MINUTES OF THE 62 ND MEETING OF THE OPERATION COORDINATION COMMITTEE OF SRPC HELD AT BANGALORE ON 8 TH AUGUST 2011

1. INTRODUCTION

1.1 The 62nd meeting of the Operation Coordination Committee was held at Bangalore

on 8th August 2011. The list of Participants is given at Annexure-I.

1.2 Shri S.D.Taksande, Member Secretary I/c, SRPC welcomed the delegates to the

62nd OCC Meeting. He said that with good rains the grid parameters in Southern

Region had improved and expressed hope that the efforts would be sustained. He

on behalf of OCC placed on record the excellent grid discipline shown by Karnataka

under the able guidance of CEE (LD) KPTCL which had not received any violation

message during past three months. HVDC Bhadravathi related issues were

deliberated in detail in a Special Meeting held in Mumbai on 29th July 2011. The

importance of the link was highlighted since this link had imported about 6549 MU

during 2010-11 (which was around 30% of Kerala consumption). It was pointed out

to WRTS PGCIL that the healthiness of the link was very essential to SR

constituents. The issue regarding provision of under voltage relays at critical nodes

was taken up with TCC members and reply was awaited from all the constituents.

LILO of 400 kV Almatti - Sriperumbdur at Vallur was completed by PGCIL and CoD

was from 1st August 2011. The LILO of 400 kV Gazuwaka – Vemagiri at Simhadri

Stage II was also commissioned and put into commercial operation on 1st August

2011 by PGCIL. The LILO of 400 kV Sriperumbudur – Puducherry line at

Sunguvarchatram was completed on 31st July 2011 by TANTRANSCO. NTPC had

been advised to take one unit of 500 MW for maintenance during July 2011 which

they were unable to take up. However one unit of 500 MW at Talcher Stage II had

been taken for shut down from 7th August 2011. The hydro position was relatively

better compared to previous year by around 2000 MU. NTPC could appraise the

forum of the developments at Talcher Stage II with regard to the directives of

OSPCB. Other generators could also apprise the committee of the action initiated

by them to avoid such contingency. He said that availability of Ramagundam Stage

I & II was more than 100% during July 2011 which deserved appreciation.

1.3 SE (LD&GO) TANTRANSCO thanked PGCIL and SRLDC for the timely assistance

and also SRPC for coordination with regard to the completion of LILO work at

Sunguvarchatram.

1.4 MS I/C SRPC requested Shri S.R.Bhat, SE-I, SRPC to take up the Agenda items

for discussion.

1.5 The agenda items were taken up for discussion.

2. CONFIRMATION OF THE MINUTES OF THE 61 ST MEETING OF OCC OF SRPC HELD ON 8 TH JULY 2011

The Minutes of the 61st OCC were confirmed since there were no comments from

constituents.

3. MAJOR ISSUES

3.1 Shutdown of Talcher units

3.1.1 Talcher Stage-II units were taken out from the grid under the directions of

Orissa State Pollution Control Board as given below:

Unit III : 1816 hrs of 30.06.2011 Unit IV : 0546 hrs of 04.07.2011Unit V : 0551 hrs of 05.07.2011

3.1.2 In the 61st OCC meeting following was noted:

Senior officials of NTPC were visiting Orissa to review the situation

NTPC had hired a Consultant from IIT, Chennai

APTRANSCO had pointed out that there had been information blockage on behalf of NTPC. NTPC should have come out with details. Other constituents had also endorsed this view of APTRANSCO.

KPTCL had observed that the OSPCB issue would have been long pending. The SR constituents were kept in the dark about the situation. NTPC should apprise the SR constituents on why appropriate precautionary and timely measures had not been taken which had eventually led to such a big crisis.

NTPC had informed that four units from Talcher were to be taken out as per the directives. M/s. MCL had also been directed by the OSPCB to restrict the coal supply for 1000 MW generation only.

SRLDC had pointed out that NTPC had not shared any information about the crisis earlier. SRLDC was informed only when the third unit was taken out of the bars. Subsequently also very little information was forthcoming from NTPC.

MS I/c, SRPC had observed that there would have been a build-up for the crisis, and NTPC ought to have shared the information with the constituents earlier. This would have helped them plan their load generation balance.

NTPC was requested that sufficient advance notice regarding bringing back of the Talcher units be given to SRLDC/SRPC enabling corridor management to be carried out suitably. A detailed report on the crisis and steps taken by NTPC to avoid such situation in other NTPC stations in the region should also be made available to the SR constituents.

3.1.3 Subsequently units were revived as given below:

Unit V 0400 hrs of 13th July 2011

Unit IV 0632 hrs of 13th July 2011

Unit III 1041 hrs of 13th July 2011

3.1.4 AGM, Talcher NTPC informed that on 2nd June 2011 there was subsidence of

the ash lagoon -2 of Ash Dyke-1 which had resulted in reduction of ash handling

capacity. The subsidence had not affected any private land, agricultural land or

river. Subsequently to the incidence, there was no spillage of ash outside the

outer periphery of ash dyke. On 28th June 2011, OSPCB had directed the

closure of four units at Talcher Stage II citing mainly the above incidence along

with few other issues. The other issues earlier raised by OSPCB from time to

time were addressed regularly by NTPC. Action plan and action taken reports

were submitted to OSPCB on a regular basis. CMD, Director (Operation) and

top officers of NTPC had visited Bubaneshwar to resolve the issue. They

apprised the PCB of the situation and also action taken by them. NTPC had

consulted IIT Chennai on the stability of the ash pond. A Professor from NIT

Rourkela was also monitoring situation at the site itself. OSPCB had permitted

NTPC to run the Stage-II units up to 31st August 2011. The progress on action

plan was being regularly monitored and periodical reports were being submitted.

Future course of action would be decided on 31st August 2011 after OSPCB

visited the site and reviewed the situation. He assured that NTPC was taking all

efforts to ensure that the action plan works were completed as per schedule.

The issues related to subsidence and stability would be done on an emergent

basis and would be completed within a month’s time. Certain long term action

plan had also been finalized which would be implemented by 2013. Though the

notice for shut down was given on 28th June 2011 NTPC had convinced OSPCB

and no unit was taken out for shut down. On 30th June 2011 Unit III went out on

BTL and the unit was not allowed to be revived by PCB. Unit IV and V were


taken out on 4th and 5th July respectively, however by lot of persuasion Unit VI

was kept on bars. SRLDC was regularly apprised of the situation. The revival

of the units was informed on 12th July 2011 as and when the permission was

granted by PCB.

3.1.5 DD, PCKL enquired why only Talcher stage II units were asked to be shut down

while there was no such directive for Stage I.

3.1.6 MS, I/C, SRPC said that the constituents may apprise their respective

management that the OSPCB consent was conditional and situation would be

reviewed by month end. He requested NTPC to keep the constituents /

SLRDC / SRPC appraised of the developments on a regular basis.

3.1.7 SE (LD &GO), TANTRANSCO suggested that MoP could be approached for

additional allocation from unallocated quota of other regions, in case Talcher

Stage II units were forced to be shut down from 31st August 2011 onwards.

3.1.8 SRLDC emphasized that advance information regarding any further outage due

to Pollution Control Board directive should be made available. This was in view

of limited corridor available. In case, Talcher Stage II units were again

shutdown for any reason, corridor could be made available to the constituents.

3.1.9 It was also viewed with concern by OCC that though the ash dyke was common

for Stage I & II units of Talcher, only Stage II units were ordered to be shut down

by OSPCB.

3.1.10 OCC suggested that developments, if any, on the above issues may be

communicated by NTPC for better grid planning.

3.1.11 AGM, NTPC assured that action for all other stations had been initiated and

directives from NTPC top management had been given to each of the stations.

3.1.12 MS I/c, SRPC suggested that other generating stations should also initiate

similar action in this regard to avoid any contingency.

3.2 Tripping of HVDC Bhadravathi

3.2.1 The issue regarding tripping of HVDC Bhadravathi was deliberated in the 60th &

61st OCC Meetings. MS I/C, SRPC informed that the issue was further taken up

in a Special Meeting held at Mumbai on 29th July 2011 with participation from


Power Grid, WRLDC, SRLDC, WRPC & SRPC. Minutes of the meeting is

enclosed as Annexure-II.

3.2.2 It was noted that WRTS-I, PGCIL vide letter dated 5th August 2011

(Annexure-III) had expressed concern on the harmonic levels whenever the link

was getting loaded beyond 800 MW. DGM, SRTS-II, PGCIL said that the issue

of inter area oscillations needed to be addressed and till such time the flow

needed to be restricted. PSS tuning of the generators also needed to be carried

out. He added that their OEM (M/s ALSTOM) had recommended that flow

should not be more than 800 MW on sustained basis.

3.2.3 MS I/c, SRPC observed that the average loading on the HVDC terminal at

Bhadravathi in comparison to the worldwide figures was on the higher side

leaving no margin for any contingency which had also been noted during the

Special Meeting. The reasons for the harmonics and their intensity at different

levels of power flow were yet to be ascertained.

3.2.4 PGCIL also said that whenever the flow was more than 800 MW humming

sound was being observed and in the past PGCIL had faced bushing / converter

transformer problems.

3.2.5 GM, SRLDC said that simultaneous measurements of harmonics at Chandrapur

& Ramagundam needed to be carried out at various power levels. PGCIL could

make available the necessary instruments required for the study. However, it

was yet to be established whether the harmonics would come down, in case the

power flow was getting reduced.

3.2.6 SE-I, SRPC pointed out that it was decided in the Special Meeting that the issue

regarding higher harmonic level at Ramagundam and power oscillations was to

be referred by WRTS-I with the Corporate Office. The issue raised by PGCIL

regarding restricting the flow to 800 MW also needed to be examined by the

constituents, since demands for higher inter-regional ATC were already there.

3.2.7 MS I/c, SRPC said that after scrutiny by Corporate Office, PGCIL may take up

the issue with SR constituents. The issue would need to be taken at higher level

since it had technical/commercial implications.


