FOREWORD

This report provides an overview of Juvenile Court operations in Pennsylvania. This data represents dispositional information submitted by the Juvenile Courts of the Commonwealth to the Juvenile Court Judges' Commission during the 1985 calen­dar year. It is our hope that the data contained in this report will be informative and helpful to all those who are concerned with the problems, issues and needs associated with delinquency in the Commonwealth.

There are two noteworthy changes in regard to this report: first, this is the initial report that has been produced in conjunction with Shippensburg University. This new partnership will enable the Commission to respond in a timely manner to requests for general information and/or special reports regarding specific subject areas. In future years it is expected that users of Commission data will experience greater access to the data bases, improved accuracy of the data reported, and an increase in the usefulness of data analysis; second, several new tables have been added to the report which reflect information on placement reviews and special conditions attached to some dispositions. This additional information will more accurately reflect the juvenile court process.

This report would not be possible without the funding support of the Pennsylvania Commission on Crime and Delinquency and the support of Juvenile Court Judges. Special thanks is due the Pennsylvania Council of Chief Juvenile Probation Officers for their continuing assistance in refining the data collection process. It is on behalf of these dedicated people that comprise the Pennsylvania Juvenile Justice System that the Commission presents this report.

PREFACE

To avoid confusion regarding the unit of count used in tabulating Juvenile Court Statistics and to improve the understanding of how data can be interpreted kindly note:

1. The primary unit of count is the DISPOSITION. A disposition is defined as a referral disposed by the probation department and/or the court. Within a single referral, a youth may be charged with a number of offenses, and one youth may be involved in a number of dispositions within a calendar year. In addi­tion, a youth may be referred on more than one occasion and receive only one disposition. Therefore, one is cautioned NOT to attempt to interpret the data as: (a) the number of youth who are processed by the court, or (b) the number of offenses charged to juveniles. The use of disposition as the unit of count was selected because it provides the best statistic for indicating how frequently the juvenile court is utilized in dealing with law violating;

2. There are times when you will see the word "CASE" used to describe the data. In JCJC reports the word case is used interchangeably with the word "disposition;"

3. Therefore, the UNIT OF COUNT refers to a case disposed by a juvenile court and/or probation department. The term "DISPOSED" means that some definite action/decision has been implemented or that some treatment plan has been decided upon or begun;

4. The data presented in JCJC reports does not constitute a complete and com­prehensive measure of the extent of delinquent behavior. Some youth are never apprehended and of those that are apprehended the police, school authorities, or other social agencies divert some cases for intervention outside the juvenile court system. In addition, the statistical system is not geared to collect all charges. The system is constructed to collect up to a total of the four (4) most serious charges per disposition;

5. Some agencies and individuals attempt to utilize the JCJC reports to assess the workload of the juvenile courts and/or probation departments. The data collected by JCJC does NOT reflect the work load of said entities. At best the figures reported by JCJC would reflect only a partial indication of workload and/or activity.

6. Please note that the report is limited to dispositional data regarding delinquen­cy cases and does not include dependency cases.

Please note that the data from Philadelphia County was collected manually. This effort, funded by the Pennsylvania Commission on Crime and Delinquency, had the following impacts upon the information contained in this report:

1 .It will be possible to compare Philadelphia with other counties in the state especially in regard to offense and placement information. In the past this type of comparison was not possible;

2. The reader should be aware that the manual method of collecting the data for Philadelphia resulted in significantly lower figures in regard to dispositions and placements when compared to the information collected by the automated system in Philadelphia.

There were 29,137 delinquent cases disposed of in the Pennsylvania Juvenile Courts during 1985. Probation represents the largest dispositional category (17.4%), followed by informal adjustment (16.6%), consent decree (15.6%), placements (12.7%), warned (9.3%) and dismissed (5.7%). All re­maining dispositional types accounted for (22.7%).

In 1985 delinquency dispositions in the State were up 13.4% from 1984. Allegheny County reported an increase of 5.7% while Philadelphia County rQflected an increelse of 21.8%. Aggregate disposi­tions in other counties of the Commonwealth were up by 11.3%. Thfi} following summary table shows delinquency dispositions for the six year period 1980 to 1985.

The median time lapse from referral to disposition during 1985 was 41 days. This is an increase of 1 day or 2.5% above the 1984 figure. Dismissals took the longest median time to dispose, while Referred to Another Agency took the least median time to dispose. The following table summarizes the mean and median time lapse for all dispositions by the specific type of disposition .
