CHILD WELFARE IN FOOTBALL
Our focus is on safeguarding the welfare of all young people who participate in the Portsmouth Youth Football League whilst protecting them from physical, sexual or emotional harm and from neglect or bullying.
Serious causes for concern are fortunately rare if and when they occur, they should be reported to the League’s CWO & CWO at Hampshire County F.A. for further investigation.
There is however equal concern for incidents which affect the conditions under which Youth Football is played, particularly those which are considered poor practice. These incidents range from conflict between opposing teams’ parents, spectator incursion onto the pitch and general threatening behaviour towards players, officials and supporters. Such incidents have become too common and every Club needs to work towards their elimination to ensure that the children in their charge are provided with a safe environment in which to play.
Clubs are held responsible for the behaviour of their Managers, Coaching Staff, Players, Parents & Spectators (and may incur considerable fines if this duty is neglected) Clubs
are expected to advocate responsible behaviour by way of education and example.
Codes of Conduct for all of the above can be found at the end of this Handbook.
A mandatory requirement under F.A. rules is the appointment of a Child
Welfare Officer by each Club and these persons have an important role in the
implementation of the spirit of Child Welfare. They are trained to a high standard and
act as first point of contact for anyone having concern in such matters.

OPTIONAL PLAYING DAYS
1.) Easter Bank Holiday weekend
2.) Remembrance Sunday (date to be confirmed each season)
3.) First weekend of school half terms for Non-Competitive/Development
Age groups: U7 to U11 ONLY (dates advised each season)
In all above cases any team which wishes to take up its option NOT to play any fixtures on the above Sunday’s must notify the Divisional Secretary giving 14 days’ notice of their intentions.
Any team failing to provide the correct period of notification shall be considered to fail to
fulfil their fixture and shall be dealt with in accordance with Rule 20(B)

FAIR PLAY MARKS
Each Team shall provide a Fair play mark to the opposition on a weekly basis. The mark shall be entered on the Match result card (directly below the Referee Number. The mark
shall be applied as follows:-
1-2 Poor fair play.
3-4 Below Average fair play.
5-6 Average Fair play.
7-8 Above Average Fair play.
9-10 Exceptional Fair play
The awarding of marks is limited to the above only. Any Team failing to award a fair play mark shall be fined £30.00 max and a default mark of 3 shall be awarded to the opposition.
The League shall compile a Fair play rankings table for all clubs in the League. The individual teams performance shall also be monitored. Dependent upon availability of funding, a prize shall be awarded each season to the club with the highest Fair play ranking.
In order to ensure a parity of rankings, the league shall apply the average mark of all games played throughout the season. Any fixtures that are not played, where neither team are deemed at fault will be awarded a default mark of 3 to both sides. Where the management Committee have deemed one or both teams at fault, a default mark of 1
shall be applied to one or both teams.
Advice on Fair Play Marking
Where spectator performance and / or opposition player and / or coaching performance is considered to be significantly below the expected standard, a mark of 1-2 should be applied.
Where spectator performance and / or opposition player and / or coaching performance
is considered to be below the expected standard, a mark of 3-4 should be applied.
Where spectator performance and / or opposition player and / or coaching performance
is considered to be of the expected standard, a mark of 5-6 should be applied.
Where spectator performance and / or opposition player and / or coaching performance is considered to be above the expected standard, a mark of 7-8 should be applied.
In the event that the fair play of the opposition is sufficiently high that exceptional recognition should be awarded, then a mark of 9-10 should be awarded.

GUIDE TO REFEREE MARKING (Taken from Hampshire FA Handbook)
The mark awarded by a club must be based on the Referee’s overall performance. It is most important that the mark is awarded fairly and not based upon isolated incidents or previous games.
The Referee’s performance should be determined by the table below which should act as a guide for the overall mark which should fall within the mark range for each standard of performance.
Mark Range Comment
100-86 The Referee demonstrated very accurate decision-making and controlled the game very well using management and communication skills effectively to add value to the game.
85-76 The Referee demonstrated accurate decision-making and controlled the game well using management and communication skills to contribute positively to the game.
75-61 The Referee demonstrated reasonably accurate decision-making and despite some shortcomings generally controlled the game well.
60 and below
The Referee demonstrated shortcomings in the accuracy of decision-making and control which affected the game.
NOTE
Club officials should use the full range of marks within each category to help distinguish between different performance levels, e.g. within the 85-76 category a mark of 84
indicates a better performance than a mark of 77.
While some Referees may have below average performances, there will usually have been some positive aspects of their performance, so extremely low marks should be very
rare.
When club officials are marking a Referee, they should always look at the game as a whole and not isolated decisions. The result of the match should not influence the mark
and disciplinary action should be judged objectively.
When a mark of 60 or lower is awarded, an explanation must be provided to the Competition using the box provided on the marking form. The purpose of this is to assist Referees to improve their performance levels, so the comments should be as helpful as possible.