3.3 Coal Stock Position3.3.1 It was noted that as per CEA norms, coal stock position is termed as critical (< 7

days) or super critical (< 4 days) of coal stock. The daily Coal stock position

report as on 7th August 2011 as downloaded from CEA website is furnished at

Annexure-IV. It was noted that the coal stock position in the following thermal

stations was less than that for 7 days generation:

a) Kothagudem TPS – 4 days b) Rayalaseema TPS – 6 daysc) Raichur – 5 daysd) Tuticorin TPS – 3 dayse) Ramagundam (NTPC) – 4 days

3.3.2 It was noted that the issue regarding Coal Stock position and other associated

issues was also deliberated in the SRPC meeting held on 30 th April 2011.

SRPC had suggested that generators maintain the coal stock position as per

norms to avoid any loss of generation.

3.3.3 OCC expressed concern over the low coal stock position in the stations

mentioned in Para – 3.3.1 above. It was also noted with concern that the coal

stock at Ramagundam was adequate only for 4 days.

3.3.4 DE (PP), APTRANSCO pointed out that a strike in Telengana was planned from

17th August 2011 onwards and hence the coal supply specifically from Singareni

Mines could get affected.

3.3.5 DGM, Ramagundam, NTPC said that they were making efforts to augment the

coal stock and the generation was not likely to be affected if the strike was for 2-

3 days only. NTPC was coordinating with local administration and the Railways

in this regard.

3.3.6 The constituents pointed out that NTPC could plan maintenance of one of its

units during this period. NTPC pointed out that it would be difficult to plan for

Annual Maintenance at such short notice and moreover the duration of the

strike was also not certain.

3.3.7 OCC suggested that NTPC, Ramagundam could declare 90% of normative DC

till the coal stock builds to at least 7 days which would act as buffer during the

strike period. NTPC pointed out that the coal storage position may not improve

since supply from Coal Companies was also linked to the daily consumption of

coal in the station and reduction in DC would affect coal supply position. NTPC

was making all efforts including imported coal to augment the coal stock. They


were in constant touch with local administration and railways to overcome the

situation. However, NTPC was requested to consider all possible measures to

augment the coal storage position at Ramagundam STPS through higher off

take of imported coal etc.

3.3.8 OCC also expressed concern over NTPC not furnishing the requisite

information in the format though all the generators of Southern Region were

furnishing this information. OCC again requested NTPC to furnish the

information in the format given below:

3.3.9 OCC urged the generators to maintain coal stock as per the norms to avoid any

loss of generation.

3.4 Facilitation of Inter-State/Inter-Regional transfer of power & utilization of IPPs3.4.1 On a review of the bilateral exchanges made by the constituents and also by the

embedded IPPs during July 2011, it was noted that Andhra Pradesh, Karnataka,

Kerala & Tamil Nadu had imported power inter-regionally Kerala, Tamil Nadu,

Lanco & IPPs/CPPs located Karnataka had exported power inter-regionally.

During the month, Utilities located in Andhra Pradesh, Karnataka, Kerala &

Tamil Nadu had imported power through Power Exchange while the utilities

located in Andhra Pradesh, Karnataka and Lanco had also exported power.

3.4.2 The constituents were being requested to furnish details of any

requirement/surplus (quantum, period, time of day, tentative rates, etc.) along


with details of contact person to enable SRPC to post this information on its

website, to enable faster buyer/seller interaction.

3.4.3 It was also noted that Andhra Pradesh, Karnataka, Kerala & Tamil Nadu had

furnished the relevant details regarding energy exchanges through Power

Exchanges (Annexure-VI).

3.5 Generation Schemes scheduled for 2011-12

3.5.1 Progress of generation schemes scheduled to be commissioned during 2011-12

was reviewed. The updated information as furnished by the constituents is given

at Annexure-VII.

3.5.2 On a query about progress of Unit I at TS – II Expansion, CM, NLC informed

that though Unit I was test synchronized on 18th May 2011 and lignite fired on

30th May 2011, there were number of issues and the unit was presently

generating around 55 MW only. With oil firing, the Unit was getting stabilized

while there were some difficulties in lignite firing which were being addressed.

He added that the station was based on CFBC technology which was new.

3.6 Pump mode operation of Kadamparai and Srisailam

3.6.1 It was noted that Kadamparai machines had consumed about 51.39 MU in

pump mode during the month. Srisailam had not operated in pump mode

during the month due to sickle plate problem.

3.6.2 On a query, ADE, APGENCO said that they would furnish the summary records

of the discussion of the Expert Committee consisting of CWC Engineers and

other experts which had met on 8th, 9th & 10th June 2011 at Srisailam Left Bank

Power House.

3.7 Minimum to Maximum demand ratio3.7.1 It was noted that Members were aware that the matter regarding wide variation

between maximum demand and minimum demand was being regularly taken up

with the constituents in the OCC meetings. The details of percentage variation

between maximum and minimum demand for the month of July 2011 are given

below:

3.7.2 It was requested that the constituents initiate all possible measures to ensure

appropriate Demand Side Management and Energy Efficiency Programmes

considering that there were sizeable energy and demand shortages in the

States with capacity addition generally not matching with demand growth in

addition to also limitations in possible import of power. MS I/c, SRPC informed

that the SRPC/TCC were also appraised of the above in the recent meeting.

The constituents were requested to come out with specific details of proposed

new approaches to Demand Side Management so that these recommendations

could be put up to TCC/SRPC.

3.8 LGBR forecasted figures vs. actual figures

It was noted that the variations between actual and forecasted availability/

requirements LGBR figures were less than 10% in respect of all the States except

in the following cases:

3.9 MoP targets vs. actuals

3.9.1 It was noted that MoP monthly generation targets for the month of July 2011 in

respect of hydro generation targets for Andhra Pradesh & Tamil Nadu had not

been met. Gas/Diesel generation targets for Andhra Pradesh & Kerala had not

been met for the month. Private sector targets had not been met for Andhra

Pradesh, Karnataka & Tamil Nadu. In respect of CGS, the generation target

had not been achieved by Kayamkulam, Neyveli TS-I, TS-I Expansion, Talcher

Stage-II & MAPS. On a cumulative basis (April – July 2011) hydro targets had

not been met by Andhra Pradesh. Gas/diesel targets for Karnataka, Kerala &

Tamil Nadu had not been met. Private sector targets had not been met by

Andhra Pradesh, Karnataka & Tamil Nadu. In respect of CGS generation target

had not been achieved by Kayamkulam, Neyveli TS-I, Neyveli TS-I Expansion,

Talcher Stage-II & MAPS.

3.9.2 DE (PP), APTRANSCO said that the gas allocation had reduced to about 70%

and therefore there was some deficit in gas generation both in Joint and Private

sector. Hydro inflows had improved only after 22nd July 2011 and hence the

target was lagging for the month and on cumulative basis also.

3.9.3 CEE (LD), KPTCL informed that the thermal target was less due to forced

outages at Bellary TPS. Private sector generation was less due to outages of

UPCL units. Purchases from CPPs were as per requirement and based on

merit order.

3.9.4 DCE, KSEB informed that the diesel generation was less due to higher

generation from hydro and purchases were being made as per merit order.

3.9.5 ACM, NLC informed that the generation at TS-I was less due to forced outages

and also poor quality of lignite. There were some issues regarding thrust

bearing of unit II of TS-I Expansion which was leading to forced outages. The

rectification activity was planned during the major overhaul scheduled in

November 2011.


3.9.6 It was noted that generation at Talcher Stage-II was less due to the

unscheduled outages as per the directive of OSPCB. RGCCPP, Kayamkulam,

NTPC was taken up for planned maintenance during the month and therefore

the target was lagging for the month. It was being scheduled as per merit order

by Kerala & Tamil Nadu.

3.10 Forced outages of thermal units

3.10.1 MS I/c, SRPC said that in the recent SRPC meeting, the Generators were

apprised of the concerns raised by the SR constituents, CEA, MoP etc. over the

high quantum of forced outages. It was noted that the forced outages of

thermal units had varied between 1.91% - 6.53% during the month of July 2011.

3.10.2 The issue regarding early revival of unit II of TS-I Expansion during the Talcher

unit outages was taken up by TANTRANSCO with NLC vide letter dated 11th

July 2011 (Annexure-VIII). It was appreciated that NLC had continuously

updated regarding the status of revival of the unit and the same was revived

within 8 days time.

3.10.3 Copy of letter dated 16th July 2011 of Talcher Stage-II, NTPC on the issue of

frequent outages on account of BTL raised by KSEB is enclosed as Annexure-

IX. It was stated that the number of tube leakages are more or less in line with

NTPC’s average figure of BTL/unit.

3.10.4 OCC was apprised of the forced thermal outages of more than 24 hours

duration during the month of July 2011 (Annexure-X). OCC recommended that

the planned/preventive maintenance be carried out as per the schedule to

reduce the instances of forced outages.

3.11 Prolonged outages

Shutdown availed from 16.05.2011 on the units on attaining the reservoir to its MDDL of 810 ft and draining of HRT started on 22.05.2011 and completed on 27.05.2011 to facilitate the team for inspection of joints at 2 & 4 and 5 & 6. The final outcome after inspection and the decision of the team, for further action was awaited.

3.11.2 MS I/c, SRPC pointed out that Hon’ble Commission was also monitoring the

instances of prolonged outages and hence requested the constituents to furnish

the required information regularly to SRPC/SRLDC for further needful.

3.12 Generation levels at NPCIL Units It was noted that the issue was deliberated in the SRPC/TCC meetings held on 30 th/

29th April 2011 wherein NPCIL had informed that the generation level would be

maintained at around 65 - 70%.

3.13 IPP Utilization

OCC was also apprised of the PLFs of the IPPs operating in Southern Region

during the month of July 2011 (Annexure-XI).


4. LOW FREQUENCY GRID OPERATION

4.1 MS I/c, SRPC pointed out that the frequency of operation of the Southern Regional

Grid had improved and was less than 49.5 Hz for about 1.38% of the time during

July 2011. He said that concerted efforts were required to be sustained by the

constituents to operate the grid within IEGC parameters. Details of caution/violation

messages issued by SRLDC to the constituents during the month of July 2011 are

given at Annexure-XII. He reminded that a Special TCC Meeting was held at

Bangalore on 29th March 2011 & 27th March 2010 to discuss the low frequency of

operation and the recommendations finalized in the meeting needed to be adhered

to.

