All contractor personnel identified to provide SATCOM support on this contract shall possess and/or demonstrate recent (within the last 3-5 years) and/or relevant experience, knowledge, and training in the specific supported SATCOM area/band (e.g., Wideband SATCOM, Narrowband SATCOM, Protected SATCOM, Commercial SATCOM, EMI). The contractor shall provide approximately 6 FTEs with a minimum of 12 years’ experience supporting SATCOM area/band operations at the Combatant Commands, subordinate joint commands, and service commands. The contractor shall provide approximately 6 FTEs for expansion with a minimum of 12 years’ experience supporting SATCOM operations at the Combatant Commands, subordinate joint commands, and service commands. (PWS 2.1.1) Mr. Wright has over 12 years’ experience supporting Commercial SATCOM in the following positions: 1st SPACE BRIGADE, USASMDC and USARSTRATCOM. He also has both a Bachelor’s and Master’s Degree. His experience includes operations, anomaly resolution, recovery, reconfiguration, maintenance, terminal installation and upgrade, and International Partner (IP) SATCOM analysis and oversight. o 2013-2014: Earth Terminal Complex Arifjan Kuwait o 2010-2013: Communications Operations and Defense Satellite Operations, Schriever AFB o 2006-2010: Communication SATCOM/Space Operations, CONUS and OCONUS o 1998-2006: Transmissions Systems Operator, CONUS and OCONUS (Korea, Iraq, Germany) SATCOM systems experience include Inmarsat, iridium, Commercial C and Ku Band, Military X Band SATCOM terminals, RHN and DoD Gateways, DSCS, WGS, Wideband, Ku, C, X and Ka bands. Information (SCI) TS, SCI Eligible1.5.4.1 Technical Analysis: Provide technical analysis to support contingency and non- contingency DOD-leased Commercial SATCOM operations and planning, management, and control activities. Provide support for planning and managing requirements for users and payload requirements, encompassing legacy to future systems and requirements. Provide support for the development of new operational management, planning, and control systems tools. Support trend analysis activities and operational deficiency assessments in support of Commercial SATCOM operations and management. Review all Commercial SATCOM priorities and provide a weekly priority monitoring list to military monitoring and geographic location resources in order to protect highest priority SATCOM networks. Provide EMI support to mitigate, resolve, and recover from Commercial SATCOM interference, and support EMI resolution and coordination activities. (CDRL A003)

● Facilitated the procurement and operation of Commercial off-the-shelf deployable communications suites enhancing command and control (C2) capabilities to utilize SATCOM resources (Inmarsat, iridium, Commercial C and Ku Band, and Military X Band SATCOM terminals)

● Monitors and assesses leased SATCOM and commercial resources available to meet DoD mission requirements.

● Maintains situational awareness of outages and assists users in identifying commercial SATCOM resources available to mitigate loss of bandwidth

● Works closely with EMI manager to identify interference affecting DoD-leased SATCOM and coordinates commercial resources to assist in EMI resolution.

● Provides recommendations to update plans and policies to account for future changes in network implementation which are aligned to current operational decisions; addresses shortfalls in available MILSATCOM systems that require augmentation by commercial SATCOM Systems.

1.5.4.2 Constellation Monitoring: Support Commercial SATCOM constellation health and welfare monitoring activities. Provide support to mitigate, resolve, and recover from satellite anomalies. Provide technical input in support of constellation reconfiguration activities. Provide support to maintain contingency plans to optimize the Commercial SATCOM constellation.● Monitored constellation of Commercial SATCOM resources for health and welfare including the 97 Satellite

links on a 24/7 watch. This encompassed numerous federal agencies and international partners from (2013-2014).

● Directed and managed support to mitigate, resolve, and recover from satellite anomalies. Provide technical input in support of constellation reconfiguration activities for DSCS/WGS. Supported and managed a 20-person deployable team for trend analysis activities and operational deficiency assessments in support of Wideband SATCOM operations and management.

● Supervised the deployment and integration of the organizations entire communications infrastructure consisting of 3,200 users various classified networks.

