He said roughly 150hectares of forestlands in

the town will be farmed outamong identified illegal log-gers there for their familiesto work on through con-tracts with the DENR.

Principe said this wouldbe implemented while theprovincial government iscrafting a strategic masterplan that would lay downthe “development roadmap” for Nueva Ecija.These include long-termemployment programs andalternative livelihood for lo-cal residents and identifiedtimber poachers operatinginside forest areas.

Of the total 600 hect-ares targeted for refores-

tation in Nueva Ecija, 450hectares shall beploughed back among oth-er areas considered as il-legal logging “hotspots”such as the towns ofGabaldon, Carranglan,Pantabangan, Bongabon,and Laur.

Principe said at least750 people from these il-legal logging “hotspots”stand to benefit from theprogram. They shall behired either as “green col-lar” workers or “bantaygubat” forest guards toassist government in itsreforestation and climatechange mitigation thrusts.

Ople (BFO)Policy Center warned of anincrease in welfare casesinvolving human traffickingvictims abroad unless var-ious government agenciesand the media put up aunited front against thetrafficking of women andchildren even as it citedgains by the Bureau ofImmigration (BI) in the pre-vention of this crime.

At a recent forum ofthe Liga ng mga Brod-kaster sa Pilipinas, formerlabor undersecretary Sus-an V. Ople, now presidentof the BFO Policy Center,said trafficking syndicateshave become more ag-gressive in efforts to luremore victims to exploit-ative work abroad.

According to Ople,daughter of the former sen-ator and labor secretary,recruitment starts at thelocal communities partic-ularly in slum areas andremote barangays wherejobless Filipinos have be-come an easy prey.

“More has to be doneto stop human traffickingsyndicates from infiltratingmore households,” theOFW advocate stressed.Prevention efforts are vitalbecause once the traf-ficked victims leave thecountry, they would be atthe mercy of the syndicateand foreign employers.

“Their passports andmobile phones will be con-fiscated and all the prom-ised benefits shall turn todust. Our embassy or con-

sulate abroad must seekthe help of community vol-unteers and the police ofthe host country to rescuetrafficked victims. Thistakes a great deal of time,effort and resources. Andso, in the war against hu-man trafficking, preventionis really important,” Oplesaid.

She cited gains by theBI in the prevention side ofthe campaign against ille-gal recruitment and humantrafficking as a positivesign that reforms are un-derway in the said agen-cy.

“Our immigrationagents serve as the peo-ple’s sentry against illegalaliens and to prevent traf-ficked victims from leavingthe country. It is criticallyimportant that they carryout this mandate withpride, integrity and honor.Otherwise, unscrupulousrecruiters and traffickingsyndicates will continue todeploy more victims.”

Since January, thisyear, the BI has tightenedits controls over departingOFWs with the intent ofenforcing governmentrules in the deployment ofFilipinos overseas and put-ting a stop to human traf-ficking and illegal recruit-ment.

In the first week of Feb-ruary, the BI put on holdthe departure of about 300OFWs for dubious and in-complete deployment doc-uments.

dered the immediate in-vestigation of two of itsDiosdado Macapagal Inter-national Airport (DMIA)Immigration Officers fol-lowing a formal complaintfiled by two human traffick-ing victims aided by theBFO Center.

Viva Vic Yap!IMPRESSIVE ALREADY even in its near-complete stage is the Tarlac Sports andRecreational Park (TSRP) in San Jose town.

So awed were the 40 plus journalists whotrooped to the site last week that, almost tothe man, they hailed the TSRP as the best,indeed, the first of its kind in Central Luzon,and arguably in the rest of the regions northof Manila.

Outside its “first class” athletic facilitiesalready in place, the TSRP is still wide enough– what with 60 hectares in total area – formotocross, BMX bike challenges, jogging,trekking and picnics, its undulating sprawlmost ideal for the myriad physical activities,as well as recreation.

And then, there is the majestic grandstand– designed by Gov. Vic Yap himself – thatseems to soar to the heavens, very symbolicof Tarlac’s determination to take its rightfulshare of premiership in regional development.

“We should get an impression that Tarlacis not just open spaces and mountains. Thereis more to it,” Yap says.

