1.0 INTRODUCTION
The Portland Development Commission (PDC) retained Kleinfelder under Work Order Number 204130-1 to perform a Phase II Environmental Site Assessment (ESA) at a site consisting of city blocks 1, 2, 16, and 39 in Portland, Oregon (Figure 1). The assessment was conducted in general accordance with applicable local, state, and federal laws and was performed in general accordance with ASTM Standard E 1903-97, Standard Guide for Environmental Site Assessments: Phase II Environmental Site Assessment Process and our work plan dated June 15, 2005, and approved by PDC on July 14, 2005.
The objective of the Phase II ESA was to evaluate potential impacts to soil and groundwater associated with past and/or current operations at the site. Potential environmental concerns at the site were identified in a Phase I ESA report prepared by Kleinfelder and dated July 18, 2005.
The scope of work described in this report consisted of the following: advancement of 30 direct-push soil borings (ten in Block 1, five in Block 2, eight in Block 16, and seven in Block 39); field-screening of soil samples; collection and analysis of soil samples; collection and analysis of grab groundwater samples; data analysis, validation, and interpretation; and report preparation.

2.0 SITE DESCRIPTION
The site consists of four city blocks at the western bridgehead of the Morrison Bridge and within the downtown area of the City of Portland. The city blocks have been identified in Tax Lot documents and this report as Blocks 1, 2, 16, and 39. The site is currently owned by Multnomah County, and PDC is considering purchasing it. Multnomah County has owned the site since around 1957. Prior to Multnomah County ownership, the site had numerous separate owners. The site was fully developed as early as 1889 and had numerous types of businesses in the past (Kleinfelder, 2005). The subject city blocks are currently used as parking lots.
The site is located within the northeast quarter of the northwest quarter of Section 3, Township 1 South, Range 1 East, Willamette Meridian, Multnomah County (U.S. Geological Survey, 1961). Block 1 is bordered on the north by SW Washington Street, on the south by SW Alder Street, on the east by SW Front Avenue, and on the west by SW First Avenue (Figure 2). Block 2 is bordered on the north by SW Alder Street, on the south by SW Morrison Street, on the east by SW Front Street, and on the west by SW First Avenue (Figure 3). Block 16 is bordered on the north by SW Washington Street, on the south by SW Alder Street, on the east by SW First Avenue, and on the west by SW Second Avenue (Figure 4). Block 39 is bordered on the north by SW Stark Street, on the south by SW Washington Street, on the east by SW Front Street, and on the west by SW First Avenue (Figure 5). All four city blocks are paved with asphalt.
The site elevation is approximately 30 feet above mean sea level. The site is essentially level, and topography in the site vicinity slopes gently to the east-northeast towards the Willamette River located approximately 400 feet east of the site. The inferred direction of regional groundwater flow is to the east, towards the Willamette River, based on the topography and proximity of the river (U.S. Geological Survey, 1961).

3.0 BACKGROUND
Kleinfelder prepared a Phase I ESA for the site at the request of PDC and documented its findings in a report dated July 18, 2005 (Kleinfelder, 2005). The following background information has been summarized from the Phase I ESA.
3.1 BLOCK 1
A metal plating business was located in the southeast corner of Block 1. An underground storage tank (UST) was most likely located beneath SW First Street, south of the northwest corner of the block. It is believed that the UST was encountered and removed while excavating SW First Avenue to a lower grade than the site’s current elevation during construction of the Morrison Bridge ramps in 1957. Several paint/oil supply and printing businesses were located on this block. The former and current site layouts are shown in Figure 2.
3.2 BLOCK 2
A fueling station was located in the northeast corner of Block 2. Printing businesses were located in the northeast portion of the block, south and southwest of the former fueling station. Potential dry wells were located in the central portion of the block. The former and current site layouts are shown in Figure 3.
3.3 BLOCK 16
A limited soil assessment was conducted in connection with a leaking gasoline dispenser located in the west-central part of Block 16. Based on the results of the assessment, the Oregon Department of Environmental Quality (DEQ) issued a No Further Action (NFA) determination for the site in August 2003. A fueling station located in the southeast corner of the block may now be covered by the eastbound ramp of the Morrison Bridge. Potential dry wells were located in the southwest portion of the block. The former and current site layouts are shown in Figure 4.
3.4 BLOCK 39
Soil remediation was conducted in connection with a leaking UST located in the southeast corner of Block 39. Based on the results of the confirmation soil samples, DEQ issued a NFA determination for the site in October 2000. A UST was located in

the southwest portion of the block. A gas station was located in the southeast portion of the block. Several paint/oil supply and printing businesses were located on this block. The former and current site layouts are shown in Figure 5.