4.2 OCC placed on record, appreciation for Karnataka, Kerala & Puducherry for not

having received any violation messages. Efforts of Karnataka were specially

appreciated as they had not received any Type ‘A’ messages also. It was also

noted that none of the constituents had received any Type ‘C’ message which was

appreciated and placed on record by the OCC.

4.3 AGM, SRLDC said that 12% violation messages were also on the higher side as

given below:

He added that the States needed to sustain efforts to curtail the instances of

overdrawals. As informed in earlier meetings, the details in this regard were being

regularly communicated to Hon’ble CERC.

4.4 DE (PP), APTRANSCO said that with purchases and resource management, the

demand & energy shortages were minimised. Load shedding upto 1017 MW

amounting to about 107 MU had been carried out.

4.5 CEE (LD), KPTCL informed that load shedding in the State was carried upto 1400

MW. Load shedding amounting to 346 MU for the month had been carried out.

Strict grid discipline was being adhered and nil violation messages were issued to


them. Karnataka had generated more power from hydro whenever possible and

supported the grid during periods of low frequency.

4.6 DCE, KSEB said that with purchases they were able to maintain load generation

balance in their system. Need based load shedding upto 225 MW amounting to

about 11 MU during had been carried out. KSEB was adhering to grid discipline and

assured the same in the future also.

4.7 EE, Puducherry informed that they were able to maintain the load generation

balance in their system with the available resources. Need based load shedding

upto 62 MW amounting to 3.04 MU was carried out during the month.

4.8 SE (LD&GO), TANTRANSCO said that load shedding up to 1651 MW amounting to

293 MU was carried out during the month. Existing power cuts and restrictions

continued on the Industrial / Commercial / Agricultural consumers. Load shedding

had been enhanced from 2 to 3 hours in rural & urban areas from 21st April 2011

onwards. Load shedding for one hour had also been implemented in Chennai area

from 21st April 2011 onwards. More than 850 MU of energy had been purchased by

Tamil Nadu from outside sources to improve the availability.

4.9 It was also noted that the second follow up meeting among TN, SRLDC & SRPC

Secretariat was held at Bangalore on 28th September 2010 in line with the

directions of CERC Adj No: 6/2009 (dated 27th April 2010). MS I/c, SRPC requested

TANTRANSCO to furnish the progress regularly as decided in the Meeting so that it

could be communicated to the Hon’ble Commission.

4.10 Follow up points by TNEB of the meeting held on 12 th July 2010 & 28th September

2010 to comply with directions of CERC Adj No. 6/2009 (dated 27th April 2010) are

given below:

Pre-approved contingency plan be put in place so that the LD Centre could take timely decision/remedial action to take care of intermittency of wind.

Status:

MS I/c, SRPC had taken up the issue with TANTRANSCO vide letter dated 21st January 2011.

In the 59th OCC Meeting, SRLDC expressed concern over the delay in implementation of the scheme. TANTRANSCO pointed out that the issue had been taken up with CERC.

The scheme needed to be expedited.

4.11 OCC observation


MS I/c, SRPC summarized the deliberations as follows:

Action on the recommendations of the Special TCC Meetings held on 29.03.2011 & 27.03.2010 should be planned and implemented in a definite time frame.

Constituents should continue with sustained efforts to avoid any threat to system security and effectively plan their load generation balance on a day-to-day and hour-to-hour basis to meet this objective.

All constituents shall endeavour to maintain load generation balance and frequency shall be maintained above 49.5 Hz.

Action for curtailment of overdrawals to be initiated at 49.7 Hz itself to avoid any overdrawal below 49.5 Hz.

Automatic Load Disconnection Scheme to be operational to provide desired reliefs.

All the available unutilized generation in the region should be arranged to be scheduled immediately as warranted by system requirements to meet the demand and also to help restrict overdrawals, especially when the frequency of operation was low, with appropriate commercial arrangements in place among constituents.

Constituents to plan effectively so that the overdrawals and exports, if any, did not take place simultaneously at low frequencies.

TNEB to plan and implement the decisions taken in the meeting held on 12th July 2010 & 28th September 2010. Till such time, L/S & R&C measures need to be carried out to curtail overdrawals at frequencies less than 49.5 Hz.

Contingency plan for intermittency of wind to be finalized and implemented by TN.

UFR & df/dt relays to be operational at the recommended set points to provide desired reliefs.

Grouping of feeders in four categories to be completed, as per provisions of IEGC.

Feasibility of implementing Karnataka load management model (at 220 kV levels) in other constituent systems to be examined.

Implementation of forecasting tools for short term forecasting, with weather as input.

Compliance Report furnishing the action taken in response to Type ‘C’ messages should be communicated in writing to SRLDC.

DSM measures to be identified and implemented.


4.12 Arranging of interruptible loads in four groups

4.12.1 In the earlier OCC meetings, it was noted that as per IEGC, to maintain the

frequency within stipulated band and also to ensure network security, the

interruptible loads were to be arranged in four groups of loads. This was for the

purpose of scheduled power cuts/load shedding, loads for unscheduled load

shedding, loads to be shed through UF relays, df/dt relays and loads to be shed

under any SPS Scheme. These loads were to be grouped in such a manner

that there was no overlapping between different groups of loads.

4.12.2 It was noted that AP & Kerala had completed this exercise and also informed

the same to Hon’ble CERC. Puducherry had initiated action in this regard.

4.12.3 CEE (LD), KPTCL informed that KPTCL was already complying with IEGC

clause 5.4.2 (d) meticulously. Management was to take a decision regarding

identification of feeders for this scheme.

4.12.4 MS I/c, SRPC informed that in the recent meeting held on 30 th & 29th

April 2011, SRPC/TCC were informed of the requirements in this regard. He

requested Karnataka & Puducherry to complete the exercise in their respective

systems and inform to CERC/SRLDC/SRPC Secretariat. Tamil Nadu was also

requested to furnish feeder-wise grouping details.

4.13 Automatic Demand Management Schemes

4.13.1 Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the

IEGC was to be provided by all the constituents by 01.01.2011.

4.13.2 It was noted that Andhra Pradesh, Kerala & Tamil Nadu had implemented the

scheme. Puducherry had also initiated action in this regard.

4.13.3 It was also noted that KPTCL‘s SCADA Wing of SLDC had incorporated the

automatic load disconnection scheme. Its Management had however to take a

decision regarding implementation of the scheme.

4.13.4 SRLDC & SRPC Secretariat requested KPTCL also to expedite the

implementation of the scheme in its system in line with IEGC provisions, since

the scheme had already been approved by SRPC and was mandated as per

IEGC.


4.13.5 It was also suggested that constituents could identify other Demand

Management Schemes other than Automatic Load Shedding Schemes.

4.14 Automatic Load Disconnection Schemes for overdrawing constituents

4.14.1 It was noted that SRPC in its 14th meeting held on 27th August 2010 had agreed

to implement Automatic Load Disconnection Scheme for overdrawing

constituents with the following relief:

4.14.2 It was noted that the above scheme was part of Automatic Demand

Management Scheme which had been discussed in para 4.16 above.

4.15 On Line Demand Estimation4.15.1 In the earlier OCC meetings, it was noted that all the states were furnishing the

15 Minute requirements. The constituents were apprised that the forecasting

tool should take into account weather inputs as well.

4.15.2 It was noted that SCADA team of KPTCL was working on the EMS package for

online demand estimation.

5. GRID OPERATIONDifferent aspects of grid operation were reviewed and the following grid events were

noted. Grid operation data for July 2011 is enclosed as Appendix -A.

5.1.1 Grid events during July 2011

Frequency remained within IEGC range (49.5-50.2Hz) for 97.24% of time (June 2011 – 95.97%, July 2010 – 94.49%).

Frequency remained below 49.5 Hz for 1.38% of time and average frequency for the month was 49.82 Hz.

Frequency remained above 50.2 Hz for 1.38% of time.

Tamil Nadu met a day consumption of 250.56 MU in July 2011 which was maximum till date.

Kerala, Tamil Nadu, Lanco, IPPs/CPPs located in Andhra Pradesh & IPPs/CPPs located in Karnataka had exported 74 MU, 250 MU, 74 MU & 58 MU respectively inter-regional through bilateral exchanges.


Andhra Pradesh, Karnataka, Kerala & Tamil Nadu had imported 154 MU, 35 MU, 77 MU & 454 MU respectively inter-regionally through bilateral exchanges.

Utilities located in Andhra Pradesh, Karnataka, Kerala & Tamil Nadu imported 91 MU, 65 MU, 48 MU & 147 MU respectively through Power Exchange.

Utilities located in Andhra Pradesh, Karnataka & Lanco exported 38 MU, 14 MU & 8 MU respectively through Power Exchange.

Andhra Pradesh, Kerala & Tamil Nadu had imported 148 MU, 121 MU, 268 MU respectively intra-regionally.

75.4 MW of wind mills were added to Tamil Nadu grid.

Unit I at NLC TS-II Expansion was test synchronized on 18 th May 2011 at 0455 hrs and lignite fired on 30th June 2011 at 0142 hrs.

LILO of Circuit I & II of 400 kV D/C Almathy-Sriperumbudur line at Vallur TPS under Transmission System associated with NTPC-TNEB JV TPS was successfully commissioned on 11th July 2011 & 14th July 2011 and was declared under commercial operation w.e.f. 1st August 2011 by PGCIL.

LILO of 400 kV D/C Gazuwaka-Vemagiri line at Simhadri TPS under Transmission System associated with Simhadri II generation project was successfully commissioned on 8th July 2011 and was declared under commercial operation w.e.f. 1st August 2011 by PGCIL.

LILO of 400 kV Sriperumbudur-Puducherry line at Sunguvarchatram S/S for a length of 16.28 ckm had been energized on 31st July 2011 by TANTRANSCO.

220 kV DC/SC line from Ramagundam- Bellampally (37 ckm) was charged on 20th July, 2011 by APTRANSCO.

