Environment Management Plan

1. Introduction

This report discusses the management plan for mitigation/abatement of adverse

environmental impacts and enhancement of beneficial impacts due to mining. The

EMP has been designed within the framework of various legislative and regulatory

requirements on environmental and socio-economic aspects.

M/s. Rai Bahadur Seth Shreeram Narasingdas Private Limited proposes to conduct

opencast fully mechanized method quarrying for Manufactured Sand and Road

metal extraction of 2315425.5 Tons/annum in an area of 24.21 ha at Survey No. 24

(569), 854, 855, 857, 858, 859 & 860, Somandepalli Village and Mandal,

Ananthapuramu District, Andhra Pradesh State. Capital cost for the proposed M

Sand manufacturing activity is Rs. 30 Crores.

M/s. Rai Bahadur Seth Shreeram Narasingdas Private Limited is conscious of his

environmental responsibility towards the society in minimizing the pollution load

due to this project and accordingly decided to prepare Environment Management

Plan. The objective of preparing environment management plan is to delineate

effective measures to control and to mitigate the environmental pollution. This

report presents the environment management plan, detailing the environmentally

sound technology and the measures needed to contain and mitigate the anticipated

environmental impacts due to the project.

2. Objectives

This report aims at both financial and socio economic viability with financial

analysis and sustainable socio economic benefits. The project is proposed by Rai

Bahadur Seth Shreeram Narasingdas Private Limited for setting up stone Quarrying

operation, along with Crushing and Screening plant for M-Sand production

Anantapuramu District

3. Company Back Ground

The project of M-Sand Production unit is undertaken by M/s. Rai Bahadur Seth

Shreeram Narasingdas Private Limited Company Sri Ajay Saraf is the Director of the

Company. RBSSN Private Limited company (formerly RBSSN) was established

during the year 1951. It is an ISO 9001-2008 & ISO 14001-2004 certified;

environmentally conscious, Iron Ore mining and Processing Company in India;

approaching its operations in a sustainable and eco-friendly manner. The company

operates two mining leases located at Kariganur village, near Hospet, Karnataka.

The two leases were recognized as "A" category Representative Mine of Hospet -

Bellary sector by the Honourable CEC; a committee appointed by the Honorable

Supreme Court of India purely on the grounds of technical leadership and ethical

way of operation. RBSSN Private Limited has set up a 5 Million Tonne Per Annum

(MTPA) Beneficiation Plant with a futuristic vision, employing jigging and wet

beneficiation processes, enhancing sub grade Iron Ore into high grade Iron are,

aiding better utilization of the natural resources.

RBSSN Private Limited has required experience and resources for setting up of fully

mechanized Quarrying operation and advanced Crushing and Screening plant for

M- Sand production.

4. Plant Location

The proposed M Sand manufacturing unit located at Survey No. 24 (569), 854, 855,

857, 858, 859 & 860, Somandepalli Village and Mandal, Ananthapuramu District,

Andhra Pradesh State. The quarry lease area falls in the Survey of India topo sheet

no. 57 G/9 with the co-ordinates of Latitude 13°59'42.55"N and Longitude

77°36'48.29"E with an elevation of 785 m. The nearest village is Somandepalli located

at a distance of 1.4 km from the QL area in NW direction. The major road access is

NH 7 (Bangalore – Hyderabad) located at a distance of 1.5 km in North direction.

Cart road is available from main road to lease area. Nearest town is Penukonda

located at a distance of 9.5 km in NW direction. Railway Station is Chakarlapalli

located at a distance of 3.3km from the QL area in NW direction. There are four

reserve forests with in the 10 km radius. Penukonda RF is located at a distance of 4.3

km in NW direction. Somandepalli RF is located at a distance of 1.6 km in NE

direction. Kaligera RF is located at a distance of 6.7km in NE direction. Errakonda

RF is located at a distance of 7.3 km in SE direction. There is no sensitive area like

national park, wildlife sanctuary, state/national boundaries observed in 10km

radius.

5. Land use pattern of the Plant area

Area provided for the M Sand manufacturing is 10 acres. Plant and machinery and

parking area 4 Acres of land is provided and 6 acres of the land allocated for storage

of raw material and finished products.

6. Manufacturing process

Manufactured sand (M-Sand) is an alternative for river sand. M-Sand is an

environment friendly substitute to fast depleting river sand. Due to fast growing

construction industry, the demand for sand has increased tremendously; causing

deficiency of suitable river sand in most parts of India, Due to the depletion of

good quality river sand for the use of construction, the use of manufactured sand

has been, increased. Another reason for use of M-Sand is its availability and less

transportation cost. Since this sand can be crushed from hard granite rocks, it can

be readily' available 'at the nearby place, reducing the cost of transportation from

far-off river sand bed. Thus, the cost of construction can be controlled by the use

of manufactured sand as an alternative material for construction. The other

advantage of using M-Sand is, it can be dust free, the sizes of m-sand can be

controlled easily so that it meets the required grading for the given construction.

