PRESIDENT ÊS MESSAGE It gives me great pleasure to present the 2011/12 So ball Queensland Inc (SQI) Annual Report. Change con nues to play a major role in our opera ons and our planning for the future.

Last year, as part of our new strategic approach, we implemented a new and more modern Cons tu on. Consistent with these changes, 2011/12 has seen the review of a significant number of By‐Laws to support our journey ahead. It has been pleasing to see a number of District Associa ons adopt our new template Cons tu on and By‐Laws, suppor ng a co‐ordinated approach to management across our sport. On a na onal front, we are very proud of the efforts of the Under 19 Queensland Men’s team which won the Na onal Championship. Well done to all the players and officials on this achievement. Congratula ons to all of our other teams who performed extremely well in their relevant Divisions. You have all done us proud. The inaugural Under 15 Na onal Regional Championship was held in Rockhampton in July and was a great success, so much so that the 2012 Championship will also be held there. Congratula ons to everyone involved, but especially to the Rockhampton & District So ball Associa on, its volunteers and the SQI staff who made this event the success that it was. Queensland players con nue to be recognised with selec on in na onal squads and teams. There has been a significant number over the past year. Congratula ons to all those selected and all the best for those who will represent Australia at World Championships over the next year. While we are performing well as an organisa on, there are s ll a number of challenges ahead that we need to meet. Membership numbers have declined across the sport na onally and it is important that we adopt new strategies to a ract people to our sport, and to retain current members. To this end, the SQI Board and staff have made a commitment to support the District Associa ons through a co‐ordinated sign‐on campaign, new compe on structures and the re‐establishment of so ball in Burne , Granite Belt and the Townsville regions. It is pleasing to note that with the assistance of a small band of local enthusiasts, Townsville has achieved immediate results with a Senior Women’s compe on up and running and interest being shown in both Men’s and junior compe ons. Thank you to all members and staff involved in these ac vi es.

Awards play an important role in volunteer organisa ons and a major review of the SQI Awards Framework has been undertaken. Most significant has been the establishment of a new Legends’ category and it is most fi ng that the two stand out contributors to Queensland So ball, Mack Gilley and Audrey McLaughlin AM, have been recognised as the inaugural inductees in this cate‐gory. Congratula ons! Further recogni on of our representa ve players has progressed with the alloca on of player numbers to our Queensland Senior Women’s Representa ves. Several events have been held to issue cer ficates and I have personally had the honour to present one cer ficate to a former representa ve now living overseas who was “home” on holidays. In addi on, SQI has expanded its Service Award category to include Awards at a variety of intervals, recognising the commitment and contribu on of a wide range of volunteers. These are being progressively rolled out. I encourage all District Associa ons to reward their members by nomina ng them for SQI Service Awards. In July we welcomed Samantha Mathers to our Board as an external member. Samantha has brought a wealth of knowledge and business acumen to the Board as a result of her significant legal and consul ng background. The Board con nues to iden fy such opportuni es through the conduct of regular evalua on and skills audit processes. SQI has also con nued to provide support to So ball Australia Limited (SAL) with a number of our members making significant contribu ons to SAL Commi ees. Lastly, I would like to recognise and congratulate So ball Maryborough and the Toowoomba So ball Associa on on their 60th Anniversaries. I had the honour of a ending Maryborough’s celebra on dinner where Women’s and Men’s 60th Anniversary Teams were named and Clubs from the past were recognised and celebrated. General Manager, Sue Nisbet, a ended Toowoomba’s event and was equally impressed with their celebra on. Both Associa ons celebrated in style both on‐the‐night and throughout the season. I would like to thank everyone involved for their ongoing support and commitment to So ball in Queensland over the past year. It is greatly appreciated by us all at Board and Office level. YEAR IN REVIEW It is with pleasure that this report is submi ed to the members of So ball Queensland Inc outlining the ac vi es undertaken during the 2011/12 year. Whilst the past year has not been without its challenges, including the ongoing impact of the 2011 floods and cyclones, progress has been made in a number of areas and there is much to celebrate. We welcomed new Board Member, Samantha Mathers, following her elec on at last years’ AGM. Samantha brings a wealth of knowledge, experience and skills which strengthen our business acumen and provides an external perspec ve to discussions. So ball Queensland is in the second of the three year funding agreement with the Queensland Government. At this point in me, there is some uncertainty regarding the level of ongoing funding for sport as the new State Government is yet to deliver the budget for the 2012‐13 year. We are very grateful for the support so ball has received from previous governments and look forward to working closely with the Department of Na onal Parks, Recrea on, Sport and Racing to deliver sport par cipa on opportuni es to keep people ac ve and engage in a healthy lifestyle. The Associa on remains financially strong and stable returning a small surplus for the year. In addi on to the funding received from the Queensland Government through the State Sport and Recrea on Organisa on Development Program, SQI is also supported by the Queensland Academy of Sport, Canterbury Interna onal (CCC), Easton, So ball Australia Ltd and our preferred suppliers OAMPS and Yellow Cabs. We thank each of them for their con nued support of So ball Queensland and the service they provide. The SQI Board has undertaken a number of ac ons to improve the governance of SQI. These ac ons include undertaking a Skills Audit and Board Evalua on, commencing the development of a risk management plan for strategic risks and con nuing to update the By‐Laws and Policies following the adop on of the new Cons tu on. The 2012‐13 Opera onal Plan has been developed and is monitored at each Board Mee ng. A Member Survey was conducted with 90% of respondents indica ng a high level of sa sfac on with the support and services provided by So ball Queensland. The Board has considered the strategies suggested to improve and expand services and where possible will provide the specific assistance requested in partnership with the District Associa ons. LOCAL SPORT AND RECREATION JOBS PLAN A new funding program was launched by the Queensland Government aimed at building the capacity