Indeed, there is more to Tarlac.There is Yap, for one. Whose selfless

dedication and dogged commitment to thedevelopment of his province accrue individends most beneficial to his constituents.

“If only Tarlac is blessed with P300 milliona year from our natural resources, we wouldmost certainly have more projects of thismagnitude and greater impact on the lives ofthe Tarlaquenos,” Yap wishes.

P300 million a year? Ay, that’s the quarryincome of Pampanga. Yes, and look at theBren Z. Guiao Convention Center and SportsComplex!

Cong Bren must be turning in his grave forthe provincial government taking liberty withhis name, aye, indeed taking his name in vain,by appending it on a now most dilapidatedfacility. Yeah, the same facility Guiaoconstructed circa 1989-1990 and proudlyhailed as the then best sports complex in thecountry, hosting the Palarong Pambansa in1990.

If only to bring back the province to its oldsporting glory, Pampanga needs a Vic Yap.

TOGETHER with Clark International Airport Corporation (CIAC) EVP/COO Alexander Cauguiran, Undersecretary Danilo de AustriaConsumido and Director Leonardo Kirk Galanza of the Office ofExternal Affairs, Office of the President, I embarked on a missionto the U. S. of A last 25 February to meet with leaders of theFilipino-American communities in New York, Chicago, and LosAngeles with a mission to bring the good news that the Philippineeconomy remains resilient amid the global economic slowdownand to brief them on the country’s economic performance in theface of the global crisis, on the on-going development of keyinfrastructure projects and on the conversion of Clark and Subicfrom military to civilian uses for sustainable economic development,and ultimately, to obtain their understanding and continuing supportfor the government’s social and economic program.

Una naming binisita ang mga kababayan natin sa east coast(New York at Chicago), at ngayon naman ay sa west coast (SanFrancisco at Los Angeles). Ang balik namin sa Pinas ay sa a-quince nitong Marso.

Missionnot impossible

In all our meetings, we tell our kababayansone simple story. The Philippines is no longerthe “sick man” of Asia. It used to be that whenAmerica sneezes, the Philippines sufferspneumonia. But now, as the US, Japan and manyother countries slide deeper into recession, thePhilippines is still registering respectableeconomic growth. And this is all because of thesound economic policy decisions and economicfundamentals that were wisely made by thepresent Arroyo administration coupled with full-blast development of key infrastructure projectsall over the country’s various super regions,particularly in the Luzon Urban Beltway SuperRegion, to implement the important economicpolicy decisions made.

We made powerpoint presentations of theinfrastructure projects consisting of road andhighway networks, rail systems, airports andseaports connecting and interconnecting, as along thread of ribbons, the production andindustrial enclaves of Southern Luzon to thecommercial and consumption centers of Metro-Manila, and to the rest of the world through thefreeports of Clark and Subic, which are presentlybeing developed as an International MegaLogistics Hub Project to serve as the country’smain gateway to the Asia Pacific Region.

In the course of our presentation, ourkababayans frankly asked questions and weanswered just as frankly. Face-to-face discussionsand free exchanges of information, opinions andsuggestions interspaced our presentation—all thisdone in the spirit of open-mindedness, of wantingto clarify issues and concerns, of honest andsincere sharing of information and ideas, for abetter understanding of the true social andeconomic conditions obtaining in our countrytoday.

And do you know what? Our kababayans hereenjoyed the frank and open exchanges. Theywere very much pleased to know na ok namanpala ang kalagayan sa ating bansa at ok din namanpala ang pagpapalakad ng gobyerno sa ilalim ngadministrasyong Arroyo. I will quote here the fulltext of a letter we received from Romy Sager, whowrites a regular column in the Philippine Weeklyhere, as a sample of how our mission was receivedby our kababayans in the US:

It was a healthy departure from the usual andpredictable counter-propaganda fromMalacanang’s emissaries when they openly andcandidly admit right at the outset that they arenot going to counter or negate the “barrage” ofvicious and negative media against PresidentGloria Macapagal-Arroyo.

The idea is not to be confrontational but tosoften the impact by showcasing the positive, theeconomic and infrastructure projects, thepartnership with the Filipino people to collectivelykeep the country afloat and competitive.

