EXECUTIVE SUMMARY

Vedang Hydrocarbon Private Limited (VHPL) incorporated on 06.02.2009

has registered office at 150, Lenin Sarani, 2nd floor, Kolkata – 700 013. VHPL

wants to set up a 25,200 TPA Crude Coal Tar Distillation unit at their acquired

land located in Bokaro Industrial Area Development Authority (BIADA),

Jharkhand.

The proposed project is a grass root project of distillation of crude coal tar. The

plant will be designed to produce high grade coal tar pitch, crude naphthalene,

light creosote oil and heavy creosote oil.

The Project Site is located near Bokaro Industrial Area Development Authority

(BIADA), Jharkhand. Bokaro Industrial Area is located near Bokaro Steel City.

The nearest railway station is Bokaro Steel City. The site is connected to major

cities through National Highway NH-18 and National Highway NH 23.

Total 0.58 Ha (1.44 acres) of rectangular well developed industrial land of

BIADA is under possession of VHPL for implementation of the proposed

project. The maximum water consumption for the proposed project is 5 m3/day.

The water requirement will be met through two (2) bore wells. The estimated

power requirement of the coal tar distillation plant will be about 0.1 MW and

the same will be sourced from Jharkhand State Electricity Board.

All the mitigation measures will be in line with the existing practice of similar kind

of industry to meet the environmental standards and environmental operating

conditions. No R & R issue is involved with the implementation of the proposed

project.

It is envisaged to complete the whole project within eighteen (18) months from

the date of according Environmental Clearance (EC) for the proposed Project.

The total project cost for the proposed expansion is around Rs 645.22 lakh.

1.0 BACKGROUND INFORMATION

1.1 Identification of Project and Project Proponent

Vedang Hydrocarbon Private Limited (VHPL) incorporated on 06.02.2009

has registered office at 113, Park Street, 6th floor, Kolkata – 700 016.

VHPL wants to set up a 25,200 TPA Crude Coal Tar Distillation unit at their

acquired land located in Bokaro Industrial Area Development Authority

(BIADA), Jharkhand.

1.2 Nature of the Project

The proposed project is a grass root project of distillation of crude coal tar. The

plant will be designed to produce high grade coal tar pitch, crude naphthalene,

light creosote oil and heavy creosote oil.

1.3 Need for the Project and Its Importance

Aluminium industry is the largest consumer of coal tar pitch (CTP). CTP is a

crucial raw material for aluminium to be used as binding material for

manufacturing anodes for the electrolysis process. About 0.102 tonne of CTP

is consumed per tonne of aluminium produced. This is the basis of estimating

demand for coal tar pitch from aluminium.

India’s aluminium demand was estimated at 1.94 MMT in 2015, representing

3.4% of world demand. Demand increased 8% in 2015, and at a 5-year CAGR

of 5.6%. Aluminium conductor and cable business in India showed a strong

recovery throughout 2015 and has been the key driver of aluminium product

demand in India. With the expectation of improvement in growth in India’s

industrial production and real GDP, domestic demand for aluminium is likely to

increase at an annual average growth rate of 7-8% over the period 2016 to

2018. The majority of aluminium produced in India is expected to be

consumed domestically, with exports to countries in North America, Asia-

Pacific, and the Middle-East. Thus India's aluminium production is expected to

see huge capacity addition in the coming years. It is estimated that the total

production will reach 5.5 MMT in the year 2019 - 20 which will lead to immense

demand potential for coal tar pitch.

On the basis of analysis of the above mentioned factors, VHPL has decided to

implement the proposed project.

1.4 Employment Generation Potential

The proposed plant will require skilled and semi-skilled personnel

during construction and operational phase. During construction phase there

will be an influx of 80 to 100 persons. Most of the unskilled and semi-skilled

labour shall be from nearby villages and towns. Moreover, workers colony

will be provided with electricity, scientific and environmentally accepted

drainage & sanitation facilities and drinking water supply systems.

During operation phase, around 40 personnel will be required. However, the

proposed project has the potential of indirect employment generation. This

estimation considers the manpower requirement in different departments.

2.0 PROJECT DESCRIPTION

• Type of Project

The proposed project is a grass root project of distillation of crude coal

tar.

• Location

The Project Site is located near Bokaro Industrial Area Development

Authority (BIADA), Jharkhand. Bokaro Industrial Area is located near

Bokaro Steel City. The nearest railway station is Bokaro Steel City. The

site is connected to major cities through National Highway NH-18 and

National Highway NH 23.

