PerranzabuloeNeighbourhood Development Plan

Improving our Parish for all

Residents’ SurveySummer 2019Take the survey online: www.perranplan.co.uk/2019-survey

Welcome

www.perranplan.co.uk Perranzabuloe Neighbourhood Plan

YOUR Perranzabuloe NeighbourhoodDevelopment Plan.

Current national legislation means that anadopted Neighbourhood Development Plan(NDP) has legal status in decision making onplanning matters. This means a NDP can giveus a real say in how our parish should developin the future.

Shape where you live

A NDP is based upon consultation, such aspublic meetings and this survey, to determinewhat those of us who live and work in thisparish want.

We hope that all residents will complete thissurvey, which is also available online at:www.perranplan.co.uk/2019-survey.

If you are able to complete the online version, that will reduce the workload of the volunteersmanaging this project.

Additional copies, perhaps for other membersof your household, can be obtained from thePerranporth Post Office, the Londis Store inGoonhavern, The Chiverton Arms or CallestickFarm or email us at [email protected] your address and how many more copiesyou want. You can also call us on 01872-463572.

Ideally we need one or more completedsurveys from each household in the Parish.

Please complete and return your survey by the21st of June 2019, by using the enclosed post-paid envelope, or depositing it at the followingplaces:

● The Post Office in Perranporth, which isat 46 St Pirans Rd, TR6 0LG.

● The Londis Store in Goonhavern, whichis on Bridge Road, TR4 9PY.

● Chiverton Arms, at Chiverton Cross,Blackwater, TR4 8HS.

● Callestick Farm in the centre ofCallestick, TR4 9LL.

We are inviting all residents to express theiropinion on a range of issues by replying to thissurvey. Evidence, from this and other ongoingconsultations, will be used to help develop notonly the NDP but also related future projects.

This survey is designed to gather youropinion on some of the important issuesthat must be considered as we plan for thedevelopment of our neighbourhood area.

1

The completed NDP must be approved by anexaminer to confirm we have followed thecorrect procedure, had a thorough level ofbroad consultation with all who live and workin the Parish, and confirm that the proposalsfit within national and local legislation. Thenthere will be a Neighbourhood Referendum tohopefully approve our NDP.

If our NDP receives referendum approval, itwill be adopted by the Cornwall Council localauthority and become part of the Local Plan.Planning officers will have to consider theNDP’s policies when deciding planningapplications.

It is important that we identify, protect and enhance buffer areas thatwe wish to retain as our green spaces for the use of wildlife and theCommunity.Existing trees, woodland, hedgerows and Cornish hedges should beretained, conserved and enhanced in order to maintain and createeffective wildlife habitats and corridors. It is important that our villages and hamlets retain their unique anddistinctive characteristics as separate and individual settlements. The retention and preservation of important panoramic landscapeviews and vistas is key to maintaining and enhancing landscapeintegrity. The infrastructure for delivering 5G, with the benefit of around 10times current mobile data speeds, should not result in the removal of,or damage to, existing trees, hedgerows, wildlife areas and wildlifecorridors. All new developments should include integral bio-diversityenhancement measures such as bird boxes/bee bricks and opensustainable drainage systems to attract and protect wildlife as aplanning condition.

From a distance, the overall sameness in the appearance of largedevelopments fits well with the character of the surrounding area.Consistency in building ridge heights is to be encouraged.Linear and grid road layouts contribute to the positive character oflarge developments and the general area.Repeating a small number of building shapes, colours and materialscontributes to the positive character of large developments and thegeneral area. The high density of large developments is appropriate. What other factors influenced your opinions about those large developments?

Considering recent large developments, what lessons can welearn from your above opinions?

Heritage:How do you feel about the following statements?(Please tick one box for each statement) Strongly

disagreeThe protection, maintenance and enhancement of historic sites suchas prehistoric remains, ancient field boundaries, historic buildings, engine houses, and ancient byways is essential. The diverse collection of heritage assets which make up the fabric ofthe Parish landscape requires protection against inappropriatedevelopment and destruction. It is important that local archaeological research and robustprotection of heritage assets is used to preserve our Cornish heritageand inform educational provision.

Part 3: HousingHousing development:A NDP cannot stop newdevelopments but it can influencethe scale, location and impact ofnew proposals. We are initially asking questions about large developments (10 or more dwellings) as theseoften raise the most concern. Please give your opinion on the following questions:

Housing need is very high in the Parish and the more housing that is built, the moreaffordable housing would be provided by developers for people in housing need. For you, isthis potential benefit outweighed by the perceived negative impacts of large housingdevelopments?

Many parishes have defined ‘settlement boundaries' around theirvillages so that any new developments just outside these boundarieshave to provide at least 50% affordable housing - more than thecurrent 30% minimum. Do you agree with this approach?

Flooding from the sea is likely to become substantially worse in thefuture due to sea level rise and increasing storms. This presents one ofthe most significant future challenges to the town, which will requiresignificant planning and investmentNew development should not increase the risk of coastal erosionand/or cause floodingIt is more important to allow the coast to evolve and adapt naturallythan to constrain it using hard defencesNew coastal development should seek to protect the existingenvironment and properties, and be sustainableProvision should be made for severe storms and higher sea levelscaused by climate changeI am concerned about the possibility of my property getting floodedCommercial development and activity on and surrounding thePerranporth beach area is an important factor in maintaining a vibrantlocal economyProtection of the natural beach environment and associated reductionof flood risk should be given priority over the provision and upkeep oftraditional beach side recreational and amenity facilities, such as bars, cafes and restaurants, and souvenir shops.Comments:
