and shall be constructed of 1/2” Copolymer Polypropyleneand location shall be specified by the purchaser. The sump shall have a 3” NPT threadedoutlet on the bottom and shall be used as a combination clean out and drain. A gate valve shallbe used to control the water flow with linkage operable without going under the vehicle. Ananti-swirl plate shall be located on all tanks approximately 2” above the sump.

Mounting

The TANK shall rest on the body cross members and may require additional support so as notto allow for more than 520 square inches of unsupported area under the area of the tank floor,and in cases where overall height of the tank exceeds 38 inches, the unsupported area of thetank floor shall be reduced to not more than 390 square inches. Additionally the tank musthave support to the contour of the tank floor and outside perimeter to prevent tank fromshifting side to side and from front to rear. Where square tubing and/or channel subframes areincorporated in the manufacturer’s body structure, corner angles shall be installed having aminimum of 4” x 4” x 1/4” x 6” in height for the purpose of capturing and preventing shiftingof the tank. The tank must be completely isolated from the supporting crossmembers with theuse of rubber strips with a minimum thickness and width dimension of 1/4” x 2” and aminimum Rockwell Hardness of 60 durometer. In installations where tank hold downs are notincorporated in the construction of the body, a restraint system shall be installed using anglehaving the minimum dimension of 3” x 3” x 1/4” with a total length of 6” to 14” long bolted tothe side of the body of the vehicle halfway from the front and rear of the tank and extendeddown to rest on the top outside edge of the tank and shall be isolated from the tank using ahard rubber pad with 1/4” minimum thickness affixed to the underside of the angle. All piping will be heavy duty, Schedule 40, galvanized type. Where vibration or chassisflexing may damage or loosen piping, all plumbing exiting the pump enclosure area will beequipped with victaulic or rubber couplings as necessary. Wherever threaded joints are used,the sealing compound will be of the non-hardening type to ensure ease of removal for repairor replacement of couplings. All piping will be subjected to hydrostatic test consisting ofpressurizing the entire pump and valves, including suction lines. Following the pressure test, avacuum test will be applied to the entire pump and valves. This test consists of developing 24inches of vacuum and holding that vacuum for 10 minutes while not losing in excess of 10inches of vacuum.

Newton Dump Valve

There shall be one 10” x 10” dump valve mounted at the center rear of the apparatus. This lineshall permit dumping tank water to an external holding tank at a minimum rate of 1000 GPM.

A swivel connection is attached to the end of the dump line to allow dumping the tank to eachside and to the rear.

A fold down aluminum extension shall be added to the swivel to allow the chute to extendpast the body.

The Newton dump is equipped with an electric acthator for remote operation. The switch islocated on the left side of the unit at the rear. Provisions are made to allow manual operationof the dump line in the event of an emergency.

Siren and Lighter Controller

A Whelen Cencom Sapphire controller shall be used to control the functions of the Siren,Emergency Lights , Work Lights and Traffic Advisor.

The Cencom shall be recessed mounted in the cab and location to be determined at time ofpre-build.

Electronic Siren

A solid state electronic siren with attached noise-canceling microphone shall be installed. Theunit shall be capable of driving a single high power speaker up to 200 watts to achieve a soundoutput level that meets Class “A” requirements.

Operating modes shall include Hi-Lo, yelp, wail, P.A., air horn and radio re-broadcast.

Speaker

One (I) 200 watt speaker shall be flush mounted as far forward and as low as possible on thefront of the cab. A polished grille shall be provided on the outside of the speaker to preventroad debris from entering the speaker.

The speaker shall produce a minimum sound output to meet current NFPA 1901 requirements.

The speaker shall be located driver side front bumper.

Warning Light Packages

All emergency lights shall be Whelan LED and meet the current NFPA 1901 standard and becontrolled by the Cencom Controller.

The programming for the slide switch on the Cencom will be as follows. Position I willactivate the rear facing red emergency lights and the traffic advisor. Position 2 will includeposition 1 functions plus all red emergency lights. Position 3 will include position 2 functionsplus white lights in the light bar.

Light Bar

The light bar(s) shall meet the current NFPA 1901 standard.

Step Lights

The apparatus shall be equipped with a sufficient quantity of lights to properly illuminate thesteps around the apparatus in accordance with current NFPA requirements. The lights shall be

4” circular LED with clear lenses mounted in a resilient shock absorbent mount for improved

bulb life. The wiring connections shall be made with a weather resistant plug in styleconnector.