4.0 SITE GEOLOGY AND HYDROGELOGY
The geology of the site and vicinity is mapped as Alluvium of Pleistocene age by Beeson and others (1991). The Alluvium consists of river deposits of silt, sand, and organic-rich clay with subordinate gravel of mixed lithologies. The unit reaches a maximum thickness of 150 feet. The alluvial deposits are underlain by the Troutdale Formation of Miocene to Pliocene ages. The Troutdale Formation consists of friable to moderately cemented conglomerates with minor interbeds of sandstone, siltstone, and claystone. Lithology of the sediments and the ratio of conglomerate to sandstone and siltstone vary widely throughout the area.
Drilling at the site indiated that fill materials extend 15 to 20 feet below the ground surface (bgs) at some of the boring locations. Fill materials encountered consisted of sand, silt, and clay with subordinate amounts of gravel and debris. Native soils encountered below fill materials consisted of silt, silty clay, and/or sand underlain by sandy gravel. The materials encountered were generally consistent across the site to the maximum explored depth of 36 bgs. Groundwater was encountered at 27 to 35 feet bgs during drilling at the site.

5.0 PHASE II ENVIRONMENTAL SITE ASSESSMENT
Between July 27 and August 19, 2005, thirty soil borings were drilled and sampled in Blocks 1, 2, 16, and 39 using direct-push rigs operated by Cascade Drilling located in Portland and Geo-Tech Explorations located in Tualatin, Oregon. Boring locations were based upon the recognized environmental conditions (RECs) and environmental concerns identified in Kleinfelder’s Phase I ESA for the above referenced blocks. The boring locations are shown in Figures 2 through 5. Depths of borings ranged from 8 to 36 feet bgs. Groundwater was encountered at approximately 27 to 35 feet bgs during drilling.
Soil was sampled continuously from the ground surface to the maximum depth drilled at each location. Soil samples from all borings were collected generally at 5-foot intervals starting at 2.5 feet bgs to the bottom of the borehole. Soil samples were also collected at or slightly above the soil/groundwater interface from borings that encountered groundwater. Grab groundwater samples were collected from borings: KGP1-2, KGP1-4, KGP2-3, KGP2-5, KGP16-8, and KGP39-4A where sufficient volume of groundwater was available for sampling. A Kleinfelder geologist supervised the field operations, collected samples, and logged the boreholes.
Soil samples were field-screened for organic vapors using a calibrated photoionization detector (PID), and the results were recorded on the boring logs. The PID readings ranged from 0 to 6 parts per million by volume (ppmv) in soil samples collected above the soil/groundwater interface.
Drilling at the site showed that fill materials extend to 15 to 20 feet bgs at some of the boring locations. Fill materials consisted of sand, silt, and clay with subordinate amounts of gravel and debris. Native soils encountered below the fill materials consisted of silt, silty clay, and/or sand underlain by sandy gravel. These findings were generally consistent to the maximum explored depth of 36 bgs. Soil and groundwater samples were placed in ice-chilled coolers and transported under chain-of-custody documentation to Specialty Analytical in Tualatin, Oregon for analysis.
Following completion of the drilling, the boreholes were backfilled with bentonite to within 1 foot of the surface grade. The remainder of each borehole was filled with asphalt/concrete. Site assessment activities are described in Appendix A. Boring logs are provided in Appendix B. Soil cuttings and decontamination water were temporarily stored in labeled, 55-gallon drums. Drums containing soil were taken to TPS

