WolvegaandItFryskeGreidhynder.JaapvanderMeulendeclarestobeagainsttheintroductionofasubsidiarysection.

PieterTuinmandisagreeswiththeamendmentwhichleadstoadiscussionbetweenhimandJaapvanderMeulen.Because

oftheresultingconfusionamongthosepresent,JaapvanderMeulenrequestsa5-minute-adjournmentwhichisaccepted

bythechairman.Aftertheadjournmentbothregionsindicatetoholdontotheamendment.

Theamendmentreadsasfollows:

The KFPS will introduce a subsidiary section for horses with incomplete lineages. Contrary to horses included in the

main section, these horses will neither be admitted to examinations nor be awarded predicates. Their offspring will not

be admitted to any of the books in the main section.

Theamendmentisputtothevoteandcarriedwithalargemajority.

Jaap vanderMeulenstatesthatthistexthasbeenmisrepresentedintheRegistrationregulationsarticle5part3.The

wordinginthearticlereadsthattheanimalshould:‘adequatelymeetthebreeddescriptionaslaiddowninthebreeding

objective’.However,thisdescriptionwasnotbroughtupfordiscussionintheBoard’smotionorintheamendment.The

Boardagreestobringthewordingoftherelevantarticleinlinewiththeamendment.

BoudewijnSengersagreeswithJanvanWeperen.HewasexpectingaproposalbytheBoardwhichwouldbe

followedbyalistofnamesofambassadorsatalaterstage.AccordingtoCeesRoozemondthissubjecthasbeen

discussed at length. Moreover, the ambassadorship is not a formal but a representative function and the Board

wouldliketopressthismatterbecauseofthereductioninthenumberofboardmembers.JanvanWeperenobjects

tothediscussionofthissubject.PieterTuinmanstatesthatthismatterisatthediscretionoftheBoardofwhich

theCouncilofMembersshouldmerelybeadvisedandproposestoputthispointofviewtotheassessmentofthe

councilmembers.Alargemajorityofthecouncilmemberssupporttheviewthatemployingandappointing

ambassadors is indeed a matter to be decided by the Board.

Cees Roozemondapologisesthattherewassomecauseforconfusion.TheprotocolforKFPS-ambassadorswill,

partlyattherequestofCeesStarandAnjaRoos,bedistributedamongallcouncilmembers.

a. Formation Council of Members

Pieter Tuinmanraisesaquestionabouttheefficiencyofholdingameetingwiththepresentnumberofforty

councilmembers.TheBoardproposestobringthenumberofcouncilmembersdowntothirty:

ThetenDutchregionswillseeareductionincouncilmembersfromthreetotwo:atotaloftwenty.

Theotherforeigncountrieswillhavefourmembers,withtwofromwithinEurope:atotaloffour.

GermanyandtheUSAwillkeepatotaloftwomemberseach:atotaloffour.

Jan van Weperen agrees that quality is more important than quantity. Andries Zandee is concerned that this

reductionwillcauseadeclineinthenumberofpeopleavailableforcommittees.JanvanWeperensuggeststhat

thiscouldbeovercomebygettingthecouncilmembersmoreinvolved.CeesdeVriezestatesthatmeetingwith

fortyorthirtypeoplemakesnodifferencetohim. Jaap van der Meulen suggests the motion of delegate council

members. A quicksurveyrevealsthatmorethantwentymembersareinfavourofareductionincouncilmembers.

TheBoardwillworkoutamotionthatwillinitiallybesubmittedintheregionalmeetings.

b. Subject for debate: nomination judges in relation to statutes, stipulation 31, concerning code of

conduct members of the inspection/jury team.

TheBoardsubmitsamotiontoestablishacommitteeofwisemenwhowilladvisemembers.Thismotionismeant

tocreatedifferentiationinthematrixtofacilitategreaterflexibilityfortheemploymentofjudges.

5. FInAnCIAL STATeMenTS

a. Budget 2014

Peter Bazuijnentakesthefloortoelucidatethebudgetfor2014andthestudbook´sinvestmentplansasexplained

in the corresponding attachment.