From literature, PowerPoint presentation,newspaper and broadcast stories, there aregenuine and tangible reasons to be confident andoptimistic against the deluge of biased storieson corruption, violence and other political garbage.

Purely from patriotism and a hint of emotion,this space shares the view that PGMA’sgovernance has made a tremendous dent in ourcountry’s economic and political landscape. Thepositive dwarfs the negative but the politicalopposition peddles the reverse scenario.

Hail to the Chief is Hell to Chief or Failed Chiefin the eyes of anti-Gloria.

Our readers have probably noted long beforethat this space has been critical of Pres. Gloria’sadministration. That is from an outsider, wayoutside and way too distant, looking in. Ourcriticism was mostly based on what we read andbelieve to know from the Internet. Rarely havewe been personally enhanced and informed bya group the likes of a roadshow entourageheaded by Secretary Edgardo Pamintuan of theOffice of the President/External Affairs andChairman of the Subic-Clark Alliance forDevelopment Council.

There is no substitute for personal andinteractive. The internet does not offer and onecannot read sincerity from body language. Thereis no measure of sincerity and conviction bylooking directly at the eyes of Sec. Pamintuan.None of that on the Internet and the global TVfeed from ABS-CBN and the GMA TV network.Simply, overseas Filipinos are deprived ofsincerity and credibility of the news gathered fromthe luxury of technology.

This space is not yet completely convincedbut sincerely applaud Sec. Pamintuan and histeam’s effort to give us importance, come tous and tell us in no sugar-coated terms … “here… take it or leave it but this is what we havedone, what we are doing and promise to do inthe remaining months of Pres. Macapagal-Arroyo’s presidency!” It is an “in-your-face”campaign to offer Malacanang’s side of thestory, a “mano-a’mano” approach to informationdissemination.

Pamintuan, AlexanderCauguiran, Director/Executive Vice President andChief Operating Officer of Clark InternationalAirport Corporation and Undersecretary Danilo deAustria Consumido of the Office of the PresidentExternal Affairs and the other members of the“road show” for braving the frigid weather of NewYork and Chicago to tell us the unappreciatedand misinterpreted side of the story.

What we initially thought was a missionimpossible was NOT that pala. Nang sinubukannamin, AGYU TAMU pala talaga.

PIG-BRAINED. A lobotomy maybe of acute necessity for the localgovernment of Porac with the reality of the Pandi piggeries in Bulacanvirtually wiped out in the government’s efforts to contain the EbolaReston virus.

Tuesday’s Punto! provided the brief of the syndrome thus:“Kabuhayan sa Pandi, kasamang namatay sa ginawangdepopulation (Livelihood in Pandi died along with the depopulation(of its piggeries).”

Continued the Punto! diagnosis yesterday: “400 litro ngdisinfectant gagamitin sa paglilinis ng babuyang may Ebola (400liters of disinfectant to be used in cleaning piggeries infected withEbola).”

The clean-up drive will take all of one week to destroy whateverremains of the virus in the piggeries after their 6,210 pigs wereculled, burned and buried.

Earlier, the Bureau of Animal Industry was reported to havedecreed that the affected piggeries could not be operational withinsix months at the least.

Within that period the BAI will keep so-calledsentinel pigs at the piggeries to serve as…well,guinea pigs, for testing if the Ebola Reston virusremained.

A related story also in yesterday’s Punto!: “Bayadsa babuyang may Ebola naantala (Indemnificationof Ebola-affected piggeries delayed)”

“We don’t have indemnity funds available atthe moment, so we should work hard to haveindemnity funds.” No money.

So spake Dr. Romeo Manalili, regionalveterinarian, on his office’s abject lack of funds topay for the 6,210 pigs destroyed.

Sordid realities all that can just as easily occuranywhere where there are piggeries. As they didin Pandi.

Porac, specifically Barangays Sta. Cruz andManibaug Paralaya, with large-scale piggeries ismost susceptible to what we could very well callthe “Pandi Syndrome.”

For a number of years now, residents of thetwo mentioned barangays and the nearby areasof Angeles City have been complaining of thestench emanating from these piggeries.

Not a few – including special children at aschool run by Catholic nuns in Barangay Siñura– have pointed to the piggeries as the cause oftheir respiratory and skin ailments.

