any separate statehood for New Mexi-co or Arizona. It is now manifest thatif every state west of Kansas was yeta territory, no one could get in butCalifornia. Some thought that threeor four of the northwestern statesought to be one state. Much to thesurprise of the delegates, Spaulding,of North Dakota, who once lived in aterritory himself, favored the jointure.Lilly, of Connecticut, said he favoredmaking ODe state of the four applyingterritories, and only acquiesced in twostates because the majority of his par-

ty was against him.

They all argued that every smallwestern state (in population) that hadbeen admitted was a mistake. Mostof them argued that while the consti-tution gave all states equal representa-tion in the Senate, that fact grew outof necessity at the inception of thegovernment, and it would not do toadmit too many thinly populatedstates to have equal representation inone of the national legislative bodies. All of the Democrats on the commit-tee practically agreed with the Repub-licans on the advisability of joiningOklahoma and Indian Territory as onestate, but some difference of opinionas to details and the time when theenabling act should go into effect wasmanifest. The Democrats to a manopposed the joining of New Mexicoand Arizona. Some of them offered toleave Arizona out and let New Mexicoin alone, but this the Republicanswould not agree to. Much discussion, sometimes approaching bitterness,

Finally the three interesteddelegates were heard from. Rodey ofNew Mexico, was heard first. Themembers present were heard to re-

mark that his was one of the most

pathetic appeals probably ever madebefore a committee for what he con-

ceived to be the rights of his consti-

tuents. He told of the universal de-

sire in his Territory for separate state-hood and the fierce opposition to jointstatehood in Arizona, and then showedall the letters and newspaper editor-

ials, which were many, that he hadin his possession, favoring the jointureas a last resort, and also the letters, resolutions and editorials from theTerritory resisting the jointure under, all circumstances.

Finally he confessed that as allstatehood, save a jointure, appeared tobe impossible in the lifetime of thepresent generation, it would be betterthat the enabling act should pass forthe jointure if the terms were reason-

able and the people of New Mexicoand Arizona be given a chance at thepolls to accept or reject it In the voteon a constitution. At this point In his

speech, he turned to Delegate Wilsonof Arizona, and stated that the bar-

gain between them, which was madelast summer, to stand together for

separate statehood until all hope of Itwas lost, was at an end, and that forthe future each delegate must be freeto do that which he thought was bestfor his constituents. The scene wasa touching one. .

Delegate Wilson followed in one ofthe most bitter and powerful appealsever made to a committee, character-izing the position' of the majority ofthe committee as unworthy, untenableand unjust, and asserting his determi-nation to fight the jointure to the lastditch, come what would. DelegateMcGnlre. of Oklahoma, followed in a

The following resolutions wereadopted:

We, the Republicans of Dona AnaCounty, New Mexico, in convention as-

sembled on this 27th day of February,A. D., 1904, unanimously declare asfollows:

We reaffirm our allegiance to theprinciples of the Republican party, asenunciated by the national Republicanplatform of 1900.

We express our unbounded admira-tion for Colonel Theodore Roosevelt,President of the United States;, as-

suming the office, as he did, under themost trying circumstances, he hascarried out every pledge made by hisparty, and has been a worthy succes-sor to our immortal and martyredPresident William McKinley.

Under President Roosevelt's admin-

istration our flag is honored upon ev-

ery sea, we are at peace with theworld, and our domestic affairs are ina prosperous condition; the construc-tion of the Inter-Oceani- c Canal hasbeen made possible, and the wishesand will of the American people, aftermany years of weary waiting, areabout to be brought to a successfulconsummation by the construction ofa canal uniting the two great oceans.

We heartily endorse his course inthe great coal strike, in bringing aboutarbitration of labor troubles,' and be-

lieve that his action in so doing willresult in a better understanding be-

tween labor and capital, and will havea strong tendency to eliminate strikesand misunderstandings.

We highly appreciate the positiontaken by him as to the reclamation ofarid lands, whereby the flood watersof our streams will be conserved bygreat reservoirs built by the govern-ment's aid. We declare ourselves infavor of the government carrying on

this great work, instead of the samebeing done by private corporation, asunder the supervision of the govern-ment the people will own the water, and after a period of ten years we willbe absolved from the payment of taxeson same. We view with pride thegreat work already accomplished inthe valley of the Rio Grande under thedirection of the director of the geolog-ical surveys, and look forward withhope and confidence to the early com-

toward preventive measures. The bestthought of the world is being given tothe subject. It is easier and better toprevent than to cure. It has been ful-
