Zoning Hearing Board

The 2014 Peters Township Zoning Hearing Board consisted of the following members: James

Federlein as Chairman, Stacey Noble as Vice Chairman, Dave Dickson, John Thacik, Frank

Milfeit, Ted Donald (Alternate), and Trevor Farrand (Alternate). Each member was assigned as

a Hearing Officer, and Betsy McKnight served as the Board’s Solicitor. Attorney McKnight

resigned in December of 2014, and Mr. Tom Lonich will be the replacement. The Zoning

Hearing Board held eleven Regular Monthly Meetings in 2014.

– 2014. Over the past decade, eighteen was the average number of Zoning Appeals each year.

The number of zoning appeals increased significantly since 2012.

Code Enforcement

The following Charts identify the number of Code Violation notifications and citations in 2014

(Chart 3), and the total number of Code Enforcement notifications annually from 2006 through

2014 (Chart 4). Code Enforcement notifications typically are higher in the warmer months (April

through October) because of issues relating to Property Maintenance Code Violations such as

high grass and weeds. The 2014 totals included 105 Code Enforcement notifications and 28

citations with an average of 2 citations and 9 notifications per month.

Chart 4 represents the number of Code Enforcement notifications annually from 2006 – 2014.

The highest number of notifications occurred in the following years: 2006, 2007, 2009, and

2011. An average of 135 notifications were sent per year over the past nine years. The number

decreased in 2014 due to assistance from the Police Department on temporary sign violations.

The following Pie Chart (Chart 5) illustrates the percentage of Code Violations by type in 2014.

The highest number of Code Violation letters were sent concerning high grass, outdoor storage,

and sign violations as has been the trend in past years. In 2014 there was an increase in sight

distance and dead tree complaints, while abandoned property issues declined.

Home Occupations

Chart 6 shows the number of home occupation permits annually from 2006 through 2014. A

form letter was sent out in early 2010 to all of the permit holders of home occupation permits

informing them that under the new zoning code all home occupations must be re-permitted every

five (5) years. As a result, the year 2010 is an outlier. This change was implemented to phase

out the old home occupation permits, and integrate them into an automated system. Removing

2010, the average number of home occupations permits per year is 12.

permits remained constant throughout this nine year period with an average of 38 permits per

Sign and Special Permits

Chart 8 shows the number of temporary sign permits, permanent sign permits and special permits

issued from 2006– 2014. Over the past nine years the average permits per year were as follows:

48 Temporary Sign Permits; 37 Permanent Sign Permits; 15 Special Permits. For the past 3

years, the number of sign permits issued has remained constant at 40. 2014 had a drop in

number of temporary sign permits from 46 to 29.

Chart 9 shows the total number of building permits issued annually for the past thirteen (13)

years. The average number of building permits is 382 per year for the past thirteen year period.

The total number of building permits issued in 2014 was below average, and even lower than the

years 2008 and 2009.

Chart 10 indicates the percentage of building permits issued for year 2014 by category. Single

family was 240; commercial went up from 2013 from 28 to 52; multi-family also had an

increase from 5 to 15permits; industrial had none; and tax-exempt was 4 permits.

Chart 11 shows the percentage of single family building permits issued by type for 2014. The

highest percentage of permits issued was for residential new construction at 25%, followed

closely by deck permits at 23%.

Chart 12 illustrates single family building permits annually from 2002 – 2014. The annual

average number of single family permits issued in the thirteen year period was 115. The year

2014 was a decline from 2013, and was the lowest in the 13 year period.

Chart 13 illustrates the number of new residential permits by plan. Evergreen Village

experienced the most growth in 2014. Other Plans that experienced growth included: Orchard

Hill Plan, Tuscany, and Whispering Pines.

The following pie chart (Chart 14) shows the percentage of commercial permits issued by type in

2014. The highest amount of commercial building permits is in the area of alterations and

tenant improvements as new businesses move into commercial spaces.

Chart 15 shows the total estimated construction value annually for the past thirteen (13) years.

The 2014 year had an increase in construction value despite the fact that building permits were

lower, and this is most likely due to the fact that there were fewer residential/ more commercial

building permits. $50,518,037 is the average dollar amount per year for this 13 year cycle.

Chart 16 illustrates the amount of permit fees collected annually from 2002 – 2014. The data

shows an interesting pattern of increasing and decreasing through 2005 and then 2011 when it

peaked. Average fees charged per year in this 14-year cycle are $212,545. This can be

explained by the fee schedule increase in the year 2011.