The step lights shall be separately switched from the cab dash from the Cencom controller.

Ground Lights

Hose Bed Light

Engine Compartment Light

There shall be lighting provided in compliance with NFPA to illuminate the enginecompartment area. The lights shall activate automatically when the cab is tilted.

DOT Lighting

LED Marker Lights

There shall be five (5) LED cab marker lamps designating identification, center and clearanceprovided. These lights shall be installed on the face of the cab within lull view of othervehicles from ground level.

Back-up Alarm

There shall be an electronic back-up alarm supplied at the rear of the apparatus. The 97 dB(A)

alarm shall be wired into the chassis back-up lights to signal when the vehicle is in reverse.

Body Paint Finish

The apparatus body shall be painted the color approved DuPont shade of Red (L6572 EG).The paint shall be of the highest quality finish for low maintenance, long life, and attractiveappearance. The finish shall consist of a corrosion-resistant primer, urethane high buildprimer, and high performance durable color coat. The vehicle finish shall be protected with aminimum of 2 mils film thickness of UV resistant clear coat.

All compartment doors, removable components, flush mounted lights, drip moldings.accessories and other equipment shall be mounted on the body prior to painting, then removedfor final finishing to assure paint has been applied to surfaces under all equipment andcomponents. All exterior surfaces of the body except tread plate and polished stainless steelare painted to prevent corrosion. Any vertically or horizontally hinged smooth-platecompartment doors shall be painted separately to assure proper paint coverage on the body,dooijambs, and door edges.

The paint process shall feature high-solid, low VOC products and be performed in thefollowing steps:

• Corrosion Prevention - all raw materials shall be pre-treated to provide superior corrosionresistance and excellent adhesion of the top coat.• Polyurethane primer shall be applied to guarantee excellent gloss hold-out, chip resistance,and barrier coat corrosion protection.• The top coat shall be - a lead free, chromate-free, high-solids polyurethane color coat shallbe applied. A minimum of two coats shall be applied providing excellent coverage anddurability.• A high-solids, low VOC clear coat shall be applied as the final step. To ensure hill gloss,color retention and durability a minimum of two coats shall be applied at 2 mils film thicknessminimum.

Any location where the metal is penetrated after painting for the purpose of mounting steps,handrails, doors, lights, or other specified components shall be treated at the point ofpenetration with a corrosion inhibiting system. The system shall be applied to the sheet metalor extrusions in all locations where the metal has been penetrated. All hardware used inmounting steps, handrails, doors, lights, or other specified components shall be individually

treated with the corrosion inhibiting system.

After the paint process is complete, the gloss rating of the unit shall be tested with a 20-degree

gloss meter and distinction of image meter to assure a smooth mirror like finish.

Statement of Warranty

2-Year Standard

The apparatus manufacturer shall provide a Ml I-year standard warrant. All componentsmanufactured by the apparatus manufacturer shall be covered against defects in materials orworkmanship for a 2 -year period. All components covered by separate suppliers such asengines, transmissions, tires, and batteries shall maintain the warranty as provided by thecomponent supplier. A copy of the warranty document shall be provided with the proposal.

Lifetime Frame Warranty

The apparatus manufacturer shall provide a MI lifetime frame warranty. This warranty shallcover all apparatus manufacturer designed frame, frame members, and crossmembers againstdefects in materials or workmanship for the lifetime of the covered apparatus. A copy of thewarranty document shall be provided with the proposal. Frame warranties that do not covercrossmembers for the life of the vehicle shall not be acceptable.

10 Year 100000 Mile Structural Warranty

The apparatus manufacturer shall provide a comprehensive 10-year/I00,000-mile structuralwarranty. This warranty shall cover all structural components of the cab andior bodymanufactured by the apparatus manufacturer against defects in materials or workmanship for10 years or 100,000 miles, whichever occurs first. Excluded from this warranty are allhardware, mechanical items, electrical items, or paint finishes. A copy of the warrantydocument shall be provided with the proposal.

10 Year Paint and Corrosion Warranty

The apparatus manufacturer shall provide a 10-year limited paint and corrosion perforationwarranty. This warranty shall cover paint peeling, cracking, blistering, and corrosion providedthe vehicle is used in a normal and reasonable manner.