2 x 100 MVA, 220 kV SS at Bellampally (Mandamarri) was charged on 20th July, 2011 by APTRANSCO.

One circuit of 220 kV D/C LILO to Dhone switching station of Gooty – Somayajulapally was charged on 28.07.2011 by APTRANSCO.

5.2 Review of Power Supply Position for the month of July 2011

5.2.1 The Table below furnishes the details of actual Maximum Demand met (MW) &

Average Energy Consumption per day (MU) in respect of the SR constituents

for July 2011 vis-à-vis July 2010. The maximum daily consumption by the

respective constituents during July 2011 is also included.

5.2.2 It could be seen from the above that the Peak Demand for all the states recorded

a positive growth rate of 6-19% as compared to July 2010. Southern Region as

a whole had met a maximum demand of 30936 during June 2011, which was

3895 MW more than last year’s figure of 27041 MW. All the States of Southern

Region recorded a high growth rate between 9-26% in terms of average daily

energy consumption. Southern Region had registered a growth rate of about

15% in respect of average daily energy consumption.

5.2.3 It was observed from the SR Load Duration Curve for July 2011 (Annexure-XIII)

that the loads had increased slightly compared to June 2011 but had

substantially increased compared to July 2010.

5.3 Hydel Availability

5.3.1 The energy availability in major hydel reservoirs at the end of July 2011 vis-à-vis

that for July 2010 was reviewed, which is detailed below:

5.3.2 AGM, SRLDC pointed out that energy storage in the hydro reservoirs showed

around 42% surplus compared to same month last year and about 15% surplus

compared to 9 years’ average. He also requested APTRANSCO to furnish the

information regarding the energy storage position (in MU) in respect of Srisailam

& Nagarjunasagar reservoirs.

5.3.3 DE (PP), APTRANSCO informed that while some of the water was being used

for power generation, most of the water was being supplied to the irrigation

canals where the capacity of power generation was less. The water diversion

was being finalized by the Irrigation Department and a clear picture would

emerge by end of August 2011. However he would examine and revert back on

the issue.

5.3.4 It was requested to continue the optimum utilisation of hydro, keeping in view

the energy storage position vis-à-vis management of demand/energy

requirements from the overall view of maintaining system parameters within

IEGC limits and to optimize the load generation balance.

5.4 System Frequency

5.4.1 It was noted that the SR frequency during the month of July 2011 was within

IEGC range for about 97.24% of the time, as compared to 94.49% of IEGC

range during July 2010.

5.4.2 It was also noted that the frequency of grid operation was in the lower range of

IEGC and had operated below 49.5 Hz for 1.38% of the time during the month

of July 2011. It was also noted that the frequency on some of the days was less

than 49.5 Hz for considerable duration as shown below:

5.4.3 It was also noted

that the Regional Grid had operated above 50.2 Hz for 1.38% of the time, during

the month. It was also noted that the frequency on some of the days was more

than 50.0 Hz for considerable periods as shown below:

5.4.5 OCC observed that grid operation below 49.5 Hz and above 50.2 Hz should

have been avoided since it violated the provisions of IEGC and also caused

threat to grid security. Operational control needed to be streamlined so that

uneconomic operation of the grid above 50.2 Hz is avoided.

5.4.6 SRLDC pointed out that the phenomenon of high frequency excursion during

load changeover continued to exist. Precautionary messages were being issued

to the utilities to take corrective action by SRLDC. As per the details of under

drawals during high frequency conditions on 15th July 2011 between 1801 hrs to

1809 hrs Karnataka was under drawing in the range of 300-350 MW and had

reduced its drawal by 100 MW while the frequency had risen from 50.2 Hz to

50.5 Hz. On 16th July 2011 between 1559 hrs to 1604 hrs, Tamil Nadu had

reduced its drawal by more than 180 MW and the frequency had risen from 50.1

Hz to more than 50.5 Hz. (Graphs & Message enclosed as Annexure-XIV).

5.4.7 CEE (LD), KPTCL informed that they had taken all precautionary measures by

backing down hydro generation to the maximum possible extent without under

drawing from CGS. They were monitoring the situation on a daily basis and the

change over time had been staggered by 15-20 minutes.


5.4.8 The recommendations finalized in the 60th OCC are reproduced for

implementation please:

Karnataka & Tamil Nadu to finish their changeover during 1730 – 1800 hrs with proper staggering (evenly spread over).

Andhra Pradesh to finish their changeover during 1800-1830 hrs with proper staggering (evenly spread over).

Andhra Pradesh to decrease its under drawal during changeover period.

Improved coordination with Discoms required.

Each state to balance its load removal with matching generation reduction.

No loads should be taken out at frequency > 50.0 Hz.

Loads removal should preferably be frequency dependent rather than time dependent.

SLDCs may consider tripping of some of the feeders from their control room using SCADA.

States could plan automation of load changeover with reference to frequency.

All the units should participate in RGMO which would help moderate the impact of the changeover.

Proper training and awareness should be imparted to the officials handling the substations.

Generating stations including ISG stations should not inject excess power into the grid above 50.2 Hz.

It was noted that there were other frequency excursions during other changeovers and the recommendations needed to be implemented in respect of those periods also. All the constituents were requested to adhere to above recommendations to avoid excursion in frequency during changeover.

5.4.9 AGM, SRLDC said that RGMO/FGMO (characteristics of RGMO with manual

intervention) implementation in all the units would also help in easing the

situation. SRLDC presented the Frequency Histogram & Frequency Duration

Curve (Annexure-XV) for July 2011. It was noted that the percentage of time

above 50.2Hz & below 49.5 Hz had decreased with respect to June 2011.

5.5 Review of operation of Load Relief Schemes5.5.1 Under Frequency Relay

5.5.1.1 It was noted that confirmation regarding the revised set points (48.8 Hz, 48.5 Hz

& 48.2 Hz) was awaited only from Puducherry.


5.5.1.2 Kerala had furnished the details about the revised quantum which were finalized

in the 59th OCC meeting. It was noted that TANTRANSCO vide letter dated 6th

August 2011 (Annexure-XVI) had furnished the revised quantum as given

below:

5.5.1.3 DE (PP), APTRANSCO informed that with one additional feeder and shifting of

one feeder from Stage-II to Stage-I, the revised quantum would be achieved.

The confirmation in this regard would be communicated as and when the works

were completed.

5.5.1.4 CEE (LD), KPTCL informed that the reply from CEE, RT & R&D, KPTCL had

been received and the recommendations had been put forward to the

management for approval. They were taking all measures for providing

additional load relief as envisaged by SRLDC.

5.5.1.5 OCC observed that Puducherry had not completed the exercise and requested

Puducherry to expedite. EE, Puducherry said that they were on the job.

5.5.1.6 UFR trippings were reported by Karnataka. Andhra Pradesh, Kerala & Tamil

Nadu had reported ‘nil’ UFR trippings.

5.5.1.7 It had been emphasized that the UFRs were meant for protection of the grid. As

stressed earlier, set points should not be changed in any manner. It had also

been stressed at higher levels that the UF Relays be made fully effective by all

the utilities so as to give the designated relief at specified frequency levels.

5.5.1.8 MS I/c, SRPC pointed out that spurious UFR trippings needed to be avoided.

Reasons for tripping at undesired settings had to be examined. Corrective

action such as calibration is required to be taken to avoid such incidents in

future.

5.5.1.9 Tripping details like name of the feeder, load affected, date and time of the

tripping, frequency at the time of tripping and restoration time needed to be

furnished to SRLDC/SRPC regularly and in a timely manner. Constituents


agreed to furnish the details in a timely manner. It was also noted that the IEGC

stipulates that SLDC shall furnish a monthly report of UFR & df/dt relay

operation to the RPC.

5.5.2 df/dt Protection System

df/dt reports were reported by Andhra Pradesh, Karnataka, Kerala & Tamil

Nadu had reported ‘nil’ df/dt trippings.

5.5.3 Inter-trip Scheme

5.5.3.1 SRLDC had suggested modification of SPS for operation of HVDC Talcher-

Kolar bipole at 2500 MW level and also for load relief during the instances of

tripping of all units at Talcher Stage-II making zero flow in HVDC Talcher-Kolar

bipole. AGM, SRLDC enquired about the status.

5.5.3.2 DGM, SRTS-II, PGCIL informed that there was some miscommunication on

behalf of PGCIL and some of the equipments for trip signal 3 were yet to be

received. He added that the modifications suggested by Protection Committee

of SRPC in their Special Meeting held on 23rd June 2011 in Kolar SPS had

already been completed and commissioned at Kolar HVDC S/S. The SPS signal

transmission was to be checked by way of mock exercise which could be

scheduled any time after 20th August 2011.

5.5.3.3 GM, SRLDC suggested that the mock drill schedule could be finalized after

deliberation in the Protection Sub-Committee meeting scheduled for 23rd & 24th

August 2011.

5.5.3.4 ‘Nil’ inter-trip operation was reported by Karnataka, Kerala & Tamil Nadu.

Details from Andhra Pradesh were awaited.


5.6 The tripping details furnished by the constituents are at Annexure-XVII.

6.3 MS I/c, SRPC informed that it had been agreed by the constituents to maintain the grid

parameters within IEGC range in the recent SRPC Meeting.

6.4 All the constituents agreed to initiate requisite measures to maintain appropriate load

generation balance in their systems, and adhere to the IEGC provisions.

7. RESTRICTED GOVERNOR MODE OF OPERATION7.1 SRLDC presented the RGMO Analysis Summary (Details in Annexure-XVIII) for the

following instances:

3rd July 2011 between 1052 hrs – 1054 hrs when the frequency fell from 49.85 Hz to 49.50 Hz during the tripping of UPCL Unit II (600 MW)

9th July 2011 between 0807 hrs – 0810 hrs when the frequency fell from 49.88 Hz to 49.20 Hz during the tripping of Vijayawada I, III, IV, V & VI units

10th July 2011 between 1158 hrs – 1200 hrs when the frequency fell from 50.00 Hz to 49.71 Hz during the tripping of Rayalaseema unit I, II, III, IV & V

10th July 2011 between 1847 hrs – 1849 hrs when the frequency fell from 49.65 Hz to 49.11 Hz during Karnataka disturbance

14th July 2011 between 0039 hrs – 0042 hrs when the frequency rose from 50.22 Hz to 49.97 Hz during the tripping of Kakatiya 500 MW unit.