Paul Tanckwouldliketoknowifthe€75,000duetoexcessofservicelimitationplusthe€140,000deficitwilllead

toanincreaseinmembershipfees.PeterBazuijnenexplainsthatthepost‘excessofservicelimitation’hasbeen

enteredinthebooksinsuchawaythatitdoesnotinfluencetheoperationalresult.Thereforethisdeficitwillnot

lead to higher membership fees.

BoudewijnSengersinquireswhethertheacceptedStallionInspectiondeficitof€100,000isindeedamaximum.

PeterBazuijnenconfirmsthatthisdeficitcannotbeoverdrawn.

BoudewijnSengersalsowantstoknowiftheoverseasinvestmentsareaonce-onlyevent.PeterBazuijnenanswers

thattheBoardwilllookintothismatteronanannualbasis.Itshouldbeclearthatthisisalongtermpolicyaimed

atfurtherprofessionalisationofoverseasaffiliatedassociationsandwillbeevaluatedeachyear.

Jan van Weperen is, essentially, in favour of overseas investments but points out that the business cases (minutes

May24th,item6a,page3)aspromisedbyPeterBazuijnenaremissing.PeterBazuijnenexplainsthatbusiness

caseshavenoaddedvalueforthissubjectmatter.Annualreviewsandlongtermbudgetswillprovidebetterinsight

into the costs.

Andries Zandeeinquiresafterthereasonforeconomisingonvolunteersinthefaceofincreasingbreedingcosts.Ids

Hellingaclaimsthatthebreedingprogrammeistheheartofthestudbook.BreedingcostsaremadeupofCentral

Examination(CO)costsandProgenyTesting.Atthispointintimeacomparativelyhighnumberofstallionsare

takingpartinProgenyTesting.

BoudewijnSengersarguesthatheisinfavourofamoredetailedspecificationofentries,asintheannualac

counts.Accordingtohimthewayinwhichthebudgetispresentedlacksclarity.PeterBazuijnenagreestotake

this into consideration.

Thebudget is put to the vote and approved almost unanimously.

b. establishing membership fees and service fees

A motionissubmittedbyPeterBazuiinentoraiseallfeeswiththe2,4%price-indexfigureofhouseholdeconomy

ofSeptember2013.ThemotioniscarriedunanimouslybytheMemberCouncil.

TheBoardsubmitsamotiontoimplementtheservicefeeonlythenwhentheservicehasresultedinthebirthofa

livefoal.WithregardtothismotiontheregionNorthandSouth-Hollandhassubmittedthefollowingamendment:

The region suggests a modification of the motion: On the application for a stud service, no service fees will be due

for a mare if the registered stud services during two previous breeding seasons have not resulted in the birth of a

live foal.

Followingthisthereissomediscussionabouttheterminologyoflive,viableorbarren,whichisresolvedby

replacingthewordnotviablewithstillborn.HansMaesindicatesthatheisopposedtoatimelimitoftwoyears

becauseasanoverseasbreederhehastodealwithareductioninqualityoffrozensemen.TheBoardthen

suggeststoobserveatimelimitofthreeyears.TheBoardputsthemodifiedamendmenttothevote:

The Board proposes to modify the amendment by defining a time limit of three breeding seasons instead of two.

Themotioniscarriedbyamajority.

ThiscausesCeesRoozemondtosuggestthatitmightbeanideatoinvestigatetheneedformakinganexception

forserviceswithfrozensemen.TheBoardwilltakethisintoconsideration.

c. Other

Themotionwouldhaveanegativeeffectontradeandwouldleadtoalossofincomeforthestudbook.The

Boardislookingtoincreasecommitmentofmembersbyofferingmoredifferentiationinmembershipoptions

based on use.

e. Deposits/interestreturns.TheCommitteeproposestoleavethefinancialreturnsoutofthebudget.The

Boardconsidersthistobeunrealisticbecausetheassetsaremeanttosupportthestudbook.Thisleadstoa

Andries ZandeehasaquestionregardingthecandidacyofUdodeHaan.Heraisesthequestionofneutralitybecauseofde

Haan’sstudbookactivitiesasadriverfortheCentralExamination.CeesRoozemonddisclosesthatthishasbeenconside-

red.UdodeHaan’sexpertiseandexperiencearemorethanwelcome.Moreover,heisnotofficiallyemployedbythe

studbookandthereforeindependent.