This contention we shall never tire of repeatingwhenever the issue of the Porac piggeries is taken.As a study made on piggeries in Majayjay, Lagunadetermined: “Animal wastes are carriers ofdiseases (Delgado, et al., 1999). Some of thecomponents of pig waste that have direct adverseeffects on human health are pathogens, nitrates,and hydrogen sulfide.

“Pathogens can contaminate water and causegastrointestinal diseases. These microorganismsare 10 to 100 times more concentrated in hogwaste than in human waste, which is diluted withwater in sewage treatment plants.”

Still, in the face of such clear and presentdanger to the people, in the din of complaints,and protest actions too, the local government ofPorac has done nothing constructive to alleviatethe sufferings of its constituencies.

When the Ebola Reston virus case arose inPandi, the least expected of the Porac LGU wasto express some concerns too over the piggeriesin its midst. It met the issue with its characteristicindifference.

When the Pinoy Gumising Ka Movement calledon government agencies, particularly the Healthand Agriculture departments to initiate a thoroughinspection of the Porac piggeries, if only to assurethe people that they are safe from the EbolaReston virus, this was what Porac Mayor RogerSantos had to say: “No comment.”

While not a few of those suffering from thestench of the piggeries have raised that million-peso question about some scratch-my-back-I’ll-scratch-yours mutuality between the piggeries andthe Porac LGU, I would still want to give them –the mayor, the sangguniang bayan, and thebarangay chairmen – some benefit of the doubt.

Perhaps, their continuous exposure to somepublicly unknown benefits accruing from thestench of the piggeries could have addled theirbrains, no, could have morphed their brain massinto hog mass.

ON THIS DAY in 1930, Indian in-dependence leader MohandasGandhi begins a defiant marchto the sea in protest of the Brit-ish monopoly on salt, his bold-est act of civil disobedience yetagainst British rule in India.

Britain's Salt Acts prohibitedIndians from collecting or sell-ing salt, a staple in the Indiandiet. Citizens were forced to buythe vital mineral from the British,who, in addition to exercising amonopoly over the manufactureand sale of salt, also exerted aheavy salt tax. Although India'spoor suffered most under the tax,Indians required salt. Defyingthe Salt Acts, Gandhi reasoned,would be an ingeniously simpleway for many Indians to break aBritish law nonviolently. He de-clared resistance to British saltpolicies to be the unifying themefor his new campaign of satya-graha, or mass civil disobedi-ence.

On March 12, Gandhi set outfrom Sabarmati with 78 followerson a 241-mile march to the coast-al town of Dandi on the ArabianSea. There, Gandhi and his sup-porters were to defy British poli-

cy by making salt from seawa-ter. All along the way, Gandhiaddressed large crowds, and witheach passing day an increasingnumber of people joined the saltsatyagraha. By the time theyreached Dandi on April 5, Gan-dhi was at the head of a crowd oftens of thousands. Gandhi spokeand led prayers and early thenext morning walked down to thesea to make salt.

He had planned to work thesalt flats on the beach, encrust-ed with crystallized sea salt atevery high tide, but the police hadforestalled him by crushing thesalt deposits into the mud. Nev-ertheless, Gandhi reached downand picked up a small lump ofnatural salt out of the mud--andBritish law had been defied. AtDandi, thousands more followedhis lead, and in the coastal cit-ies of Bombay and Karachi, Indi-an nationalists led crowds of cit-izens in making salt. Civil disobe-dience broke out all across In-dia, soon involving millions of In-dians, and British authorities ar-rested more than 60,000 people.Gandhi himself was arrested onMay 5, but the satyagraha con-

tinued without him.On May 21, the poet Saroji-

ni Naidu led 2,500 marchers onthe Dharasana Salt Works,some 150 miles north of Bom-bay. Several hundred British-ledIndian policemen met them andviciously beat the peaceful dem-onstrators. The incident, record-ed by American journalist WebbMiller, prompted an internation-al outcry against British policyin India.

