MINUTES OF THE 83rd MEETING OF THE OPERATION COORDINATION COMMITTEE OF SRPC HELD AT BANGALORE ON 10TH MAY 2013
1. INTRODUCTION
1.1 The 83rd Meeting of the Operation Coordination Committee was held at Bangalore on
10th May 2013. The list of Participants is given at Annexure-I.
1.2 Shri S.R. Bhat, Member Secretary I/c, SRPC welcomed the Members & other
participants to the 83rd OCC Meeting. He informed that SRPC/TCC meeting was
scheduled to be held in next week, issues needed to be deliberated/finalized in this
meeting. He added that the low generation level at Talcher St-II was a matter of
concern. Two units at Talcher St-II had been taken out due to shortage of coal. He
informed that a meeting with MCL regarding coal supply issues had been conducted
on 12th April 2013 at Hyderabad. MCL had also been requested to attend the SRPC
meeting scheduled for 18th May 2013. He informed that KPCL had submitted the
format for Certificate of healthiness of various protection/defense mechanisms, which
could be deliberated in the meeting. He informed that MAPS, Kalpakkam had
requested the Generators in the region to consider lending a spare Generator
Transformer (GT) for their immediate requirement. The GT of MAPS Unit 2 had
recently been damaged. He informed that the availability of Ramagundam I,II & III and
Neyveli TS I Exp was more than 100 % during April 2013, which deserved due
appreciation. He mentioned that POWERGRID had submitted an agenda item with
regard to pollution mapping. He also mentioned about the recent letter received from
CEA in respect of physical and cyber security.
1.3 MS I/c, SRPC requested Shri Asit Singh, Superintending Engineer to take up the
agenda for the discussions and accordingly the same was taken up.
2. CONFIRMATION OF THE MINUTES OF THE 82nd MEETING OF OCC OF SRPC HELD ON 10th APRIL2013 The Minutes of the 82nd OCC Meeting were confirmed since no amendments were
sought.

3. MONTHLY OUTAGE PLAN
3.1 ISGS/CGS: Generating Units The following outages of generating units were approved:

Note: The planned outage of Vallur Unit-I was deferred for this financial year by NTECL
Vallur. OCC suggested that the TG test should be scheduled before November 2013 and plan the normal shut down between Jan-May 2014.
3.2 ISTS/State Sector Transmission Elements 3.2.1 The outage proposals for the month of May and June 2013 of Central and State
Transmission elements were discussed and outage dates were approved. The
same was hosted on the same day in the SRPC website (http://www.srpc.kar.
nic.in/ website/2013/operation/plout10-05-13.pdf).
3.2.2 SE (O), SRPC apprised about the planned maintenance which was scheduled in
the Annual Outage Transmission Planning during the months of April and May, but
were not taken up. It was also pointed out that outages which had been planned
subsequently had been taken up / proposed in the month of April, May and June.
3.2.3 DGM, SR-II, PGCIL replied that the dates proposed for AOTP were tentative dates
while the outages were planned as per requirements.
3.2.4 ED, SRLDC said that the AOTP should be prepared with due care. As such, there
should not be much deviation from the AOTP date, except in the event of
emergency.
3.2.5 DGM, SR-II, PGCIL said that the emergency outages did not arise on account of
not adhering to AOTP but were emergent in nature. He added that AOTP should
be followed for all Transmission elements, whether in the state sector or under
CTU.
3.2.6 MS I/c, SRPC pointed out that the outage planning for generators and
transmission elements should be carried out with due diligence. Generally there

should be minimal deviation except in the event of any emergency shut down or
approved deferment due to precarious Grid/system conditions. Deviation was
being monitored by higher bodies and assumed significance especially after the
recent Grid Disturbances in NEW Grid. Periodic report was also being submitted to
Hon’ble CERC.
3.2.7 The matter regarding the elements to be covered under AOTP was deliberated.
After discussions, it was agreed that the following elements would be included for
deliberations for approval in the OCC:
All Transmission Lines/ICTs/Bus Reactors/ Line Reactors/HVDC Lines/HVDC Stations/Series Compensators of POWERGRID
All 400 kV Lines / ICTs/Bus Reactors/Line Reactors of STU.
All inter-state lines
All evacuation lines of ISG stations.
Any critical element which SRLDC deems appropriate to be approved through OCC.
3.2.8 After deliberations it was also agreed that the AOTP for other major Transmission
elements of the STU would be furnished separately, for information purposes.
Instances of smaller shut downs of breakers/buses etc. would also be informed to
SRLDC separately since system would be operating with reduced reliability.
3.2.9 AGM, NTPC expressed concern that on 30th April 2013, 220 KV Kayamkulam-
Edamon line was taken out from Edamon end without any information whatsoever
to NTPC Kayamkulam . On the same day 220 KV Kayamkulam –Pallom line was
under OPGW works on hotline. DCE, KSEB said that he would revert back with the
details in this regard.
4. OPERATION OF THE GRID IN MAY AND JUNE 2013
4.1 The Table below furnishes the anticipated availability as given in the 82nd OCC
against the actual availability for the month of April 2013:

In respect of the variation of -21.28% between the actual and the anticipated figures,
KPTCL apprised that it was on account of less generation in thermal stations due to
the shortage of coal.
4.2 Anticipated availability and consumption for the months of May 2013 & June
2013 4.2.1 The anticipated availability and consumption as furnished by the states for the next
two months – May 2013 and June 2013 are furnished below.

