1. INTRODUCTION

Welcome to China Rally Zhejiang Longyou 2007 Brief introduction China Rally Zhejiang Longyou 2007 has been included in FIA Sporting Calendar as the 7th round of FIA Asia-Pacific Rally Championship. This event is sanctioned by the State General Administration of Sport and FIA, organized by Federation of Automobile Sports of China, co-organised by the People’s Government of Zhejiang Longyou County, and it will be run from 9th to 11th November in Longyou County, Zhejiang Province. Longyou, which is one of the counties of Quzhou City, Zhejiang Province, is an important traffic center connecting nearby areas. It is about 400 km from Longyou to Shanghai, the largest city of China, 200 km from Longyou to Hangzhou, the capital city of Zhejiang Province, and about 300 km from Longyou to Ningbo, which has a very excellent port ranking the 15th largest container harbor all over the world. And there are superhighways between Longyou and the above-mentioned cities. Furthermore, it is convenient to reach Hanzhou Xiaoshan International airport, Shanghai Pudong International airport, and Shanghai Hongqiao International airport through superhighways. There are international airlines from these airports to main cities of Asia, Europe and Australia. Longyou owns a long history and brilliant culture. It has been 2229 years since the foundation of Longyou County. Nature endows Longyou with mountains, hills, plains and rivers altogether. Peaks, cliffs, caves, stones, pools and lakes integrate the human culture into typical sights with over 100 protection units of culture relics at municipal, provincial or national level. Longyou Folk House Center in Jiming Hill which gathers many ancient buildings of the Ming and Qing Dynasty, the Great Bamboo Sea of West Zhejiang in South Longyou, the Three-folded Cliff and the ancient Zhaoqing Temple of the Tang Dynasty, are all loved by tourist both from domestic and abroad. The famous Longyou Grottos, featuring magnificent scale, scientific structure, exquisite decoration and complicated puzzles, is praised to be an Age-old Mystery and the World Ninth Wonder. Longyou Grottos, which is a state-level AAAA tourist attraction and important protection unit of cultural relics at provincial level, is an excellent destination for tourists. In possession of the best gravel tracks through forest of bamboo, Longyou is suitable to hold rally competition. In order to develop the motor sport better, an integrated circuit is also built where one special stage being conducted.

2. HISTORY History of the event Since 1997, China Rally has been conducted as a round of FIA Asia Pacific Rally

Championship successfully for nine years being a leading event of motor sport in China with more and more drivers from Japan, Malaysia, India, UK, Italy, Denmark, Australia and New Zealand to participate in. The event enjoys good reputation in the public, which attracts media from domestic and abroad to report it, and the event is covered intensively on TVs, radios, newspapers and magazines. Our National Rally Championship was successfully held between 2003 and 2005 in Longyou, proceeding last year’s the FIA Asia-Pacific Rally Championship (APRC), China Rally. This year the APRC China Rally Longyou will be held on 9th – 11th November. And there will be more and more participants from overseas and domestic to enjoy this event.

7. ADVERTISING Advertising Advertising is permitted on the car in accordance with the Article X of the FIA General Prescription. Competitors who accept the Organizer’s advertisement must reserve on each side of the front of the car, two spaces 10cm high x 30cm wide (A1and A2), plus one space 10cm high x 8cm wide as indicted on the follow diagram.

9. FEATURES OF THE RALLY

9.1 Service Parks The workshop and the service park of each leg are situated in the same location with 15000m2 and it is about 2 kilometers from Service Park to HQ. Please refer to the Road Book. The electric power, water, washroom and guarding will be available. The layout of Service Park refers to Appendix 2-1. 9.2 Refuel Zone A refuel zone is adjacent at the exit of the Service Park of each leg. A sign of blue fuel tub will be set up at the In/Exit. The time of refueling will be added into the target time of next liaison. 9.3 Registration for Reconnaissance and Administrative Checks

Competitors are required to hold a signed Administrative Clearance Form prior to Scrutineering. 9.4 Scrutineering Drivers should take Scrutineering Form, FIA homologation paper, spare turbo and transmission box, triangle sign, driver’s equipment (including helmet, overall, balaclava, gloves, underwear, socks, and shoes) with competing cars to accept Scrutineering. The layout of scrutineering area refers to Appendix 2-2. 9.5 Ceremonial Start A holding area will be set up in front of the Headquarters, and all competing cars will be led to the ceremonial start by police car. The holding time is referred to Rally Guide II or supplementary regulations. And the layout of the ceremonial start is referred to Appendix 2-3. 9.6The finish procedure is as follows:

The above procedure duplicated for the first three outright drivers. The specific layout of China Rally Finish refers to Appendix 2-4.