HOW TO DECIDE ON THE REFEREE’S MARK
The following questions focus on the key areas of a Referee’s performance. They are intended as an “aide memoire”, are not necessarily comprehensive and need not be answered individually. It is, however, worth considering them before committing yourself
to a mark for the Referee.
CONTROL AND DECISION MAKING
How well did the Referee control the game?
Were the players’ actions recognized correctly?
Were the Laws applied correctly?
Were all incidents dealt with efficiently/effectively?
Were all the appropriate sanctions applied correctly?
Was the Referee always within reasonable distance of incidents?
Was the Referee well positioned to make critical decisions, especially in and around the penalty area?
Did the Referee understand the players’ positional intentions and keep out of the way accordingly?
Did the Referee demonstrate alertness and concentration throughout the game?
Did the Referee apply the use of the advantage to suit the mood and temperature of the game?
Was the Referee aware of the players’ attitude to advantage?
Did the Referee use the assistants effectively?
Did the officials work as a team, and did the Referee lead and manage them to the benefit of the game?

COMMUNICATION AND PLAYER MANAGEMENT
How well did the Referee communicate with the players during the game?
Did the Referee’s Level of involvement/profile suit this particular game?
Did the Referee understand the players’ problems on the day – e.g. difficult
ground/weather conditions?
Did the Referee respond to the changing pattern of play/mood of players?
Did the Referee demonstrate empathy for the game, allowing it to develop in accordance with the tempo of the game?
Was the Referee pro-active in controlling of the game?
Was the Referee’s authority asserted firmly without being officious?
Was the Referee confident and quick thinking?
Did the Referee appear unflustered and unhurried when making critical decisions?
Did the Referee permit undue questioning of decisions?
Did the Referee deal effectively with players crowding around after decisions/incidents?
Was effective player management in evidence?
Was the Referee’s body language confident and open at all times?
Did the pace of the game, the crowd or player pressure affect the Referee negatively?
FINAL THOUGHTS
Always try to be objective when marking. You may not obtain the most objective view by marking immediately after the game.
Judge the performance over the whole game. Don’t be too influenced by one particular incident.
Don’t mark the Referee down unfairly because your team was unlucky and lost the game or some disciplinary action was taken against your players.

ADVISORY NOTES IN RELATION TO LEAGUE RULES
Make sure that you are conversant with the Rules of the League and any cup competitions. (Portsmouth Youth League & Hampshire Cup competitions have different
rules). Check them.
Ignorance of the Rules is no excuse.
Every person concerned with running a team or club should have a copy of the Portsmouth Youth Football League (PYFL) Handbook which contains the Standard Code of Rules for Mini Soccer & Youth Football, League and League Cup Rules & a Club Directory containing a variety of other policies and guides. If unsure please ask, do not assume.
The Officers of the Club undertake:
To uphold the Rules & Regulations of the FA, to uphold and adhere to the F.A. Standard Code of Rules & Practices, to uphold the Membership rules of the PYFL, to uphold and follow the F.A. Respect Campaign, Rules & Guidelines & to conduct their Club in all
aspects so to never bring itself or the PYFL into disrepute.
SQUAD LISTS
Prior to the start of all matches, managers/coaches from each team will provide a copy of their squad lists to the opposition manager/coach who shall check these lists and players prior to the start of the match. Each manager/coach must produce his teams squad lists & show the opposition prior to the start of the match, including COVID 19. Clubs are encouraged to laminate these or place in a clear plastic wallet as these can wiped
If a player does not appear on the squad list, then the player cannot participate in the match. If the player participates without being on a valid squad list, they shall be deemed ineligible.
It is the team’s responsibility to ensure that they have an up to date squad list with them prior to the match. All managers and coaches shall be registered with the league & County on an annual basis and ensure their CRC/DBS, Safeguarding and emergency aid are all valid and renewed in a timely fashion)
A child who has not attained the age of 6 shall not play, and shall not be permitted or encouraged to play, in a match of any kind.
The relevant age for each Player is determined by his or her age as at midnight on 31 August of the relevant Playing Season i.e. children who are aged 6 as at midnight on 31 August in a Playing Season (together with those who attain the age of 6 during the Playing Season) will be classed as Under 7 Players for that Playing Season.
Clubs can register players on the WGS once they are 6 years old.

