    7. Summary of Overall Project Progress: The first quarter of 2014 noted the following key achievements: PIGGAREP

    • Niue, Nauru, Samoa, Fiji, Tokelau and Vanuatu finished their country activities in 2013 • Solomon Islands completed installation of wind masts on all four sites; and thus

    completed all PIGGAREP activities in 1st quarter of 2014 • Nauru completed its solar PV training • Tuvalu completed its tariff review; but still awaits implementation of a solar PV project,

    in cooperation with the EU • Tonga has the first draft of a renewable energy Resource Book ready, for curriculum for

    grade 1-6 in Tonga • PNG has not had any activity

    PIGGAREP+ country activities:

    • Tonga has advanced with procurement/installation stage of solar pumping systems • Terms of reference for preparatory works published for Palau, Tuvalu, Solomon Islands,

    The Republic of Marshall Islands (RMI), Samoa, Cook Islands and Kiribati • Federated States of Micronesia (FSM) has not yet started implementation because the

    project awaited approval in Congress (the project was finally approved by Congress on April 2nd 2014).

    Administrative and financial matters: • Project expenditure for PIGGAREP by 31.03.2014 was USD172,010.73. This brings the total

    expenditure of PIGGAREP up to USD4,575,445.73 , leaving the remaining available funds for the 2nd, 3rd and the 4th quarters of 2014 at USD649,554.27.

    • Project expenditure for PIGGAREP+ by 31.03.2014 was 0, leaving the remaining balance at 3million USD. The slow expenditure is due to some challenges in developing terms of reference for technical activities, conucting procurement processes and attracting suitable candidates. The expenditure is expected to pick up in quarter 2, when the above mentioned difficulties are sorted out

    7.1 Project Monitoring and Evaluation Project Audit is commencing at the end of the quarter and will be completed by April. 7.2 Collaborative Effort and Partnerships IRENA PIGGAREP had discussion with IRENA to partner up in implementing the following activities in the next quarters of 2014:

    1. Energy Efficiency Loan Schemes capacity building activities for RMI, Tonga and Tuvalu. IRENA will be providing USD 120,000 towards this initiative and will work in

    partnership with SPREP (PIGGAREP) and IUCN to implement them complementing the establishment of Energy Efficiency Loan schemes under the PIGGAREP+.

    2. Preparatory stage in having a back to back regional workshop on Net-metering with the final MPR in July 2014

    Secretariat of the Pacific Community (SPC) PIGGAREP collaborated with the project Global Climate Change Alliance Pacific Small Islands States Project funded by the European Union and implemented by the Secretariat of the Pacific Community (SPC) regarding the Palau ToR on a solar water pumping system, to ensure that both water quality aspects and energy aspects of the solar water pump system was taken into consideration. EU PIGGAREP collaborated with the EU on the project, "Improving reliable access to modern energy services through solar PV systems for rural areas (outer islands) of Tuvalu", on the recruitment of contractors for design and installation. 7.3 Regional Activities No regional activities this quarter

    Incremental Activities

    Rakahanga Wind/Solar Hybrid FS Project

    The Monitoring Surveillance and Quality Assurance (MSQA) components of these three activities were completed in quarter 1 which completed all activities under PIGGAREP. CATS Projects carried out the MSQA of the projects. Project quality management includes the processes required to ensure that the project will satisfy the needs for which it is undertaken and that it complies with AS/NZ ISO 9000 or equivalent. The project requirements for inspection and testing are set out in the Principal’s Requirements. The Contractor will be required to prepare an Inspection and Test Plan for each major component and installation. Inspection and testing records will include records identifying exactly what was tested or inspected, by whom, when, actions arising to address any issues identified and signed by inspector.

