A BILL TO FIND A CURE
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. The United States shall dedicate an additional $5,000,000,000 (Five 2
billion dollars) annually to cancer research. 3
SECTION 2. Cancer shall be defined as a malignant growth or tumor resulting from the 4
division of abnormal cells. 5
SECTION 3. The National Institute of Health shall oversee the implementation of this 6
legislation. 7
A. The funding for this legislation shall be reallocated from the 8
Department of Defense annual budget. 9
B. The National Institute of Health shall cooperate and work with private 10
institutions in the research for a cure. 11
C. This legislation shall be reviewed biennially until a cure is found. 12
D. In the event a cure is discovered, the Institution whom discovered it 13
may file for a patent of said cure. 14
E. If this institution who discovered a cure is a governmental institution, 15
the United States shall file for the patent on the cure. 16
SECTION 4. This legislation shall go into effect on October 1st 2018. 17
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.18

A BILL TO PROTECT CYBER SAFETY
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. The United States government shall review advertisements for malware or 2
viruses before placed onto websites. 3
SECTION 2. Advertisements shall be defined as hyperlinks on the desired web page 4
that redirect the user to an undesired web page. Malware shall be defined 5
as software that is intended to damage or disable computers or computer 6
systems. Viruses shall be defined as a piece of code that is capable of 7
copying itself and has a detrimental effect, such as corrupting the system 8
or destroying data. 9
SECTION 3. The US Department of Homeland Security shall oversee the review and 10
judgement for this bill. 11
SECTION 4. This bill shall be enacted on January 1, 2019. 12
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.13

A Bill to increase the monetary reserve of Disaster Relief Fund of Federal Emergency Management Agency
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. The amount of the monetary reserve in the Disaster Relief Fund shall be 2
increased to $15 billion dollars in preparation for catastrophic disasters. 3
This monetary reserve shall be used for emergency and long-term disaster 4
response. 5
A. Catastrophic disaster shall be defined as unusually extreme events that 6
affect an entire nation and/or parts of the world, require extensive 7
resource assistance and cause long-term disruption to the social order, 8
security or psyche of a nation or its peoples, including but not limited to 9
hurricanes, earthquakes, tsunamis, volcanic eruptions, floods, 10
tornadoes, and nuclear accidents. 11
B. Response towards catastrophic disasters includes but is not limited to 12
the rescue of civilians and medical assistance as well as the rebuilding 13
of houses and infrastructure. 14
SECTION 2. The funds appropriated under this bill shall be used solely to aid residents 15
and persons located in the States of the United States of America, its 16
protectorates, and territories. 17
SECTION 3. The Federal Emergency Management Agency will oversee the 18
implementation of this bill. 19
SECTION 4. This bill shall become effective at the start of the next fiscal year. 20
SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 21

A Resolution to Withdraw Troops from Combat in Afghanistan
WHEREAS, The United States has engaged in warfare in Afghanistan for the past 1
sixteen years; and 2
WHEREAS, Despite intervention and funding from the United States, the central 3
Afghani government is still unable to effectively govern the territory it 4
manages to hold, and its military is unable to stop a resurgence of the 5
Taliban; and 6
WHEREAS, The number of American troops stationed in Afghanistan is too low to 7
bring the complete downfall of the Taliban; and 8
WHEREAS, The American people will not assent to the increase in troop levels 9
needed to fully extinguish the Taliban; and 10
WHEREAS, Current American strategy is creating a vortex that wastes thousands of 11
human lives and billions of tax dollars, therefore, be it 12
RESOLVED, That the Congress here assembled make the following recommendation 13
that all United States military personnel be withdrawn from Afghanistan.14

A Bill to Amend the Constitution to Restrict Birthright Citizenship
1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
2 RESOLVED, By two-thirds of the Congress here assembled, that the following article
3 is proposed as an amendment to the Constitution of the United States,
4 which shall be valid to all intents and purposes as part of the Constitution
5 when ratified by the legislatures of three-fourths of the several states
6 within seven years from the date of its submission by the Congress:
7 ARTICLE --
8 SECTION 1: Section 1 of Amendment XIV of the Constitution of the United States will
9 be amended to read: “Only persons born to current citizens, people
10 currently in the process of naturalization, United States Permanent
11 Resident Card holders, or visa holders of the United States or United
12 States territories and Subject to the jurisdiction thereof, are citizens of
13 the United States and of the State wherein they reside.”
14 SECTION 2: The Congress shall have power to enforce this article by appropriate
15 legislation.

A Bill to Increase Funding to USAID to Increase Humanitarian Aid Initiatives

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. USAID shall receive an additional $5 billion in funding. This
money will go to fund humanitarian initiatives, global health initiatives, and
improving aid transportation.
A. An additional stipend of $10 billion shall be allocated, and can be
unlocked with approval from a majority vote by the House.
SECTION 2. Humanitarian initiatives shall be defined as any policy
supported by USAID which aims to promote human welfare. Global health
initiatives include, but is not restricted to, funding women’s healthcare,
constructing hospitals, and providing emergency medical services. Aid
transportation is the process by which aid allocated by the American
government is distributed by USAID.
SECTION 3. The Department of Defense, Internal Revenue Service, and
USAID will carry out this legislation.
A. The funding for both the funding and the emergency fund will be taken
from the military’s discretionary budget.
B. The Internal Revenue Service shall conduct quarterly audits of USAID’s
expenditure of funds to prevent mismanagement.
SECTION 4. This legislation shall go into effect in the next fiscal year
after passage.
SECTION 5. All laws in conflict with this legislation are hereby declared
null and void.