16th July 2011 between 2334 hrs – 2337 hrs when the frequency rose from 49.97 Hz to 49.57 Hz during the tripping of Sharavathi units.

17th July 2011 between 0031 hrs – 0034 hrs when the frequency rose from 50.12 Hz to 49.65 Hz during the tripping of UPCL unit I (600 MW).

It was seen that the following stations had responded on at least one of the above

7.2 SRLDC pointed out that the inadequate response of units was leading to system

insecurity. Participation of thermal units was relatively very less. RGMO operation

was highly critical during load changeover. Hence a Petition could be filed by

SRLDC with the Commission. As informed earlier NLDC also had been submitting

the status report of RGMO in various regions to Hon’ble CERC on a monthly basis.

The utilities should self certify the readiness of the units in RGMO in the new format

fortnightly. The new format had already been communicated to the utilities.

7.3 SRLDC also pointed out that as per CERC Order on Petition No.237/2010, the units

were required to be put on FGMO, in case RGMO operation was not possible.

Eiither RGMO or FGMO should be in place for all the units as mandated under

IEGC. If under FGMO, with manual intervention the units should be operated for

the desired characteristics of RGMO.

7.4 UPCL vide letter dated 16th July 2011 (Annexure-XIX) had furnished the status of

implementation of RGMO at UPCL (Karnataka IPP).

7.5 MS I/c, SRPC requested the constituents to furnish the Compliance Report to the

Commission. He added that maximum number of units be put in RGMO in the

interest of the security of the grid. For any constraints for implementation of RGMO

on particular units, exemption from CERC could be obtained.

8. VOLTAGE PROFILE

8.1 It was noted that Hyderabad, Nagarjunasagar, Vijayawada, Gooty, Gazuwaka &

Thiruvananthapuram were facing high voltage situation. There were 72 trippings

due to over voltage of the 400 kV lines during the month. It was noted that

Vijayawada-Vemagiri I & IV, Thirunelveli - Kundankulam III and Jeypore –

Gazuwaka-I & II lines were kept open for more than 3 days due to over voltages.

8.2 AGM, SRLDC informed that Hiriyur, Kurnool, Srisailam, Kaiga, Raichur & Guttur

stations were also facing high voltages. He presented the high voltage graph for the

nodes at Hyderabad, Nagarjunasagar, Gooty, Vijayawada, Kaiga, Guttur, Hiriyur,

Raichur & Kurnool for 17th & 19th July 2011 when the voltage had gone above 420

kV (Annexure-XX). He said that the number of 400 kV lines opening due to high

voltage had reduced. However, some of the generators were not absorbing VARs

as per the requirement. Parallel lightly loaded 220 kV lines were not being opened

by the States. Switching of the capacitors and taking in the reactors needed to be

monitored by the State SLDCs.


8.3 Bus/Line Reactors to be commissioned

8.3.1 The updated information on schedule of commissioning of reactors as originally

agreed in the 22nd Standing Committee on Power System Planning of Southern

Region is given at Annexure-XXI.

8.3.2 It was noted that GM, SRLDC vide letters dated 3rd August 2011 (Annexure-

XXII) had enquired about the status of the reactor commissioning at Vizag (June

2011), Hyderabad (July 2011), Kurnool (August 2011) & NLC Expansion

(August 2011) & TS-II (August 2011) bus / line reactors.

8.3.3 It was noted that NTPC response was awaited regarding providing the bus

reactor on the bus section 1 or 2 instead of Bus Section 3 & 4 at Ramagundam.

GM, SRLDC said that if the reactor position was changed, it would help in

carrying out the mock exercise and would be useful during contingency. AGM,

NTPC said that he would revert back after ascertaining the details.

8.3.4 CM, NLC informed that the two rectors were scheduled to be commissioned in

September and October 2011.

8.3.5 DE(PP), APTRANSCO informed that Vizag reactor was scheduled for

September 2011 while the Hyderabad & Kurnool were scheduled for October

2011.

8.4 Re-commissioning of Reactor at Guttur/other Reactors 8.4.1 The issue regarding 50 MVAR line reactors on 400 kV Guttur-Birenahalli – I at

Guttur S/S and 400 kV Nelamangala-Hiriyur – II at Nelamangala was discussed

in the TCC meeting held on 29th April 2011 and number of OCC Meetings.

KPTCL had been requested to take up this issue with Standing Committee on

Power System Planning. In 60th OCC KPTCL had been requested to take up the

issue with the Standing Committee.

8.4.2 Subsequently, CEE (LD), KPTCL had taken up the issue with CEE (P&C),

KPTCL vide letter dated 13th June 2011. CEE (LD), KPTCL informed that reply

dated 23rd July 2011 (Annexure-XXIII) had been received from CEE (P&C),

KPTCL. In view of the contents of the letter, the issue could be further

deliberated at TCC level.

8.4.3 AGM, SRLDC said that the issue needed to be taken up in the Standing

Committee forum.


8.5 Low voltage

8.5.1 In the 59th OCC meeting, OCC had suggested that KPTCL & TANTRANSCO

may examine the possibility of provision of under voltage relays in the low

voltage nodes in their control areas. In the 61st OCC Meeting Regulation 4.6.1

was referred as given below:

4.6.1 Reactive Power Compensationa) Reactive power compensation and/or other facilities, shall be

provided by STUs, and Users connected to ISTS as far as possible in the low voltage systems close to the load points thereby avoiding the need for exchange of Reactive Power to/from ISTS and to maintain ISTS voltage within the specified range

Regulation 5.2 (t) was also referred as given below:

5.2 (t) All Users, CTU & STU shall provide adequate voltage control measures through relay as finalized by RPC, to prevent voltage collapse and shall ensure its effective application to prevent voltage collapse/cascade tripping.

After deliberations, it was felt that the utilities may examine provision of under

voltage relays as mandated in IEGC Regulations to control low voltages at the

following 400 kV nodes:

Sriperumbudur, Almathy, Chittoor, Nellore, Mysore,Somanahalli, Kalavindapattu, Trichur & Hosur

Subsequently, the issue was taken up by Member Secretary I/c, SRPC with the

TCC Members of State utilities vide letter dated 11th July 2011.

8.5.2 It was noted that voltages around Chennai, Bangalore, Trichur & Hosur areas

were on the lower side.

8.5.3 AGM, SRLDC informed that the issue of low voltages at Sriperumbudur,

Almathy & Kalavindapattu due to high MVAR drawal continued and the issue

was again taken up vide letter dated 21st July 2011 addressed to MD,

TANTRANSCO (Annexure-XXIV).

July 2011 were presented wherein it was observed that the voltages were going

below 380 kV while the MVAR drawal was in the range of 150 – 300 MVAR.

Kalavindapattu voltage vs ICT MVAR graphs for 15th, 16th, 18th, 19th & 20th July

2011 were presented wherein it was observed that the voltages were going

below 380 kV while the MVAR drawal was in the range of 120 – 170 MVAR.

Almathi voltage vs ICT MVAR graphs for 15th, 16th, 18th, 19th & 20th July 2011

were also presented wherein it was observed that the voltages were going

below 380 kV while the MVAR drawal was in the range of 100 - 200 MVAR.

8.5.4 SE (LD&GO), TANTRANSCO said that the low voltage was only for short

duration of time and with the commissioning of Vallur unit by October 2011, the

problem was likely to be solved.

8.5.5 GM, SRLDC observed that the commissioning of units may not completely solve

the problems and stressed on the need for Under Voltage Relays.


8.5.6 AEE, TANTRANSCO said that the issue may need to be referred to a

Consultant and based on his recommendations action could be initiated. Low

voltage at 400 / 230 / 110 KV was being deliberated while the actual capacitor

requirement was at 11 KV. Providing Under Voltage Relay was not the solution

and the issue was required to be studied in totality.

8.5.7 SE-I, SRPC said that it had been noted that heavy MVAR drawal was observed

during low voltage conditions as borne by the data. There were provisions in

IEGC Regulations and Under Voltage Relay may need to be installed.

8.5.8 MS I/c, SRPC observed that low voltage and MVAR drawal had already been

noted in the OCC forum on number of earlier occasions.

8.5.9 GM, SRLDC said that if the voltage was to be maintained above 380 KV, the

Under Voltage Relays would not come into operation and hence there should be

no apprehension on behalf of constituents

8.5.10 MS I/c, SRPC said that as informed in the earlier OCC meetings , SRPC

Secretariat was willing to take up specific studies during low voltage conditions

but the required data needed to be furnished by TANTRANSCO. He requested

all the constituents to take up the issue of provision of Under Voltage Relays

with their management and revert back. The issue was also scheduled to be

deliberated in the TCC / SRPC Meetings scheduled for 11th / 12th August 2011.

8.5.11 AGM, SRLDC reiterated that proper compensation at load point was required.

SRLDC was strongly recommending implementation of Under Voltage Relays

as control of the reactive drawal was not adequate by the constituents.

8.5.12 CEE (LD), KPTCL informed that its Management had taken a serious view on

the subject matter and had directed all the concerned field officers for

organizing repair of faulty capacitor banks or to replace by new ones on an

emergency basis. Peenya & Somanahalli capacitor banks had been repaired

and put back into service. Also few substations in Bangalore Metropolitan area

had been identified to install capacitor banks. One capacitor bank at Hootagalli

(Mysore region) had been taken up for repair and would be rectified within a

short period. There had been improvement of voltage at Mysore by about 8 to

10 KV as 400 kV Hassan – Mysore line was idle charged.


8.6 Absorption / Injection of VARs by Generators

8.6.1 Hon’ble CERC Order dated 23.12.2009 merited attention in this regard. It was

stated in the Order that all agencies need to provide required reactive

compensation avoiding the need for exchange of reactive power to/from ISTS

and maintain ISTS voltage within specific range.

