Beliefs Actions/Events Circumstances
Provisional Government beliefs
Obsessed with political changerather than social; granted
amnesty for political prisoners
and civil liberties rather than
doing anything for the peasants
or workers. Set up a land
commission but it was so slowand ineffective that it made no
progress so did not appease the
peasants. This caused them to
seize manor houses and resent
the Provisional government. There was no land reform and
food shortages due to the
15
.So
alternative ideas like peace,
bread, land which is what the
peasants wanted, and different
from the beliefs of the PG andthe fact it fitted with the beliefs
that the peasants to have their
own land were welcomed.
Actions of the PG
Made mistakes- made peopleresent them and pushed them
towards the Bolsheviks.
address to the people of the
whole worldmarch 1917
promised to end ww1 but when
a telegram came out from thehome secretary that Russia
would fight until Germany was
defeated this made people lose
faith in the lying government.
(needed money to avoidbankruptcy)
July days where there weredemonstrations against the gov,
PG suppressed it violently with
troops and killed 700 people.
Made people more likely tofollow alternative
beliefs/authority.
Suffering of the workers and
peasants11 hour working days
Redemption payments which
would take generations to pay
off
Land question not solved
Desperate- would follow anyonewho gave them hope
Bad economy

Alternative Ideas
The fact that the people ofRussia had been stuck with theautocratic beliefs of the Tsar
(constantly let down after
October manifesto and
Fundamental laws God
himself commands obedience to
his authority)and the Romanovdynasty for centuries meant that
now the Bolshevik party were
offering freedom under the
slogan peace, bread land and
the fact they were finally being
promised something theywanted was an incentive to
follow the Bolsheviks. Lenin
was a powerful leader that made
them believe that he would fulfil
these promises through
persuasive, influential speeches.
Therefore due to the new nature
of Bolsheviks ideas delivered in
a convincing way which was
different to what theyd been
told for centuries, this hope
made them follow it.

thparty congress opening anno7unced by lenin
Beliefs Actions/Events Circumstances
Lenin
Believed it was a better system
change had become essential
Thought this would be the
solution as it would build up the
working class so that a true
socialist society could be
created
taking one step backward to
later take two steps forward
Stemmed from WC not working
Kronstadt uprising Feb-march
1921
Angry at the lack of democracy
and war communism.
Had always supported
revolution and the Bolsheviks so
was shocking for them to rise up
against them. Historian Lyons
Kronstadt became the symbol
of the bankruptcy of the
revolution
Shocked Bolshevik government-
knew something was seriously
wrong
Worried about unrest and lack
of support considering they
were so close to Petrograd
(large industrial city at this
time)
Failure of war communism
Led to bagging (bag men would
take grain from countryside and
trade it in the cities- money used
less) and a black market= bad
economic climate
Led to famine 21-22. 5 million
died; gov didnt care about the
deaths, just the fact the uprisings
were dangerous/threat to their
power.
Inflation; fall in the use of
money; by 1921 90% of all
wages were paid by goods not
money= sign of economy
collapsing
Peasants refused to grow extra
wheat merely to see it
requisitioned and given to the
Red army, so the Cheka killed
1-2 million for hoarding and
other related crimes
Angry/upset people
Kronstadt sailors proclamation
a complete change is
necessary in the policies of thegovernment
Angry at the lack of democracy
and war communismLyons the sailors on the
battleships and in the naval
garrisons were in the finalanalysis peasants and workers in
uniform dissatisfaction of
lower classes (shown by
workers opposition
movement strike in 1921 calling
for change)
Actions of the Bolshevik
government
Repressive
Currently believed in marxistideas from socialist manifesto
from each according to his
ability to each according to hisneeds= thought this justified
requisitioning grain from
peasants and giving it to redarmy- caused the suffering in
the countryside through
thoughtless actions.

nationalisation june 1918
-all large industries undernationalisation (without