    Pukapuka/Nassau Solar Grid Connect Project

    Manihiki Solar PV Mini-grid connected project

    PIGGAREP+ Solar PV system installed in Palmerston island

    In the first quarter, Cook Islands has completed the preparatoy works for installation of solar panels on Palmerstone Island. Based on the report, tender for preparation of Installation Design/Plan for the Solar PV Power Generation System was published and a contract award to Power Smart Pty Ltd of New Zealand. The company sumbitted an offer to complete installation by December 2014, and will also take care of procurement of equipment.

    Fiji Activities Status as of End of Quarter

    Incremental Activities

    1. Formulation of Net-Metering Policy for Grid - Connected Renewable Energy Generation Systems in Fiji

    Contract has been awarded and Contractual Agreement is progressing towards signing. The contract is expected to be signed by mid-April, and the activity is expected to be completed by early May. The reason for delay in the contract signing was price negotiations (travel included in quote or not). The Fiji Department of Energy found a solution, which was to pay travel from the Finance department.

    Federated States of Micronesia Activities Status as of End of Quarter

    PIGGAREP+ Sustaining Renewable Energy and Energy Efficiency Measures in Micronesia (SREEM)-FSM: Improving energy efficiency in the utilities in the 4 states.

    The implementation of this project has been delayed as a result of FSM policy of approving all projects in Congress. Close collaboration with the national coordinator to ensure progress for PIGGAREP finally resulted in approval on April 2nd 2014.

    Kiribati Activities Status as of End of Quarter

    PIGGAREP activities were completed in October 2013. PIGGAREP+ Biofuel for Power

    Generation (BIOGEN) Terms of Reference for the preparatory works of the copra biofuel mill and system were published by SPREP, closing date April 4th. http://www.sprep.org/attachments/Tenders/tender_%20piggarep_kiribati3.pdf

    PIGGAREP+ Sustaining Renewable Energy and Energy Efficiency Measures in Micronesia (SREEM)-Palau

    Terms of Reference for the preparatory works of the solar water pump system were published by SPREP, closing date April 14th.     Republic of Marshall Islands Activities Status as of End of Quarter

    PIGGAREP+ Sustaining Renewable Energy and Energy Efficiency Measures in Micronesia (SREEM)-Palau A. MEC Power Plant Performance Improvement

    • Conducted power plant testing and analysed and interpreted the performance of each power power plant stations 1 & 2 fuel storage and handling systems. Performed by Bilico and Sons Engineering, on

    • Funds for Marshall Ilands Development Bank will be channeled through the MEC; the first installment was made in February 2014.

    • Three proposals were received with an additional two companies expressing interest.

    • MIDB selected consultancy services offered by Kaleb Udui, former director of the National Development Bank of Palau (NDBP), which currently has a successful RE Home Retrofitting Loan Program

    • Capacity building on RE and EE loan schemes scheduled for May 19-23, 2014. A partnership for PIGGAREP+ with SPREP, IUCN and IRENA.

    Samoa Activities Status as of End of Quarter

    PIGGAREP activities were completed in September 2013.

    PIGGAREP+ Biogas for electricity generation (BIOGEN) – in Piu Village and Samoa Land Corporation

    • Request for Tenders were published through national procurement with deadline March 10th 2014; http://www.sprep.org/regional-tenders/recruitment-of-biogas-based-power-generation-experts

    • A national company has been identified, contract negotiations are ongoing.

    Solomon Is Activities Status as of End of Quarter

    PIGGAREP activities were completed in January 2014. The wind monitors have a warranty period of 12 months. PIGGAREP+ Solar PV powered Rural

    Tonga Activities Status as of End of Quarter

    PIGGAREP: Incremental Activities

    Capacity Strengthening to Sustain and Disseminate Renewable Energy Knowledge

    A draft renewable energy Resource Book for students in 1-6th grade is ready. A graphic Designer engaged to design the layout and illustrations. Next steps are consultation and approval of final version of the book. Expected completion: Early May.

    Environmental Impact Assessment for solar water pumping project in Ha’apai islands

    A contractor has been selected; contract is expected to be signed shortly. New expected date of completion is early May.