In January 1931, Gandhi wasreleased from prison. He later metwith Lord Irwin, the viceroy of In-dia, and agreed to call off thesatyagraha in exchange for anequal negotiating role at a Lon-don conference on India's future.In August, Gandhi traveled to theconference as the sole represen-tative of the nationalist IndianNational Congress. The meetingwas a disappointment, but Brit-ish leaders had acknowledgedhim as a force they could notsuppress or ignore.

India's independence was fi-nally granted in August 1947.Gandhi was assassinated by aHindu extremist less than sixmonths later.

ANG PANANATILI niya bilang talent ng GMA-7 ang best birthday gift na natanggap ni JC de Vera sa bisperas ng kanyang 23rdbirthday noong Lunes ng gabi, March 9. Part-owner si JC ng Barrakz bar and restaurant sa Tomas Morato, Quezon City, kaya ditoginanap ang kanyang birthday celebration.

March 10, ang mismong kaarawan ng young actor.Abot hanggang tenga ang ngiti ni JC dahil sa magandang balita na natanggap niya mula sa kanyang manager na si Annabelle

Rama, na hindi siya aalis sa GMA Network at isang afternoon drama show ang gagawin niya sa nabanggit na network.Bilang suporta kay JC, dumating sa kanyang asalto party ang mag-asawang Annabelle at Eddie Gutierrez, at ang kanilang mga

anak na sina Ruffa at Raymond. Naroroon din ang Regal Entertainment producer na si Mrs. Lily Monteverde, ang mga magulang niJC, at ang non-showbiz friends ng aktor.

“Actually, last night lang ako nag-invite. Nag-decide na ituloy natin itong party. Nag-invite na lang ako ng konting friends. Hindi kotalaga ine-expect na ganito karami [ang darating ] kaya... they love me!” natatawang sabi niya.

Ayon kay JC, para siyang natanggalan ng tinik. Matinding kaligayahan ang kanyangnararamdaman kaya talagang may dahilan para mag-celebrate siya.

“Thankful ako siyempre, kumpleto talaga lahat ng mga tao na nasa likod ko. Naisang buwan akong ganito, na lahat ng mga tao na nasa likod ko, talagang sinuportahannila ako,” saad niya.

Inamin ni JC na iniyakan nito ang problema dahil mahal niya ang kanyang trabaho, mahal niya ang pag-arte, atmahal niya ang pagbibigay ng tuwa sa mga tao.

“Siyempre, worth it...worth it ang pag-iyak ko. Aminado naman ako . Siyempre, bata pa ako, hindi naman akomatanda. Hindi naman siya [pag-iyak] nakakabawas sa pagkalalake.

“Hindi siya simpleng problema. Kapag nawala itong work ko, parang mag-iiba na talaga ang buhay ko. So,napakalaking pagbabago, if ever mawalan ako ng work.

“Yung puso ko talaga, nasa GMA. Sila yung nag-build up sa akin. Sila yung gumawa ng pangalan ko. Hindi ako siJC ngayon kung hindi dahil sa GMA. I think kailangan ko talagang magpasalamat sa kanila dahil, siyempre, sila yunggumawa sa akin... Talagang yung puso ko nasa kanila,” pahayag ni JC.

Naayos man ang kanyang problema,walang plano si JC na makialam sa hidwaan ng manager niya at ng GMA ladyexecutive na si Wilma Galvante.

“Ayoko na lang magsalita tungkol doon, kasi alam naman nating lahat na hindi ko naman talaga gulo ito. Nasa gitnalamang ako ng lahat. Na sa lahat ng nangyari, nagiging midlle man lamang ako.

“For the past one month na nag-aantay ako na magkaroon ng trabaho, yun ang ipinagpe-pray ko na sana magkaayospa rin sila. Sana, maayos lahat ang mga pinag-awayan nila. Sa tingin ko ha, personally, hindi ko talaga kailanganggumawa ng malaking effort [na pagbatiin sina Annabelle at Ms. Wilma] dahil alam naman kasi lahat ng tao na mahal kolang talaga ang trabaho ko.

“Gusto ko lang umarte. Gusto ko lang magpakita ng kung ano ang meron ako. Sa tingin ko, hindi ko kailanganggumawa ng effort, kasi parang wala naman talaga akong ginagawa kasi. Wala talaga akong ginagawang masama.”

