NATIONAL DEVELOPMENT PLAN 2030
The National Planning Commission will from today: Advise government on
implementation of Plan Work with DPM&E to
turn Plan into targets to be incorporated into future performance and delivery agreements
... political parties, companies, school governing bodies, trade unions and many sectors, should also incorporate many aspects of plan in their own long-term planning exercises and implementation plans
3
On 15 August 2012 the President said:
The objectives of the plan are the elimination of poverty and the reduction of inequality through
Uniting South Africans of all races and classes around a common programme to eliminate poverty and reduce inequality
Encourage citizens to be active in their own development, in strengthening democracy and in holding their government accountable
Raising economic growth, promoting exports and making the economy more labour absorbing
Focusing on key capabilities of both people and the country Capabilities include skills, infrastructure, social security, strong institutions and partnerships
both within the country and with key international partners
Building a capable and developmental state Strong leadership throughout society that work together to solve our problems
6 Pillars of the plan

Cycle of development
5
Development occurs when there is policy clarity AND a set of planned actions
On the present trajectory, we are not likely to meet our targets
6
We require an acceleration, step change to meet our objectives

What will get implemented, by when and by whom? When will we know as South Africa? What are the consequences if a particular decision is NOT
taken? How do we move from parts to the whole:
Example: to get better education outcomes there are feedback loops. ECD with focus on nutrition for pregnant mums and infants school nutrition scheme principals competence teacher training time on task parental involvement community province?

The National Development Plan takes a long view to 2030
This process is less easy than it sounds, partly because most of us tend to focus on immediate issues that challenge us
Questions that abound: how to resolve the water problem, say in Carolina or Delmas now, or, how to engineer the delivery of school books to Limpopo are the kinds of questions, now
Also: what about Food Security now and in 2030?
13
Transforming Society
Healing the past
Improve services for
all citizens
Create a South African IdenLty
Eliminate discriminaLon
AcLve ciLzenry, leadership, social
compact Unite the
nation
14 14
Methodology: systems and design thinking
Involves key stakeholders in a facilitated planning process ensure high level of buy-in
Helps participants understand the current system, external context, stakeholders, components of the solution, interdependencies and connections internally and externally, and performance
Results in a co-designed rollout plan which takes into account the realities faced by all stakeholders
15
Conclusion: critical success factors for implementing the plan
Focused leadership over a long period of time The continued assertion that this is a plan for all South
Africans, and that everyone in society has a role to play in implementing the plan
The need for institutional reform More than half of the plan is dedicated to the type of
institutional reform needed to raise capability to implement the plan
The need to mobilise resources and agree on trade-offs The willingness to prioritise and the need for careful
sequencing Clarity on responsibility in each area

Operation Phakisa was first publicly mentioned in the State of the Nation Address response
The first implementation of Operation Phakisa will be led by the Department of Environmental Affairs. It will focus on unlocking the economic potential of South Africas oceans, which are estimated to have the potential to contribute up to one hundred and seventy seven billion rand to GDP by 2033 compared to fifty four billion rand in 2010.
H.E. President J.G. Zuma, July
2014
18
Operation Phakisa is a stepwise process
Delivery laboratories i Develop 3-feet delivery plans
Roadmap finalisation and sign off
ii Engage with potential funders, design final roadmap, get government approval
Public commitment iii Share laboratories outputs in a public Open Day
Capability building iv Assess gaps and build a programme to support delivery
Delivery v Drive execution of 3-feet delivery plans, problem solve challenges, escalate issues where necessary
Monitoring vi Measure progress against Key Performance Indicators (KPIs), report internally and publicly
External accountability vii Audit results and make them publicly available
19
Four growth areas were selected to be discussed in the Operation Phakisa Labs
Marine transport and manufacturing 1
Offshore oil and gas exploration 2
Aquaculture 3
Marine protection services and governance 4

400 hours or working sessions and facilitated discussions
President, 17 Ministers and 17 DGs visited labs and participated in several syndication sessions
More than 2 000 pages of lab reports, 3- ft plans and supporting analysis
22
For each of these initiatives, the lab developed a detailed implementation plan, a budget and a set of KPIs
Implementation plan Budget KPIs
More details for each initiative available in detailed lab report
Includes milestones, major activities, timelines and responsibilities
Includes CAPEX and OPEX required by year for each initiative, broken into government and non-government spend