TjitzeBoumaandJankeSteenbeekexpresstheirdisappointmentaboutthenominationsfortheStallionInspectionJury.

Theywouldprefermorejudgeswithexpertiseinthefieldofkinetics(movement)andsports.CeesRoozemondstatesthat

theBoardsupportsthisview.Thesejurymembersalsoneedtopossessadequateknowledgeoftheotherselectioncriteria

tohaveasatisfactoryinputinthefinalevaluationprocess.Therearenopeopleavailablewithacombinationofthese

Pascale Drijfhoutexplainsthemotion.Anannualreviewofstandardswillputmoreemphasisonthestallion’squalities

thanonthenumberofhisoffspring.What’smore,themotionraisesawarenessofastallion’saptitudeinsteadofac-

quired sports achievements.

ThefollowingamendmentissubmittedbytheregionLimburg:

IBOP and AFBP tests will be included in the predicates with a weighting factor 1 and the sports predicate weighting factor

will be reduced by 5.

IdsHellingabelievesitwillbetoocomplicatedtomakecomparisonsonthebasisofIBOPandABFPresults.Moreover,

the results are already indirectly transferred to the sire.

TjitzeBoumabelievesthemotionwillhavefar-reachingeffects.Ifthemotioniscarried,heisinfavourofasecond

reviewbytheBreedingCounciltoestablishtheconsequencesandasksthemtoreportbacktotheMemberCouncil.

TheamendmentbytheregionLimburgisputtothevote.Amajorityof25membersisagainst

ModelandCrowndeclarations.IdsHellingaexplainsthattheperformancerequirementsforthepreliminaryStarpredicate

takestheplaceoftheevaluationofmovementinhand.ForCrownandModelpredicatestheperformancerequirementisan

additiontotheevaluationofmovementinhand.Hecontinuesthatthereisnothingagainstextendingtheperformance

regulationsforCrownandModelpredicatestoincludeaminimumscoreforthebasicgaits.Thesearelargelycosmetic

adaptations.Inrealtermsitneverhappensthathorseswithaninsufficientscoreforoneofthebasicgaitsmanagetoobtain

adequate performance results.

Thereis some discussion about the minimum scores for the basic gaits and the timing of implementation of this rule.

Eventuallythreemotionsareputtothevote:

takenastoidentifyingthecarriersofgeneticdefects.Preparationsarenowunderwaytoputthingsintopractice.

• AndriesZandeeisdisappointedthattheFirstViewingforstallionshastakenplaceinDrachtenandhopesthatthis

eventwillberelocatedtoErmelo.IdsHellingexplainsthatDrachtenturnedouttobethebetterchoicebecause

thislocationhasseveraladvantages.TheFirstViewingwillcertainlybeevaluatedandthelocationfornextyear´s

FirstViewingwillbebasedonthesefindings.

• AndriesZandeewouldliketoknowwhatwillbedonewiththeinformationgainedfromDNA-testsandwhenthe

testswillbeintroduced.Hebelievesthattheintroductionofthesetestsshouldbeusednosoonerthanonnext

timeitwasdecidedthatassoonasthetestswouldbeavailable,theyshouldbeusedfortheselectionofstallions.

ThishasbeenlaiddownintheInspectionregulationsforstallions.

Andries ZandeereferstoaconversationwithMrHiemstrawhoexpressedhisdoubtsaboutthe100%reliabilityof

thetests.Theresultsshowmanypositivereadingsthatareinfactincorrect.Moreover,AndriesZandeebelieves

thatallpartiesinvolvedshouldbetimelyinformedofthedateofintroductionofthetests.Upuntilthenevery-

thing should be on the basis of anonymity. IdsHellingasaysthatheisstillwaitingtogettheupdateonthelatest

developmentsinWageningen.Justtobeonthesafeside,everybodyinvolvedintheFirstViewinghasbeen

informed that there is a chance the tests might be introduced.

