Jarnail Singh inspected both the AN Units i.e. 1 (AN) NUNCC and 1 (AN) Indep Inf Coy during annual inspection of these Units in the Islands. He appreciated the high standard of drill of NCC Cadets and numerous activities carried out during COVID -19. He also visited onsite training areas, during which he was briefed by Capt. V K Trivedi, CO 1 (AN) Naval Unit NCC and Col A Vivekananda, CO 1 (AN) Indep Inf Coy Port Blair, Aug. 31 In order to ensure containment measures of isolation and social distancing in the South Andaman District with continuous focus on the fivefold strategy for effective management of COVID-19 i.e. Test- Track-Treat- Vaccination and adherence to COVID appropriate behavior to control any surge of the cases of COVID-19 again and also to prevent any disturbance to the peace and tranquility and taking Lockdown/restricted movement shall continue to be in force in entire South Andaman District till further orders into consideration the request of the public representatives and general public, Shri Suneel Anchipaka, District Magistrate, South Andaman District, in exercise of the powers vested U/s 144 of Cr. P.C. has ordered that lockdown/restricted movement shall continue to be in force in the entire District of South Andaman from 01.09.2021 with no movement of men and materials between 10 pm & 6 am except for those specified. Shops selling essential and non-essential items shall be allowed to open from 6 am to 10 pm by observing COVID appropriate behavior. It shall be the sole responsibility of the owner/In-Charge of the shop/business establishment to ensure its compliance and shall be held responsible for any violation and he/she shall be liable to be fined to the tune of Rs.50,000/- in addition to sealing of the shop/ Staff Reporter Port Blair, Aug. 31 Pradhan Mantri Jan-DhanYojana (PMJDY) has provided a platform for channeling all the social security schemes such as Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana (APY), Pradhan Mantri Mudra Yojana (PMMY), Micro Units Development & Refinance Agency Bank (MUDRA) scheme ‘Pradhan Mantri Jan-DhanYojana’- providing platform for channeling all social security schemes 61131 accounts opened under PMJDY in Isles and pushing the Direct Benefit Transfer (DBT) scheme of the Central Government. In A&N Islands, a total of 61131 accounts have been opened under 'Pradhan Mantri Jan-Dhan Yojana' (PMJDY) so far. The scheme ensures access to financial services, namely savings and deposit accounts, remittance, credit, insurance and pension in an affordable manner to the country's poor and marginalized section of the society. PMJDY also provides an overdraft facility- a financial facility or instrument that enables an account holder to withdraw money from his/her bank account (savings or current), even if they do not have any account balance. Like any other credit facility, the bank levies an interest rate when an account holder avails the overdraft facility. Overdraft facility is usually offered for the withdrawal of a limited amount of money. The Centre's scheme allows the Jan Dhan account holders to withdraw money upto Port Blair, Aug. 31 The Secretary (IP&T), Shri Sunil Kumar Singh briefing media persons on COVID-19 in the conference hall of IP&T here this evening stated that the A&N Administration is taking lot of measures to maximize vaccination coverage in A&N Islands and the efforts of the Administration has paid off. Sharing details, the Secretary said that so far, 3,61, 370 doses of vaccine have been administered to beneficiaries as on Aug. 30, 2021 against the target beneficiaries of 2,81603. Out of this, 2,56,178 have been administered 1 st dose while 105192 have been given the 2 nd dose. He further disclosed that about 5025 health care workers have been vaccinated, out of which 4918 have been administered with first dose while 4589 have been given the second dose covering 97.87% & 93.31% respectively. Similarly, 10170 Frontline Workers have been vaccinated, out of which 9707 have been given 1 st dose and 8913 have been given 2 nd dose covering Media briefed on COVID-19 95.45% & 91.82% respectively. In the age group of 18-44 years, 168000 doses of vaccines have been administered to beneficiaries, out of which, 1 st dose have been given to 144035 while 6970 have been administered 2 nd dose resulting in coverage of 85.74 % with 1 st dose and 4.84% with 2 nd dose, he said. The Secretary further said that in the age group of 45 years above, 98408 doses have been administered to beneficiaries. 