4.2.2 In this context, DGM(OS) SRLDC suggested that while furnishing the Availability
and Requirement by the states, the imports/purchases figures should be
considered taking into due account the Inter-Regional ATC/TTC, Intra-State
ATC/TTC, S1-S2 flow gate ATC/TTC margins etc which would be more realistic
in nature.
4.2.3 The constituents agreed to initiate requisite measures to maintain appropriate load
generation balance in their systems, and adhere to the IEGC provisions.
5. REVIEW OF THE POWER SUPPLY POSITION
5.1 Grid Highlights
Frequency remained within IEGC range (49.7-50.2Hz) for 86.10% of time (March 2013 – 86.95%, April 2012 – 91.27%[49.5-50.2 Hz]).
Frequency remained below 49.7 Hz for 12.00% of time and average frequency for the month was 49.84 Hz.
Frequency remained above 50.2 Hz for 1.91% of time. SR Demand touched all time high, 33,377 MW on 16.04.2013
SR Daily consumption touched all time high, 745.33 MU on 16.04.2013
TN met a demand of 11641 MW on 20.04.2013 which was maximum till date.
Puducherry met a demand of 321 MW on 25.04.2013 which was maximum till date.
Andhra Pradesh, Karnataka, Kerala & Tamil Nadu had imported 53 MU, 520 MU, 104 MU & 473 MU respectively inter-regionally through bilateral exchanges.
Utilities located in Andhra Pradesh, Karnataka, Kerala & Tamil Nadu imported 311 MU, 0.22 MU, 40 MU & 150 MU respectively through Power Exchange.
Utilities located in Andhra Pradesh, Karnataka & Lanco exported 81MU, 417 MU & 8 MU respectively through Power Exchange.
Andhra Pradesh & Kerala had imported 217 MU & 142 MU intra-regionally.

Karnataka IPPs had exported 390 MU intra-regionally.
M E P L declared COD of Unit # 2 (150 MW) on 30-04-2013
400 kV VTS to Malkaram ckt 2 of 260.80 ckm was commissioned by APTRANSCO on 01st April 2013.
Existing 230 kV SC line on SC towers with Kundah conductor was converted into 230 kV DC line with Zebra conductor from Loc. 12-89 of 230 kV Thudiyalur-Othakalmandapam line for Coimbatore Sub station. and commissioned on 20.04.2013.
MoP vide letter No. 3/3/2013-OM dated 23rd April 2013 had allocated 45 MW and 40 MW respectively to Andhra Pradesh and Kerala from Indira Gandhi STPS (1500 MW), Jhajjar w.e.f. 0000 hrs of 26th April 2013.
5.2 LGBR forecasted figures vs. actual figures It was noted that the variations between actual and forecasted availability/
requirements LGBR figures were less than 10% in respect of all the States except in
respect of the following cases:

5.3 MoP targets vs. actuals
It was noted that MoP monthly generation targets for the month of April 2013 in
respect of hydro generation & thermal generation had not been met in Karnataka.
Hydro generation target for Kerala had not been met. Tamil Nadu was lagging in hydro
targets. In respect of CGS generation, target had not been achieved by Talcher Stage-
II and MAPS, Kalpakkam.
5.4 Demand / Energy
5.4.1 The Table below furnishes the details of actual Maximum Demand met (MW) &
Average Energy Consumption per day (MU) in respect of the SR constituents for

April 2013 vis-à-vis April 2012. The maximum daily consumption by the
respective constituents during April 2013 is also included.

5.4.2 It could be seen from the above that the Peak Demand for Tamil Nadu had recorded
a positive growth rate of 15.51% as compared to April 2012. Southern Region as a
whole had met maximum demand of 33,377 in April 2013, which was 1,441 MW
more than last year’s figure of 31,936 MW. In terms of average daily energy
consumption Tamil Nadu registered a positive growth rate 16.61 %. Southern Region
had registered a growth rate of 4.5% in respect of Maximum Demand & 6.4 % in
respect of average daily energy consumption.
5.4.3 It was observed from the SR Load Duration Curve for April 2013 (Annexure-V A) that the loads had generally increased compared to April 2012 & March 2013. Daily
consumption figures were also presented.
5.5 Hydel Availability
5.5.1 The energy availability in major hydel reservoirs at the end of April 2013 vis-à-vis
that for April 2012 was reviewed, which is detailed below: (Figures in MU)

5.5.2 DGM, SRLDC informed that the deficit was around 11% and 33 % as compared to
last year same day and 10 years corresponding monthly moving average.
6. MAJOR ISSUES
6.1 C-message issued to TN by SRLDC
6.1.1 TANTRANSCO vide letter dated 09.04.2013 (Annexure-VI A) had submitted that
certain Type C Messages had been issued to TN at frequency above 49.8 Hz from
02.01.2013 to 06.04.2013. They had also informed that on analysis of one minute
frequency-UI data, all the messages mentioned above were found to be sent when
frequency was above 49.8 Hz. Quoting IEGC 5.4.2(a) and 5.4.2(b) and also CERC
RoP dated 14.01.2013 in respect of Petition number No.249/MP/2012
TANTRANSCO had submitted that there were no Grid violations.
6.1.2 In the Meeting, EE, TANTRANSCO pointed that many messages being issued by
SRLDC were not in line with the IEGC regulations 6.4.7 and 5.4.2. Sl. No.9 of
CERC Order dated 14.01.2013 (vide petition No. 249/MP/2012) was also
highlighted
“We have considered the submissions of parties. With regard to the submission of NLDC that overdrawal irrespective of the frequency should not be allowed, we intend to clarify that at present, UI Regulations and Grid Code allow overdrawal within prescribed limits in normal situations and therefore, no such directions can be issued which would be contrary to the regulations.”
SRLDC was requested not to consider it as violation when the frequency was
equal to or above 49.8 Hz. TANTRANSCO further requested SRLDC to issue
messages other than A, B, C which were meant for grid violation.
6.1.3 DGM, SRLDC informed that in the order of Hon’ble CERC, it had been mentioned
‘in normal situations’. SR grid was not operating ‘in normal situations’ on account of
various reasons such as non-availability of all the applicable machines in RGMO,
desired relief not forthcoming through AUFR, high line loadings, poor voltage
profiles etc. Thus the system was in alert condition.

