Revisions to the United States Export Administration Regulations: Initial implementation of export control reform

Argentina and Nigeria sign an agreement for their co-operation against customs offenses

As part of the Export Control Reform (ECR) Initiative, the Bureau of Industry and Security (BIS), the Directorate of Defense Trade Controls (DDTC) and the Department of State, have published multiple proposed amendments to the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR) which aim to strengthen national security by fundamentally improving the export control system. The final rule carries out the initial ECR changes by adding a structure and related provisions to control munitions items that the President has determined no longer warrant export control on the U.S. Munitions List (USML) on the Commerce Control List (CCL), specifically aircraft, gas turbine engines, and related items. This rule is effective October 15, 2013.

There has been a landed cost update for Costa Rica. This update deletes certain HS numbers, modifies default duties and certain other taxes and provides the latest preferential duties and preferential surcharge tax rates for several trade agreements, affecting the entire tariff schedule.

There has been a landed cost update to Panama. This update adds preferential duties for Canada based on its Free Trade Agreement with Panama, affecting the entire tariff.

There has been an update to Belarus Tariff 2013. This update includes changed default duties for certain organic chemicals. The following HTS chapter is affected: 29.

There has been an update to Free Trade Agreements, preferential rates for Indonesia tariff schedule. This update adds preferential rates for Indonesia-Japan Economic Partnership Agreement and AANZFTA to various products across the Indonesia tariff.

1. There has been an update to EU Tariff. This update adds HS numbers, changes default duties, modifies and deletes preferential duties for certain products across the tariff schedule. The following HTS chapters are affected: 03, 07 and 70.2. There has been an update to EU Tariff. This update adds few HS numbers, changes descriptions and includes the descriptions of the new HS numbers in the following languages: French, German and Spanish. The following HTS chapters are affected: 03, 07 and 70.

There has been an update to French Customs Tariff in French and English languages. This update adds and deletes HS numbers across the tariff schedule. The following HTS chapter is affected: 70.

There has been an update to Swedish Customs Tariff. This update changes HS numbers, their descriptions and import duty rates across the tariff schedule in Swedish and

signed an agreement with Nigeria for the exchange of customs information. The head of AFIP, Ricardo Echegaray, received Nigeria's General Auditor of Customs, Abdullahi Dikko, to sign the agreement on Cooperation and Mutual Assistance, which aims to combat offenses that harm the economy and trade in both countries. Echegaray said, "We firmly hope this agreement with Nigeria will be very productive" and explained that under the agreement, information will be cross-referenced and will help “achieve transparent trade". AFIP reported that in 2012, exports to Nigeria for consumption reached a total of USD 151 million FOB while imports from Nigeria for consumption accounted for USD 57 million CIF. As a result the balance in trade is favorable to Argentina. Moreover, he said that the agreement signed with Nigeria will also facilitate the exchange of information regarding the value of the goods traded between the two countries in order to determine the correct duty payments.

Costa Rica is now one of the few countries with the authorization to export dairy products to China. This is the result of intense efforts on the part of the Costa Rican Ministry of Foreign Trade and the body responsible for promoting foreign trade (Promotora de Comercio Exterior - PROCOMER) towards the fulfillment of the relevant sanitary and phytosanitary protocols. PROCOMER has been working alongside the Costa Rican dairy sector since May 2012 in preparation for the export of these products, which is expected to begin in the near future. Since the entry into force of the FTA between the two countries, bilateral trade has experienced a growth of 70%, and it is hoped that these protocols will contribute to additional trade growth and diversification.