TRANSFER OF PLAYERS
No more than one player may transfer between the same two Teams until 28 days have elapsed between applications. (The date used to determine the 28 Days shall be taken
as the date when added onto the WGS of the 1st application to Transfer).
No more than two (2) players may transfer between the same two teams (in one direction) during the season. No one team may transfer into that team more than three (3) Players in any one season. A player may only Transfer in this Competition once per season.
No player will be permitted to transfer until after the1st October in each season.
Notice of Approach process is conducted outside of WGS and for the 20201/2021 Season a transfer form will need to be completed. If a transfer is rejected by the League,
the Club will receive a notification from WGS.

NOTIFICATION OF MATCHES
An Officer of the home Club must give notice of full particulars of the location of, and access to, the Ground and time of kick-off to the Match Officials and an Officer of the opposing Club at least 5 clear days prior to the playing of the Competition Match. If not so provided, the away Club shall seek such details and report the circumstances to the Competition.
NOTE: It is also advised to give the details of your Clubs colours, Shirts, shorts & socks to avoid any clash of colours on the day and to seek confirmation that all details have been received and understood.
Fixtures and Results on FA-Full Time System.
The League will collect the results of their fixtures, publish the results and league tables (for competitive matches only and /or Trophy Events at the discretion of the League Management Committee) in respect of their fixtures.
REPORTING RESULTS - USING FULL TIME.
Both Clubs shall RESPOND TO SMS (Text message) RECEIVED FROM FULL TIME.
The result of each Competition Match, League, League Cup & County Cup needs to be sent by 8pm on the day of the match.
The Match result sheet/team sheet on full time needs to be fully completed within 2 days of the date the match was played including all marks for
RESPECT, FAIR PLAY & REFEREE
SIN BINS
All cautions for Dissent must be dealt with by the Sin Bin process. The Sin Bin is a 10 minute time out for all 90 minute games, and 8 minutes for all games less than 90 minutes. It’s important to highlight that if something that is said that is insulting, abusive or offensive; whilst it is still classed as Dissent, it can also be deemed a red card offence.
What Is Dissent?
‘Dissent’ is a challenge to the referees authority, whether this be using inappropriate language and/or gestures or other verbal offences. Sarcastic clapping or comment of a referee’s decision and throwing the ball down after a decision are examples of dissent by action or comment.

Defined as being in the Sin Bin from the moment they are cautioned for Dissent (even if
play has not yet restarted)
Any player who has been Temporarily Dismissed and commits a further yellow or red card offence whilst in the Sin Bin cannot take any further part in the game and cannot be substituted
On-Field Sanctions
As of the 2019/20 season, all Dissent cautions must be dealt with via the Sin Bin process whereas cautions for all other offences (Unsporting Behaviour, Persistent Infringement etc.) will remain unaffected. Repeat offenders will be sanctioned as per the guidelines
below.
If a temporary dismissed player:-
Commits another Yellow Card offence or Red Card offence during the sin bin period, they cannot take any further part in the game and cannot be substituted
Commits a non-dissent caution at any time on the field of play in addition to the sin bin period will continue to play
Commits a 2nd Dissent caution (and no other offences) will receive a 2nd period in the sin bin. At the end of that period, the player can take no further part in the game but can be substituted (providing that the team concerned has not used all of their permitted substitutes)
Commits a 2nd dissent offence and has already had a non-dissent caution will take no further part in the game and cannot be substituted