Technologies in Portland, Oregon, and drums containing decontamination water were taken to Oil RE-Refining in Portland, Oregon for disposal. Copies of the soil and water disposal receipts are provided in Appendix C.
5.1 SAMPLE ANALYTICAL TEST METHODS
From each boring, soil samples generally collected at 2.5 feet bgs and from near the bottom of the borehole were selected for analysis. Soil analytical tests were selected based upon historical site operations. All the selected soil samples were analyzed for hydrocarbon identification by Northwest Method NWTPH-HCID. The NWTPH-HCID test detected diesel and/or lube oil in soil samples: KGP1-3-7.5’, KGP6-2.5’, KGP1-6-7.0’, KGP1-8-2.5’, KGP1-10-2.5’, KGP2-1-2.5’, KGP2-2-2.5’, KGP2-2-15.0’, KGP16-1-2.5’, and KGP39-2-2.5’. These samples were further analyzed for diesel- and lube oil-range petroleum hydrocarbons (diesel and lube oil) by Northwest Method NWTPH-Dx and polynuclear aromatic hydrocarbons (PAHs) by U.S. Environmental Protection Agency (EPA) Method 8270-SIM. Soil samples from borings: KGP1-1, KGP1-2, KGP2-2, KGP2-3, KGP2-4, and KGP2-5 were also analyzed for total chromium, copper, nickel, and cyanide by EPA Methods 6010/9010A.
The grab groundwater sample from boring KGP16-8 was analyzed for gasoline-range petroleum hydrocarbons (gasoline) by Northwest Method NWTPH-Gx and diesel and lube oil by Northwest Method NWTPH-Dx. Grab groundwater samples from borings: KGP1-2, KGP1-4, KGP2-3, KGP2-5, and KGP39-4A were analyzed for petroleum hydrocarbon identification by Northwest Method NWTPH-HCID. A copy of the laboratory report and chain-of-custody documentation is provided in Appendix D.
5.2 REGULATORY CLEANUP LEVELS
A detailed conceptual site model (CSM) of potentially complete exposure pathways, based on current and reasonably likely future land and water uses, is not part of the approved scope of work and, accordingly, has not been completed for this site. However, based on our current knowledge of site conditions, surface soil (3 feet bgs or less) ingestion, dermal contact, and inhalation for urban residential, occupational, construction worker, and excavation worker receptors; subsurface soil (greater than 3 feet bgs) ingestion, dermal contact, and inhalation for construction worker and excavation worker receptors; subsurface soil vapor intrusion into buildings for urban residential and occupational receptors; and subsurface soil volatilization to outdoor air

for urban residential and occupational receptors appear to be potentially complete exposure pathways for soil at the site.
Groundwater in excavation for construction worker and excavation worker receptors; vapor intrusion into buildings for urban residential and occupational receptors; and volatilization to outdoor air for urban residential and occupational receptors appear to be potentially complete exposure pathways for groundwater at the site.
Based on this preliminary CSM, analytical results of the petroleum hydrocarbon-related constituents in soil and groundwater samples were compared to their respective generic risk-based concentrations (RBCs) listed in Appendix A of DEQ’s Risk-Based Decision Making for the Remediation of Petroleum-Contaminated Sites (RBDM) guidance document (DEQ, 2003) for the above potentially complete exposure pathways. The RBCs used for comparison are listed in Tables 1 and 2. Analytical results of metals in soil samples were compared to their respective EPA Region 9 Preliminary Remediation Goals (PRGs) for residential and industrial soils (EPA, 2004). The PRGs used for comparison are listed in Table 1.
5.3 SUMMARY OF RESULTS
Summaries of soil and grab groundwater analytical results are presented in Tables 1 and 2, respectively. The specific findings for each block are summarized below.
5.3.1 Block 1
Ten direct-push borings (KGP1-1 through KGP1-10) were advanced in Block 1. Borings KGP1-1 and KGP1-2 were advanced in the vicinity of the former metal plating facility; borings KGP1-3 through KGP1-5 and KGP1-7 through KGP1-10 were advanced in the vicinity of the former paint/oil supply store and printing businesses; and boring KGP1-6 was advanced presumably downgradient of a former UST. Boring locations are shown in Figure 2. Field observations and screening results did not identify potential impacts to soil or groundwater in this block.
Laboratory analysis identified petroleum hydrocarbons, including diesel, lube oil, and select PAHs, in the soil samples collected from borings: KGP1-3, KGP1-6, KGP1-8, and KGP1-10. The detected concentrations were well below their respective generic RBCs for the potentially applicable exposure pathways. Laboratory analysis identified chromium, copper, and nickel in the soil samples collected from borings KGP1-1 and