of local sport and recrea on organisa ons. A survey was conducted to determine which associa ons were interested in par cipa ng in this program. It was iden fied that a number of local councils had been successful in gaining funding for this program and were suppor ng the so ball associa ons in their area. The remaining associa ons were offered the opportunity by So ball Queensland to form a cluster group with other associa ons or their clubs. Seven associa ons accepted this offer. Three applica ons for funding were submi ed with two being successful. Ray Diamond has been appointed Co‐Ordinator for the Bundaberg cluster group and Karen Robe appointed Co‐Ordinator for the cluster group comprising Burne , Logan City, Redcliffe, Suncoast‐Hinterland and Wynnum Associa ons. Their responsibili es include assis ng the cluster group members with promo on, acquiring sponsorship and grants, building their capacity to deliver improved services and governance, upda ng Cons tu on & By‐Laws and liaising with local council and external organisa ons on a range of ma ers. These associa ons will benefit enormously from the project and other District Associa ons and member clubs will indirectly benefit through the development and sharing of resources. PARTICIPATION So ball Queensland conducts and supports the delivery of a number of par cipa on programs to recruit and retain par cipa on in so ball throughout the State. These programs include: • Four So ball Clinics with over 195 par cipants • Seven Have A Go Days with over 170 par cipants • Eight Simple So ball programs with 272 par cipants • 17 School Pathway Programs with 885 par cipants • Four School Holiday Programs with 67 par cipants • Five OzPitch and Social So ball compe ons, 22

teams with 262 par cipants So ball Queensland supported the development of so ball in Stanthorpe over the past twelve months. Stanthorpe Sports Associa on has joined SQI as an Associate member. Since then, the Granite Belt So ball Associa on Inc has been established, a Have‐A‐Go Day and Simple So ball program have been held and plans are underway for the first season to be held in Summer 2012/13. INDIGENOUS COMMUNITIES Mornington Island The Mornington Island So ball Program was part of the Mornington Island Sports League project designed to increase sport par cipa on opportuni es for the Mornington Island community and specifically women and girls. The program was managed by Womensport Queensland, funded by the Queensland Government

and delivered in partnership with So ball Queensland. So ball Australia provided equipment and educa on resources for the project. The program in 2011 built on the founda on laid in 2010 and whilst it wasn’t without challenges achieved the following outcomes: a. approximately 160 school students in modified

so ball ac vi es and games and culminated in a Sharks versus Dolphins match (girls only);

b. an a ernoon/evening compe on for adults was conducted under lights. Par cipant numbers were sufficient to field two teams and concluded with a BBQ and the presenta on of par cipa on awards. A further 20 children par cipated in a modified game during the adult game. Par cipa on numbers were admirable given the challenges for reaching the wider community without a co‐ordinated local effort in 2011.

d. Knowledge of game play, officia ng, scoring occurred informally through game play.

In moving forward to provide ongoing spor ng (including so ball) opportuni es on Mornington Island, local capacity building will con nue through funding from the Federal Ac ve A er School Communi es Program. This funding was secured through the support of the Mornington Island Sports League Project led by Womensport Queensland in partnership with So ball Queensland. Funding will provide support to deliver 2‐3 sessions per week for 7 weeks during terms 1 and 2 of spor ng opportuni es (that can now include so ball) a er school hours in 2012. We have been advised that PCYC resources including staffing have been pledged. Furthermore, PCYC staff will also work towards AASC community coach qualifica ons with other community members iden fied in the original applica on. In the case of the Mornington Island Sports League Project, ongoing rela onships with the School and PCYC are important to enable con nued expanded delivery of spor ng opportuni es for women and girls on the Island. With commitment from Island based organisa ons responsible for the delivery of sport and recrea onal opportuni es and the provision of sufficient funding support, so ball is poten ally a growth opportunity, especially for women and girls on Mornington Island. Sistas In Sport (S.I.S) Project – Maryborough Women’s So ball Program Maryborough SA has supported the establishment of the Kahwun‐Wooga Black Beau ez Club and is commi ed to con nuing this support to ensure the ongoing viability and growth of the club. The club was established through the provision of funding to promote ac ve par cipa on in sport and Close the Gap in Aboriginal and Torres Strait Islander health disadvantages. In this ini al year, one team par cipated