8.6.2 AGM, SRLDC said that the performance of generators was being monitored by

SRLDC. MVAR absorption / injection of generators like VTPS – VII, Gauthami

III, GVK, Konaseema, Bellary, Raichur, GMR, Lanco, Kaiga, Ramagundam &

Kakatiya for 17th & 19th July 2011 were presented (Annexure-XXVI). Nearly all

the units were not absorbing VARs upto the desired levels. He requested the

generators and also the concerned SLDCs to take appropriate action in this

regard. In the study, only 30% MVAR capacity had been considered which

could be around 40% as per the capability curves. On 17th July 2011, message

was issued to APSLDC informing that the voltages were high at more than 420

kV at Khammam, Nagarjunasagar, Srisailam, Kurnool, Vijayawada, Vemagiri,

Hyderabad & Gooty with the request to put Srisailam & Nagarjunasagar

machines in condenser mode and absorb more VARs at unit-II of Kothagudem,

Vemagiri & Vijayawada units.

8.6.3 MS I/c, SRPC requested the concerned SLDCs to take up the issues with the

generators to respond as per grid requirements within the margins available to

them.

8.7 Condenser mode operation at Srisailam

8.7.1 AGM, SRLDC informed that all the units at Srisailam were running in

synchronous condenser mode. He informed that there was significant

improvement in the voltage level around Srisailam and it was providing excellent

voltage support.

8.7.2 OCC placed on record appreciation for APGENCO / APTRANSCO for their

efforts to make the synchronous condenser mode operation possible in all the

units.


8.8 Condenser mode operation of hydro units at Nagjheri, Kadra, Kodasalli & Varahi

8.8.1 AGM, SRLDC informed that issue regarding running the hydro machines in Kali

Complex specifically during night hours had been taken up with Karnataka

SLDC. Messages dated 18th & 19th July 2011 in this regard were issued.

Subsequently, the issue was taken up by GM, SRLDC vide letter dated 21st July

2011 (Annexure-XXVII).

8.8.2 EE, KPCL said that as per the field input the units could not be run in condenser

mode due to technical limitations. The issue needed to be taken up at TCC

level. KPCL vide letter dated 23rd July 2011 (Annexure-XXVIII) had informed

that condenser mode was not provided at Nagjheri Power House.

8.8.3 AGM, SRLDC pointed out that all the above mentioned machines were having

Francis Turbines. Srisailam units with Francis Turbines were providing good

results in voltage management. Any modification work required to operate units

in condenser mode could be undertaken by KPCL which would be extremely

beneficial in grid operation. These machines would be beneficial in regulating

voltage in that area.

8.8.4 EE, KPCL observed that this was a policy issue and was required to be taken

up at higher Management level. He added that there were issues relating to

auxiliary consumption / water cooling.

8.8.5 GM, SRLDC said that from System Operators point of view, condenser mode of

operation was required in KPCL hydro units. Technical / Commercial issues

could be taken up by KPCL at the appropriate forum.

8.9 Switching operation of switchable reactors to maintain good voltage profileAGM, SRLDC informed that switching operation of switchable reactors was also

necessary for voltage management and was being taken up by SRLDC. He

suggested that switchable reactors should be in healthy condition.

9. INSTALLATION OF SHUNT CAPACITORS

9.1 The progress of installation of HT shunt capacitors was reviewed and the details are

listed below:

The status of capacitors in Kerala as on 1st July 2011 furnished by KSEB vide letter

dated 21st July 2011 is enclosed as Annexure-XXIX.

9.2 Dy. CE, KSEB said that KSEB had requested for 10 MVAR reactors at 66 KV level

to be part funded through PSDF.

9.3 MS I/c, SRPC clarified that the rules / regulations for utilization of fund from PSDF

was yet to be finsalised by the Managing Committee/CERC.

10. NOTIFIED POWER CUTS

10.1 It was noted that power cuts for HT consumers in TN had been reduced from 30%

to 20% w.e.f. 10th May 2011.

10.2 SE-I, SRPC requested that details of Notified power cuts and load shedding be

segregated and informed to SRPC Secretariat/CEA in a timely manner by written

communication to appraise MoP/GoI appropriately.

11. OTHER ISSUES11.1 Crisis Management Plan/Black Start Procedures

11.1.1 The format to furnish the information regarding Crisis Management Plan was

furnished in the 44th OCC Minutes. The information is required to be sent to

11.1.6 The following was noted:

Mock drill on black start operation at Srisailam Left Bank was conducted on 8th July 2011 between 1100 - 1130 hrs by APGENCO.

Mock drill on Black Start Procedure at Nagjheri PH was conducted on 10th July 2011 between 1848 – 1954 hrs by KPCL.

Mock drill on Black Start Procedure at Varahi UG PH was carried out on 9th June 2011 between 1610 - 1625 hrs by KPCL.

TANGEDCO had informed that due to need for uninterrupted power supply for PH I & II at Kodiyar for the work of realignment M/C and injector replacement the proposed date of Black Start Operation could not be conducted and the date would be intimated later.

Mock fire drill was conducted near conveyor No.1 of coal plant on 25th June 2011 between 1600 – 1650 hrs at Ramagundam ‘B’ by APGENCO.


Mock Fire Drill was conducted at IX and X mills area on 29th

April 2011 between 1030 - 1100 hrs at Kothagudem V by APGENCO.

11.1.7 SRLDC informed that mock exercise for availing startup power through AC

bypass at HVDC Gazuwaka & HVDC Bhadravathi was also planned. AGM,

SRLDC said that mock drill of HVDC Gazuwaka would be conducted during the

planned shutdown of unit II of Simhadri. APSLDC / NTPC were requested to

confirm the dates for maintenance so that the mock drill schedule could be

finalized accordingly.

11.1.8 SRLDC informed that Workshop on Black Start Restoration Procedure of SR

was scheduled as given below:

11.1.9 DE (PP), APTRANSCO said that the Workshop could be conducted at

Hyderabad on 26th August 2011. APSLDC was also planning to invite the IPPs

located in Vemagiri region and he suggested that SRLDC could apprise them of

the need and necessity of the reactive power management and associated

issues. GM, SRDC said that SRLDC would also cover the reactive power

management issues.

11.1.10 DCE, KSEB said that the Workshop could be conducted at Kalamassery on 27th

August 2011.

11.1.11 AEE, TANTRANSCO opined that the Workshop at Chennai was not required.

11.1.12 GM, SRLDC suggested whether the Workshop for TN system could be

conducted at MAPS.

11.1.13 SO (G), MAPS said that he would enquire and revert back.

11.1.14 CEE (LD), KPTCL confirmed that the Workshop could be conducted on 30 th

August 2011 at Bangalore.

11.1.15 AGM, SRLDC informed that the requirement of synchronising facility at black

start restoration critical substations (Annexure-XXXII) had been discussed and


followed up in various OCC/Protection Committee Meetings. TCC had also

been apprised of the requirements. He requested the concerned utilities to

expedite the works. SRLDC was planning to organize familiarization workshop

on “Black Start Restoration Procedure in SR” at SLDC / Constituent’s locations.

11.1.16 It was also noted that CEE, LD Centre, KPTCL had once again addressed to

the concerned Chief Engineers, Transmission Zones to initiate necessary action

for providing synchronization facility at critical stations like Lingapur, Lingasugur,

Peenya, Sirsi, Shiralikoppa and other important 220 kV substations.

Synchronizing facility was available at Guttur 220 kV side.

11.1.17 AGM, SRLDC informed that review of Black Start Restoration Procedure would

be taken up after the completion of the workshop. He added that new lines and

generators had been added and the Black Start Restoration Procedure needed

to be updated and it was mandated to review the procedure annually.

11.2 Normative vs. average actual ex-bus generation

AGM, SRLDC informed that average actual ex-bus generation in respect of ISGS

during the month of July 2011 (Annexure-XXXIII) was less with respect to normative

DC for all the stations except Ramagundam.

11.3 Utilisation of inter-regional links

AGM, SRLDC also presented the utilization of inter-regional links (Annexure-

XXXIV). Bhadravathi & Talcher-Kolar links were being utilized mainly for

importing power.

11.4 Tripping details

11.4.1 SRLDC expressed serious concern since the information regarding tripping

details with relay indications was awaited from nearly all the constituents. AGM,

SRLDC said that the entities should furnish the preliminary report on ‘events’ in

compliance of IEGC Regulation, 5.9.6(a). Detailed report along with necessary

information as mandated by IEGC should be followed.

11.4.2 MS I/c, SRPC said that information needed to be continuously provided to

SRLDC/SLDCs as they had to coordinate a number of activities and plan load

generation balance in real time. If concrete information was not provided it

would affect in taking optimal decisions in the interest of the grid. The issue


was being followed up both in Protection & Operation Sub-Committee meetings

but there was no noticeable improvement. Constituents should identify and

implement a methodology so that the requisite information was available to the

RLDC/RPC.

11.5 Wind Generation

AGM, SRLDC presented the day-wise Wind Generation pattern in Karnataka &

Tamil Nadu during the period 1st July 2011 to 31st July 2011. Wind generation in

Tamil Nadu had varied between 32.59 MU (9th July 2011) to 59.70 MU (on 11th July

2011). Wind generation in Karnataka had varied between 9.31 MU (5 th July 2011)

to 23.42 MU (on 14th July 2011). Details are furnished in Annexure-XXXV.

11.6 Drawal Extremes

AGM, SRLDC presented the statement of Drawal Extremes for the month of July

2011. The maximum till date are given in the table below:

11.7 400 kV UPCL-Shanthigram DC lineKPTCL informed that out of 529 locations, 428 stubs had been concreted, 385

towers erected and 114.2 spans stringing completed on 400 kV UPCL-Shanthigram

DC line.

11.8 Load shedding details & web based PSP system utility

It was noted in earlier OCC Meetings, that the hourly load shedding details should

be furnished online by the State SLDCs before 3 ‘O’ clock in respect of the previous

day through web. SRLDC had also requested the constituents to furnish the other

details through web based PSP system utility of SRLDC. For any assistance /

clarifications, OS department of SRLDC could be approached. AGM, SRLDC

pointed out that in certain instances the correct load shedding details were not


being furnished by the constituents and requested to take corrective action in this

regard.

