I am merely a citizen of Arizona, not its Secretary of State, but I'm grateful for the opportunity to respond to your recent call for views on "laws, rules, policies, activities, strategies, and practice that [...] undermine the American people's confidence in the integrity of federal election processes." As a regular voter I am, in general very confident of the election processes used by my state, county and city. My confidence is, however undermined by:

A president who frequently expresses his distaste for bleeding women but has yet to express his opposition to Russian interference in American elections Massive purges of voter registration rolls without due process

Legislators who craft gerrymandered redistricting maps enabling politicians to choose their voters rather than the reverse and in the case of Arizona, my home state, going to the courts to try to undo a voter referendum requiring a bipartisan committee to redistrict The Supreme Court's decision in Shelby County v Holder, gutting the protections of the Voting Rights Act under the obviously false rationale that America is today a post-racial society Voter suppression efforts targeted at voters of color, the working poor, and students Antiquated voting systems vulnerable to state-sponsored tampering and conveniently producing no auditable paper trails A Federal Elections Commission - our democracy's watchdog - that is toothless by design The Supreme Court's decision in Citizens United v FEC, granting the wealthy few a louder voice in political campaigns than all other citizens combined An advisory committee on election integrity led by a notorious champion of voter suppression

the integrity of federal elections processes. While I'm certainly not a

secretary of state, I am nonetheless most certainly a member of the

American people. Accordingly, I'll offer you some of my answers to your

question regarding what undermines my confidence in the integrity of the

federal elections process:

A president who during his campaign repeatedly described the

election as "rigged", yet has expressed no concern about probable

Russian interference in American elections

politicians to choose their voters rather than the reverse

The Supreme Court's decision in Shelby County v. Holder, gutting

the protections of the Voting Rights Act under the conspicuously

false rationale that America is today a post-racial discrimination

society

Voter suppression efforts targeted at voters of color, the working

poor, and students

Antiquated voting systems vulnerable to state-sponsored tampering

and conveniently producing no auditable paper trails

A Federal Elections Commission (FEC) - our democracy's watchdog

- that is, by design, toothless

The Supreme Court's decision in Citizens United v. FEC, granting

the wealthy few a louder voice in political campaigns than all other

citizens combined

An Electoral College system that enables minority rule

An advisory committee on election integrity led by a notorious

It is my hope that these answers will assist in clarifying your thinking

regarding the integrity of the federal elections process, and send you in a

different direction than pursuit of the chimera of massive in-person

fraudulent voting, leading to a preordained conclusion that even more

voters must be disenfranchised in order to solve the virtually nonexistent

"problem".

election from the proper winner.
