    turn Plan into targets to be incorporated into future performance and delivery agreements

    ... political parties, companies, school governing bodies, trade unions and many sectors, should also incorporate many aspects of plan in their own long-term planning exercises and implementation plans

    On 15 August 2012 the President said:

  • The objectives of the plan are the elimination of poverty and the reduction of inequality through

    Uniting South Africans of all races and classes around a common programme to eliminate poverty and reduce inequality

    Encourage citizens to be active in their own development, in strengthening democracy and in holding their government accountable

    Focusing on key capabilities of both people and the country Capabilities include skills, infrastructure, social security, strong institutions and partnerships

  • What will get implemented, by when and by whom? When will we know as South Africa? What are the consequences if a particular decision is NOT

    taken? How do we move from parts to the whole:

    Example: to get better education outcomes there are feedback loops. ECD with focus on nutrition for pregnant mums and infants school nutrition scheme principals competence teacher training time on task parental involvement community province?

    This process is less easy than it sounds, partly because most of us tend to focus on immediate issues that challenge us

    Questions that abound: how to resolve the water problem, say in Carolina or Delmas now, or, how to engineer the delivery of school books to Limpopo are the kinds of questions, now

    Also: what about Food Security now and in 2030?

    Involves key stakeholders in a facilitated planning process ensure high level of buy-in

    Helps participants understand the current system, external context, stakeholders, components of the solution, interdependencies and connections internally and externally, and performance

    institutional reform needed to raise capability to implement the plan

    The need to mobilise resources and agree on trade-offs The willingness to prioritise and the need for careful

    Operation Phakisa was first publicly mentioned in the State of the Nation Address response

    The first implementation of Operation Phakisa will be led by the Department of Environmental Affairs. It will focus on unlocking the economic potential of South Africas oceans, which are estimated to have the potential to contribute up to one hundred and seventy seven billion rand to GDP by 2033 compared to fifty four billion rand in 2010.