11.9 Sharing of inter-State transmission charges & losses

11.9.1 It was noted that as per directions of Hon’ble CERC, the CERC (Sharing of

Inter-State Transmission Charges and Losses) Regulation 2010 had been

implemented from 1st July 2011.

11.9.2 MS I/c, SRPC said that the above Regulation had been implemented and the

first Regional Transmission Account had been issued by the Secretariat and the

Deviation Account would be issued.

11.10 Monthly Time drift report receipt status

The status of Monthly Time drift report presented by SRLDC is given below:

Chief Manager, SRLDC requested the constituents to furnish the Time Drift Report

regularly to SRLDC.

11.11 Coordinators for Disaster Management

11.11.1 It was noted that nomination of a nodal officer from MAPS had been received

vide letter dated 6th August 2011 (Annexure-XXXVI). AGM, SRLDC informed

that nomination from Karnataka IPPs was awaited.

11.11.2 In the 61st OCC Meeting it was noted that CEE (LD), KPTCL had followed up

the issue with JSW Energy Ltd. & UPCL vide letter dated 13th June 2011. CEE

(LD), KPTCL informed that they were following up with the IPPs.


11.12 ATC / TTC computations

AGM, SRLDC pointed out that ATC / TTC computations were to be furnished by

State utilities.

11.13 Mock Exercise for implementation of the RRF

11.13.1 SRLDC informed that CERC had directed to start mock exercise for the

implementation of RRF w.e.f. 1st July 2011. SRLDC had taken up the issue with

beneficiaries vide letter dated 5th July 2011 requesting them to make necessary

arrangements. Following was the action to be initiated by the States:

List of the wind farms and solar farms eligible for RRF provision.

Details of contracts along with contracted price to be furnished to the concerned RLDC/RPC through the respective SLDC

Forecasting data for wind & solar generation to be furnished to the concerned SLDC/RLDC/RPC

15 Minute block-wise data of schedule and actual generation from wind farms & solar farms as recorded in the SEMs on weekly basis to be furnished to the concerned SLDC/RLDC/RPC

Solar generators may be advised to give availability of the generator, weather forecasting, solar insolation, season and normal solar generation curve etc to the concerned RLDC for vetting of the generation schedules

Furnish details of nodal developer who shall be responsible for coordinating the collective capacity on behalf of the group of developers on issues like SCADA, metering, scheduling, UI charges, RRF, forecasting data to the concerned SLDC/RLDC/RPC

States to identify nodal officer for coordinating on the above matters.

11.13.2 Chief Manager, SRLDC said that ‘nil’ list could be furnished in case no wind /

solar developers were meeting the criteria.

11.14 Evacuation System for upcoming Generators.

11.14.1 AGM, SRLDC appraised the committee about the upcoming Generators and

associated evacuation system (Annexure-XXXVII). He requested the

constituents to furnish updates on the progress of the evacuation system which

could be reviewed in the OCC meeting.

11.14.2 CEE (LD), KPTCL informed that BTPS – Hiriyur line was held up at seven

locations for forest clearance.


11.14.3 GM, SRLDC pointed out that second unit of Bellary was likely to come up within

few months and the associated evacuation scheme should be in place before

commercial operation of the unit.

11.14.4 EE, KPCL informed that the second unit at Bellary was expected in about three

months time.

11.15 Connection Agreement

AGM, SRLDC said that the copy of the connection agreement was also required

to be furnished to SRLDC as per the Regulations.

11.16 Protection Certification

11.16.1 SRLDC pointed out that the availability and healthiness of various protection &

defense mechanism schemes in the power system of Southern Region play a

vital role in ensuring safe, secure & reliable grid operation. Non availability /

non-functioning of these equipments/operators of these schemes may

sometimes reduce the redundancy and reliability of some vital elements in the

grid which may hamper smooth and sustained grid operation.

11.16.2 AGM, SRLDC requested the constituents to furnish this information regularly.

11.17 Weekly SEM Data Receipt Status

SRLDC informed about the delay of receipt of Weekly SEM data for the month of

July 2011 as given below:

Chief Manager, SRLDC requested that the information should be furnished on a

timely basis by all the concerned utilities.

11.18 LC for UI payment

11.18.1 SRLDC informed that the following utilities had to open LC for UI payment

delays as given below:

11.18.2 Chief Manager, SRLDC requested Tamil Nadu to clear the default of about `100

Crores and `2 Crores towards UI and reactive energy charges during 2011-12.

He added that the default in payment was derailing the entire settlement

mechanism.

11.18.3 MS I/c, SRPC informed that a D.O. letter had been addressed to Chairman,

TANTRANSCO requesting to expedite the UI payments. MAPS and Kaiga GS

were also informing about the huge outstanding.

11.19 Loading on Kadakola – Kaniyampetta Line

MS I/c, SRPC informed that the issue was deliberated in the 16th SRPC / 15th TCC

Meetings held on 30th /29th April 2011 wherein it was decided that KPTCL and

KSEB team would examine technical remedial actions so that the line could be

loaded to 150-180 MW. Assistance from PGCIL could be sought if required. Till

such time, the loading on the line would be limited to 120 MW.

11.20 Operating Procedures

AGM, SRLDC informed that amendment in Operating Procedure based on the

comments had been circulated. He requested the constituents to furnish the

comments, if any.

11.21 Closing of Konaje – Manjeshwaram 110 kV line

11.21.1 In the 58th OCC Meeting, KSEB had requested KPTCL to examine the

possibility of closing the Konaje-Manjeshwaram 110 kV line for better

connectivity to north Kerala. KPTCL had informed the line works for the multi

circuit were being taken up and there were some RoW issues involved. As per

the discussions with the field officers, only 10 MW of power could be availed by

Kerala in emergent conditions and not on sustained basis. KPTCL had been

requested to get further details regarding commissioning, loading etc.

11.21.2 It was noted that KPTCL had informed that line works were not completed due

to RoW problem.


11.22 SPS for Vijayawada-Nellore D/C lines

It was noted that the Minutes of the meeting held at Hyderabad on 9th May 2011

had already been circulated. The IPPs/PGCIL were to revert back with details by

15th June 2011. APTRANSCO & PGCIL had been requested to furnish the

necessary details to SRLDC/SRPC Secretariat by 15th June 2011. APTRANSCO

had informed that there was no further communication from the IPPs.

11.23 Closing of Hassan-Mysore line

11.23.1 AGM, SRLDC expressed concern over the sustained opening of 400 kV

Hassan-Mysore line based on the request of Karnataka SLDC. He pointed out

that corrective action needed to be identified and implemented by KPTCL.

11.23.2 CEE (LD), KPTCL said that to avoid overloading of 2 Nos. of 220 kV lines

between Sharavathy Generating Station & Talaguppa they were being forced to

open out 400 kV Mysore-Hassan lines. However, the said lines could be tied

soon after commissioning of ongoing works of 400 kV UPCL-Hassan D/C line or

commissioning of additional line from Sharavathy to Talaguppa.

11.23.3 MS I/c, SRPC suggested that KPTCL could come out with details to improve the

situation so that the Mysore-Hassan lines could be closed.

11.24 ATC implications due to CoD of Simhadri Stage-II

11.24.1 The issue regarding CoD of Simhadri Stage II was deliberated in the 61st OCC

meeting as the ATC of WR-SR link was likely to be affected by 200 MW. If

there was delay, ATC could be released for other transactions. KSEB vide letter

dated 28th July 2011 (Annexure-XXXVIII) had raised issues about the

commissioning of Simhadri Stage-II unit and injections by IPPs of AP.

Subsequently, the issue was taken up by SRLDC vide letter dated 21st July

2011 (Annexure-XXXIX).

11.24.2 AGM, NTPC informed that unit I of Simhadri Stage II was expected to go on

commercial operation by end of August 2011. The letter received from Simhadri

NTPC dated 28th July 2011 in this regard is enclosed as Annexure-XL.

11.25 Training on Advanced SCADA / EMS / DMS

AGM, SRLDC informed that training on advanced SCADA/EMS/DMS was proposed

to be conducted at SLRDC from 23rd to 25th August 2011. Notable speakers from


GE, Infosys etc had been invited. He requested that constituents may furnish

nominations at the earliest.

11.26 Grid incidents/critical elements tripping11.26.1 Vijayawada units tripping on 09.07.2011

SRLDC informed that preliminary report had been sent on 11th July 2011. Data, reports from the regional entities was yet to be received.

11.26.2 Rayalaseema TPS units tripping on 10.07.2011

11.26.4 Repeated tripping of 220 kV Kaiga-Kadra & Kaiga-Kodasalli lines on 8 th, 9th & 10th July 2011

11.26.5 Tripping of Tallapalli ICT on 1.07.2011

SRLDC informed that data, reports from the regional entities was yet to be received.

11.26.6 MS I/c, SRPC said that the trippings could be deliberated in detail in the

Working Group Meeting of Protection Sub-Committee scheduled for 23rd August

2011. However the data needed to be furnished by all the constituents urgently.

11.27 Non operation of SPS at Nagjheri

SRLDC expressed concern over the non operation of SPS at Nagjheri. It was

suggested that KPCL/Karnataka SLDC may come up with details for discussion

during the Protection Sub-Committee meeting scheduled for 23rd & 24th August

2011.

11.28 Requirement of ICT capacity augmentation

GM, SRLDC informed that the issue regarding ICT capacity augmentation was

discussed in the 32nd Standing Committee. Based on that the issue of requirement

was taken up with CEA / PGCIL vide letter dated 3rd August 2011 (Annexure-XLI)

12. ADDITIONS TO INSTALLED CAPACITY DURING JULY 2011

The following was added to the installed capacity during the month as reported by the

constituents:

13. TRANSMISSION LINES AND SUBSTATIONS COMMISSIONED DURINGJULY 2011

The following lines and substations (220 kV and above) were commissioned during

the month as reported by the constituents:

PGCIL LILO of Circuit I & II of 400 kV D/C Almathy-Sriperumbudur line at

Vallur TPS under Transmission System associated with NTPC-TNEB JV TPS was successfully commissioned on 11th July 2011 & 14th July 2011 and was declared under commercial operation w.e.f. 1st August 2011.