KGP1-2 that were advanced in the vicinity of the former metal plating facility; however, the detected concentrations were at or below presumed naturally occurring concentrations (Washington Department of Ecology, 1994). The detected concentrations were well below their respective EPA Region 9 PRGs. Based upon the lack of field evidence supporting the presence of petroleum hydrocarbons, Kleinfelder contacted the analytical laboratory and requested the data be re-evaluated. The laboratory indicated that the pattern of PAH results is consistent with asphalt contamination and is not typically associated with diesel or lubricating oil products. The source of the asphalt contamination may have been carry-down caused during drilling, but is more likely a result of the nature of the fill material encountered across the site.
Laboratory analytical results did not indicate impacts to groundwater in Block 1. Petroleum hydrocarbons were not detected at or above the laboratory method reporting limits (non-detect) in the groundwater samples collected from borings KGP1-2 and KGP1-4.
5.3.2 Block 2
Five direct-push borings (KGP2-1 through KGP2-5) were advanced in Block 2. Borings KGP2-1 through KGP2-3 were advanced in the vicinity of former potential dry wells; boring KGP2-4 was advanced in the vicinity of a former printing businesses; and boring KGP2-5 was advanced in the vicinity of a former fueling site. Boring locations are shown in Figure 3. Field observations and screening results did not indicate that soil or groundwater was impacted in this block. Field observation of the materials encountered during the assessment at boring locations KGP2-1 through KGP2-3 did not indicate that the circular patches in the asphalt, where settling has occurred, are indicative of former dry wells.
Laboratory analysis identified petroleum hydrocarbons, including lube oil and/or select PAHs, in the soil samples collected from borings KGP2-1 and KGP2-2. The detected concentrations were well below their respective generic RBCs for the potentially applicable exposure pathways. The soil samples collected from borings KGP2-2 through KGP2-5 were analyzed for chromium, copper, nickel, and cyanide. Borings KGP2-2 through KGP2-5 were placed in areas with no record of potential metal contamination. The purpose of analyzing for metals in the soil samples collected from these borings was to determine their natural background concentrations. The detected metal concentrations are comparable to those detected in soil samples collected from

borings KGP1-1 and KGP1-2 in Block 1. Eight direct-push borings (KGP16-1 through KGP16-8) were advanced in Block 16. Borings KGP16-1 through KGP16-3 were advanced in the vicinity of the existing fuel dispenser island; borings KGP16-4 through KGP16-6 were advanced in the vicinity of former potential dry wells; and borings KGP16-7 and KGP16-8 were advanced in the vicinity of a former fueling site. Boring locations are shown in Figure 4. Field observation of the materials encountered during the assessment at boring locations KGP16-4 through KGP16-6 did not indicate that the circular patches in the asphalt, where settling has occurred, are indicative of former dry wells. Field observations and screening results did not indicate that soil or groundwater was impacted in this block.

Laboratory analysis identified diesel in the groundwater sample collected from boring KGP16-8 located on the south side of the block. The potential source of the release, as identified in Kleinfelder’s Phase I ESA (Kleinfelder, 2005), include a former fueling site

which may now be covered by the eastbound ramp of the Morrison Bridge and a former gasoline service station located on the block to the south of Block 16. Further evaluation of this release may be warranted. The detected diesel concentration is well below its generic RBCs for the potentially applicable exposure pathways.
5.3.4 Block 39
Seven direct-push borings (KGP39-1 through KGP39-4, KGP39-4A, KGP39-5, and KGP39-7) were advanced in Block 39. Borings KGP39-1 and KGP39-2 were advanced in the vicinity of the existing fuel dispenser island; boring KGP39-3 was advanced in the vicinity of a former gas station; borings KGP39-4, KGP39-4A, and KGP39-5 were advanced in the vicinity of a former paint/oil supply store and printing businesses; and boring KGP39-7 was advanced in the vicinity of a former UST. Boring locations are shown in Figure 5. Field observations and screening results did not indicate that soil or groundwater was impacted in this block.

The detected concentrations were well below their respective generic RBCs for the potentially applicable exposure pathways. Laboratory analysis did not identify impacts to groundwater in Block 39. Petroleum hydrocarbons were non-detect in the groundwater samples collected from boring KGP39-4A.
5.4 DATA VALIDATION
Kleinfelder performed a quality assurance review of the laboratory analytical reports for the West Morrison Bridgehead City Blocks soil and grab groundwater samples. The data quality review was conducted to verify that the laboratory Quality Assurance/Quality Control (QA/QC) procedures were completed and documented and that the quality of the reported data is sufficient to support its intended use. No results were rejected during validation and therefore, all reported results for this sampling event are usable for the established project purposes.