in the Maryborough compe on with plans for an expansion next year to include a junior team. SPECIAL OLYMPICS Work is con nuing with Special Olympics ‐ Breaking the Barriers to integrate So ball into their program. Ipswich So ball and Ipswich City Council are partnering with Special Olympics and So ball Queensland to deliver a Come and Try Day as well as a Gala Day. It is planned that the Gala Day will be both par cipa on and compe on based and will be the selec on point for players into teams. Special Olympics has appointed a head coach and a program coordinator. So ball sessions are to be conducted in Special schools. Other regions have expressed an interest in being involved however, at this stage it is important to conduct a successful pilot program before considering rolling it out further. SAL COMMUNITY COACH PROGRAM So ball Queensland has commi ed to working with SAL to deliver the Community Coach Program throughout Queensland. The purpose of the program is to: • Achieve consistent, high standard community

coaching across Australia • Build a so ball coaching workforce with the

appropriate coaching skills and training to coach at community level and support the consistent delivery of programs

• Ensure players develop the right so ball skills to have a safe and fun experience, enhance their social and compe ve playing experience and move into the elite development pathway should they choose to;

• Provide the firth step on the coach development and career pathway

• Provide be er support and coaching resources for coaches working at all levels

A pilot program will be held at Logan City SA before the end of June and rolled out to targeted associa ons across the State beginning later in 2012. As funding will be provided to deliver this program, it is essen al that par cipa ng associa on agree to comply fully with the program requirements in order for SQI to achieve the agreed outcomes. STATEWIDE INFRASTRUCTURE PLAN As part of the current funding agreement, So ball Queensland is developing a Statewide Infrastructure Plan which will assist District Associa ons when applying for funding to improve their facili es. It is planned that the project will involve the following: • Facility and site inspec ons of all South East

Queensland Associa on facili es and up to 7 regional facili es with photographic records compiled.

• Consulta on with all Associa ons, Regional offices of Sport and Recrea on and ongoing liaison with So ball Queensland to verify findings and confirm

final Facility Plan structure • Future considera on to include the analysis of

relevant popula on projec ons, assessment of local membership trends and Facility Plan development including priori sed recommenda ons

NATIONAL  SPORT  &  ACTIVE  RECREATION  POLICY FRAMEWORK The Na onal Sport and Ac ve Recrea on Policy Framework provides a guide for the development and alignment of policies, strategies and programs by Governments across Australia in order to deliver a high performing sport and ac ve recrea on system that delivers: • Increased par cipa on • Success in Interna onal compe on • Strong na onal sport compe on The Framework iden fies agreed na onal priori es for the next 10 years and sets out the roles & responsibili‐

es of the three levels of Government, Na onal Spor ng Organisa ons, State Spor ng Organisa ons, Associa ons and Clubs. In addi on to the three priori es listed above, the other na onal priori es iden fied in the Framework are: • System sustainability • System alignment and collabora on • Helping to meet broader objec ves • Research and data review In consulta on with the Member States and Territories, So ball Australia will review their Strategic and Opera onal plans to ensure they are consistent with and support the delivery of the priori es set out in this Framework. This will impact on all levels of so ball throughout Australia. SOFTBALL AUSTRALIA LTD (SAL) So ball Australia has undertaken a comprehensive market research program with the overall strategic objec ve to develop an evidence‐based approach for SAL’s par cipa on, membership, social and coaching programs, as well as products, services and commercial strategies. The ac ons arising from the research will impact on how so ball is delivered across the na on and whilst there are difficul es in implemen ng change, it is impera ve that we work together to ensure so ball remains relevant and a culturally significant sport to the Australian community. A Membership Review Project was also undertaken to develop a different membership model which will see the introduc on of different membership categories to incorporate all par cipants in so ball e.g. School Sport So ball, Indigenous Communi es and Special Olympics. A review of na onal events is being undertaken with the poten al for changes to occur in the structure and