Hampshire County Youth Cup matches.
Check kick off times, they may be mandatory, for example: 2pm.
Check player registration period - Must be registered 7 days prior to match.
Duration of play:
Under 12 - 30 minutes each way
Under 13-14 35 minutes each way
Under 15-16 40 minutes each way
Under 18 - 45 minutes each way
For teams in all age groups the use of five substitutes from five will be allowed, a player who has been substituted himself becomes a substitute and may replace another player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of Association Football.
The referee must be informed of the names of all substitutes before the start of the match.
The minimum number of players constituting a team for this competition is seven.
At all ages where the scores are equal at the end of normal time the result will be decided by the taking of penalty kicks so that a result is obtained without the need for a replay.

Mini Soccer:
(A) League Rules and those of the Football Association as published in the Laws of Mini Soccer, will apply except where otherwise expressly varied.

Trophy Events
Competitions may be held for the Under 7 to Under 11 age groups.
Leagues and Clubs may collect the results of their Trophy Event Competition fixtures, and may publish the result of these fixtures
The Management Committee shall give consideration to hold the Cup, Plate and other sub Trophy Event Competitions in an age group, subject to Team numbers in each age
group.
The Officers and Management Committee of the Trophy Event Competition shall be as for the League Competition.
All Trophy Event Competitions may take either a straight knockout or a group stage followed by knockout stages. For knockout Trophy Event Competition matches, if the scores at full time are level the match will be decided on penalty kicks as laid down in the
current edition of the Laws of Association Football a Guide for Players and Referees.
The Under 7 & 8 Trophy Event Competitions will be played over a maximum period of two (2) weeks. Matches will be a duration of two periods of 20 minutes each.
The Under 9 &Under 10 Trophy Event Competitions will be played over a maximum period of four (4) weeks. Matches will be a duration of two periods of 25 minutes each.

The Under 11 Trophy Event Competitions will be played over a maximum period of six (6) weeks. Matches will be a duration of two periods of 30 minutes each.
In the event of adverse weather conditions, or other exceptional circumstances, meaning that not all games are able to be played, the league may declare the result as a draw with one point awarded to each team but no goals awarded.
The provisions of the League Rule 18 shall govern the qualification of players, except that any player transferred from one (1) Team to another shall not be eligible to play for his new Team if he has played for his former Team during a particular Trophy Event Competition
Unless otherwise decided by the Management Committee the knockout matches ties shall be played at the venues of the first named.
Mementoes shall be presented to the winning Team, and Runners-up of the Finals. In Under 7 & Under 8 age groups all participants shall receive a memento
Except where otherwise specified in the foregoing, the Competition shall be subject to
the Rules of the League and matches played in conformity therewith.
League Meetings & Correspondence
Get to know your League Committee & Club Representatives this is your forum come along and hear what is being discussed. A representative of your Club is required to attend these meetings this does not always need to be the Secretary.
Prompt attention to correspondence from the League or the County is required, and replies should be sent by the Club Secretary. (Email is acceptable). Your Club Name and Address should be given on all communications. Please date all correspondence.
Any changes to Club Officials including Coaches/Managers should be notified to the League Secretary immediately.
The FA CRC/DBS Process
All persons applying for or currently in such positions that The Football Association deems relevant whose duties include regularly caring for, training, supervising or being in charge of children, must comply with the requirements of The Football Association’s CRC/DBS process.
These requirements are:–
(i) To obtain an FA Enhanced CRC Disclosure; and
(ii) To provide any such further detail, explanation or clarification of any or all part or parts of that Enhanced Disclosure, or any matter revealed by it, as may be required by The Football Association; and
(iii) Where required, to provide at least two references that attest to their suitability to be involved in youth football. The spouse or partner of the person subject to this requirement cannot act as a referee for this purpose. Any reference provided by a spouse or partner will not be accepted; and
(iv)To comply with each of the requirements set out in regulations (i) – (iii) above within