6.1.4 DCE, KSEB endorsed the views of TN and added that 49.8 Hz to 50.2 Hz being
normal frequency range , system could not be deemed to be in alert stage always.
6.1.5 EE, KPTCL stated that Violation Messages should also be based on Frequency.
He was added that each violation message was being viewed seriously by the
Management.
6.1.6 ED, SRLDC said that in case the RGMO response shows improvement, desired
relief is observed in the feeders for UFR operation and voltage profile improved
SRLDC would reckon the system to be in normal condition from the alert state.
6.1.7 OCC suggested SRLDC may consider issuance of separate messages for
violations specifically not covered in IEGC and for violations stipulated in IEGC
Regulations. In past it was noted that Hon’ble CERC had imposed penalties for
specific IEGC Regulation violations. It was also felt that there was a need for
harmonization in issuance of messages for all the Regions. SRLDC was requested
to consult NLDC and revert back on this matter.
6.2 Coal shortage issues in SR and Low generation levels/shut down due to coal shortage at Talcher Stations
6.2.1 As suggested in the OCC forum, MS I/c, SRPC had addressed letter dated
10.04.2013 (enclosed as Annexure-VI B) to NTPC requesting to arrange
measures for increasing the generation level at Talcher Stage II .It had also been
requested that one unit of Stage I be taken out in place of Unit V of Stage II in view
of the high shortage conditions prevailing in the Southern Region. A meeting was
also held at NTPC Regional office with MCL and Generators to address this issue.
Participants had desired for a special meeting with participation of Railways also.
Minutes of the Meeting dated 18th April 2013 is enclosed as Annexure-VI C.
6.2.2 In the Meeting, MS I/c, SRPC pointed out that the average generation was about
75% for Stage-I and 60% for Stage-II. The average shortages were in the range of
3.5 to 4.8% for ER constituents while it was in the range of 15.5 to 18.8% for SR
constituents. The frequency below 49.7 Hz was for 3.3 % of time in NEW Grid
while it was 11.7% for SR. The issue had been taken up with ED Talcher NTPC
vide letter dated 3rd May 2013 (Annexure-VI D) requesting for improvement in
generation of Talcher Stage II and also preponing the schedule of maintenance of

Unit III. He requested NTPC to bring back at least one unit into operation, since
two units were under shut down at present.
6.2.3 AGM, Talcher II, NTPC said that there were coal supply constraints NTPC had
been trying its best to improve the generation level and the issue was being
followed up at higher level.
6.2.4 ED, SRLDC informed that on NLDC’s request, NTPC Talcher had released the
corridor for 500 MW. He pointed out that SRLDC had been requesting for release
of corridor and no concrete action had been taken by Talcher, NTPC. Presently
corridor could have been released for 1000 MW since two units were out of bars.
Talcher Stage II may give blanket release of corridor based on the Unit outages.
He stated that all the STOA transactions would be stopped once Talcher Stage II
informed of the revival of the unit one day in advance.
6.2.5 MS I/c, SRPC said that there should be mechanism in place for release of the
corridor so that the top management need not be approached for each and every
case. He added that the concern of the OCC Forum regarding low generation at
Stage-II compared to Stage-I and also releasing of corridor should be
communicated to the NTPC Management.
6.3 Categorisation of Outage of lines/Pollution Mapping
6.3.1 The outage categorization under deemed availability of 400 KV Vijayawada-Nellore
and 400 KV Vijayawada-Vemagiri D/C lines due to pollution deposits was under
discussion from 80th OCC Meeting. In the 82nd OCC meeting, the Committee had
recommended that the issue be put up to Commercial Sub-Committee also for
further deliberations. Consequently the issue had been deliberated in the
Commercial Sub-Committee held on 17th April 2013, in which POWERGRID
informed that in other region deemed availability had been allowed for replacement
of insulators. They reiterated that outage due to pollution falls under force majeure
and requested for deemed transmission availability. Details furnished by PGCIL at
Annexure-VI E. Letter dated 06.05.2013 regarding pollution stretches in respect
of 17 other lines is enclosed as Annexure-VI F.
6.3.2 In the Meeting, representatives of KSEB and TANTRANSCO pointed out that
earlier approval was for two lines and subsequently PGCIL had furnished 17 lines

whose outages was to be categorized under deemed availability. Decision in this
regard was to be taken up by the higher management.
6.3.3 MS I/c, SRPC said that the issue had been put up in the TCC/SRPC Meeting
scheduled for 17th and 18th May 2013.
6.3.4 AGM (OS&S), SRTS I, PGCIL vide letter dated 25.04.2013 had requested SRPC
to include Pollution Mapping for SR as an Agenda Item. Letter enclosed as
Annexure-VI G.
6.4. Draft Procedure for Outage Planning by NLDC
6.4.1 MS I/c, SRPC vide letter dated 22nd April 2013 had submitted views and comments
of SRPC and SR constituents about the same to NLDC Annexure-VI H.
APTRANSCO vide letter dated 23rd April 2013 had also expressed their views on
the Draft Procedure (copy of comments enclosed at Annexure-VI I).
6.4.2 In the Meeting, it was noted that the approved Procedure for Outage Planning was
awaited.
6.5 Implementation of RRF Mechanism
6.5.1 Hon’ble CERC in its Order dated 16th January 2013 in respect of Suo-motu Petition
No.209/2011 in the matter of implementation of Renewable Regulatory Fund
Mechanism had directed that the RRF mechanism shall come into effect from 1st
February 2013 and Mock exercise for forecasting and scheduling would start w.e.f.
1st February 2013. It was earlier noted that the utilities had not yet completed the
formalities including installation of ABT meters at Pooling Stations. The matter
was discussed in the 21st Meeting of Commercial Sub Committee held on 17th April
2013 in which state utilities submitted that they had a number of queries/doubts
that needed to be addressed and desired for a separate meeting with participation
of NLDC and had agreed to forward queries/doubts to SRLDC. The concerned
utilities were requested vide letter dated 18th April 2013, to submit their
queries/doubts at the earliest enabling SRPC to forward the same to NLDC so that
the deliberations in the meeting on 9th May 2013 would be fruitful (copy of SRPC
letter dated 18th April 2013 is at Annexure-VI J).