Nadamay sa isyu ang mga GMA-7 lady executives na inakusahan na nagpasok kay JC sa kuwarto ni Ms.Wilma noong umiyak ang aktor sa story conference ng Obra (na SRO Cinema Serye na ang titulo).

Sa joint emergency presscon nina Annabelle at JC sa Max’s restaurant sa Roces Avenue, QuezonCity, noong March 5, ipinahayag ni JC ang kanyang pagkadismaya dahil lumabas sa mga newspaperang kuwento tungkol sa kanyang pag-iyak.

Ito ang pahayag noon ni JC:“Siguro naman, hindi kabawasan sa pagkalalake ang pag-iyak. Pumasok ako sa room na

ito, ayokong makasagasa ng kahit na sino kasi hindi naman talaga ako ganoon na tao. Nanagne-namedrop. Na isisisi ko ang lahat ng mga nangyari sa mga tao na nakapaligid sa akin.

“Sa sobrang frustrated ko ng araw na ‘yon, kinausap ako ng lahat ng boss [GMA 7].Excited ako na mag-work, excited ako na umarte... Doon ako nakilala, sa ginawa ko saObra. So ine-expect ko na maganda ang show na ito. So, naghalo-halo na. Sobrangano...sobrang depressed na ako...

“Kinausap ako ng lahat, parang kino-comfort lang ako ng mga tao sa paligid ko, taposdinala nila ako sa room ni Ma’am Wilma na wala naman akong sinabi. So, nagugulat na langako sa mga lumalabas. Yung pag-iyak-iyak na ‘yon. Hindi ko alam, pati ‘yon idinadamay nilasa usapan, e, kung alam naman nila ang totoong nangyari.

“Hindi nila kailangang isama ‘yon. Parang pati ba yun, gagawan n’yo pa ng kuwento?”lahad n JC.

Hindi nagbanggit ng pangalan si JC, pero obvious na ang mga lady executive ng GMA-7ang kanyang tinutukoy.

Dahil sa pahayag niya sa emergency presscon, itinanong kay JC sa birthday partynito ang message niya para sa mga tao na nagdala sa kanya sa loob ng kuwarto ni Ma’amWilma.

“Nagdadasal pa rin ako na lumitaw ang totoo dahil malinawyung mga ebidensya na dinaya ako, kaya’t lumamang ako ngmuling bilangin ang boto sa 10 bayang iprinotesta ko,” ani Pagdan-ganan sa Punto kahapon.

Hinggil naman sa mga pagkaantala sa kanyang protesta, sina-bi ng dating gobernador na tanggap na niya iyon.

“Nalulungkot din ako, pero tanggap ko naman na may mgadelay sa mga legal process dahil may mga prosesong dapatpagdaanan,” aniya.

Matatandaan na noong nakaraang Enero, sinabi ni Pagdanga-nan na malamang makabalik siya sa dating posisyon ngayongbuwan ng Marso.

Binanggit rin niya na na nong Disyembre ay sunod-sunod namosyon ang isinampa ng kampo ni Mendoza sa Comelec upangmaantala ang kanyang election protest.

Bilang isang ehukutibo ng Unilever noong 1986, si Pagdangan-an ay itinalagang gobernador ng Bulacan matapos ang Edsa Rev-olution, at nanungkulan hanggang 1998, kung kailan siya ay ku-mandidatong Senador ngunit natalo.

Muli siyang kumandidatong senador noong 2001, ngunit hindisiya pinalad.

Noong 2007, tinangka niyang magbalik sa Bulacan at nakaha-rap si Mendoza na isang dating kapitan ng Barangay at nakababa-tang kapatid ni dating Gob. Josie Dela Cruz na pumalit kay Pagdan-ganan noong 1998.

Subalit tinalo ng dating kapitan ang dating gobernador ngmaikapon si Mendoza ng botong 364,566, kumpara sa botongnaipon ni Pagdanganan na 348,834 o kalamangang boto na 15,732.

Sa kabila nito, hindi pa rin sumuko si Pagdanganan at noongHunyo 1, 2007 ay isinampa niya ang kanyang election protest saComelec laban kay Mendoza na tinagurian ng marami na “hulingbaraha ni Obet.”