A Bill to Eliminate Agricultural Subsidies
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. All current federal agricultural subsidies are hereby eliminated. 2
SECTION 2. No appropriation shall be made and no funds shall be expended for the Federal 3
Crop Insurance Program, the Agricultural Risk Coverage Program, the Price Loss 4
Coverage Program, the Conservation Reserve Program, the Foreign Agricultural 5
Service Program, or for any program providing marketing loans or agricultural 6
disaster aid to individual farmers, to farm businesses or corporations, or for 7
agricultural and food research and development programs. 8
SECTION 3. This legislation shall take effect on the first day of Fiscal Year 2019. 9
SECTION 4. The Departments of Agriculture and the Treasury shall oversee enforcement of 10
this legislation. 11
SECTION 5. All laws in conflict with this legislation hereby declared null and void. 12

A Resolution to Review Future Drone Strikes to Increase Accountability and Effectiveness

WHEREAS, Drone strikes can occur with little rationale in a largely secretive process
and harm US influence in international regions; and
WHEREAS, hundreds of civilians are killed by US drones every year often outside war
zones and against international law; and
WHEREAS, Numerous independent investigations have found that the Department of
Defense and CIA drastically underestimate the number of civilians killed by
airstrikes; and
WHEREAS, The rate of civilian casualties from US drone airstrikes has been steadily
increasing under the Trump administration now, therefore, be it
RESOLVED, That the Congress here assembled make the following recommendation
for a Congressional panel to be established to review and report on the
effectiveness of drone strikes and the accuracy of the reporting of civilian
casualties; and, be it
FURTHER RESOLVED, That the CIA and Department of Defense make available to the
public reports on each drone strike including casualties, rate of success,
and civilian property damage, and be it
FURTHER RESOLVED, That the US develop necessary military technologies to decrease
the loss of civilian life in drone strikes.

A BILL TO BAN AFFIRMATIVE ACTION AND EQUALIZE EDUCATION IN AMERICA
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. 2
A. Colleges and universities may not admit, deny, or give special consideration to 3
any applicant based on race, sex, gender identity, sexual preference, religious 4
affiliation, birthplace, heritage, or socioeconomic status. 5
B. All public K-12 schools will be equally funded by the federal government based 6
on student and district population. 7
C. The Federal tax code shall include two new income tax brackets. The first shall be 8
a 42% tax on earned income of over one million USD and/or a net worth of over 9
10 million USD. The second shall be a 45% tax on earned income of over 100 10
million USD and/or a net worth of over one billion USD. 11
SECTION 2. 12
A. All colleges and universities must record am explanation of each applicant’s 13
admittance or denial into the institution. 14
B. The funding by the federal government shall not amount to less than 50% of an 15
individual school’s funding, with the remainder of the school’s needs provided by 16
local and state governments. Public schools are defined as schools funded by 17
taxpayer money, and shall not include private schools, religious schools, charter 18
schools, or cyber-schools (provided they are privately funded). 19
C. Earned income shall be defined as capital derived through paid work and/or 20
capital gains. Net worth shall be defined as total monetary capital, but does not 21
include property or any other non-liquidated possessions. 10% of affected net 22
worth is considered taxable income, provided an individual has an earned income 23
of over 420 thousand USD for the first new tax bracket, and 45 million USD for 24
the second new tax bracket. 25
SECTION 3. The Department of Education and the Internal Revenue Service shall be 26
responsible for the enforcement of this legislation. 27
A. The Department of Education shall conduct a nation-wide survey in order to 28
determine each school’s individual funding requirements and what 29
percentage of each school’s funding shall be provided by the federal 30
government based on socioeconomic conditions in both the school district 31
and the state. 32
SECTION 4. This legislation shall take effect in FY 2019. 33
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.34

A BILL TO UPDATE UNITED STATES EMERGENCY CALL CENTERS
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. Emergency call centers shall receive additional funding to improve 2
location and communication technology to now receive information 3
from all smart phone calls and allow texting options in emergency 4
situations. 5
SECTION 2. Emergency call centers shall also receive additional funding to help 6
with understaffing issues at the call centers. 7
SECTION 3. Emergency call centers, also referred to as “911 dispatch centers”, 8
shall be defined as centers that provide callers advise in handling 9
critical situations via phones until police or fire personnel arrive to 10
provide direct assistance. 11
SECTION 4. The Federal Communications Bureau will be responsible for the 12
implementation of this legislation. 13
SECTION 5. This legislation shall be put into effect in the fiscal year of 2019. 14
SECTION 6. All laws in conflict with this legislation are hereby declared null and 15
void.16

A BILL TO REINSTATE THE FAIRNESS DOCTRINE IN NEWS MEDIA OUTLETS
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. Because news media outlets have an obligation to deliver unbiased, 2
objective information to the public throughout the United States, the 3
Fairness Doctrine should be reinstated. 4
SECTION 2. The Fairness Doctrine shall be defined as a former federal policy in the 5
United States that required television and radio broadcasters to present 6
contrasting viewpoints on controversial issues of public importance. 7
SECTION 3. The Federal Communications Commission shall oversee implementation 8
of this bill. 9
SECTION 4. This bill will be implemented in June of 2018. 10
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.11

A BILL TO END THE USE OF PRIVATE MILITARY CONTRACTORS
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. Private military contractors (PMCs) will no longer be utilized by the 2
Department of Defense. 3
SECTION 2. Private military contractors (PMCs) shall be defined as companies 4
that offer services that involve the potential to exercise force in a systematic way and by military 5
or paramilitary means. These services include combat missions, provision of protective services, 6
security advice and planning, prison administration, interrogation, and intelligence gathering. 7
SECTION 3. The congressional Armed Services committee shall oversee the implementation of 8
this bill 9
SECTION 4. This piece of legislation shall take effect within one year of passage. 10
SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 11
