Director of OperationsI manage a non-profit Scientific Association of Scientist and Engineers focused on the Information Display industry. SID’s mission is to encourage the scientific, literary and educational advancement of information display and its allied arts and sciences. The SID membership is worldwide and has a strong virtual community component.

SID’s organizational direction and business requirements are anchored in information technology and infrastructure architecture. I am proactively managing the direction of the information systems, as well as, constantly looking at improving the member experience through technology. Information is a valuable resource to SID and its utilization can be maximized to the association by turning it into knowledge. Planning and managing the flow of information throughout the organization has minimized labor, data redundancy and data inconsistency while increasing the value and accuracy of the information provided to the membership.

Since joining SID, I have created a five-year strategic plan, created process flow charts, improved communication with chapters, implemented an online voting application and begun the re-engineering of the

SID websites. Additionally, I am working with the board to implement aggressive growth objectives and enhance SID’s brand.HOUSING AUTHORITY of the COUNTY of SANTA CLARA March 2014 – January 2015 Assistant Director of Housing Programs I worked to shift HACSC’s focus to increasing communication, strengthening connections with the public and stakeholders in the affordable housing community.

I created a strategic plan for the Housing Programs Department that provides guidance in meeting department objectives. Our organizational strategy is to invest dollars in training for staff and areas that are strategic and unique to the agency. For the past four years, HACSC has taken conscientious steps to evaluate and reform its business model in anticipation of the current fiscal climate and financial challenges faced by the Agency and the industry. As a result of a series of work flow, business processes, and staffing studies, HACSC reduced its staffing levels over a three-year period beginning in FY2011 through FY2013. My focus was on realization of cost savings through continuous process improvement. I continuously reassessed our operational capacities and efficiencies to ensure that the Agency operated at optimal effectiveness. My team completed a process of reducing the tenant’s income percentage from 35% to 32%. At the same time, we processed 3,800 landlord requests for rent increases effective on the same day. These two actions necessitated the creation of 34,000 letters notifying both tenants and landlords of the effect on their rent payment. The entire operation was flawlessly executed with little interruption in day-to-day customer service. KITSAP COUNTY CONSOLIDATED HOUSING March 2010 – February 2014 AUTHORITY dba HOUSING KITSAP Executive Director The year 2009 was a momentous year for the Kitsap County Consolidated Housing Authority (KCCHA) dba Housing Kitsap. It was a year of uncertainty about the future of the agency brought on by an uncertain economic climate and poor decisions made by previous management of the agency. KCCHA experienced a financial crisis that brought it to the brink of collapse. Housing Kitsap was a turnaround situation when I took over the agency on March 1, 2010. Upon joining the agency, I worked with my board, which is comprised of the three County Commissioners, three city mayors and one resident tenant commissioner, and my team to address issues in the agency. We successfully identify significant sources of new revenue, reduce expenses, create operational and tactical plans, produce balanced budgets, rebrand the organization, move the agency from a troubled status to high performer, and worked to create and adopt a five year strategic plan. Additionally, the agency performed better than budgeted in 2010, 2011, 2012 and 2013 adding nearly $3 million to its unrestricted reserves. To date, the agency has repaid $31.5 million of the $44.5 million guaranteed by Kitsap County to the bank. I also successfully renegotiated the terms of two short-term debt obligations, which totaled $5.2 million and now stands at $4.2 million. The terms now renew on an annual basis with better terms for the agency. Housing Kitsap is now financially stable with a strategic plan of action to proactively improve its financial position and create sustainable affordable housing units and service support programs in Kitsap County. The focus of the Five Year Strategic Plan was to build capacity and a shared vision in the organization. One key component of the capacity building was a new enterprise wide software package. I implemented software which has allowed for seamless integration of all functions in the agency. We moved the management of property assets from third party management back in-house providing better management and better customer service. I implemented business systems that assure us of the ability to monitor and control our business resources so we

could realize the highest return on our investments. This focus provides a strong foundation from which to maximize service to our customers, both internal and external, and provide them with the highest level of satisfaction. Additionally, under my leadership, the agency has documented policies, processes and procedures while continuously improving operations. Housing Kitsap’s increased organizational capacity has enabled it to focus resources and energy on meeting the objectives and goals of the agency: long-term financial viability and strengthening the core mission.

HOUSING AUTHORITY of the COUNTY of MONTEREY May 2002 – February 2010 Chief Administrative and Operations Officer As the CAOO for the Housing Authority of the County of Monterey I had responsibility for management of Finance, Section 8, Property Management, Maintenance, Informational Services and Processes (Information Technology and Telephony), Business Process Management and Automation and Public Relations. Additionally, I acted as the coordinator for HUD technical reporting requirements and documented and train employees on organizational processes and procedures. Upon joining the housing authority, I improved process efficiencies and automated processes where possible. These improvements helped HACM maintain High-Performer status on both SEMAP and PHAS. I was intimately involved and knowledgeable about every department in the organization. I completely redesigned the network infrastructure to provide greater resource availability to all staff. This increased individual productivity within the organization allowing the organization to grow without increasing staff headcount. I was an integral part of the development team, working on proformas, funding applications, and managing resident interaction. I worked with several other housing authorities to help improve their operational performance around to standard performer moving towards high performer with HUD. I am very familiar with HUD regulations and guidelines. I successfully implemented Yardi Voyager Software, which provides greater capability for all aspects of the organization from eligibility to development. I am very familiar with SQL databases, SQL scripting, Adobe Report Writing and Crystal Report Writing. As the project manager, I coordinate every aspect of the implementation including scheduling, data migration, module implementation and testing, training, and resource allocation.

PREVIOUS EXPERIENCE Prior to 1998, held senior management positions in Manufacturing, Materials EMS/CM, and Operations General Mgmt, these positions were in high technology and related computer companies in Silicon Valley.