10. RECONNAISSANCE 10.1 Arrangement The reconnaissance time will be Wednesday 7 November 2007 at 1200-1730 and Thursday 8 November 2007 at 0700-1200. The schedule of reconnaissance refers to Rally Guide II and supplementary Regulation. 10.2 Plates Please collect your Recce Plates from the Secretariat from Monday 5 November to Wednesday 7 November before you commence your reconnaissance. 10.3 Direction As per the Supplementary Regulations, crews are forbidden to drive in the opposite direction to that of the rally, under pain of exclusion, including reconnaissance. 10.4 Vehicles All reconnaissance vehicles must be standard production models. For further information, please refer to the FIA General Prescriptions applying to all FIA Rally General Prescriptions. The Tyres Used in Reconnaissance During reconnaissance the tyres used must be designed primarily for normal tarmac use. The tyres used during reconnaissance must not exceed a tread depth of 8.5mm. Straight circumferential grooves may be no wider than 10mm, all other grooves at any angle to the circumference may be no wider than 7mm. 10.5 Infringement Any crew caught infringing reconnaissance regulations shall be subject to the monetary fines and the possibility of being refused a start.

13. FUEL The fuel complied with the provisions as in Article 259-9 of the Appendix J to the FIA international Sporting Code is permitted, including the official FIA fuel. 14. INSURANCE 14.1 Public Liability The Public Liability including the Third Party Liability of the rally cars at the event is covered by the Organizers. The insurance will come into effect from the Scrutineering on Thursday 8 November 2007 and will cease at the end of the rally (Sunday 11 November, 2007) or at the moment of retirement or exclusion from the event. 14.2 Personal injury insurance and medical insurance All crews are required to have personal injury insurance and medical insurance up to and no less than RMB250, 000. For oversea crews, personal travelling insurance is required in addition. Those insurance policies are required to be produced at Registration and to be shown at Administration Check. 14.3 Third Party Liability for the cars imported

The participant’s vehicles including the temporary imported vehicles except rally car at the event is compulsory to have the local Third Party Liability of the settlement of no less than RMB100, 000. The insurance policy is required to be produced at Documentation and Administrative Check. The insurance service is also provided at the registration. Insurance premium for the Third Party Liability of each vehicle is 600 RMB. (Note: This insurance will come into effect from 00:00hrs on the next day and will cease at the end of the 2400hrs on Tuesday 12 November 2007). According to the regulation coming into effect recently by the Chinese Traffic Law, a Minimum Third Part Insurance (MTPI) is compulsory to all vehicles on road. All the vehicles have to be with MTPI at the event. The service of MTPI is available at the Rally Office during the Administration with the premium of 150 RMB per car. 14.4 Asia Emergency Assistant (AEA) In an effort to ensure your safety, the Organizing Committee has authorized Asia Emergency Assistant International Pte. Ltd. (AEA) to offer medical transfer service for overseas participants during the Rally. All oversea team members including competitors and working staff are kindly required to provide the medical insurance details. These will be crucial if utilizing medical service offered by the Organizer.

15. IMPORTATION OF VEHICLES AND SPARE PARTS For your convenience, FASC will provide necessary assistance to facilitate the temporary import and re-export of the equipments of all teams participating in China Rally, and will also liaise with Customs for the temporary inspection office at Rally Head Quarter. 2007. Pls arrange shipment to arrive at the above mentioned sea/air port during 28th- -31th Oct 2007. Vital Note: 1st to 7th October is Chinese National holiday. If shipment is failed to arrive at the above-required seaport or airport by the deadline stated above, there would be extra cost occur and shipment may not be delivered as scheduled timetable to the Rally headquarter. It normally takes 5 working days for customs clearance after shipment arriving at the port, based on sufficient documentation being provided to the forwarding agent, and takes 1 more day on inland haulage to the Rally headquarter. According to Customs regulation, fuel import should apply import license in advance. 15.2.2 Frequently asked questions: 1) How and where to send the documents?

a. No ATA Carnet is required for Chinese Customs formalities. Instead, it’s Chinese Customs Temporary Import Permit that must be applied in advance by the organizer. So everything the shipment content should be exactly the same with the application.

b. After arranging shipment transported to China, please immediately send by email full set of scanned docs (incl. B/L, packing list with declared value & Non Solid Wood Packing declaration or Fumigation certificate when shipment contains Solid wood packing materials) to the forwarding agent.

c. For time efficiency, TELEX RELEASE of carrier’s ocean b/l is required. No need to send original b/l by courrier.

