Ordinary Meeting of Council held Tuesday 17 September 2019 Councillors Resolved: Melrose Community Councillors provided $1,000 towards replacement of roses on the median strip in Melrose. Mr Leon Fuller will plant and maintain the roses with assistance from the community. Casual Vacancy Council expressed its sincere thanks to Cr Jan Woolford for her dedication and positive contribution to the Council, Council Committees and the community during her near five years as a Willochra Ward Councillor. Northern Passenger Transport Network Councillors considered a report regarding the future continuation of the Northern Passenger Transport Network Management Committee and resolved to continue with the Committee in its current form and in accordance with the current Terms of Reference. Port Germein Golf Club Councillors authorised the Mayor and CEO to sign and affix the Common Seal to the lease agreement between Council and the Port Germein Golf Club. The CEO sought consistency for Community Leases and Councillors resolved that Council set a ‘standard’ period for Council leases of five (5) years from the signing of the lease with an option to extend for a further five (5) years thereafter, with exceptions being considered on merit. Melrose Community Development Association A request from the Melrose Community Development Association for information to operate the Willowie Landfill on a voluntary basis, similar to Wirrabara & Port Germein Transfer Stations, was considered. Given the different operations of the Willowie landfill a report will be prepared for Councillors consideration exploring other options for weekend use once per month. Murray Darling Association Councillors received a presentation from the CEO of the Murray Darling Association, Emma Bradbury, and resolved that Council becomes a member of the Murray Darling Association and pays the 2019/2020 membership fee of $960.87. Road Naming Councillors consider requests for road name changes and road names at its September Meeting annually. At the meeting Councillors considered three submissions for road name changes and resolved: 1. declines to change the section of Mount View Road (between Booleroo Road and Morchard Road), to Robert Mills Road. 2. Approves the change of name from Little Road to Little Hell Road; and Considers that the story behind the request for the name change is sufficient reason to deviate from the Road and Public Place Name Policy. 3. Unnamed Road Baroota is a former access road that has been closed and therefore does not require a name. And defers consideration of the naming of another unnamed road until after the construction of a formed road to the required specifications has been completed. Booleroo Centre Community Development & Tourism Association (BCCDTA) Councillors considered and declined a request from the BCCDTA, to re-allocate the $8,000 for the works to the Booleroo Centre cemetery carpark in the 2019-2020 Annual Business Plan and Budget, to Stephens Street landscaping opposite the CWA rooms at Booleroo Centre. Booleroo Centre Memorial Swimming Pool A request from the Booleroo Pool Committee to purchase a pool cleaner was re-considered and Councillors approved the purchase of the pool cleaning equipment for $5,164 and authorised Council to amend the 2019-2020 Annual Budget accordingly. Council invited the Minister for Environment and Water, David Speirs MP to visit the Council region to discuss the development of the Bluff Lookout and other local issues. Mayor Phillip Heaslip and the CEO, Wayne Hart met with the Minister and the Minister for Energy and Mining, Member for Stuart Dan van Holst Pellekaan MP on 20 September 2019.

Melrose Community

With the number of grants

opening each week it can be

difficult to keep on top of it all.

Did you know Council provides a Remarkable

Communities e-news to registered community,

sporting and business groups that contains

information about grants, workshops and general

information.

The e-news is provided by Council and emailed

monthly. The e-news includes details of available

grants, workshops and general business information

all by an easy click of a button.

If any groups are interested in being included on the

mailing list or wish to add a feature into the E-News

about community events or information, contact

Due to the resignation of a member of council, a

supplementary election is necessary to fill the

vacancy for Councillor for Willochra Ward. The

Electoral Commission of South Australia (ECSA) in

accordance with the Act and has produced the

supplementary election timetable.

Becoming a member of council is a great way to

represent and help make a difference to your local

community. The nomination period for the vacancy

of Councillor for Willochra Ward will open

on Thursday 24 October 2019 and will close at 12

noon Thursday 7 November 2019.

If you are interested in nominating, nomination kits

will be available from the council office at 3 Stuart

Street, Melrose. Any person on the Council voters

roll is eligible to nominate as a candidate for Council.

This means that you do not need to reside in the Willochra Ward to nominate, as long as you live in the Council District and

are on the voters roll, you are eligible. However, it should be noted that only those on the Willochra Ward voters roll are

eligible to vote in the Supplementary Election.

An information and briefing session for those intending to nominate as a candidate will be held on Monday 28 October 2019

at 6.00pm in the Council Chambers Melrose.

The voting process will be conducted by ballot and material posted to all eligible ratepayers on 19 November 2019 and close

Supplementary Election

Representatives from the Department Environment and Water and

Nukunu met with Mayor Heaslip and Council CEO Wayne Hart to

view and discuss the proposed Bluff Lookout Development.

March).

Attendants and Operators will work on a roster basis

seven days per week.

Council participates in the Australia-wide drumMUSTER

programme for the collection of used chemical drums for

recycling. This initiative provides an easy, environmentally-

friendly way of disposing of empty farming chemical

Containers. Council held two drumMUSTER collections in

2019, April and September with over 5000 chemical

containers being deposited.

Have your say on South Australia’s

new Planning and Design Code

Consultation on the Planning and Design Code for Phase

Two (Rural Areas) is now open and closes 29 November

2019.

The new plan will replace zoning rules that have been in

place for up to 20 years and reflects the policy

rationalisation and reforms referenced in the Commission

Policy Discussion Papers and technical papers released over

the last two years.

A community session will be held in the Council Chambers

at the Council Office, 3 Stuart Street, Melrose

Tuesday 22 October 2019, 5.30pm to 7.30pm

To assist people in reaching a sound understanding of the

Code and what it means for them, a learning pathway and a

range of supporting materials have been developed. These

It is not often you see a mob sheep being moved along

our highways. Susan Woolford and Carly McCallum

and Maddy the working dog moved a mob using horse

back through Murray Town in September.

When driving on country roads we need to be aware of

our surroundings, roads have changing conditions and

encountering a mob of sheep being moved is just one of

the unexpected activities that occurs on country roads.