• TjitzeBoumaapproves thatagendasforregionalmeetingsshouldbeusedtoprovideinformationandsubjectsfor

discussion.Heisconvincedthiswillbringinmorepeopletoattendmeetings.

• TjitzeBoumawouldliketoseeimmediateintroductionofDNA-testsandisinfavourofcertificatesoncharacter.

For 2013theKFPShadfactoredinasmalldeficitof€10,000.TheKFPShassucceededinkeepingwellwithinthebudgetwithafinal

positiveresultof€33,148.Inspiteofadverseeconomicconditionsthereisasmallincreaseintotalbenefits.Contributionsfrom

sponsorsandthenumberofticketssoldfortheStallionInspectionhavegoneupconsiderably.Thesalesofpromotionalmaterials

arealsogoingup.Breedingproceedshaveincreased,butthesearecounteractedbycorrespondingbreedingexpenses.Theother

itemsonthelistofprofitsshowadeclinewhichismainlycausedbythedecreaseinmembernumbers,studservices,registered

foalsandinspectedhorses.ThenumberofDutchmembersisonthedeclineandthesameappliestosomeoftheforeigncountries

althoughsomeoverseascountriesareshowingsomegrowth.Withtheexceptionofbreedingcostsanddebitsallexpenseshave

slightlydropped.Breedingcostshaverisenbecausemoredescendantshavetakenpartinprogenytesting.Alsothesettlementof

theVitensOpfokproject2012waspostponeduntil2013.Debitshaverisen,thetemporaryenlargementofincidentaldebitshas

beenusedsothatanextraamountof€10,298hasbeenwithdrawnforthe2013investments.In2013theKFPSinvestedinthe

purchaseofanewsurfaceandstallioncage.Economymeasureshavebeenputinplaceby,forinstance,relocatingtheFirst

ViewingtoDrachtenand,afterconsultationwiththeforeignassociations,thereplacementoftheannualinternationalPhrysobya

monthlydigitalnewsletter.Theseeconomymeasureshadbeenbudgetedfor2014butwerealreadyimplementedin2013.Aspecial

decreaseincostshasbeenrealisedbecauseofthereleaseofaccumulatedstaffholidaysfrompreviousyearswhichhasledtoa

reductioninstaffexpenses.Theexpectationsforthecomingyearsarelessfavourableduealargerreductioninadmissionfeesand

judgingproceedscausedbythedeclineinthenumberofservicesfrom2010onwards.In2014morefinancialcutswerecommuni-

catedbuttherewillalsoberoomforinvestmentsregardinggrowth,newmarketsandpromotioninforeigncountriesaswellasthe

supportofforeignassociations.TheKFPSwillalsocarryonwithaprogrammeformorebreedingresearch.Costsforbreeding

researchcanbefinancedwithfundsfromtheallocatedreserves.Forthispurposeanamountof€30,000wasusedin2013.Itis

Introduction

Upuntilnowthejudgeshavebeenveryreluctantto

awardsecondpremiumstoCrownmaresbecause

basically,awardingasecondpremiumisthesameas

downgrading.Thisdisadvantagewasillustratedduring

thelastCentralInspection.Forthefirsttime,the

overallqualityinthecategoryCrownmareswasnot

quite up to standard. Raising the standard of the

categoryCrownmarestoahighlevelshouldbe

encouraged.

Motion

ThereforetheKFPSsuggeststhatinthecategoryCrown

maresthestandardforawardingfirstpremiumson

breeding days should be raised to the same level as

appliestoStarmares.Itisthenuptothejudgesto

decideifahorsewillbeselectedfortheCentral

Inspection.Thesehorseswillthenreceiveanotifica-

tionofthefirstpremiumontheirpaper.Thehorses

whohavenotbeenselectedwillnotreceiveamutation

on their paper. By applying this procedure it is possible

toavoiddowngrading.Infutureitmaybeconsidered

toapplythisproceduretoStarmaresaswell.