6.0 CONCLUSIONS AND RECOMMENDATIONS
The following conclusions and recommendations are based on Kleinfelder’s knowledge of the subject property from site observations and information gathered during Phase I ESA and the present Phase II ESA activities. Our conclusions and recommendations are subject to the limitations presented in this report and may change if additional information becomes available.
Although the Phase II ESA has confirmed the presence of chromium, copper, nickel, cyanide, diesel, lube oil, and select PAHs in soil at the site, the concentrations are considered to be de minimis and not associated with the environmental concerns identified in the Phase I ESA. In addition, the concentrations detected do not appear to pose a significant threat to human health or the environment. All detected concentrations were well below their respective regulatory cleanup levels. As such, Kleinfelder does not believe further assessment is warranted regarding the site soils at this time.
Impact to groundwater appears to be limited to diesel, which was present in the grab groundwater sample collected from boring KGP16-8 advanced in Block 16. Although the source and extent of the impact are unknown, the concentration of diesel in the grab groundwater sample at this location is an order of magnitude below the generic RBCs for the potentially applicable exposure pathways. Although it does not appear likely that the impact detected is associated with a release at the site, additional investigation would be necessary to confirm this.

APPENDIX A
SITE EXPLORATION METHODS
PHASE II ESA EXPLORATIONS
The Phase II ESA explorations were conducted using truck-mounted, direct-push drill rigs operated by Cascade Drilling from Portland, Oregon and Geo-Tech Explorations from Tualatin, Oregon. A Kleinfelder geologist was present during the drilling. The site geologist collected subsurface soil samples, maintained a log of the borings, made detailed observations of site conditions, and provided technical assistance, as appropriate.
Down-hole drilling and sampling equipment were steam-cleaned prior to drilling each boring location. Between each sample interval within the boreholes, the sampling equipment was cleaned using a trisodium phosphate wash and distilled water rinse.
DIRECT-PUSH SOIL SAMPLING
Soil was sampled continuously using a 2-inch diameter, 4-foot long, stainless steel core sampler fitted with new, clean, disposable liners. A hydraulic hammer drove the core sampler. The sampler was fitted with a new liner for each sample collected. By cutting the liner, discreet soil samples were collected from the selected intervals by hand. New, disposable nitrile gloves were worn and replaced for each sample collected. Soils were classified according to the Unified Soil Classification System (USCS).
Soil samples from each sample interval were placed in laboratory-prepared glassware and transferred directly to ice-chilled coolers to be transported to a laboratory for analysis. All soil sample containers were labeled with a unique sample identification number, sample interval, date, and time. Chain-of-custody procedures were used to document sample handling.
FIELD SCREENING
Collected soil samples were evaluated for evidence of contamination such as visible discoloration of the soil sample, and field-screened for the potential presence of total volatile organic vapors using a MiniRAE photoionization detector (PID) with a 10.6 eV lamp. The PID was calibrated using 100 parts per million by volume (ppmv) of isobutylene calibration gas. The PID measures quantitative volatile organic vapors in

air in ppmv. A portion of each soil sample was placed into a plastic, zip-lock bag. Time was allowed for vapors to accumulate in the bag, and the vapors were drawn through the PID intake tube for quantitative screening of total volatile organic vapors. The vapor readings were recorded on the boring log as the field screening results (see boring logs in Appendix B).
GRAB GROUNDWATER SAMPLING
Grab groundwater samples were collected using a 4-foot long, stainless steel, screen sampler housed in an outside casing. The sample casing was advanced to the bottom of a boring and then raised up approximately 4 feet while the sampler was left in-place. Groundwater was purged to the surface using a peristaltic pump and new, disposable, polyethylene tubing was inserted into the center of the push rods and screen sampler.
Groundwater was directly transferred from the tubing into laboratory-supplied containers. Sample containers were open only as long as necessary to collect the samples. Sample containers were labeled with a unique sample number, date, time, and project number. The samples were stored in an ice-chilled cooler. Chain-of-custody procedures documented sample handling and transport.