The approximate longitude-latitude of the centroid of the proposed site

is as follows:

Longitude : 86° 03' 55.5"E (approx.)

Latitude : 23°40' 50.4"N (approx.)

• Details of Alternate Sites

No alternative site is considered as the land is acquired from BIADA

long back.

• Plant Capacity

The capacity of the plant is 25,200 TPA. The production capacity of

different components are furnished below :

• Product Details

Coal Tar Pitch

Coal Tar Pitch is produced from the processing of high temp. Coal tar

by adopting the modern technology under the supervision of trained

engineers and chemist. Coal Tar Pitch is available in two forms, i.e –

Solid & Liquid. Recently, most of the Aluminium Industries have shifted

to liquid coal tar pitch, due to environmental & quality consciousness.

Kedia Group has designed specialized electrically heated tankers of its

own to transport the material to Aluminium Plants.

The different grades of Coal Tar Pitch are as follows :

1) Aluminum Grade: Aluminum Grade of Pitch is used for

manufacturing of anodes (both prebaked

& soderberg) as per customer’s

specifications.

2) Graphite Grade: Binder Pitch: It is a straight run and high

vacuum process pitch used for the

manufacturing of high quality electrodes

for electric arc furnace.

Impregnating Pitch: It is used for

impregnation of graphite electrodes and

some special application for producing

ultrapure and nipple grade electrodes. It

is also used for fire resistant materials.

Paints, Water Proofing coating materials

etc.

Crude Naphthalene

Crude Napthalene, assay 50 -- 80 %. Basic raw material in Chemical, Textile,

Agriculture, for production of phthalic anhydride, dyestuffs, tanning chemicals,

pesticides disinfectants & Napthalene balls.

Creosote Oil

The lighter part of the oil (i.e. from Sp.Gr. 1.02 – 1.06) is used for phenyl and

other chemical industries.

The heavier part of the oil is the basic raw material for manufacturing of carbon

black subsequently used in Rubber & Tyre Industries. It is also used as fuel,

substitute of furnace oil.

• Plant Layout

Layout of the distillation plant has been optimized considering

the space requirements of the following :

o All the equipment, systems, buildings and structures,

o Boiler Room,

o Water Treatment Plant,

o Storage space for pitch forming, pitch storage, modified pitch,

o Effluent Treatment Plant,

o Loading and Unloading Area,

o Washing Area,

All facilities of the plant area laid out in close proximity to each other to

the extent practicable so as to minimize the extent of land required. The

layout also facilitates movement of men and materials between the

various facilities both during construction and also during subsequent

operation and maintenance.

The layout showing existing as well as proposed expansion is furnished

as Fig. 2: Layout.

• Process Description

Raw Material

Coke ovens are used in steel plant for coal carbonization which results in

coke with higher carbon content. During the process, coke oven gas is

produced which is cleaned and treated before using it as gaseous fuel in

the steel plant furnaces. Coal tar is thus obtained as a by-product during

the cleaning of coke oven gas.

Transportation of Raw Material

Crude coal tar will be transported through tanker trucks to the proposed

project site where it will be unloaded and stored in vertical tanks.

Dehydration and Preheating

Crude coal tar contains about 12% moisture. Crude coal tar is first

dehydrated to remove the moisture and is then transported to tube heater

where it is further heated. The temperature before first stage evaporator is

about 1600C. The heated mixture is taken to two stage evaporator

section. This is then sent to the fractional distillation tower.

Fractional Distillation of Coal Tar

Fractional distillation refers to the process by which components in a

chemical mixture are separated by taking advantage of the

difference in their boiling points. As vapours from a boiling solution are

passed along a fractional distillation column, the temperature of the

column gradually decreases along its length. Components with higher

boiling points are collected from the bottom of the fractional distillation

column and those with lower boiling points pass through the column and

are collected at the top of the column. The following fractions are obtained

during fractional distillation :

• Land Requirement

Total 0.58 Ha (1.44 acres) of rectangular well developed industrial land

of BIADA is under possession of VHPL for implementation of the

proposed project.

• Water Requirement and Source

The maximum water consumption (m3/day) during operation

(considering capacity expansion) of the plant is as follows:

• Power Requirement

The estimated power requirement of the coal tar distillation plant will be

about 0.1 MW and the same will be sourced from Jharkhand State

Electricity Board.