ming of na onal events. This is likely to have an

impact on the ming of State Championships and possi‐bly provide an improved model for par cipa on in so ball events. The development of the CRM system is progressing slowly. Member States are now able to make changes to the website template and a new website for clubs and local associa ons has been released. The development of the database is proving to be a source of frustra on for all involved and it may be some me before it is implemented. So ball Queensland members con nue to contribute to the governance of SAL. Dennis Cullen has been a Director of SAL since 2009 and was elected as Chairman in May 2011. Jodie Bowering and Tricia Sibraa are members of the Events Commi ee, Mark Jeppesen ‐ Membership Commi ee; Sue Nisbet ‐ High Performance Commi ee and Audrey McLaughlin AM is on the History and Recogni on Commi ee. OLYMPIC GAMES The Interna onal So ball Federa on has announced that so ball is back in the running for a spot on the Olympic Games programme for 2020. It is highly likely that a joint proposal for women’s so ball and men’s baseball will be presented to the IOC with a decision on which sport the IOC will add for the Summer Olympics to be made in 2013. SCHOOL SPORT SOFTBALL SQI is proud to support School Sport So ball to deliver their programs and championships. State Championships are held for both Primary and Secondary Girls and Boys with the Primary School Girls So ball Championship being one of only a handful where all twelve regions are represented. Thank you to Russell Miller, Ma hew Harrison, their hard working secondary and primary school commi ee members and the teachers who give freely of their me to ensure so ball remains a sport of choice in the educa on sys‐tem. PLAYER NUMBER PRESENTATIONS So ball Queensland ini ated the acknowledgement of past senior representa ve players by awarding a player number to each open representa ve on their debut for Queensland. The first presenta on was made to female representa ves in November 2011 with a significant number of ladies from the first decade in a endance. The first men’s presenta on will be made at the 2012 Men’s State Championship. RETIREMENT In April 2012, Josh Davison announced his re rement following an outstanding career represen ng both New South Wales and Queensland. He represented Australia for five years at the open level un l he decided to re re from the game in 2000. A decision to return to the game and play the John Reid Shield in 2009 for his new state, Queensland, ignited a successful return to

the sport for Josh. His performance at this tournament earned him selec on in the Aussie Steelers team for the 2009 ISF World Championships, where the Aussie      Steelers created history by winning the World Championship tle. Josh coached the Queensland Under 17 Boy’s Team to win the 2011 Under 17 Boy’s Na onal Championship. It is hoped that he returns to the diamond in a coaching role in the future. SQI STAFF Staff posi ons remained rela vely stable this year with just one major change to the full me staff when Michael Shaw returned to Canberra and John Bu erworth was recruited to fill the Development Officer role in September 2011. In the High Performance area, Fabian Barlow commenced as Head Coach on 2 May 2011 and Bronwyn Marshall, Elite Program Co‐Ordinator, concluded her contract with SQI on 30 April 2012. Jess Muller who was assis ng with the website also finished during the past year to begin her career in marke ng. It is appropriate to acknowledge the many members of the So ball Queensland family for their contribu on to the sport. Thank you to the dedicated volunteers including the SQI Board, Opera onal Commi ees, Technical Directorates, Awards Panel, State Team Officials, Commissioners and Member Protec on Officers. Our sincere apprecia on is also extended to our consultants, Major League Corporate Marke ng, and lawyer, Basil Wright, for their con nued support and the staff who work diligently and with good humour to support the District Associa ons, state teams and the many volunteers at club level to deliver so ball throughout Queensland.

  AWARDS & RECOGNIT ION We welcome new SQI Awards Panel members Sue Sanders (Chair) and Marion Ivanoff, who join Ma Gowty on the SQI Awards Panel. Sue is a past Secretary of Brisbane So ball Associa on and Marion was a Queensland Women’s Team representa ve in 1962 and 1964. Her Queensland Player Number is 86. In 2011, So ball Queensland expanded their awards and recogni on program to include more categories and link the SQI program to the So ball Australia, QSport and Womensport Queensland Awards programs. The first of the new awards will be an‐nounced at the 2012 SQI Awards Dinner. Congratula ons to the members of the So ball Queensland community listed below who were recognised in the 2011‐12 year for their contribu on, achievements and service to our sport. EVENTS Carnivals In addi on to the regular so ball season, Brisbane, Noosa and Suncoast‐Hinterland Associa ons held junior carnivals and Mackay, South Brisbane, Maryborough and Hooters Club (Wynnum) all held Masters Tournaments in 2011/12. NEW EVENTS SQI is cognisant of the need to strategically retain current players as well as recruit and a ract new players, officials and supporters to the game of so ball. Following the workshop conducted at the 2011 AGM on the Delivery of So ball in Queensland, SQI has commenced working with District Associa ons on the development of new events. One of these is the proposed South East Queensland U15 & U17 Compe ‐

on. The introduc on of a new Home and Away compe on in South East Queensland for three months between September and December is seen as an opportunity to create a compe on with greater variety and in turn make it more exci ng for all U15 and U17 compe tors. “Home and Away” and ‘Club Championship’ models are being considered. In addi on to the compe on for South East Queensland, discussions will be held during the next year with associa ons located in Wide Bay and Central Queensland to iden fy opportuni es for new events in their regions. Another new venture will be the introduc on of a Queensland OzPitch Championship. The model will be developed in consulta on with the host associa on with the inaugural compe on to be held in the la er part of 2012.