6.5.2 MS I/c, SRPC informed that this issue had been discussed in the Special meeting
held on 8th May 2013. Video conference session for queries was also held in the
2nd session with NLDC. He requested that needful action was to be taken by the
constituents.
6.5.3 KPTCL enumerated the implementation status of RRF mechanism in their system
as below:
Eleven (11) pooling stations come under RRF mechanism, out of which ten (10) from Wind generators and one (1) from solar generators.
All pooling stations have been provided with ABT feature meters.
The mock exercise of all 11 pooling stations had commenced from 01.02.2013.
All coordinating agencies of pooling stations are submitting day ahead schedules & actual injections are taken from pooling stations meters every week; i.e. on Monday.
Comparison of schedules & actual are submitted every Monday.
6.6 Implementation of Enquiry Committee
6.6.1 Status of Implementation of Recommendations of Enquiry Committee may kindly
be compiled and communicated to CEA on fortnightly basis.
6.6.2 MS I/c, SRPC informed that requisite information had to be furnished by the
constituents every fortnight to SRPC for further communication to CEA.
6.7 Comments on the Staff Paper on Ancillary services to be submitted to CERC by 30th April 2013 It had been circulated in the Agenda that the comments on the Staff Paper on Ancillary
Services were to be submitted to CERC by 30th April 2013.

6.8.1 The issues regarding the reduced power flow through the HVDC Bhadravathi
without any change in power order made by the Operator and the Transmission

with WRTS and revert back in the next Meeting with relevant updates.

6.8.3 SE (O), SRPC pointed out that ATC/TTC margin were different for import/export on
HVDC Bhadravathi link and it would be better if TCR certification is carried out by
SRLDC.
6.8.4 MS I/c, SRPC said that the information regarding outages for HVDC Bhadravathi
was being furnished beyond 30 days, though the availability certification was to be
completed within 30 days. Internal issues between different regions of
POWERGRID should be sorted out and the information should be furnished before
25th of each month.
6.8.5 ED, SRLDC said that SRLDC would certify the TCR for HVDC Bhadravathi if
relevant information is furnished to them by PGCIL.
6.9 Present generation level at RTPS Unit VII
6.9.1 KPCL had informed that the unit was being run half load i.e. 130 MW. Now ESP
works were being carried out and it would take 6 months to be fully operational.
6.9.2 SE, KPCL informed that the generation level was being maintained at around 3MU
per/day and it would take around 6 months for ESP works to be completed.
7. GRID FREQUENCY
7.1 High frequency
7.1.1 High Frequency Grid Operation It was noted that the Regional Grid had operated above 50.2 Hz for 1.91% of the
time, during the month. It was also noted that the frequency on some of the days
was more than 50.0 Hz for considerable periods as shown below:

7.1.3.3 SRLDC pointed out that the issue was regularly followed up and requested the
following remedial measures to arrest high frequency operation in the Grid.
Implementation of staggered Load changeover by the constituents.
Moderating own generation
Restricted Governor Mode of Operation of all eligible machines to be in place.
Proper load management to prevent the sharp rise in frequency
Exploring the possibility of running in pump mode for two to three blocks at Kadamparai and Srisailam
Planned and advance intimation for surrendering of ISGS
7.1.3.4 AGM, NTPC expressed concern over the sudden changes in the requisition by the
states during evening Peak hours for one or two time blocks only. He added that
the units were not designed for such sudden variations. Senior Superintendent,
Ramagundam, NTPC said that the cycling of loads was not advisable and it was
not technically advisable. Chief Manager (Elec), NLC endorsed the views of NTPC
and said that the machines were getting unduly stressed on this account.

7.2 Low Frequency
7.2.1 It was noted that the frequency of grid operation was in the lower range of IEGC
and had operated below IEGC range for 12% of the time during the month of April
2013, as compared to 7.71% during April 2012 and 11.92% during March 2013. It
was also noted that the frequency on some of the days was less than 49.7 Hz for
significant duration as shown below:
7.2.2 DGM, SRLDC informed that the frequency on some days was about 22% of time
below the IEGC range which was a matter of concern. He stated that proper
demand side management measures had to be taken care by constituents to
curtail low frequency operation. Details of caution/violation messages issued by
SRLDC to the constituents during the month of April 2013 are furnished at
Annexure-VII B. Details of 12% violation messages pertaining to over drawal
/under injection while the frequency was below 49.8 Hz over a time block are
furnished in Annexure-VII C.
7.2.3 OCC placed on record, appreciation for Chief Engineer (LD), KPTCL for not having
received any violation message during the month.
7.2.4 ADE, APTRANSCO informed that the load shedding around 1,474 MU upto 4,178
MW was carried out in AP. Purchases of more than 700 MU were made from other
states/regions. Scheduled load shedding in Hyderabad, Thirupathi, Vizag and
Warangal had been reduced from 3 hours to 1 hour from 17.4.2013. Scheduled
load shedding had been reduced in Corporations and District Head Quarters from
4 hours (in two spells) to 3 hours (in two spells) from 17.4.2013. Scheduled load
shedding had been reduced in Town and Municipalities from 6 hours (in two spells)
to 4 hours (in two spells) from 17.4.2013. Scheduled load shedding had been