1 st dose have been administered to 97518 beneficiaries constituting 99.10% while 84720 have been administered with 2 nd dose covering 86.88%. The Secretary said that District wise data shows that in N&M Andaman, 103089 beneficiaries have been vaccinated while in South Andaman, 2, 24,443 have been vaccinated and in Nicobar, 33838 have been vaccinated. As on Aug. 30,2021, the Secretary disclosed that 256178 persons out of the target population of 4 lakhs have been vaccinated covering 64.04%. The Secretary informed that during the RT-PCR test conducted on 666 passengers who arrived here yesterday, one positive case has been detected. Today, 4 flights with 703 passengers arrived and the RT- PCR reports are awaited. He further disclosed that RAT was conducted on 305 passengers bound for North & Middle Andaman at Ferrargunj and all the tests were found negative. Port Blair, Aug. 31 Prime Minister's Overarching Scheme for Holistic Nourishment (POSHAN) Abhiyaan was launched in March, 2018. It is a multi- ministerial convergence mission with a vision to address malnutrition in a targeted approach. The Abhiyaan is a resolve to accelerate improvements in the nutrition of children, Social Welfare Deptt. to celebrate 'POSHAN Maah' from Sept. 1 to 30 with befitting activities in Isles adolescent girls, pregnant women and lactating mothers. Anchored by Ministry of Women & Child Development, the Abhiyaan is envisioned to be a 'Jan Andolan' and a 'Jan Bhagidari' meaning People's Movement. Approaches to fortify Jan Andolan include strengthening convergence, c o m m u n i t y engagement, advocacy, parternerships and promoting usage of transmedia. As part of this, Rashtriya POSHAN Maah 2021 will be observed by Social Welfare Department from September 1 to 30 with various activities. District Administration lifts ban on manufacture, storage, distribution & sale on all forms of chewing tobacco Port Blair, Aug. 31 In order to contain the spread of positive cases of COVID-19 in the District an Order No. 883 dt. 15 th July, 2021 was issued in view of the surge in the positive cases of COVID- 19 in the Islands, prohibiting the manufacture, storage, distribution and sale on all forms of processed/ flavoured/scented chewing tobacco, whether going by the name of Gukta, Pan Masala, Zarda packed and unpacked/loose etc., which contain tobacco and or nicotine as ingredient in the entire District of South Andaman till further orders in the interest of public health. It is now observed that there has been a steady decline in the positive cases in the District for the last few weeks and in view of this, the order has been withdrawn with immediate effect for the time being and the same shall be reviewed, if the situation in near future demands for the same, an order to this effect issued by District Magistrate South Andaman District said. New Delhi, Aug. 31 The Gross Domestic Product (GDP) of the country surged 20.1 percent in the April-June quarter of the current fiscal. According to the Ministry of Statistics and Programme Implementation data released today, its best- ever fiscal-quarter numbers. GDP in the first quarter of 2021-22 is estimated at 32.38 lakh crore rupees at Constant Prices of 2011-12 as against 26.95 lakh crore rupees in the same period of last fiscal showing a growth of 20.1 percent. The GDP logged a high growth amid the opening of the economy after the lockdown to arrest Covid-19 and low base effect as the economy witnessed a contraction of 24.4 percent in the first quarter of 2020-21 fiscal. Port services will continue to operate as usual and both essential and non-essential cargo can be moved in and out of port, as per requirement for loading/unloading/clearing of cargo and the same shall be permitted till 10 pm only. e-Passes for operation of cargo movement after 10 pm needs to be obtained,which shall be strictly permitted on case to case basis by the Office of theDistrict Magistrate. Construction activities shall be permitted till 10 pm.Construction activities of national importance and strategic projects beyond 10pm shall be permitted with prior permission of District Magistrate and e-Passesneeds to be obtained, which shall be strictly permitted on case to case basis bythe Office of the District Magistrate. Movement of persons involved with Hotels/Restaurants and Mess for homedelivery of food shall be allowed till 10 pm. Dine-in shall be permitted between6 am to 10 pm only, subject to 50% of the seating capacity and strict adherenceof COVID appropriate behaviours. However, take away/parcel service andhome delivery should be encouraged. It shall be the sole responsibility of theowner/In-Charge of the shop/business establishment to ensure its complianceand he/she shall