1.5.4.3 Documentation Analysis and Review: Provide support for the revision of plans, policies, and documentation to account for future changes in Commercial SATCOM and commercial satellite payload requirements in support of operational decisions. Provide support for periodic review of instructions for current applicability and accuracy as changes occur to the space segment, control segment, and terminal segment. (CDRL A003)● Reviewed USSTRATCOM MILSATCOM current and future requirements. Worked with Joint Staff and

DISA to identify optimum implementation of requirements on available and future system resources.● Authored and coordinated USSTRATCOM contingency plans for devolution of Milstar and UHF resources to

non-Milstar EHF and UHF constellations.● Provided USSTRATCOM operational SATCOM support. This included support for requirements input into

future MILSATCOM system development to include EHF Polar and MUOS.1.5.4.4 CCMD and Other SATCOM Users Support: Provide support for coordination activities with CCMDs and other SATCOM users to assess availability of Commercial SATCOM requirements to support current and future operations, OPLANs, CONPLANs, and optimization of SATCOM resources for priority missions. 1.5.4.5 Documentation Processing: Provide support to produce orders that provide oversight and direction to the Commercial SATCOM COI. Provide support to post, edit, and maintain appropriate content on the JFCC SPACE SATCOM website in support of the Commercial SATCOM mission. Provide Commercial SATCOM subject matter expertise and document TTPs. (CDRL A003)● Mr. Wright’s career has involved producing SATCOM documentation for leaders, commanders and general

audience for subject areas including oversight and direction to the IP SATCOM COI. For example, he produced documentation providing direction to the IP SATCOM COI subordinate organizations when working with the CENTNCOM RHN and DOD Gateways ensuring accuracy and timeliness of Satellite Access Requests (SAR) and Gateway Access Requests (GAR). He produced documentation outlining oversight of the IP SATCOM COI in the Middle East Theater while coordinating the setup of the US Army’s Regional Hub Node providing Commercial Ku band and Military Ka Band operational SATCOM support for Joint forces.

1.5.5.1 Technical Analysis: Provide technical analysis to support International Partner agreements, contingency and non-contingency operations, and planning, management, and control activities. Provide support for planning and managing requirements for users and payloads, encompassing legacy to future systems and requirements. Support trend analysis activities and operational deficiency assessments in support of operations and management. Provide EMI support to mitigate, resolve, and recover from IP SATCOM interference, and support EMI resolution and coordination activities. Maintain situational awareness and provide subject matter expertise for all International Partner SATCOM agreements and IP resources available to support US missions in the event of a crisis or contingency.Mr. Wright has over 4 years’ experience providing Technical Analysis supporting International Partner Agreements, contingency and non-contingency operations, and planning, management, and control activities in the following:● Coordinated the installation, EMI analysis, and interference resolution of the US Army’s Regional Hub Node

providing Commercial Ku band and Military Ka Band operational SATCOM support for Joint forces deployed in the Middle East Theater.

1.5.5.2 Resource Monitoring: Provide support to monitor Memorandums of Understanding, Memorandums of Agreement, and Communications Agreements with IPs and foreign nations to ensure proper resource allocation and support are provided. Provide support to track and report IP usage of US resources and US usage of IP resources. Provide support for constellation health and welfare monitoring activities. Provide support to mitigate, resolve, and recover from satellite anomalies. Provide technical input in support of constellation reconfiguration activities. Provide support to maintain contingency plans to optimize the US DOD SATCOM constellations in support of IP SATCOM requirements and agreements.● Developed and managed the SOP and Memorandum of Agreements for all five (5) step side RHN’s to

streamline how all Earth Terminals conduct business with the command users and International Partners, including UK, France, Germany, Poland and Romania. Monitored constellation health and anomaly analysis and recovery.

documentation to account for future changes in IP SATCOM requirements. Specifically provided review of instructions, accuracy and speed of over 97 Satellite links 24/7 encompassing numerous federal agencies and international partners.

● 94 personal and 29 contractors in support of USCENTCOM theater combat operations Jun 2013-June 2014 utilizing Wideband, Ku, C, X and Ka band operations.

● Managed the troubleshooting, monitoring and integration and created the SOP/MOA for all 5 step side RHN’s to streamline how all Earth Terminals conduct business with the command users and International Partners, including UK, France, Germany, Poland and Romania

● Managed the availability of over 97 Satellite links 24/7 encompassing numerous federal agencies and international partners to ensure availability for priority missions.
