1. Introduction
1.1 Background about Islamic Relief
Islamic Relief Worldwide (IRW) is an international aid and development charity, which aims to alleviate the
suffering of the world's poorest people. It is an independent Non-Governmental Organization (NGO) founded
in the UK in 1984. As well as responding to disasters and emergencies, Islamic Relief promotes sustainable
economic and social development by working with local communities - regardless of race, religion or gender.

Islamic Relief Palestine (IRPAL) is an affiliate of Islamic Relief Worldwide, active in the Palestinian territories
since 1998. IRPAL has its main office in Gaza city. IRPAL supports the Palestinian people through three main
programmes: Humanitarian, Community Development and Child Welfare & Education. IRPAL is working to
improve the wellbeing of vulnerable people, deliver life-saving emergency aid, enhance education
environment, reduce the humanitarian impact of conflict, empower communities to reduce poverty and

1.2 Background about TVET in Palestine
The Palestinian National Authority (PNA) and namely the Ministry of Education & Higher Education (MoEHE)
and Ministry of Labour (MoL) are undertaking comprehensive reorganization of the Technical and Vocational
Education and Training (TVET) sector. At present (TVET) is carried out in separate types of institutions that are
run by the MoEHE (Vocational Secondary Schools and Technical Colleges) and MoL (Vocational Training
Centers), with different skill-levels, different course-periods (9 months, 11 months or 24 months) and different
curricula.
1.3 Background about EYE II
During the period of 2013- 2016, IRPAL in partnership with MoEHE and MoL, contributed in improving the
quality of, and access to TVET as well as the labor market system by implementing "Enhancing Youth
Employability in the Gaza Strip project -phase I'' under the umbrella of the Palestinian National TVET strategy
(revised in 2010).
In order to continue contributing to the sustainability of market-driven TVET system, "Enhancing Youth
Employability (EYE) in the Gaza Strip Project -phase II'' is implemented by IRPAL in partnership with MoEHE
and MoL (from December 2016 till May 2019).
EYE project- phase II shall achieve 3 main objectives:
a. TVET Centers of Competence1 operate efficiently, effectively & sustainably.
b. Enhanced Coordination and linkages amongst TVET stakeholders.
c. Enhanced effectiveness and sustainability of OSS2 and Labor Market Information System (LMIS)
services.
1 Center of Competence (CoC) is the same concept as Center of Excellence which refers to labor market oriented TVET
institute, characterized by competitive and upgraded physical training environment, market driven update curricula, qualified staff and provides high quality services specialized in a specific economic sector
2 One Stop Shop (OSS) is a global concept describes an upgraded and advanced employment and training office, which provides high quality employment services and career guidance

2. Statement of Work
2.1 Mission Purpose
During previous stages, EYE II project helped 3 CoCs and OSS develop their promotion & marketing plans.
Following this stage, and as a response to CoCs & OSS needs to effectively implement their marketing plans,
this ToR aims to engage a consultancy firm which will supervise and facilitate the implementation of E-
marketing tools and technique. The following details clarifies the mission scope of work:
2.2 Scope of Work
In close coordination with CoCs & OSS teams, the facilitator will be responsible for following tasks:
A) Preparation:
A1) Familiarize themselves with various TVET interventions and challenges in Gaza.
A2) Prepare an inception report that includes detailed work plan.
B) Training & Coaching:
B1) Implement social media platform training, mainly Facebook & Instagram.
B2) The training program is designed based on participants’ needs assessment that should encompass the
following:
• Developing the participants’ skills in using social media, especially, Facebook & Instagram.
• Developing the participants’ skills of using the online marketing tools and content development
by social media platforms.
• Training on Content Management (Script, Graphic, Visual)
• Identifying measures and indicators.
• Developing the participants’ skills in social media marketing campaign.
• Each trainees should produce social media campaign for their institutions.
B3) Participant: Two Group (20-25 participant in each group).
C) Practical implementation:
Implementation will serve the following marketing objective:
1. Increase enrollment to CoCs & OSS. Through:
C1) Design and prepare 8 Sponsored advertisement & publish it via the Facebook page of CoCs & OSS for
following specification:
Target Group: from 14 – 24 years old of both genders (males, females) within Gaza Strip area.
The advertisement shall reach 50,000 person of the aforementioned group.
The duration of publishing is 15 days.
8 Sponsored advertisements, 2 advertisements per each CoCs/ OSS.
2. Promote the services of CoCs to the community. Through:
C2) Design and prepare 4 Sponsored advertisement & publish it via the Facebook page of CoCs & OSS for
following specification:
Target Group: from 18 – 55 years old of both genders (males, females) within Gaza Strip area.
The advertisement shall reach 100,000 person of the aforementioned group.
The duration of publishing is 15 days.