• Fire Fighting Facility

Fire water main ring will be provided all around the facilities within the

premises to cover any fire from these facilities. Conventional Fire alarm

system (Electric Siren) will be provided in the following areas:

o Security Gate o Fire Water Pump House

3.0 SITE ANALYSIS

• Connectivity

The Project Site is located near Bokaro Industrial Area Development

Authority (BIADA), Jharkhand. Bokaro Industrial Area is located near

Bokaro Steel City. The nearest railway station is Bokaro Steel City. The

site is connected to major cities through National Highway NH-18 and

National Highway NH 23. Nearest domestic airport is at Ranchi which is

around 110 km away from the Project Site.

• Existing Land Use

The project site is vacant industrial land developed by BIADA to promote

industrial growth in Jharkhand. The plot has enough space within its plant

boundary to accommodate the proposed project.. Thus, no change in land

use is envisaged.

There is no Reserve Forest, Protected Forest, National Parks and

Sanctuary within the 10km of Project Site.

• Land Ownership

The total land is under possession of VHPL.

• Climatic Data from Secondary Sources

The permanent meteorological station, closest to the proposed site, is at

Bareilly. Thirty years (1971- 2000) climatological data for Ranchi

observatory, as published by India Meteorological Department is

furnished as Table 1. 4.0 PROPOSED INFRASTRUCTURE

• Infrastructural Facilities

Since the proposed Project will be developed within industrial land

developed by BIADA, all the infrastructural facilities are already available.

• Industrial Waste Management

Following waste management measures which are in line with the existing

practice of other similar plants are conceived in the design to meet the

environmental standards and environmental operating conditions for the

proposed project :

Air Pollution Management

The air pollution mitigative measures conceived for the project is

summarized below:

- Water spraying is conceived to minimize dust pollution during

excavation and earth work (during construction phase).

- The DG sets have tall stack as specified by CPCB

- Use of local exhaust ventilation adequate to collect and treat

VOC emission from mixing tanks and other processing

equipment.

- Low NOx burner, cyclone etc. for controlling boiler emission

- A greenery is also developed along plant boundary to restrict air

pollution.

Water Pollution Management

Wastewater Management philosophy is based on following:

- The wastewater management philosophy will be based on

“Minimum Discharge” concept.

- All oily effluents will be diverted to Oil Water Separator (OWS).

- The waste water from OWS after removal of oil & after testing will

be used for greenery development within the depot.

- The collected slop oil will be disposed off to third party for off-site

recovery or recycling.

- Domestic Sewage generated within the plant will be treated in

septic tank and disposed via soak pit.

- Separate storm water drainage system will be provided at the

facility.

- The non-contaminated rain water will be discharged directly to rain

water harvesting pit within the facility. However, particularly during

the monsoon, any oil-contaminated rain water will be led to the

OWS for treatment prior to discharge.

Noise Pollution Management

The following noise abatement measures will be practiced :

- The equipment, which is the source of noise, have built-in type

noise control abatement technology.

- A greenery is already developed around plant boundary and other

strategic locations to reduce noise pollution.

Solid Waste Management

Following measure is followed for management of solid waste :

- Solid wastes likely to be generated from the plant includes

residual oil, spent oil, oil sludge and sludge from ETP.

- Other hazardous wastes if any like spent batteries, waste oil,

empty drums of oil/chemicals, fluorescent tubing etc. is disposed

off in accordance with approved safe procedures.

5.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN Total 0.58 Ha (1.44 acres) of industrial land of BIADA is under possession of

VHPL for implementation of the proposed project. Thus no R & R issue is

involved with the implementation of the proposed project.

6.0 PROJECT SCHEDULE AND COST ESTIMATE

• Project Schedule

It is envisaged to complete the whole project within eighteen (18)

months from the date of according Environmental Clearance (EC) for

the proposed Project.

• Project Cost The total project cost for the proposed expansion is around Rs 645.22

lakh.

7.0 ANALYSIS OF PROPOSAL

The different benefits of the proposed Project are furnished below :

Meeting National as well as Regional Demand

The proposed project will improve supply position of CTP which is a crucial

raw material for aluminium to be used as binding material for manufacturing

anodes for the electrolysis process in Jharkhand.

Physical Infrastructure

Sate Highway runs in close proximity of the proposed plant area.

Establishment of developmental projects of this category will improve the

availability of the physical infrastructures like approach roads, drainage,

communication and transportation facilities etc.

Social Infrastructure

Implementation of the project will indirectly boost up the social infrastructure of

the surrounding, like local education, medical and communication of the whole

surrounding area.

Employment Potential

The project implementation will indeed generate some indirect employment

potential. In addition to this, additional jobs will be generated by local business in

the supply of goods and services.

Thus, the proposed project has ushered in the social and economic up-liftment

of the persons living in the vicinity of the Project i.e. of society at large.
