PALMER, ROBERT QUINN, 83, died November 29, 1994. During a distinguished career with

the Army Corp of Engineers, he is credited with inventing the Tribar Breakwater Refraction Data

Computer, the Backwater Slide Rule and an Optical Wave Recording System. He retired as chief

of the Civil Works Branch, Honolulu District and was appointed director of the Look Laboratory

of Oceanographic Engineering in Honolulu. During ensuing years he was an independent

consulting engineer on harbor projects throughout the world. Survived by wife, Jean H. Palmer;

Punihaole, 51, nicknamed “Sheriff,” was a bus driver with Garyline Hawaii and a volunteer with

the Gatorade Ironman Triathlon. He was born in Kealakekua, Kona. Survivors are brothers