4 Sponsored advertisements, one advertisement per each CoCs/ OSS.
3. Market CoCs graduates to the private sector,
Increase enrollment to CoCs & OSS, and
Promote the services of CoCs to the community. Through:
C3) Design and prepare 20 advertisement & publish it via the Social media platform of CoCs for following
specification:
Target Group: from 14 – 55 years old of both genders (males, females) within Gaza Strip area.
20 advertisements, 5 advertisements per each CoCs/ OSS.
C4) Produce and Design 4 videos (As AJ+ video) & publish it via the Facebook page of CoCs & OSS for
following specification:
Target Group: from 14 – 55 years old of both genders (males, females) within Gaza Strip area.
Preparing and writing the script of the video.
Work produced and directed the video excellently.
High resolution video Full HD.
Appropriate music background, images, and infographic. (if needed).
Time: 50 second to 90 second.
4 videos, one video per each CoCs/ OSS.
3. Deliverables
Inception report.
Kick of meeting.
Social Media training (Two Group).
Social media campaign for each CoCs & OSS.
Training material.
In coordination with CoCs & OSS teams, submit advertisement time schedule.
Sponsored advertisement progress reports showing measures, indicators, and obstacles.
12 Sponsored advertisements & 20 advertisements.
4 videos.
Final Report.
4. Time Frame
This task should be implemented during September –December 2018.
Number of working days shall be proposed by the consultants within implementation methodology.
5. Reporting
The consultant will work closely and report to IRPAL TVET Project officer.

6. Proposals submission
This call is opened Only for consulting firms from the Gaza Strip.
Consultants shall submit "one original copy" of the Technical and Financial Proposals in a package
containing two separate envelopes (sealed and stamped) as follows:
The first envelope must be clearly marked “TECHNICAL PROPOSAL”.
The second envelope must be clearly marked “FINANCIAL PROPOSAL”.
No financial information shall be contained in the Technical Proposal otherwise the offer will be cancelled
and excluded from the evaluation process.
Consultants shall not be entitled to compensation related to costs of preparing the proposals.
6.1 Technical Proposal
Content of Technical Proposal
The technical Proposal shall ONLY and CLEARLY include the following sections:
Section 1: Introduction and Relevance to Assignment
This section must only include the following:
Letter of motivation including: The consultant (1) understanding and (2) relevance to the assignment
(Please don’t copy/paste from the ToR)
Team structure
Team composition
Relevant experiences of team. (Submit your C.V.)
Sample of successful in similar assignments.
Section 2: Qualifications
At least B.Sc. in Media, IT, E-Marketing, Social Media, Multimedia, Media production or another related field
Section 3: Methodology and Work Plan
What the team consultant will do to effectively perform the assignment, how? And what tools, techniques,
staffing plan and time frame will be used?
6.2 Financial Proposal
The financial proposal shall show all the direct costs related to the implementation of the assignment
while other operational costs such as communications, movement ...etc. should be implicitly
included.
The price shall be in ILS per working day (8 working hours-5 days a week), as per the following table:
IRPAL projects are exempted from VAT, so the consultancy firms shall provide zero VAT Stamped
invoice and source deduction certificate.

7. Evaluation of Proposals
The evaluation of proposals (Technical and Financial Proposals) will be made using the Quality and
Cost Based Selection with a total score calculated out of 100%, of which 70% is the weight of the
Technical Proposal and 30% is the weight of Financial Proposal
Only the technical proposals submitted within submission date will be opened.
7.1 Evaluation of the technical proposal
1st stage: Prerequisite:
Applicants will first be assessed based on the team structure, composition, and last five relevant
experiences (section 1 of proposal) to the following thematic areas:
- E-Marketing.
- Social media training.
- Multimedia.
- Media production.
- Track record of successful achievement in of previous social media training, sponsored
advertisement, social media campaign and results, designs & media production.
Only applicants who pass this stage will be eligible for the 2nd stage of evaluation

2nd stage: Collective evaluation
The evaluation of Technical Proposals will be out of 70 marks according to following criteria:
8.2. Evaluation of the Financial Proposal
The financial proposals would only be opened for the bidders who pass with a score of 55 out of 70 in the
technical offers. IRPAL is not restricted to least prices.
8.3. Proposals Submission Date and Address
Please submit your proposals by 16.08.2018 (13:30 pm at the latest) at the following address: Islamic
Relief, Palestine Filed Office Al- Dawli building 2, 26A Medhat Al-Wehidi St., Rimal South.
Following submission, IRPAL may engage in further discussion with applicants concerning quotations in
order to ensure mutual understanding and an optimal agreement.

Any Proposal received after the due date will be rejected.
9. Contract
IRPAL will be responsible for all contractual matters relating to this assignment.
10. Method of Payment
Financial payment shall be made twice in October 2018 and December 2018 after the submission and approval of assigned deliverables.
This payment will be made into the Consultant’s pre-agreed bank account.