2) How to arrange re-export after China Rally? Please inform the forwarding agent in written form before 9th Nov 2007, the returning destination of the shipment, in order to make a timely arrangement on booking space and customs inspection after the Rally competition.

RADIO 2-way Radio 2-way radios are permitted to operate only on government controlled and designated frequencies in The People’s Republic of China and must be licensed as per the radio equipment form which must be lodged with the Event Secretariat by Thursday 18 October, 2007. 17. GENERAL INFORMATION 17.1 Registration Competitors are kindly requested to collect the Competitor Kits, Recce Plates and Rally Plates from the organizer. Vehicle & Registration Licensing According to the current Chinese Traffic Law, anyone seeking to drive in the Event without a China Driving License must apply for the Chinese Driving License; all the vehicles used for rally must be issued with the Vehicle Licenses and Plates. Please forward the documents by following with your Entry Form to Beijing Event Secretariat before Thursday 18 November, 2007. A: The copies of your current driving license and passport, 4 photos; B: A photo of the vehicle like appendix 1. * Please note that the above-mentioned three kinds of licence is restricted to be effective during the official route of the event, valid from 0000hrs Thursday 1 November 2007 and expires by 1800hrs 17 November. 17.2 Testing Any crew apply for the testing should be forward the application to Rally Secretariat before 1700hrs 2 November 2007 Rate: RMB1000 per hour Place: Chencun

17.5 Driving in China Driving Safely! Please ensure you take extra care when passing through villages and towns whist traveling between Special Stages. If driving during darkness take extra care to avoid vehicles and road traffic that may not have adequate lighting. Keep Right Drive on the right hand side of the road. Give way to pedestrians, trucks, buses and bikes. Emergency Vehicles Speed Limits and Penalties a. Competition Cars in the road sections during the running of rally b. All the Vehicles (except the Competition Cars during the running of rally) Attention: For the safety, all the vehicles used in the Event have to drive within the Rally Area. Safety Belts It is compulsory for drivers and passengers to fasten a safety belt when driving in China. Drunk Driving is forbidden! Police may stop motorists to take a random breath test. If you are asked to test, you must comply. Speed Limits and Penalties Throughout the entire reconnaissance and the rally, the crews must strictly obey the traffic laws of China. The speed limit except in active stages are as follows:

☆ Through the towns and villages 50km/h ☆ In the areas of narrow road condition or heavy traffic 60km/h ☆ In the areas of good visibility and light traffic 80km/h

A booklet containing three (3) infringement notices will be issued to all vehicles associated with the rally (Competitors, Service Crews and Team Vehicles). Police in charge of traffic may detach a notice after observing a breach of traffic regulations. The detached notices will be passed to the Organizing Committee and the following penalties applied: The penalty for breaches is set out as follows: a. Competition Cars in the road sections during the running of rally 1st infringement: Monetary penalty of RMB 1,000 2nd infringement: a 5-minute time penalty 3rd

infringement: Exclusion b. All the Vehicles (except the Competition Cars during the running of rally) 1st infringement: Monetary penalty of RMB 1,000 2nd infringement: Monetary penalty of RMB 2,000 3rd infringement: Monetary penalty of RMB 2,000 or withdrawal of Driving Licence C Infringement Card: An infringement card containing 3 coupons will be issued to all competitors at registration. This card must be carried in the car all the times.

It is about 200 kilometers from Hangzhou to Longyou with superhighway. (This Pick-up service information refer to Appendix 3: Service Booking Form) Language: Mandarin, known domestically as Putonghua, is the official national language of China. Most of the rally official staffs can speak some English. Money: The basic unit of currency is the Renminbi-Yuan(RMB).The approximate exchange rate is USD1.00=RMB8.00.Money exchange will be available at China Bank near your hotel. Credit Card: Please note the overseas credit card is not accepted in the HQ hotel. World Time: Greenwich Mean Time +8 hours Climate: The weather in November in Longyou is moderate with average temperature about 11ºC, and average relative humidity about 77%. The sunrise time is around 0645hrs, the sunset time is around 1715hrs. And the rainfall in November is little.