be held responsible for any violation and shall be liable to befined to the tune of Rs.50,000/- in addition to sealing of the shop/establishmentfor a period of 14 days by the Executive Magistrate and shall also be liable foraction under DM Act. Public Transport/Buses shall be allowed to ply with strict adherence to theSOPs issued in this regard by the Transport Department. Sale and service ofliquor at licensed premises shall be permitted till 10 pm. SOPs and ordersregarding the timings for sale and service of liquor at all licensed establishments(C, C1, B1, B2, B3 and B4 category) issued by the Deputy Commissioner (Excise),South Andaman should be strictly adhered to. All Parks/Playgrounds/Stadiums/Gyms and yoga institutes shall be permitted till 10 pm with 50% capacity andstrict adherence to COVID appropriate behaviours. Any person violating theabove directions shall be liable for fine to the tune of Rs.1,000/-, whereas theorganisation shall be fined to the tune of Rs.25,000/-. Last rites/funerals shall be permitted with a maximum of 20 persons withstrict adherence to COVID appropriate behaviours. No tribal passes will be issued for southern group of islands till further ordersexcept for official purposes/national importance and strategic projects. AllReligious places/places of worship are allowed to open till 10 pm with 50 personsat a time along with priest for offering prayers. Wearing of face masks,maintaining social distancing, provision of thermal scanning and use of handwash and sanitizers will be mandatory. The Management Committee of thereligious places shall be responsible to ensure strict compliance and anyviolations of the directions shall be liable for fine to the tune of Rs.25,000/-payable by the Committee. Religious places/places of worship in containment zones shall remain closed.Only those outside containment zones will be allowed to open up. Socialgatherings shall be allowed with a maximum 50 persons. Wearing of facemasks, maintaining social distancing, provision of thermal scanning and use ofhand wash and sanitizers will be mandatory. The parties concerned andmanagement committee of the Hall/Hotel shall be responsible to ensure strictcompliance of the COVID appropriate behaviours and any violations of thedirections shall be liable for fine to the tune of Rs.50,000/-. Theatres shall bepermitted to function with 50% seating capacity and strict adherence of COVIDappropriate behaviours. The owner of the theatre shall be liable for fine to thetune of Rs.50,000/-, in case of any violations. Academic congregations shall beallowed with maximum 50% seating capacity. Wearing of face masks,maintaining social distancing, provision of thermal scanning and use of handwash and sanitizers will be mandatory. The Owner/Proprietor of the academicinstitutions/coaching centre shall be responsible to ensure strict compliance ofthe COVID appropriate behaviours and any violations of the directions shallbe liable for fine to the tune of Rs.50,000/-. SOPs in this regard shall be issuedby concerned Department. Indoor sports activities shall be allowed with nospectators. Wearing of face masks, maintaining social distancing, provision ofthermal scanning and use of hand wash and sanitizers will be mandatory. Themanagement of the indoor facility shall be responsible to ensure strict complianceof the COVID appropriate behaviours and any violations of the directions shallbe liable for fine to the tune of Rs.25,000/-.SOPs in this regard shall be issued byconcerned Department. e-pass for emergency movement during restricted timings may be submittedonline on https://epass.andaman.gov.in. The applicants/organizationssubmitting applications for e-pass should invariably submit valid and clearsupporting documents, failing which the application will be summarily rejected.In view of the emergent circumstances, this order is being issued ex-parte andis addressed to the public in general. Further, the Superintendent of Police/Sub-Divisional Magistrate/Executive Magistrates and all authorities concernedshall ensure strict compliance of this order and shall adequately inform andsensitize the field functionaries to note that these restrictions fundamentallyrelate to movement of people, but not to that of essential services. Anydisobedience of the above orders shall invite penal action u/s 188 of IndianPenal Code, 1860 and the relevant provisions of the Disaster Management Act,2005 against the violator(s) and fine shall also be imposed as per Order issuedby this office from time to time. This order shall come into effect from Sept. 1,2021 and shall remain in force till further orders.