LILO of 400 kV D/C Gazuwaka-Vemagiri line at Simhadri TPS under Transmission System associated with Simhadri II generation project was successfully commissioned on 8th July 2011 and was declared under commercial operation w.e.f. 1st August.

APTRANSCO 220 kV DC/SC line from Ramagundam- Bellampally (37 ckm) was

charged on 20th July, 2011.

2 x 100 MVA, 220 kV SS at Bellampally (Mandamarri) was charged on 20th July, 2011.

One circuit of 220 kV D/C LILO to Dhone switching station of Gooty–Somayajulapally was charged on 28.07.2011.

TANTRANSCOLILO of 400 kV Sriperumbudur-Puducherry line at Sunguvarchatram S/S for a length of 16.28 ckm had been energized on 31st July 2011.

14. MAINTENANCE OF GENERATING UNITS14.1 Reviewed & updated Outage Plan for the year 2011-12 is available on SRPC

website (www.srpc.kar.nic.in).

14.2 Details of generating units under shut down (forced as well as planned) during

July 2011 are enclosed as Annexure -XLII.

15. SHUT DOWN PROGRAMME OF CENTRAL GENERATING STATIONS

15.1 The following shutdowns were approved:

15.2 Shutdown of NTPC units


15.2.1 Concurrence for preponement of unit III at Talcher Stage II was given vide letter

dated 28th July 2011 (Annexure-XLIII). SE-I, SRPC pointed out that NTPC had

not complied with the OCC recommendation that unit maintenance be taken up

in July 2011, though the concurrence for preponement was given.

15.2.2 NTPC Talcher Stage-II vide letter dated 5th August 2011 (Annexure-XLIV) had

requested preponement of annual maintenance of unit-IV from 15th September

2011 to 19th October 2011. AGM Talcher NTPC pointed out that the contractors

were pre-occupied in the month of July and therefore they had scheduled the

shut down of Unit III from August 2011. He requested that Unit IV shut down

could be approved from 15th September 2011 against the proposed schedule of

5th November 2011 to 9th December 2011.

15.2.3 In this regard, the following was noted:

There was overlap of unit IV & unit V at Talcher Stage-II.

There were around 1500 MW of outages in NTPC stations during October 2011.

As per the decision taken in the 16th SRPC meeting, Talcher Stage-II unit shutdown was to be planned during November each year along with Talcher-Kolar HVDC bipole shutdown.

15.2.4 AGM, Talcher NTPC said that they would work out the schedules for Unit IV & V

and avoid overlap. He also requested PGCIL to coordinate the maintenance of

the HVDC link in October 2011 end.

15.2.5 CEE (LD), KPTCL said that generators needed to stick to the finalized

maintenance schedule. During July maintenance should have been undertaken

as there was low demand condition and high wind injection.

15.2.6 DE (PP), APTRANSCO observed that generally the demand picks up in October

and NTPC’s outages were maximum in October. Lean demand period should be

utilized for maintenance as being carried out by APGENCO.

15.2.7 After deliberations, the following was decided.

NTPC was advised to adhere to its original plan of unit IV from 5 th

November 2011 to 11th December 2011.

Annual maintenance of Unit VI at Talcher Stage-II was spilling upto 9 th

January 2012 which was to be completed before December 2011.

NTPC was suggested to furnish the revised schedule in consultation with PGCIL keeping in view the above issues.

15.2.8 DGM, NTPC Ramagundam informed that after assessing the healthiness of unit-V

they were planning to defer the shutdown till next year.


15.2.9 The following was pointed out in this regard:

Unit IV at Ramagundam had been deferred for 2010-11 after assessing the healthiness but the unit was taken out for shutdown during high demand period of Southern Region from 23rd March 2011 to 7th May 2011.

OCC suggested that the shutdown could be taken up as per schedule i.e. from 8th September 2011 to 7th October 2011 so as to ensure healthiness of all the units during peak demand months i.e. January to April 2012.

15.3 GM, SRLDC enquired from APTRANSCO about the reasons why Simhadri unit

maintenance was postponed.

15.4 DE (PP), APTRANSCO said that Simhadri unit maintenance was postponed keeping

in view the Telengana Bundh called from 17th August 2011. The hydro inflows had

increased only after 22nd July 2011. AP had taken proactive steps by taking

shutdown of Kothagudem & VTPS units so that the thermal planned availability did

not get affected during the Bundh period.

15.5 It was noted that as per IEGC Provisions, RPCs are to submit quarterly, half yearly

reports to the Commission indicating deviation in outages from the plan along with

the reasons. SE-I, SRPC said that the reasons for outage deviations also needed to

be communicated to SRPC Secretariat.

17.2 Availability of 230 kV Bus Coupler at TANTRANSCO Myvadi (Udumalpet S/S)

17.2.1 SRTS-II PGCIL had raised the following issues:

Major overhaul and major maintenance works of 230 kV side CBs of Udumalpet ICTs 1 & 2 are overdue and such overhaul takes at least 2 to 3 days.

In order to avoid outage of respective ICTs, the system has been designed initially to have by-pass arrangement through high level by-pass isolators and 220 kV Bus Coupler CB in 230 kV TANTRANSCO switchyard. With such arrangement, the LV side breaker of Udumalpet ICTs can be taken out of service for maintenance without causing outage of ICTs. The protection trip also will be automatically transferred to the Bus Coupler Breaker at TANTRANSCO S/S which will essentially act as LV side CB of Udumalpet ICT.

However it has been observed that this Bus Coupler CB at TANTRANSCO Myvadi 230 kV S/S is not operational for the past few years. The request made by POWERGRID for providing this


CB in service from25.07.2011 to facilitate our CB overhaul was turned down by TANTRANSCO stating that the said CB is defective.

TANTRANSCO be requested to make the Bus Coupler CB at Myvadi ready to effectively utilize by-pass arrangement and avoid outage of Udumalpet ICTs.

17.2.2 DGM, SRTS-II PGCIL said that despite repeated requests the works had not been

carried out by TANTRANSCO. He said that the Udumalpet ICTs outage was

required to be avoided. Any outages of ICTs should not be attributable to

PGCIL since maintenance work on the breakers was long over due. Similar

problem existed at Madurai, Trichy, Alundur etc.

17.2.3 SE-I, SRPC opined that deemed availability may have to be considered if

TANTRANSCO did not complete the work. Periodical maintenance was

necessary for smooth grid operation.

17.2.4 SE (LD&GO), TANTRANSCO said that he would study the issue and revert back.

17.2.5 MS I/c, SRPC said that similar problems could be attended at all the stations to

avoid outage of the ICTs.

17.3 Planned shutdowns of 400 kV transmission elements of State Sector

17.3.1 In the earlier OCC meetings it had been recommended that the planned

shutdowns of 400 kV transmission elements of State Sector also needed to be

approved through OCC. State transmission utilities had been requested to

furnish the planned shutdowns of 400 kV transmission elements in their system

for the year 2011-12.

17.3.2 It was noted that APTRANSCO had furnished the tentative schedule of the

planned maintenance of the 400 kV transmission network elements for approval

through OCC. Efforts of APTRANSCO in this regard were appreciated and

placed on record by the OCC. KPTCL was also requested to plan maintenance

of the 400 kV transmission elements through OCC.

17.3.3 CEE (LD), KPTCL informed that a letter had been addressed to all 400 kV

substations to furnish the outage plan of 400 kV elements in their substation for

the year 2011-12.

18. ENERGY EXCHANGES DURING THE MONTH OF JULY 2011


Energy interchanges between the constituent systems and exchanges with the other

regions are given in Annexure-XLV.

19. CAPACITY ADDITION IN SOUTHERN REGION

It had been decided in the SRPC meetings that the constituents would furnish the

status on upcoming Generating Schemes, since SRP Committee needed to be kept

informed of the likely capacity additions. SE-I, SRPC requested the constituents to

furnish on a regular basis, the updated information on capacity additions including the

IPPs, to help apprise SRPC appropriately.

20. REVIEW OF PERFORMANCE OF ULDC SCHEME

20.1 GM, SRLDC informed about the status of pending field inputs (Annexure-XLVI). He

added that in the 16th/15th SRPC/TCC Meetings, it was noted that all the

constituents would expedite and complete the pending works by 31st May 2011.

SRLDC/NLDC were monitoring the details of pending works and they may be

forced to approach CERC in case the situation did not improve considerably. He

added that standby data channels were not available at Trichy,

Thiruvananthapuram, Pugalur, Hiriyur, Nelamangala, Karaikudi, Kalavindapattu

Talcher RCI, Lanco, & Warangal. Non availability of voice communication at

Pugalur, Kolar HVDC, Kolar HVAC, NTPC Kayamkulam, MAPS, Kaiga GS, NLC

Stage-II, Neyveli TS-I Expansion, Neyveli TS-II Expansion, Nellore, Gazuwaka

HVDC, Hiriyur, Kalavindapattu, Mysore, Narendra, Thiruvananthapuram, Talcher

HVDC, Hassan, Puducherry, Munirabad & HVDC Bhadravathi was also pointed.

Need for reliable/dedicated/healthy internet communication for smooth system

operation was also highlighted.

20.2 It was noted that MS I/c, SRPC had also taken up this issue with the TCC Members

to expedite the works in regard to pending field inputs vide letter dated

14th June 2011 (Annexure-XLVII).

20.3 CEE, LD, KPTCL informed the following:

Out of 102 points, 60 points of KPCL, work was under progress. Status points of KPTCL were also configured and the data transfer between SLDC & SRLDC was completed.

Major IPPS had been informed to provide data to SLDC

Reliable/dedicated internet services already provided to SLDC.


20.4 MS I/c, SRPC requested the constituents to expedite the pending works and

resolve the issues amicably. He said that the issue would be further taken up in the

TCC/SRPC meeting scheduled to be held at Vishakhapatnam on 11th &

12th August 2011.

MS I/c, SRPC thanked the delegates for their lively discussion. He added that the

recommendations / concerns would be further deliberated in the TCC / SRPC

Meetings scheduled for 12th and 13th August 2011.