any such time limit as The Association may stipulate. Any person who fails to comply with any of the requirements set out in sub-paragraphs (i) – (iv) above shall be subject to an immediate suspension from football activity, on such terms and for such period as The Football Association may stipulate.
Qualified First Aider for every team
The home team must ensure that the field of play has adequate markings and regulation equipment including 2 linesmen's flags. Each club shall provide, for the individual use of each of its teams, a clearly marked first aid kit, which must be made available for inspection by any League official, containing the following basic items
A supply of adhesive dressings;
A selection of clean bandages;
Suitable dressing material to enable temporary cover of lacerations etc;
A supply of clean water and an eye wash facility;
A suitable mouth to mouth resuscitation aid.
Adequate first aid cover must be provided at all matches. The minimum basic cover is the attendance of a Qualified First Aider (QFA) who is registered as such with the League.
Other.
Clubs are reminded that small sided tournament regulations and laws are laid down by the County Association to whom all applications must be made to obtain the required sanction. If a competition does not have the required sanction then Clubs from this
Competition must not enter.
Clubs shall obtain the written consent of the Management Committee to enter such a Tournament during the Playing Season.
Clubs are warned that they must not compete in any unsanctioned competition or with any unaffiliated Clubs or Teams.
Other Rules where applicable, and not inconsistent with the foregoing Rules of the Competition, the Rules of the Hampshire Football Association Ltd shall apply and be given effect to as if here inserted.

Football is the national game. All those involved with the game at every level and whether as a player, match official, coach, owner or administrator, have a responsibility, above and beyond compliance with the law, to act according to the highest standards of integrity, and to ensure that the reputation of the game is, and remains, high. This Code applies to all those involved in football under the auspices of The Football Association.
All the participants in Football have a duty to ensure that the highest standards of behaviour are maintained at all times and that everyone subsequently has an enjoyable time before, during and after playing or watching the game that we all love.
Community – Football, at all levels, is a vital part of a community. Football will take into account community feeling when making decisions.
Equality – Football is opposed to discrimination of any form and will promote measures to prevent it, in whatever form, from being expressed.
Participants – Football recognises the sense of ownership felt by those who participate at all levels of the game. This includes those who play, those who coach or help in any way, and those who officiate, as well as administrators and supporters. Football is committed to appropriate consultation.
Young People – Football acknowledges that public confidence demands the highest standards of financial and administrative behaviour within the game, and will not tolerate corruption or improper practices. Trust and Respect – Football will uphold a relationship of trust and respect between all
involved in the game, whether they are individuals, clubs or other organisations.
Violence – Football rejects the use of violence of any nature by anyone involved in the
game.

Players
We all have a responsibility to promote high standards of behaviour in the game.
As a player, you have a big part to play.
That’s why The FA is asking every player to follow a Respect Code of Conduct.
When playing football,
I will:
Always play to the best of my ability.
Play fairly – I won’t cheat, complain or waste time.
Respect my team-mates, the other team, the referee or my coach/manager.
Play by the rules, as directed by the referee.
Shake hands with the other team and referee prior to the Start and end of the game.
Listen and respond to what my coach/team manager tells me.
Talk to someone I trust or the club welfare officer if I’m unhappy about anything at my club.
I understand that if I do not follow the Code, any/all of the following actions may be taken by my club, County FA or The FA:
I may:
Be required to apologise to my team-mates,
the other team, referee or team manager
Receive a formal warning from the coach or
the club committee
Be dropped or substituted
Be suspended from training
Be required to leave the club

This League is supporting The FA’s Respect programme to ensure football can be enjoyed in a safe, positive environment.
Remember children’s football is a time for them to develop their technical, physical, tactical and social skills. Winning isn’t everything.
Play your part and observe The FA’s Respect Code of Conduct for spectators and
parents/carers at all times.
I will:
Remember that children play for FUN.
Applaud effort and good play as well as success.
Always Respect the match officials’ decisions.
Remain outside the field of play and within the Designated Spectators’ Area (where provided).
Let the coach do their job and not confuse the players by telling them what to do.

In the FA’s survey of 37,000 grassroots participants, behaviour was the biggest concern in the game. This included the abuse of match officials and the unacceptable behaviour of over competitive parents, spectators and coaches on the side-line.
Play your part and observe the Football Association’s Respect Code of Conduct in everything you do.
On and off the field, I will:
Show Respect to others involved in the game including match officials, opposition players, coaches, managers, officials and spectators.
Adhere to the laws and spirit of the game.
Promote Fair Play and high standards of behaviour.