OTHER EVENTS Round 2 Gilley’s Shield So ball Queensland, in partnership with Brisbane So ball Associa on, hosted Round 2 of the Gilley’s Shield 25 – 27 November 2011. With six states and the New Zealand na onal team par cipa ng, spectators were able to witness some of the world’s best female so ballers in ac on. Thank you to Brisbane SA for their

reless efforts in delivering this quality event. So ball Fes val A So ball Fes val, comprising an OzPitch compe on and a Tee Ball carnival, was planned to be held in Redlands. Unfortunately, due to insufficient nomina‐

ons the event was postponed. Suncoast‐Hinterland So ball Associa on will host the So ball Fes val ~ Suncoast, at Mooloolah Valley Mul Sports Complex. The Fes val will also raise funds for The Colby Speare Founda on. This event has been postponed twice, March and April 2012, due to wet weather and is now rescheduled for August 2012. The Fes val will include a fun‐filled Come and Try Clinic for children and an OzPitch Tournament for adults with a focus on corporate and community teams. Burne So ball Associa on has partnered with Relay For Life and will hold their So ball Fes val in September.

HIGH PERFORMANCE COMMITTEE & COACHING TECHNICAL DIRECTORATE

So ball con nues to be a Partnership Program within the Queensland Academy of Sport (QAS) structure and we extend our apprecia on to the QAS, led by Benne King and Barry Dancer, for their on‐going support of So ball. The QAS provides financial support and access to services and facili es for the so ball program at both the state and na onal level. So ball Queensland also acknowledges the financial support provided by So ball Australia to assist with the delivery of na onal squad training and travel costs for the teams par cipa ng in the Gilley’s Shield. When the full‐ me QAS So ball Program changed from a Primary Sport to a Partnership Sport within the QAS as a result of so ball not being accepted as a sport in the 2012 Olympic Games, So ball Queensland undertook a review of the High Performance Program. The High Performance review that was presented to the SQI Board in February 2009 made several key recommenda ons to ensure the primary elements of the QAS program were maintained. These recommenda ons were:  Coaches ‐ that a full/part me head coach be employed and professional development provided to the coach together with the appointment of appropriate assistant coaches through a formal iden fica on procedure.  Facili es – to retain access to well maintained facili es and provision of sufficient training and playing equipment. Strength and Condi oning – to contract a strength and condi oning specialist to write and deliver individual training programs for squad members and conduct fitness tes ng as required. Compe on – to con nue accessing quality compe ons con nue and the provision of subsidies to relieve associated compe on costs.  Administra on – to establish a strong and effec ve administra on system. The SQI Board adopted the recommenda ons. The current status of the key recommenda ons from the review of the high performance program is outlined below.  Coaches ‐ Fabian Barlow was appointed So ball Queensland Head Coach May 2011. Fabian was previously the AIS and Australian Women’s Team Head Coach and has played for the New Zealand Black Sox in ISF Men’s World Championships. This full me posi on

Whilst the QAS program was provided to Queensland’s elite female players, the program has been extended to include both an elite Men’s and youth program resul ng in the appointment of addi onal coaches to assist with the co‐ordina on and delivery of these programs. Kim Cooper, Brooke Wilkins and Kevin Jenkins assisted with the female Youth Development program for U17 and U19 Australian squad members and Lexie Pearce co‐ordinated the male Youth Development program for U17 and U19 Australian squad members. Facili es ‐ access to quality training facili es was available at Brisbane and Redlands with sufficient training and playing equipment provided. Strength and Condi oning ‐ a fully equipped weights gym has been set up at Downey Park by So ball Queensland. This gym is available to the members of the female elite squads and Heat team and must at all

mes be used under the supervision of qualified strength and condi oning coaches. SQI has entered a partnership with the University of Queensland and they provide the appropriately qualified coaches to develop and supervise the players' programs and sessions. Fitness tes ng has been carried out throughout the season. The Australian Open Men’s squad members were offered gym membership to assist with their strength and condi oning requirements. The program is developed and overseen by the So ball Australia Strength and Condi oning Coach. Compe on – Queensland Heat and Patriots competed in the Gilley’s Shield and John Reid Shield respec vely. The cost of par cipa ng in these championships was similar to the previous year. So ball Australia once again provided funding towards the travel costs for all teams par cipa ng in the Gilley’s Shield. In addi on, three Queensland teams par cipated in the Southern Cross Challenge held in Christchurch, April 2012. Administra on ‐ The Elite Program Coordinator provided the administra on and co‐ordina on of the program. This included supervising and mentoring the Head Coach, progressing the integra on of the path‐way for the women, consolida on of the Youth Development programs, working with the Patriots Head Coach to deliver the men’s elite program,