continued in Mandal HQ at 8 hours (in two spells). R & C measures which were
implemented from 7th November, 2012 had been revised from April to June 2013
vide APERC order dated 17.4.2013.
7.2.5 EE, SLDC, KPTCL said that load shedding around 1,213 MU upto 2,800 MW were
carried out in Karnataka. Purchases of around 550 MU were also made from other
States/Regions. He added that Karnataka was helping the Grid during Low
Frequency operation and their UI which was positive earlier has been reduced and
now it was on negative side.
7.2.6 Dy. CE, Grid, KSEB informed that load shedding around 141 MU upto 500MW
were carried out in Kerala. Purchases of around 300 MU were made from other
States/Regions. He informed that cyclic load shedding of one hour duration was
also implemented during day off-peak hours (0900hrs to 1700 hrs).
7.2.7 EE, TANTRANSCO informed that load shedding around 1387 MU upto 3901 MW
was carried out in Tamil Nadu. Purchases of more than 600 MU were made from
other States/Regions. Energy consumption had been restricted to 75% of their
base average consumption for the previous years for all HT and EHT consumers.
Penal rate was applicable beyond the limit. All domestic consumers attract penal
rate for monthly consumption above 300 units. Energy consumption had been
restricted to 80% of their base average consumption for the previous years for all
non-domestic LT consumers. Penal rate was applicable beyond the limit. Ban on
usage of Grid Electricity for display lighting, hoarding, external illumination of
building and other publicity and sales promotion purposes had been imposed.
7.2.8 EE, ED, Puducherry informed that they were able to maintain the system without
any loading shedding.
7.3 SRLDC presented the Frequency Histogram & Frequency Duration Curve (Annexure-VII D) for April 2013.
8. VOLTAGE PROFILE
8.1 Low voltage 8.1.1 It was noted that Chennai, Bangalore, Trichur, Palakkad and Udumalpet were
facing low voltage situation.

In 82nd OCCM, after discussions, it was agreed that the action plan for implementation of U/V relays would be furnished by the constituents within 15 days.
8.1.3 It was noted the detailing could be deliberated in detail in PCC meeting. SRPC &
SRLDC reminded that in principle the UV Relays had been agreed in SRPC
Meeting and hence the implementation schedule needed to be finalized at the
earliest.

8.2 High Voltage
8.2.1 It was noted that the nodes at Vijayawada, Nagarjunasagar, Hyderabad, Gooty,
Karnool, Khammam, Vemagiri, Srisailam, Hiriyur, Guttur, Raichur, Kaiga,
Thiruvanthapuram and Narendra were facing high voltages. A number of lines had
tripped/hand tripped due to high voltage.

8.2.3 Hon’ble CERC Order dated 23.12.2009 merited attention in this regard. It had been
stated in the Order that all agencies needed to provide required reactive
compensation thus avoiding the need for exchange of reactive power to/from ISTS
and maintain ISTS voltage within specific range.
8.2.4 Following remedial were reiterated:
Maximize the MVAR absorption by generators near high voltage zones Concerted action/follow up by SLDC was required at Vemagiri complex, VTPS, KTPS, Srisailam, Kaiga, UPCL and Raichur.
Operation of machines in synchronous condenser mode wherever feasible
Installation of Bus reactors as recommended by Standing Committee on Power System.
Maintaining Tap Position close to 400kV of all GT’s / ICT’s. Ensuring tap position of new generating units corresponding to 400kV before COD
Capacitors Banks to be taken out
Line opening would be the last resort by SRLDC after receipt of message from the constituents.
8.2.5 Status of commissioning of Balance Bus & Line Reactors as agreed in the 22nd Standing Committee meeting
8.2.5.1 The updated information on schedule of commissioning of reactors as originally
agreed in the Standing Committee on Power System Planning of Southern Region

is given at Annexure-VIII C.
8.2.5.2 Senior Superintendent, NTPC Ramagundam informed that the Bus Reactor at
Ramagundam was commissioned but COD was yet to be declared.
8.2.5.3 KPCL informed that Bus Reactor had reached Raichur TPS. However, the Bay
work for the Reactor was yet to be completed.
8.2.6 Status of Bus/Line reactors commissioning at Guttur
8.2.6.1 In the 20th TCC meeting held on 01.02.2013, high voltage conditions prevailing in
Guttur node were specifically brought to the attention of the forum. NPCIL vide
letter dated 18-02-2013 had cautioned about the more aggravated situation which
they anticipate in coming monsoon.
8.2.6.2 SRLDC reiterated that Guttur should have both bus and line reactor. It was
reminded that the Standing Committee on Power System Planning had approved
2 reactors at Guttur.
8.2.6.3 EE, KPTCL informed that shifting of Line Reactor from Hoody to Guttur was under
deliberation and decision could be taken shortly.
8.2.7 High Voltage at Vemagiri Complex
8.2.7.1 At various forums, SRLDC had raised concern over high voltage issues in respect
of Vemagiri complex as given below:
Inadequate absorption of reactive power by the generating units in addition to non-nominal tap setting of Generator Transformer.
Non utilization of 80 MVAR bus reactor at GMR Extension plant.
8.2.7.2 APTRANSCO had earlier informed that they had requested its Power System Wing
to examine this issue and take further necessary action in this regard. The
commercial issues also needed to be studied in this regard, since there was no
PPA with that particular stage of the GMR plant.
8.2.7.3 ED, SRLDC stated that many meetings were conducted with AP on high voltage
issues at various locations (specifically at Vemagiri Complex) under APSLDC.
There has been no noticeable improvement and AP has not been able to
implement SRLDC instructions to control over voltage. He added that in case the
voltage profiles are not improved in one month time, SRLDC may be constrained
to go for petition.