The artificial sand produced by proper machines is a better substitute to river

sand. The sand must be of proper gradation (it should have particles from 150

microns to 4.75 mm in proper proportion). When fine particles are in proper

proportion, the sand will have fewer voids. The cement quantity required will be

less. Such sand will be more economical. Demand for, manufactured fine aggregates

for making concrete is increasing day by day as river sand cannot meet the rising

demand of construction sector. Natural river sand takes millions of years to form

and is not replenishible. Construction of personal homes, business complexes,

public amenities like Govt., Buildings, Roads, Bridges, Hospitals, Schools are

increasing day by day in and around Gorantla and Hindupur Talukas. To cater for

the demand and expansions, lot of civil works & constructions are, being

implemented. Due to this present market scenario there is huge demand for M-sand

and aggregates, which can be effectively produced & supplied by setting up a

crushing & screening plant. At present there is limited stone quarries & crushing

plants in and around Somandepalle and there is huge present demand for M-Sand

and crushed aggregate material. In view to cater for this huge demand for M-Sand,

it is proposed to set up a full-fledged mechanized quarry with advanced crushing

and screening M-Sand plant. The yield of M Sand manufacturing is 75.5 % and

waste <0.075 mm is 24.5 %. The Process flow chart is presented in Figure A.3.

7. Market Potential

Demand for manufactured fine aggregates for making concrete is increasing day

by day as river sand cannot meet the rising demand of construction sector; because

of its limited supply, the cost of Natural River sand has sky rocketed and its

consistent supply cannot be guaranteed. Under this circumstances use of

manufactured sand becomes inevitable. The area is undergoing tremendous

infrastructure development work. The State and Central Governments' as well as

private sectors are planning to set up industries and enhance infrastructure in and

around the area; there exists huge demand potential for M-Sand and aggregates.

Hence the proposed project is viable and profitable.

8. Inflation Effects

Inflationary effects of around 10% have been considered while preparing the

projections.

9. Machinery Requirements

Machinery has been selected to maintain optimum level of productivity and

efficiency. The machinery selected is well proven in the field an extensively used in

the M-Sand Sector. M-Sand will be produced using three stage crushing and

screening process wherein a system of Jaw Crusher, Cone Crusher and Vertical Shaft

Impactor (VSI) Crusher will be used; thereafter washing plant will be used for

separation of M-Sand and water consideration.

10. Transport

The unit proposes to utilize the local transport tippers, tractors on hire basis for the

procurement of raw material from the quarries and dispatch of produced saleable

product.

11. Environmental Impact

Environmental protection is an issue that no organization can neglect and hope to

survive. The products of civilization are being dumped upon the environment to a

degree that the environment finds difficult to assimilate. The key to the success of

the integrated approach to pollution prevention and control is the management and

operation of the organization. Effective committed management delivers a

successful operation. As total commitment to the environment, not just for

compliance with legal or regulatory compliance will be the essence of environment

management. Many companies have recognized the benefits of implementing an

effective environmental management system. Environmental management plan can

be effectively implemented to mitigate the pollution levels by observing the

following:

a. Pollution will be prevented or reduced at the source

b. Pollution that cannot be prevented will be recycled in an environmentally safe

manner.

c. Pollution that cannot be prevented or recycled will be treated in

environmentally safe manner and

d. Disposal and other releases into the environment will be used only as a last

resort and will be conducted in an environmentally safe manner.

The proposed project is stone quarrying. The mine owners are aware of the

adverse impacts due to the mining activity and propose to initiate a number of

measures for the environment protection within the mine area and in the

surrounding areas. The company has a stated environmental policy of ensuring

regulatory compliance with respect to the statutory laws and regulations and

those periodically issued by the Ministry of Environment, GOI, New Delhi,

CPCB, New Delhi and State Pollution Control Board.

Impact on Natural Environment

The site does not encompass any sensitive flora or fauna given that the land is

mostly barren with .granite rocks as small hillocks. The site is devoid of any

hydrological features such as rivers, spring or wetland.

Dust Emission Impact

Sources of dust emissions inherent to the crushing operations will be mitigated by

the use of water sprinklers, as appropriate and where necessary. Traffic by trucks

which cause dust will be suppressed by regular water sprinkling on roads. Further

the Occupational Health & Safety measures will be implemented in the production

planning.

Noise Impact

Noise impact to the nearest human receptors will be negligible as the site is far from

residential places. Notwithstanding the fact, noise suppression measures will be

taken to reduce noise generation levels at source. The workers and operators

working in the vicinity of noise producing machinery will be provided with

necessary ear protection equipment.

Traffic Impact

The M-Sand plants are situated adjacent to quarries from where raw material is

supplied; there will be less traffic on village roads. The plant is also located near to

National Highway; hence the output or saleable material will be transported using

the Highway, reducing traffic on internal roads.

Socio - Economic Impact

There is a huge deposit and proposed plant provides direct employment operators,

administrative staff, maintenance staff, etc., & also indirect employment for truck

drivers, helpers, mechanic, etc.,

Impact Assessment

From evidence complied above, it can be assessed that the environmental impact

risk associated with the operation of crushing unit at this location is minimal. The

proposed Quarrying operations and M-Sand Production plant shall comply with

concerned industrial standards and applicable regulations.