liaising with the So ball Australia High Performance Manager and repor ng to the QAS and SQI. The Elite Co‐Ordinator concluded her contract with SQI on 30 April 2012 and the requirements of this posi on have been distributed between the SQI General Manager, Opera ons Manager and Head Coach.  Programs The Youth Development Programs incorporate the Australian underage squad members and iden fied Queensland athletes. The 2011 programs commenced with a camp involving the Australian U19 coaches and the State coaches in the lead up to the Interna onal Youth Cup held in July and con nued through to their par cipa on in the World Championships (U19 Women) in December and the Australian Under 19 Men’s Team tour to Argen na in September. A Heat Academy squad was selected and played in the Interna onal Challenge in Sydney in July. To further her development, Kim Cooper acted as Head Coach with Fabian Barlow and Brooke Wilkins, her assistant coaches. Athletes in the Aussie Spirit and Aussie Steelers teams compe ng in 2011 interna onal events were provided with training in the lead up to their events. Jade Wall was selected in the All Star team at the conclusion of the Canada Cup. The 2012 Queensland teams were selected at the State Championships and prepared for the Na onal Championship campaigns under the direc on of the State Team and Satellite Coaches. The Under 17 and 19 teams began their prepara on with a state camp in October. The Queensland Under 19 Men’s Team won the Nox Bailey Shield losing only one game during the championship. With 101 runs for and 66 against, and led by new coaching staff in Tony Cailo o (Head Coach) and Chris MacRae (Assistant Coach), both former Patriots and Australian representa ves, this win was the first for the team since 1993. The Under 17 Girls were Runners‐Up and Heat, Patriots, Under 19 Women and Under 17 Boys teams finishing in third posi on. Individual Awards were won by: • Sandra Holden (Queensland Heat): Lorraine

The Elite Program Head Coach visited three Regional Academies during 2011 to assist the coaches with their development. It has been iden fied that there needs to be more focus on the feeder systems from the Regional Academies to the State underage groups and that the coaching standards at this level need to be improved. These will be topics for discussion at the 2012 Coaching Forum.

A Ba ery Camp was held at Redcliffe in June 2011 with 30 athletes and 15 coaches from the following regions of Queensland: Mt Isa, Cairns, Mackay, Rockhampton, Bundaberg, Maryborough, Hervey Bay, Toowoomba and the greater South East Queensland area.  Coach Development Ninety‐six coaches completed their accredita on requirements during 2011. The first pilot of the Level Three course was delivered to 10 par cipants in April 2012. Level Two is currently being reviewed and updated in accordance with Australian Sports Commission requirements. District Associa ons are encouraged to organise face to face accredita on courses for Levels 1 to 3 to improve the quality of their coaches. Coach workshops were held with Australian Under 19 and 17 Men’s Head Coaches, John Neilsen and Kathy Horton in April 2012. Workshops were also held during the 2011 Australian Under 15 Regional Championship by So ball Australia coaches Jenny Cassidy and Raelene Jeffries. The annual Coaching Forum was a ended by 23 par cipants. The program included presenta ons by Anne Vogler (baserunning), Kim Cooper and Fabian Barlow (defensive strategies, playing the ou ield and skill acquisi on). Workshop topics included Regional Academies, Under 15 Regional Tournament, Coach Accredita on, Mentoring and Recogni on, SAL Community Coach Program and Regional Coaching Commi ee. Development Pathway Review A broad review of the Athlete Development Pathway was undertaken by the Elite Program Coordinator. A survey of the Under 17, Under 19, Open State Team players and coaching staff and the Regional Academy coaching staff was conducted. This was followed by a focus group mee ng held in March to discuss the findings and prepare a final report for presenta on to the SQI Board. Thank you to the High Performance Commi ee members John Bright (Chair), Heather Law and the SQI staff who support the HPC and also to the Coaching Technical Directorate members, Jenny Vandenhurk (Chair), Brooke Wilkins, Lexie Pearce and Shane Morgan for providing the leadership for these programs. MARKETING Major League Corporate Marke ng, SQI marke ng consultants, has been very busy assis ng SQI and District Associa ons with promo on and marke ng, recruitment ac vi es, media and e‐communica on. Major League con nued to focus on raising the profile of the sport through the media which resulted in $144, 500 in media coverage for the 2011/12 period. Queensland Heat and Patriots players were used as the flagship iden es and were supported by statewide coverage of state team selec ons and outcomes of State and Na onal Championships. So ball was featured in episodes of Totally Wild during the past year which showcased Queensland Heat, junior so ball and the Yellow Socks Day. In addi on, Major League invited So ball Queensland to par cipate in the Brisbane Fitness Expo at the Brisbane Conven on and Exhibi on Centre. Major League con nued to produce video for the So ball Queensland You Tube Channel and promoted the Queensland Heat and Patriots na onal championship campaigns. Major League developed and implemented the promo onal plan for 2011 Australian Under 15 Regional Championships which resulted in both print media and television coverage on Channel 7 and WIN TV. Six edi ons of the So ball Queensland e‐newsle er, Grand Slam, which is produced by Major League, were distributed throughout the year and other special alerts featuring informa on on the on teams, compe on results, na onal selec on and specialty ac vi es such as the ACT For Kids Race Day and Totally Wild screening date. Major League assisted Rockhampton, Caboolture and Logan City to gain media coverage for their sign‐on campaign and provided District Associa ons with updated marke ng resources including a CD which contained sign‐on adver sing resources featuring: • Community service announcement • Two promo onal posters • Sponsorship proposal and media release templates District Associa ons and clubs including Algester, Burne , Cairns, Springfield Lakes OzPitch, South Brisbane, Stanthorpe, Suncoast‐Hinterland and Wynnum, were provided with promo onal support for Have‐A‐Go Days, Simple So ball programs, compe ons and events. Promo onal flyers and post‐ers were developed for specific ac vi es and DA’s

