1.0 PURPOSE The Regional District of Central Okanagan (the “Regional District”) has issued this Request for Qualifications (the “RFQual”) in order to establish a pre-qualified shortlist of proponents with the necessary experience and resources to perform the project outlined under the Scope of Work below. Only those proponents that complete a submission and pre-qualify will be eligible to submit a tender to the upcoming Invitation to Tender (the “ITT”) process that is anticipated to follow this RFQual.

2.0 SCOPE OF WORK The Scope of Work for the project is outlined below. Note: some minor changes to the Scope of Work may occur between the RFQual and eventual ITT process.

2.1 Background: the Westside Regional Wastewater Treatment Plant:

The Westside Regional Wastewater Treatment Plant (the “WRWWTP”) is located at 4261 Gellatly Rd South, West Kelowna, BC. The plant is owned and operated by the Regional District of Central Okanagan, and provides wastewater treatment processing for the City of West Kelowna, the District of Peachland, and Westbank First Nation Reserves #9 and #10. If you require further information on the WRWWTP you can find it at the following website: www.regionaldistrict.com/wastewater

Following treatment at the plant, effluent from the WRWWTP is discharged into Okanagan Lake through an existing 450mm diameter outfall pipe. Due to the growth of the service areas, the Regional District now plans to expand the outfall capacity from the WRWWTP by adding an additional outfall pipe, plus associated works. This work will be referred to as the “Outfall Expansion – WRWWTP” project.

2.2 Outfall Expansion – WRWWTP The Outfall Expansion – WRWWTP project includes the following work: a) Construction of a new 900mm diameter outfall pipe, to run alongside the

existing outfall pipe, from the WRWWTP out to Okanagan Lake. The overall length of the outfall will be approximately 790 metres, comprised of the following segments:

i. Approximately 310 metres of 900mm diameter C900 DR51 PVC buried effluent outfall from the WRWWTP to the Okanagan Lake foreshore.

ii. Approximately 130 metres of 900mm diameter HDPE buried effluent outfall in the foreshore of Okanagan Lake, breaking out where slope of lakebed is optimal (approximately 5.0m depth). The method for this will be horizontal directional drilling.

iii. Approximately 270 metres of 900mm diameter HDPE submerged effluent outfall on the bottom of Okanagan Lake complete with concrete anchor weights.

iv. 600mm diameter HDPE diffuser section, 80 metres in length. Diffuser section includes concrete anchor weights.

b) All tie-ins and connections for the proposed 900mm outfall and reconnection of the existing 450mm outfall.

c) Construction of a valve chamber at the WRWWTP consisting of a cast-in-place concrete vault containing 450mm and 900mm valves.

d) Construction of a cast-in-place concrete sump connected to the existing UV building.

e) The WRWWTP will remain in operation during construction. Bypass pumping may be required and shut downs will be limited.

f) The foreshore of Okanagan Lake is Archaeological Site DkQv-39. The approach presented in the design is to directionally drill under the Archaeological Site and mitigate surface disturbances to the site.

i. The Regional District has been issued Alteration Permit 2017-0218 under the Heritage Conservation Act as a contingency against the preferred construction approach.

g) All site works including excavation, grading, drainage, asphalt paving and site restoration.

2.3 Place of the Work: The place of the work will be the WRWWTP located at 4261 Gellatly Rd S, West Kelowna, and the area between the WRWWTP and the Okanagan Lake foreshore.

2.4 Detailed Drawings: Detailed Drawings are attached to this RFQual as Exhibit 1. These drawings provide a detailed overview of the Outfall Expansion – WRWWTP project. The drawings will be amended and added to by the time the Invitation to Tender is issued for the Work, but should provide proponents with a detailed overview of the intended works

2.5 CCDC2: The Contractor will enter into a contract for the work with the Regional District using the Canadian Construction Documents Committee - CCDC2 – Stipulated Price Contract (2008), together with Regional District supplementary conditions.

2.6 Consultant: The Regional District has employed AECOM Canada Ltd to perform all design, contract administration and inspection services for this Work. AECOM will perform all duties of the “Consultant” between the Regional District and the Contractor, as defined under CCDC2.

3.0 ANTICIPATED SCHEDULE The following activities and dates are anticipated by the Regional District and shall be considered by the proponents to this RFQual in the preparation of their submission.

4.0 PROPONENT’S SITE MEETING A proponents Site Meeting will be held during the RFQual process in order to provide interested proponents with an on-site overview of the work, plus the opportunity to ask questions. The details of the meeting are stated on the front cover of this RFQual.

Interested proponents are strongly encouraged to attend this site meeting in order familiarize themselves with the Work. There will be no site meeting during the Invitation to Tender process, so this will be the only opportunity for proponents to attend the site with the Regional District and the team.

6.0 FINAL DATE AND TIME FOR RECEIPT OF SUBMISSIONS Submissions in response to this RFQual must be submitted as follows:

• Envelope or email should be clearly labelled or titled “RQ17-378 Outfall Expansion – Westside Regional Wastewater Treatment Plant RFQual”

• Submissions must be submitted either by email to [email protected] or by hand/mail/courier to Main Reception, Regional District of Central Okanagan, 1450 KLO Road, Kelowna, BC V1W 3Z4

• Submissions must be submitted before 3 PM Local Time on October 19th, 2017.

7.0 LATE SUBMISSIONS Late submissions will not be accepted and will be returned to the proponent unopened.

8.0 AMENDMENTS TO SUBMISSIONS A proponent may amend a submission by giving written notice, delivered to the Regional District Purchasing Manager by hand, mail, or email to: [email protected] at any time up until the closing date and time. Any amendment must be signed by an authorized signatory.

9.0 CONTACTS DURING THE RFQUAL PROCESS Only the Purchasing Manager for the Regional District of Central Okanagan (or designate) is the Regional District’s representative authorized to communicate and otherwise deal with proponents and all proponents must communicate and otherwise deal with that person only. Contact with any other Regional District representative, including Members of Council, officers or employees of the Regional District regarding this RFQual or a proponent’s submission may result in that submission being removed from consideration for this and any future competitions.

10.0 NO OBLIGATION TO PROCEED The receipt by the Regional District of any information (including any submissions, ideas, plans, drawings, models or other materials communicated or exhibited by any intended proponent, or on its behalf) shall not impose any obligations on the Regional District. Although the Regional District fully intends to follow this RFQual with an ITT process, there is no guarantee by the Regional District, its officers, employees or agents, that the process initiated by the issuance of this RFQual will continue, or that this RFQual process or any anticipated Invitation to Tender process will result in a contract with the Regional District.

11.0 EVALUATION COMMITTEE Evaluation of submissions will be by a committee formed by the Regional District and may include Regional District staff, plus the Contract Administrator (AECOM Canada Ltd.)

12.0 EVALUATION AND SELECTION Each proponent’s submission will be scored by the Evaluation Committee against the evaluation criteria listed below. Proponents scoring above the minimum score will be deemed qualified and thus will be invited to participate in the Invitation to Tender for the Work.