9. SYSTEM SECURITY MEASURES
9.1 U/F & df/dt Relays Schemes 9.1.1 AUFR/(df/dt) quantum implemented/expected by states at various stages is given
as Annexure-IX A.
9.1.2 However, as per the ROP w.r.t. Petition 263/MP/2012 the loads available for relief
in the identified feeders were far below the value declared by the constituents. It
was noted that the Commission had directed that the issue be discussed in RPC
level meeting to decode the quantum of load which should be increased to give
desired result in a time bound manner. It was also noted that quarterly report had
to be submitted to CERC by SRLDC. The adequate load relief issue was
deliberated in PCC Meeting held on 27.03.2013 wherein all constituents had
agreed to continue with present quantum of relief proposed earlier i.e 9912 MW.
Above relief shall be ensured based on average loading of the feeder.
Subsequently RoP on hearing dated 09.04.2013 w.r.t Petition 263/MP/2012 had also been issued and the Commission had reserved the Order.
9.1.3 It was noted that Andhra Pradesh (vide letter dated 04.03.2013) added additional
feeders of average quantum of relief 89 MW for 1st stage(49.0Hz), 157 MW for 2nd
stage(48.8 Hz) and 148 MW for 3rd stage(48.6 Hz),in order to obtain the expected
load relief under UFR scheme (Annexure-IX B).
9.1.4 It was also noted that Tamil Nadu (vide letter dated 20.04.2013) had identified
additional feeders of the quantum of relief 246 MW for Stage I (49.0 Hz), 77 MW
for Stage-II (48.8 Hz) and 234 MW for Stage –III (48.6 Hz) in order to obtain the
expected load relief under UFR scheme and Procurement of UF relays were in
process and would be commissioned within 4 months (Annexure-IX C).
9.1.5 It was also noted that Kerala (Letter 06.04.2013 enclosed as Annexure-IX D) had
initiated the action plan in order to obtain the average load relief of 1032 MW (UFR
857 MW + df/dt 175 MW) to extend the trip signal to selected 11 kV feeders by
utilizing the under frequency setting available in the numerical relay installed at
substations. The substations having numerical relays had been identified.
Identification of 11 kV feeders considering the load profile and relocation of UF
relays to new stations was in process for administrative approval. The action plan
is as below:

9.1.6 KPTCL had furnished the Load relief details feeder-wise for UFR & df/dt as on
20.04.2013 (Annexure-IX E). 9.1.7 ED, SRLDC said that there were number of issues like average relief/maximum
relief/minimum relief/additional relief etc which were to be sorted out. He requested
all the constituents to furnish feeder wise details which are connected for UFR &
df/dt presently within 15 days. SRLDC would monitor from SCADA the
Max/Min/Average loadings to assess the actual relief that could be obtained.
9.1.8 It was noted that Andhra Pradesh only had implemented the additional stage for
df/dt protection scheme and other states were at various stages of implementation.
9.1.9 Details of Load Relief obtained through various defense schemes is enclosed as
Annexure-IX F.
9.1.10 As per clause 9(2) of CEA (Grid Standards) Regulations, 2010, all constituents
shall submit a detailed report of operation of AUFR at different frequencies to
SRLDC and SRPC on daily basis. KSEB and PED were only submitting the daily
report of operation of relays.
9.2 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012)
9.2.1 Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC
was to be provided by all the constituents by 01.01.2011.
9.2.2 With respect to Petition (No. 250/MP/2012) Hon'ble CERC had issued an order
dated 14th January 2013 & RoP for 07.03.2013. Para 4 of RoP is reproduced
below:
“In response to Commission`s query whether both Grid Security Expert System (GSES) and Automatic Demand Management scheme are required or it may be duplication of facilities, the representative of the NRLDC submitted that both the schemes are separate and need to be implemented with the GSES would be operated from SLDC and RLDC level and would be at higher voltage level, Automatic Demand Management Scheme (ADMS) will be at 11 kV, 33 kV feeder level. The objective of ADMS is to control the demand as per availability and at the same time objective of GSES is for action when action by ADMS is not sufficient.”

9.2.3 With respect to Petition (No. 265/MP/2012) Hon'ble CERC had issued an RoP on
10th January 2013 and subsequently a special TCC was held on 11th and 12th
February 2013 and views were communicated to Hon’ble CERC. CERC had
passed order dated 5th March 2013. Para 8 (a) & (b) are reproduced below.
“8. The Commission directed to CTU to submit the following on affidavit by 16.4.2013:
(a) Clear demarcation between Automatic Demand Management Scheme and GSES, indicating voltage level at which both the schemes will operate; and
(b) Duplicity, if any, between the two schemes, in general and particularly with reference to optic fibre network proposed in Unified Load Despatch and Communication scheme.”
9.2.4 ED, SRLDC said that the time frame for GSES implementation should be finalized.
9.2.5 MS I/c, SRPC pointed out that the Final Order on Petition for GSES was still
awaited. GSES was to be implemented by POWERGRID and the issue had also
been put up as an agenda item for TCC/SRPC Meetings scheduled for 17th and
18th May 2013.
9.3 Status Review of Automatic Load Disconnection Scheme for overdrawing constituents (IEGC clause 5.4.2 (c))
It was noted that SRPC in its 14th meeting held on 27th August 2010 had agreed to
implement Automatic Load Disconnection Scheme for overdrawing constituents with
the following relief:

9.4 Grouping of loads (IEGC clause 5.4.2 (e))
As per IEGC, to maintain the frequency within stipulated band and also to ensure
network security, the interruptible loads were to be arranged in four groups of loads,
This was for the purpose of scheduled power cuts/load shedding, loads for
unscheduled load shedding, loads to be shed through UF relays, df/dt relays and

loads to be shed under any SPS scheme. These loads are to be grouped in such a
manner that there is no overlapping between different groups of loads.
The issue was noted for compliance by the concerned utilities.
9.5 Tripping Details/Reports
It was pointed out that Tripping Details/Reports which were not being communicated
as per IEGC Regulations. Status is enclosed as Annexure-IX G. Trip Analysis
Reports along with supporting information in line with IEGC Regulation 5.9.6 (a) to be
furnished to SRLDC/SRPC within 24 hrs.
9.6 Declaration of availability and healthiness of various protection / defense mechanism
9.6.1 The declarations are to be submitted on monthly basis. As decided in 82nd OCCM,
KPCL had furnished proforma for consideration.
9.6.2 After discussions, it was decided to continue with existing format. SRLDC
requested the constituents to submit the healthiness certificates for protection
system regularly.
9.7 Special Protection Schemes 9.7.1 SPS for 400 kV Vijayawada-Nellore D/C line
APTRANSCO & PGCIL were requested to expedite implementation.
9.7.2 SPS for HVDC Kolar and Kudankulam
In the 82nd OCC Meeting, it was noted that loads identified for both schemes were
the same and was also suggested that preliminary identification of exclusive load
for Kudankulam SPS could commence. Details in this regard were awaited. DGM
SRTS-II informed that the Mock exercise for Kudankulam SPS was scheduled for
15th May 2013.
9.7.3 Status of SPS under implementation
Ongoing SPS scheme status is enclosed as Annexure-IX H. Respective utilities
were requested to expedite.
9.8 Status of Contingency Plan by TN to overcome variability of wind generation 9.8.1 In earlier OCC meetings SRLDC had been stating that TN may implement
automatic load reduction measures to take care of reduction in wind generation.
SRLDC had suggested SPS for containing overloading of 220 kV lines.