reported that Major League provided mely assistance and were easy to deal with. The So ball Queensland Board receives detailed monthly reports from MLCM, which clearly outlines all ac vi es for the previous month. The services and support provided by Jason Greenhalgh and his team at Major League Corporate Marke ng to so ball in Queensland are very much appreciated. Our ever increasing number of ‘officials’ are doing a great job in keeping current with all changes and advances made with both the paper and technology side of scoring.       

Monthly Mee ngs: Mee ngs are held on the 2nd Thursday of each month. Annual Combined Forum: Our 2011 Forum once again was well a ended with all Associa ons being represented by Associa on personnel. Once again our session with umpiring provid‐ed great discussion and debate. Technology in scoring is becoming a major focus and was highlighted at the forum.

Interna onal / Na onal Events: Congratula ons  to Kirsty Andrews on her appointment and successful tournament with the Australian U19 Women. Chris Trengrove spoke about the advantages of the program over Scorekeeper etc. Not having the web updates to do has made it a much easier tournament to conduct  Queensland sta s cians were seconded, appointed by SAL or volunteered their services at Na onal Championships. PDA's v iScore: iScore has come out as the preferred op on for the scoring technology. It is much more user friendly and the applica on itself costs about $11 which is much less expensive than Scorekeeper or Scorepad. However, the hardware is more expensive. The iPad, iPhone or Tablet vary in cost but is much more useful than the PDA ever was. A very successful iScore training/workshop weekend was conducted by Kirsty Andrews who excelled with iScore while away with the Na onal U19 Women.  Newsle ers / Website: Val Cross was once again editor of our newsle er and we thank her for persis ng with this onerous task. It is s ll widely distributed with Papua New Guinea maintaining regular contact with Val on ma ers rela ng to scoring as well as other topics of interest.  Database: The scoring database provides a list of each District Associa on of their accredited scorers. Hopefully this means that it will be more manageable and Scoring Coordinators will then be able to keep check on who needs reaccredita on and when it is due. NOAS Accredita on/Reaccredita on: It is an ongoing process but results are slowing star ng to filter through, we have found that one problem was with not all scorers cking the ‘new card’ sec on on the NOAS form, but it is now being stressed at lectures that this sec on must be completed if a new card is required. The no fica on of renewal advices is not fully opera onal and the Na onal Panel has indicated that this is one of the priori es to enable a smooth flow on without having to go through the RPI procedures if any great length of me lapses between expiring and renewal. How the database has been broken down will enable Associa ons to assist with this. Level three NOAS scheme has been accepted by the ASC, It involved adding a prac cal game to the assessment criteria. The marking scheme etc. will be forwarded to the State Associa ons in due course. In the mean me we will con nue with the original assessment and add a scored game. This publica on has a wide audience base and is available by email, although they can also be sourced through resource gallery on the umpiring website. DEVELOPMENT PROGRAMS/CLINICS/APPOINTMENTS Basic Clinics A number of District Associa ons conducted internal clinics. Once again, few requests were received to conduct Basic clinics. This area received con nued a en on during the 2011 forum, and has become a greater focus with the Commi ee. Rela onship with Educa on Queensland The posi ve rela onship between SQI and School Sports con nues to be reinforced through the structured umpiring pathway that was developed in 2009. SQI’s Umpiring Directorate has provided management crews to State finals of School compe on and has again conducted assessment of candidates at these events.