There isno requirement of maintaining minimum balancein BSBD accounts. As of August 18, 2021, over 430million accounts have been opened in the countryunder the scheme which is touted as 'one of thebiggest financial inclusion initiatives in the world'.

Applications are invited for the post of Ombudsman under MGNREGA

in Directorate of RD, PRIs & ULBs to establish a system for redressal of

grievances and disposal of complaints relating to implementation of the

MGNREGA under the District.

Eligibility / Criteria

1. The candidate should have twenty years of experience in public

administration, law, academics, social work or management.

2. Age limit: below 65 years.

Terms and Conditions:-

1. No persons who are a member of political party shall be considered for

appointment as Ombudsman.

2. The Persons selected as Ombudsman must be physically active and

capable of conducting field tours, inspection and visits to remote locations

in the district.

3. The Ombudsman shall be appointment for tenure of 2 years extendable

not more than twice by one year each based on performance appraisal

process or till the incumbent attains the age of 68 years whichever is

earlier.

4. On unsatisfactory performance, the Ombudsman may be removed by

the state government on the recommendation of the selection committee.

Remuneration:-

The Ombudsman shall be allowed sitting fees of Rs.1000/- per sitting.

Job Description:-

1. Receive complaints from MGNREGA workers and other on any matters

such as:

a) Any person who has grievances against the MGNREGA Authority

may himself or through his authorized representative make a complaint

against the MGNREGA authority in writing to the Ombudsman or to any

MGNREGA authority superior to the authority compliant against.

b) Consider such complaints and facilitate their disposal in accordance

with law.

2. To be responsible for the conduct of business in his office.

3. To maintain confidentiality of any information or document coming

into his knowledge or possession in the course of discharging his duties

and not disclose such information or document to any person expected

with the consent of the person furnishing such information or document

to any person expect with the consent of the person furnishing information

such information or documents; provided that nothing in this clause

shall prevent the Ombudsman from disclosing information or documents

furnished by a party in a complaint to the other party or parties to the

extent considered by him to be reasonable required to comply with

principles of natural justice and fair play in the proceedings.

4. To send monthly reports to the Chief Secretary and Secretary, State

Nodal Department recommending appropriate action. The report shall

specially highlight cases where action needs to be taken against hearing

MGNREGA functionaries for their failure to redress the grievance. The

report will be accompanied with primary evidence needed to initiate action

against the delinquent persons.

5. To furnish a report every year containing a general review of activities

of the office of the Ombudsman during the preceding financial year to the

Chief Secretary and the Secretary, State Nodal Department along with

such other information as may be considered necessary by him in the

annual report. The Ombudsman, on the basis of grievances handled by

him will review the quality of the working of the MGNREGA authorities

and make recommendations to improve implementation of MGNREGA.

The report shall be put on the MGNREGA website.

6. To compile a list of 'awards' passed by it between April and March of

each financial year in respect of every MGNREGA Authority complained

against and report it to the Chief Secretary of the State and the State

Nodal Department. Text of award shall also be put on the MGNREGA

website.

1. On receipt of the complaint, Ombudsman may refer the complaint to the

appropriated MGNREGA Authorities for disposal within 7days. In the

vent of failure of the MGNREGA Authority to dispose the complaint, the

matter may be taken up by the Ombudsman for disposal.

2. The Ombudsman shall cause a notice of the receipt of any complaint

along with a copy of the complaint to send to the MGNREGA Authority

complained against.

3. All cases not involving complicated questions of fact or law shall be

disposed within 15days. Other cases may be disposed within 45 days.

4. When facts of the case are admitted by the parties, the Ombudsman shall

dispose the case in accordance with law.

The application should submit as per the format placed at Annexure "A"

address to the Directorate of RD, PRIs & ULBs, Marine Hill, Port Blair with

supporting documents such as an self-attested passport size colour

photograph, experience certificates etc. The applicants who have already

DRAFT AMENDMENT

1. Short Title and Commencement:

(i) These Rules may be called the Andaman & Nicobar Islands Land

Revenue and Land Reforms (Amendment) Rules, 2021.

(ii) They shall come into force on the date of its publication in the Official

Gazette.

2. Rule 130 of the Andaman & Nicobar Islands Land Revenue and Land

Reforms Rules, 1968 hereinafter called Principal Rules shall be substituted

as under:-

"The village field map shall be prepared by the Settlement Officer during

revenue survey operations using Chain/Electronic Total Station/Drone or

such other devices as may be specified by Settlement Commissioner".

3. (i) Rule 132 of the Principal Rules shall be substituted as under:

"The Record of Rights shall be prepared in Form 'F' for each village both

Urban and Non-Urban and shall be issued alongwith corresponding map,

QR Code capturing village name, survey numbers, total area and name of

the tenants."

(ii) The Form 'F' prescribed under Rule 132 of the Principal Rules shall be

substituted as appended herewith.
