SITREP 9: Effects of Enhanced Southwest Monsoon in CAR

l. Current Situation '

r Weather Update: The Provinces of Apayao, lfugao , Kalinga Abra, Benguet and Mt.

Province are experiencing experiencing cloudy with light rain showers due to

enhanced SW Monsoon caused by to TS Maring.

r Trapped people in Sagada Cave:" * The previously reported 30 people trapped in SAGADA c€rve, was conected

by SAGADA MDRRMC to 31 people. Out of 31 people, 30 were alreadyrescued as of 1 AM yesterday. One is still missing and identified asEufrocinia "lrene" Manaois (formerly reported as Marissa Manaois), 49 years

old of Dagupan, Pangasinan.

- All victims treated at St Thedore's Hospital, Sagada were already discharged. as of 9:00AM (August 19) except for Mr. Rodolfo Bendola, Jr because of

follow up medical checkup.

- The SAR operation is ongoing. All sections of the cave has been checked and

inspected by local rescuers. However one (1) section in the cave was not yet

inspected by the local teams. This is the natural pool. The local teams

believed that this should be dived and inspected by a professional diver topreserve safety.

- Mayor Eduardo Latawan Sr, Chairperson of MDRRMC, requested the

assistance of OCD to provide professional divers to assist the SAR

operations. These divers will dive and inspect the natural pool inside the

Sumaguing Cave.

. Missing: SAR and retrieval operation is on going for the reported missing.person inAbra (1) and Bontoc, Mt Province (1) due to water related accidents.

r LGUs that declared under State of Galamity

lfugao. The municipality of Tinoc declared Stpte of Calamity due to damages

incurred from typhoon "Labuyo" per resolution A23- 2013 approved as ofAugust 13,2013.

. The municipality of Asipulo declared State of Calamity due to

damages brought by typhoon "Labuyo" as per resolution 2013- 27 on August13,2013.



Mountain Province. Declared province wide State of Calamity as of August 13, 2013

. Closed Roads: DPWH and local engineering office is continuously conducting roadclearing operations. (TAB E)

o BENGUET - 5 roads are still closed to traffic while 2 roads with a close/opensituation.

o MT. PROVINCE * 1 road is still closed to traffic.

II. INITIAL SUMMARY OF IMPACTS

Actions Taken:

OCD.CAR. 'CRDRRMC maintains the RED ALERT STATUS to fully focus on monitoring,

information dissemination, and public warning for the possible effects of theenhanced Southwest monsoon in the region.

. Scheduled a live local media interuiew to wam the public on the impending threat oflandslides and flash floods.

. Close coordination with concemed DENR - MGB, PNP, DSWD, DPWH, DSWD,DOH and PDRRMOS. All PDRRMOS are on alert status and monitoring their area ofjurisdiction.

r Continuous monitoring of the LDRRMO especially the MDRRM Officers of Sagada,Mt. Province for the trapped people inside Sumaguing Cave. Same is through with

the MDRRMO of Tublay, Benguet and Bangued, Abra for possible evacuation ofresidents in low-lying areas.

. lnformation Dissemination through Smart lnfo board is continuous due to theenhanced monsoon raini.

. Continuous coordination and giving of guidance to LCE's and recomrnended theimplementation of pre-emptive evacuation.

o Attended to live and recorded radio and television interviews for informationdissemination

DILGo lssued a memorandum to LGUs on the implementation of pro active measures and

pre emptive evacuation

. Continuous observation and treatment of the victims in Kabuggao, Apayao and

Sagada, Mt. Province. Coordinated casualties and displaced families to OCD-CAR.

DSWD. SocialWelfare and Development Teams were activated region-wide to assist LGUsi Prepared and distributed 1,500 family packs per province

. Continuous coordination with partner agencies.

PIAo Assisting OCD-CAR in disseminating weather advisories and alert to the public.

Mt. Provinceo Provincial Disaster Operation Center is still on RED ALERT status. Two rescrre operations are being conducted. First rescue operation is for the trapped

victim in Sumaguing Cave. Second SAR Operation is resumed to find Mr. MonchingBakidan along Chico River.

. A brief meeting was conducted by the WASAR team on search for MonchingBakidan. Moreover, the SAR operation team coordinated with Kalinga responseteams to standby along Chico River Up To Tinglayan Kalinga.

o An lncident Command Post was established at the opening of the Sumaguing Cave.o MDRRM Officer of Sagada is collecting final profile of casualties

. Sagada MDRRMC conducted an emergency meeting for the situation in SumagingCave and the final list of the rescued and trapped individuals