Cameron Ryle was appointed to the Na onal Secondary Schools Championships in April‐May, 2011 and recently was reappointed to that event for 2012. Keana Holmes was appointed to the Na onal Primary Schools Championship in November, 2011. Interna onal appointments Queensland has been well represented in the last year with a number of umpires being selected for interna onal appointments: • Patricia Sibraa appointed SAL Technical Delegate

and Oceania Deputy UIC at the ISF Open Men’s Qualifier, held in Canberra in December 2011. 

• Darren Sibraa appointed to the ISF Open Men’s Qualifier, held in Canberra in December 2011. 

• Patricia Sibraa (UIC) and Ian Frame officiated at the Edebone‐Weber Women’s test series between Australia and NZ that was held in Canberra in January 2012.

• Darren Sibraa is a member of the ISF Rules Commission

• David Casey and Norelle Thomas were appointed to travel as the team umpire with the Queensland Southern Cross team to Christchurch, NZ in April 2012.

• Helen Strauss and Yvonne Kahler were appointed to the IX World Junior Women’s Championship in Cape Town, South Africa in December, 2011.

2011 COMBINED TECHNICAL DIRECTORATE FORUM The annual umpire’s forum was held on July 23 – 24, 2011 as part of the Combined Technical Directorate forum. During the forum all so ball Directorates, Umpiring, Coaching and Scoring, were able to a end a combined session that covered several topics including enforcement of the pitching rules and review of recent rule changes and interpreta ons. The forum also provided the first opportunity to announce the 2011 Umpiring Award winners to their peers. The recipients were: Patricia Bichel Senior Umpire of the Year – Helen Strauss; SQI Junior Umpire of the Year – Gillian Opie; and SQI District Associa on Development Award – Bundaberg So ball Associa on. A range of topics were covered throughout the forum, including District Associa on Coordinator responsibili es, communica on, umpire accredita on and development, exam analysis, state championship responsibili es, and presenta on of District Associa on reports. All delegates were reminded of the requirement to share the forum material with their respec ve District Associa ons. IN CONCLUSION I would like to congratulate all those District Associa ons that have implemented training programs and conducted clinics within their own associa on. Our season never ends, there are always games requiring umpires and District Associa ons requiring help. The Queensland Umpiring Commi ee con nues to work extremely hard. The Masters Tournament has come to a close for its 12th year!

Amongst the compe on, partying and exci ng mes over the weekend, I’m sure many great memories and friendly rivalries were made. The So ball Queensland Masters Tournament con nues to grow each

year and this year was no excep on.

Teams hailed from all over Queensland: Townville, Roma, Bundaberg, Mackay, Rockhampton, Glad‐stone, Hervey Bay, Noosa, Sunshine Coast, Redlands, Logan, Toowoomba, Ipswich and the Gold Coast, and also from across the border in NSW: Coffs Harbour, Tweed Heads and Sydney, just to name a few.

There were 93 teams that descended on Meakin Park to take part in the tournament. Our 1200 players par cipated in 307 games played over 3 days.

FINANCE REPORT Once again it is my pleasure to provide the Finance Report of So ball Queensland Inc (SQI). Again, as in previous, I extend my thanks to the SQI staff, par cularly Sue Nisbet and Joan Jackson, for their con nued efforts and commitment to ensure the ongoing financial stability of SQI. I also extend my thanks to the So ball Queensland sponsors and preferred suppliers for their con nued support. Without the support of Queensland Government, Queensland Academy of Sport and our valued commercial sponsors, SQI would not be able to con nue delivering the services, programs and ini a ves that are currently being offered. However, with the flow‐on effect of the GFC and more recently the natural disasters across Queensland, the uncertainty of the State and Federal Government funding programs and the ever increasing costs incurred in opera ng So ball Queensland at the high level we’ve all become accustom to, we need to be cau ous and mindful that every dollar spent will assist our sport in moving forward. The Auditor’s Report indicates a very small surplus for the past financial year. However, member numbers have declined over the past year which resulted in a $6,000 decrease in registra on income. Therefore, con nued planning and the introduc on of strategies to retain exis ng members and increase delivery and par cipa on in our sport are impera ve. The proposed increase to the registra on fees will assist the financial stability of SQ into the future. The Queensland Government has indicated that expenditure cuts will be made across all departments and that whilst par cipa on in sport is important, the key outcome will be “Value for Money”. This, together with the con nual 10% increase in all fees and charges by So ball Australia and the need to forge forward to increase the delivery and par cipa on in our sport, makes it necessary that the proposed 5% increase in registra on fees be accepted for the upcoming year. Without this small increase the SQI Board may need to reconsider expenditure over the next budgeted period.