9.8.2 TANTRANSCO was requested to expedite the same.
10. SCADA & COMMUNICATION ISSUES 10.1 In the Meeting, SRLDC presented the status of data, voice and internet communication
and pending field inputs. Details enclosed as Annexure-X A.
10.2 SRLDC pointed out the following:
Jindal Generating Station complete RTU/SAS data not available at SRLDC. KPTCL may take up the issue with concerned for rectification purpose.
Dedicated voice communication from Talcher NTPC to RLDC to be provided by Talcher NTPC as MOM.
Stand by Data channel from NTCL Vallur to SRLDC. Voice communication which was out of order to be rectified.
Exercise for validation for SCADA data between RLDC and SLDCs to be carried out. SLDCs requested to get in touch with SRLDC ULDC wing.
10.3 Dy. CE, KSEB said that it was difficult to provide Tap Position for Off load Tap
changers. SRLDC pointed out that the same was required.
10.4 EE, KPTCL informed that RTUs had been installed at JSWEL and the Data availability
at SLDC was being stabilized. Once reliability of data was established it would be
extended to SRLDC. SRLDC pointed out that the LT side inputs of GT were also
required.
11. PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START PROCEDURE
11.1 Physical and Cyber Security 11.1.1 Status update on Crisis Management Plan(C&DMP) of Power Sector is to be
furnished every quarter. The information is to be furnished to CEA with a copy to
SRPC secretariat.
11.1.2 SE (O), SRPC said that regular information was not being received from the
constituents. Utilities including SRLDC/SLDC were requested to furnish requisite
information every quarter. He informed that a number of presentations on
CMP/DM/Cyber Security were available on CEA website and interested
constituents could down load the same.
11.1.3 MS I/c, SRPC informed about the letter dated 23.04.2013 (Annexure-XI A) from
CEA about status of preparation of CMP for Cyber security in Power Sector. He
added that timely information was required to be furnished.

11.1.4 DGM, SRLDC stated that change if any, of Nodal Officers for Disaster
Management should be communicated to SRLDC.
11.2 Black Start Procedure
11.2.1 Updated information on Mock exercise is enclosed at Annexure-XI B. Constituents
were requested to furnish the schedule for July –Dec 2013.
11.2.2 DGM, SRLDC said that development of mock exercise procedure for Individual
Stations/Systems was still awaited from Karnataka & Tamil Nadu.
11.2.3 Dy. CE, KSEB informed that point to point Mock Drill for Poringal-Sholayar-
Idamalayar Chalakkudy was planned for 17.05.2013 and KDPP-Kuttiyadi-
Chevvayur for 27.05.2013.
11.2.4 SRLDC informed that Mock Drill for Gazuwaka HVDC bypass was to be planned.
NTPC informed that the exercise could be taken up during August 2013. SRLDC
stated that they would consult ERLDC and revert back.
11.2.5 Synchronizing facility was to be provided at some of the stations as furnished in
Annexure-XI C.
12. RGMO
12.1 RGMO response details for few incidents were projected (Annexure-XII A) ED,
SRLDC said that the RGMO performance in the region was far below the expectation.
12.2 Senior Superintendent, NTPC Ramagundam presented the RGMO analysis summary
for the dates 6th April, 16th April, 19th April, 24th April & 28th April (Annexure-XII B).
12.3 NTECL, Vallur also presented the RGMO response. It was pointed that the graphs
were of loads w.r.t. speed and in future graphs could be made of load w.r.t. frequency.
12.4 ED, SRLDC said that there were considerable mismatch between NTPC data and
SCADA data as received by SRLDC.
12.5 Senior Superintendent NTPC said that they would check the data again and find the
cause of mismatches. There could be some mismatch due to time synchronization and
data scanning in SCADA.
12.6 MS I/c, SRPC said that data mismatch needed to be rectified. Validation of data for
other generators was also required. SRLDC and NTPC agreed to carry out

reconciliation of RGMO data on 20th May 2013. He said that this issue was being
pursued at highest level and the details of RGMO status in Southern Region were
communicated to CEA recently (Annexure-XII C). He informed that CERC had passed
Order dated 29.04.2013 in respect of APGENCO Stations.
13. LGBR & OUTAGE PLANNING
13.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause 5.4.2
The issue was noted for compliance by the states/SLDCs.
13.2 Draft Outage Deviation for the year 2012-13 in respect of Generating Units/Transmission Elements of Southern Region
SE (O), SRPC informed that the Draft Outage Deviation Report had been uploaded on
SRPC website and lot of information was still pending. The Report is to be
communicated to Hon’ble CERC. A reminder in this regard has been addressed to all
the constituents. All the utilities were once again requested to fill their portion of the
Report along with reasons for deviation and communicate to SRPC at the earliest.

