    Introduction 1.1 Summary ThepurposeofthisreportistodocumenttheBostonWaterandSewerCommissions(BWSC)proposedstormwaterbestmanagementpractices(BMPs),alsoreferredtoasgreeninfrastructure(GI)technologies,forimplementationasdemonstrationprojectswithintheCityofBostonpursuanttoSectionVII,PartD,Paragraph26oftheConsentDecree.BWSChasidentifiedthreedemonstrationprojects,asoutlinedinParagraph26asCentralSquareinEastBoston,CityHallPlaza,andAudubonCircle,inwhichtheBWSCplanstoimplementandevaluateGIforrunoffreductionandwaterqualityimprovements.ThisplanincludesrecommendationsandschedulesfortheimplementationofspecificGI/lowimpactdevelopment(LID)BMPsforeachsite.TheBMPsproposedaretailoredtomonitoringdatacollectedbytheBWSCandwill,inadditiontoaddressingpollutantdischarges,bolstertheBWSCsstakeholderinvolvementandpubliceducationefforts.

    1.2 Green Infrastructure Technologies Greeninfrastructure(GI)referstoadecentralizednetworkofsitespecificstormwatermanagementtechniquesthatareimplementedtoreducethevolumeofstormwaterrunoffenteringthestormdrainsystemwhilealsomimickingthenaturalhydrologiccycle.AsopposedtograyinfrastructurethetraditionalnetworkoflargescaleconveyanceandtreatmentsystemsundergroundGImanagesstormwaterthroughavarietyofsmallscale,costeffective,visibleandintegratedfeatureslocatedonsite.InFebruary2013,theBWSCsubmittedtheStormwaterBestManagementPracticesProposalandGuidanceDocumenttotheU.S.EnvironmentalProtectionAgency(USEPA)(BWSC,2013).ThepurposeoftheBMPGuidanceDocumentwastoproposeasuiteofstormwaterBMPsforpotentialapplicationbytheBWSCpursuanttoSectionVII,PartD,Paragraph25oftheConsentDecree.TheBMPGuidanceDocumentincorporatesGItechnologiesevaluatedbyGeosyntecConsultants.Table11presentstheGItechnologiesevaluatedbyGeosyntecintheBWSCreportandtheirapplicabilitytothethreedemonstrationprojectsunderconsideration.
