Methodology

Survey Execution A web survey was executed from July 19 – August 9, 2013 in which respondents were asked to choose from a list of various proposed bond projects in each of five categories. All of the bond projects included the project title, a short description that respondents could read by hovering over the title and a hyperlink that respondents could click on to read a full project description. In order to mitigate order bias, the project lists within the five categories was presented in random order for each survey. Respondents were also asked to gauge the importance of eight project types and to provide any additional information they felt was pertinent for the committee to consider. Surveys were also available in hard copy upon request. Sampling Method The survey was programmed by Strongpoint Marketing and hosted on the Pima County website. A convenience and snowballing sampling plan was utilized in which the link was sent to various groups throughout Pima County, and each group was encourage to have individuals take the survey and forward the link to other potential respondents. Advertisements and announcements also ran in the Arizona Daily Star to encourage participation.

Methodology

Response Rate There were a total of 16,958 completed and accepted surveys, with a median survey length of 10.1 minutes. Data Integrity There were a total of 16,994 completed surveys. In order to affect the survey by more than one-tenth of a percent (.001), any individual would need to have taken the survey a minimum of 17 times. The total number of IP addresses in which there were at least 17 associated completed surveys equaled 29, each of which was examined for irregularities. The method for examination included a comparison between the mean responses for each question from those associated with the specific IP address to the aggregated means of the entire sample population. In the instances in which there was a difference between the two means of at least 20%, the responses were flagged for further inquiry. Overall there was only one IP address in which the responses were near identical and all 36 responses were removed from the data set.

Pima County needs your input in shaping the community’s future. Your participation in this survey will help Pima County’s Bond Advisory Committee identify the investments that are most important to citizens throughout our region. In the seven years since voters approved a Pima County held bond election, the Bond Advisory Committee asked local jurisdictions and community organizations to submit projects that meet community needs to improve quality of life in the region.