14.2 MS I/c, SRPC said that reports on revival were not being received from the concerned
utilities. He requested the constituents to furnish the revival status in time for reporting
to the Commission.
14.3 ED, SRLDC said that some of the Prolonged Outages for continuing and constituents
should furnish realistic action plan with details of activities involved.
15. OTHER ISSUES
15.1 ATC/TTC calculation by SLDCs SRLDC pointed out that ATC / TTC computations needed to be furnished by State
utilities. LGBR for the next five months was also needed to be furnished by all the
constituents before 5th of every month for the purpose of ATC computations.
15.2 Minimum/Maximum Demand Ratio of Constituent States It was noted that Members were aware that the matter regarding wide variation
between maximum demand and minimum demand was being regularly taken up with

the constituents in the OCC meetings. The details of percentage variation between

15.3 Forced outages of thermal units OCC was apprised of the forced thermal outages of more than 24 hours duration
during the month of April 2013. OCC recommended that the planned/preventive
maintenance be carried out as per schedule to reduce the instances of forced outage
15.4 Status of Srisailam/Kadamparai pump mode operation It was noted that Kadamparai machines had consumed about 13.64 MU in pump mode
during the month.
15.5 Data/ Information requirements of SRLDC SRLDC requested timely reporting of the following:
Loss of generation due to coal shortage / technical problems needs to be furnished for on ward transmission to NLDC by 1000 hrs on daily basis.
Providing split-up details of Non Conventional Energy Sources generation for SOLAR, BIOMASS, WIND, BIOGASSE & SMALL HYDELS in monthly data
Load Forecasting Day wise Block wise
Power Supply Position Report: Hourly Load Shedding & Daily L.S in MU to be submitted before 03:00 hrs for previous day for calculating correct shortage.
15.6 Wind Generation
DGM, SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu during the period 1st April 2013 to 30th April 2013. Wind generation in Tamil Nadu had varied between 33.207 MU (16th April 2013) to 2.178 MU (26th April 2013). Wind generation in Karnataka had varied between 13.03 MU (18th April 2013) to 3.120 MU (3rd April 2013). Details are furnished in Annexure-XV A.

DGM, SR II PGCIL said that Thirunelveli ICTs were getting overloaded and hence SPS was required to be in operation. It was suggested that the issue be taken up in PCC meeting.
15.7 Monthly generation data in respect of Renewable Energy Sources MS I/c, SRPC said that Monthly generation data in respect of Renewable Energy
Sources was to be sent to CEA with a copy to SRPC
15.8 Annual Report of SRPC/SRLC
All constituents who had not furnished data for Annual Report of SRPC and SRLDC
were once again requested to furnish the same.
15.9 Operating Procedures
DGM, SRLDC said that the operating procedure 2013 would be put in the web group
shortly. Suggestions/Comments could be sent to SRLDC by 24th May 2013. Operating
procedure would subsequently be finalized and put on website.
15.10 Installed Capacity variations
DGM, SRLDC requested all constituents to follow the CEA methodology/norms of commissioning and add to Installed Capacity while furnishing the figures. This was having a bearing on Thermal PLF of the States in the various reports.
EE, TANTRASCO said that the Units could be added to Installed Capacity only after COD.
It was suggested that States could include in Installed capacity with a foot note indicating that the particular Unit was yet to be declared on COD.
15.11 Coal Stock Position
It was noted that as per CEA norms, coal stock position is termed as critical (< 7 days)
or super critical (< 4 days) of coal stock. The daily Coal stock position report as on 9th
May 2013 as downloaded from CEA website is furnished at Annexure – XV B. It was
noted that the coal stock position in the following thermal stations was less than that
for 7 days generation:

As coal stock position continued to be low, states were requested to implement
appropriate demand side management considering lower availability due to coal
shortage.
The Coal Stock status received from Generators/Constituents is enclosed as
Annexure-XV C.
15.12 Normative vs. average actual ex-bus generation SRLDC presented the details of normative and average actual ex bus generation in
respect of ISGS during the month of April 2013 (Annexure-XV D).
15.13 Utilisation of inter-regional links
SRLDC presented the utilization of inter-regional links (Annexure-XV E). It was noted
that Gazuwaka link had imported more power compared to the previous year.
15.14 Drawal Extremes DGM, SRLDC presented the statement of Drawal Extremes for the month of April
2013. The maximum till date are given in the table below:

15.15 Stranded Capacity MS I/c, SRPC informed that a Committee headed by Chairperson, CEA with two JS
from MoP as Members to explore the possibility of utilizing Stranded Capacity had
been set up. One Meeting had already taken place while the second meeting was
scheduled shortly. He requested the constituents to furnish the requisite information
as and when requested.
15.16 PSS software Training
SRLDC informed that one more advanced System Studies Software (PSS/E) Training
was likely to be held shortly. Nominations were requested.

15.17 ATC/TTC Computations
SRLDC informed the ATC/TTC computations for the States had been put on SR
Power System Web group. States were requested to study and revert back with their
observations.
15.18 Other information
Planned and Forced outages of Generating Stations are enclosed as Annexure-XV F.
Status of upcoming Generating and Transmission Schemes in Southern Region are enclosed at Annexure-XV G.
Variable Cost of ISGS/CGS Stations is enclosed as Annexure-XV H. Details of Bilateral exchanges(as per PSP) and Power Exchange(as
furnished by States) are enclosed at Annexure-XV I. PLF of Major IPPs is enclosed as Annexure-XV J. Details of Maintenance of Transmission Elements are enclosed as
Annexure-XV K. 16. MEETING SCHEDULE
It was observed in the Meeting that a number of participants left the meeting before
scheduled closure. MS I/c, SRPC said that at times certain issues were not fully
deliberated as the concerned Member had left. OCC Meeting had been compressed to
one day (in place of two days) on the request of the constituents. All the participants
were requested to appraise their management and also kindly be present between 10
hrs to 18 hrs for fruitful deliberations. It was also noted that KKNPP was not attending
the OCC meeting and the issue could be taken up accordingly.
17. It was noted that Hon’ble CERC had issued an Order on FRC computations. A new
procedure on Congestion Regulation had also been approved by CERC vide its order
dated 22.02.2013. It was decided that a Workshop be conducted by SRLDC on 28th May
2013. Officers of concerned Departments could be nominated to attend this Workshop.
SRLDC pointed out that the Reliability Coordinators for Congestion Management were to
be nominated by SLDCs and hence they could be nominated for the Workshop.