    PIGGAREP+ Solar PV water pumping • Technical Evaluation and engineering design of the solar powered water pumping systems and tender documents for installation of project was completed.

    • The tender for installation and equipment in the 10 villages closed 26th March.

    • Evaluation of tenders and awarding of contract for procurement of equipment and installation will be done in Q2.

    Tuvalu Activities Status as of End of Quarter

    PIGGAREP: Incremental Activities

    Improving reliable access to modern energy services through solar PV systems for rural areas (outer islands) of Tuvalu

    • Capacity building of an IT officer to design and maintain TEC website in quarter 1. The purpose of improving the website is to ensure continuous, updated communication to external parties on energy related projects in Tuvalu, including PIGGAREP. The web page will support TEC’s promotion of increased share of renewable energy in Tuvalu’s energy mix, and inform of ongoing projects such as the Tuvalu energy efficient demo fale currently under implementation.

    • The EU component (installation of solar systems) published the tender for installation of the system and evaluated offers in Q1. Installation of the solar system is expected to start in Q2.

    The Study of Electricity Tariff Reform including development of Net-

    • Final report of Tariff Review Study received and will be published on SPREP’s webpage

    • Parts of the funding for this activity was reimbursed to the project as cost

    Vanuatu Activities Status as of End of Quarter

    PIGGAREP: Incremental Activities

    Wind Atlas • Data collection for the wind atlas continues. • Request for Tenders for development of the wind atlas closed on 21st

    March. Evaluations are underway and Contract should be awarded in April.

    • It is anticipated that wind atlas will be completed in early July. Developing Productive Use of Renewable Energy - Social aspects of Vanuatu Talise hydro Project

    This activity was completed in quarter 1. Officers from the Energy, Forestry and Fisheries Departments and the commercial Banks conducted a training workshop for the communities in and around Talise hydropower plant to train them on ideas and initiative of how to utilize the power from the mini-hydropower in generating income. More than 50 people participated in the training. This was conducted in late February instead of January due to prior commitments by the Forestry, Fisheries and the bank officers.

    10. Challenges/Issues Encountered The following challenges were encountered during the quarter, causing delays in the progress of the activities in the some countries:

    1. Lack of capacity and time of the national coordinators to expedite the process in development of TORs;

    2. Limited interested parties submitting proposals for the published Request for Tenders and TORs;

    3. National requirements on further approval, delaying implementation of activities. 11. Solutions Applied (to address issues and challenges)

    1. The issue on the “Lack of capacity and time of the national coordinators to expedite the process in development of TORs”. UNDP and PMO stepped in to assist the countries with the development of TORs to support the countries and expedite the process towards engaging potential experts to implement the activities;

    2. The issue of “Limited interested parties submitting proposals for the published Request for Tenders and TORs”, some of the TORs have to be re-published like Tuvalu Demo Fale and Energy Efficiency Loan scheme as a result of this. UNDP also assisted by contacting some potential experts directly through their network to disseminate the information as wide as possible to engage more interested parties.

    3. The issue of “National requirements on further approval, delaying implementation of activities”, FSM had to go through a Congress approval before implementation starts and this prolong delay of implementation and affect completion dates of activities.

    12. Recommendations for Future Action

    • First month of quarter 2 to focus on completing outstanding activities; • Complete compilation of all relevant reports from PIGGAREP 1 in preparation for the

    terminal evaluation; • Quarter 2 to focus on producing results and impacts, development of case studies to

    showcase at the SIDS conference, and complete the GHG emission report. • Quarter 2 to also focus on the evaluation of bids for the PIGGAREP+ activities and target

    to reach procurement of equipment stage for all activities by end of quarter 2 (June); • Commence preparation for MPR;

    13. Project Finance The 1st quarter of 2014 reflected 42.5% of funds budgeted for of $405,152.26 advanced expended. Actual fund spent for the quarter was USD 172,010.73 The breakdown of the PMO expenditure is presented in Table 4.
