of SRPC to be held on 20.03.2014 (Thursday)
1. Confirmation of the Minutes of the 29th Protection Coordination Sub-Committee meeting held on 20th February, 2014
2. Compliance Measures with regard to orders of Hon’ble CERC
The following are some of the compliance measures needed to be
implemented given for ready reference:

We direct the respondents to strictly comply with the provisions of Regulation 5.2(e) of the Grid Code and CEA Grid Standards. The petitioner is directed to monitor the progress and compliance of the Commission's directions and ensure compliance of provision of regulations.

In case of non-compliance for action plan finalized by RPC, the petitioner is at liberty to approach the Commission with specific instances of non-compliance against defaulting entities for necessary directions in accordance with law.

On this issue, we direct all RPCs to formulate patrolling protocol/guidelines by 1.6.2014. The protocol must also take into account the terrain, forest cover and reach in that area and ensure regular monitoring as per requirement in that area to ensure efficient operation.

All SR constituents are directed to identify the additional feeders and install UFR, df/dt relays to ensure the relief as decided by SRPC from time to time. We direct all constituents to submit compliance report duly certified by SRLDC and SRPC of implementation of quantum of relief by AUFR as per table above and proper functioning of df/dt relays within one month of issuing this order.

Further for monitoring of operation and relief by these UFR and df/dt relays SLDCs are directed to map these relays on the SCADA system within three months of issuance of this order. SRPC/SRLDC shall submit a compliance report in this regard within four months of issuing this order.

We direct SRLDC and SRPC to coordinate and monitor the progress and compliance of Commission's directions and ensure compliance of Regulations 5.2 (n) and 5.4.2 (e) of the Grid Code and report instances of non-compliance.
CERC Non-compliance could be sent on monthly basis.
3. Details of Grid Disturbances & Major Grid Incidences
The Details of Grid Disturbance and Grid Incidence as submitted by SRLDC is enclosed as Annexure I.
It is requested that the constituents may send the Report / Analysis of the Grid disturbance/ Major Incidence within 24 hours of the occurrence to SRLDC and SRPC Secretariat.
4. Grid Occurrences in the Southern Region
It is requested that detailed Report of the Grid occurrence may please be
Uploaded in the SRLDC website within the time schedule as stipulated in
IEGC.
5. CERC Order dated 19.12.13 in respect of Petition No.
263/MP/2012.
APTRANSCO, KPTCL, KSEB, Puducherry and TANTRANSCO are requested
to send the status of implementation/ action taken for implementing the
Hon'ble CERC order dated 19.12.2013 in respect of Petition
No.263/MP/2012.
6. CERC Order dated 20.02.14 in respect of Petition No
146/MP/2013 with I.A. 36/2013
Hon’ble Central Electricity Regulatory Commission in Petition No
146/MP/2013 with I.A 36/2013 (Annexure II) had directed Southern Region
Constituents to implement the Protection Audit /PCC (PCSC)
Recommendations in Two Phases as per SRLDC's proposal i.e. as Phase I
and Phase II.

Phase I involves minor works such as revision of settings, replacement of
numerical relays, implementation of Bus Bar protection in critical 220 KV and
above substations. Phase II involves activities such as replacement of old
breakers etc which may require some time.
CERC had directed the SR constituents mentioned in the order to implement
the works as mentioned in Phase I and Phase II by 01.05.2014 and
01.09.2014 respectively. Commission had also directed SRPC to coordinate
the protection settings issue and submit a report regarding implementation of
Phase I activities by 01.06.2014.
Utilities may please inform status of implementation of Phase I measures.
Further, as directed by the Commission, constituents are requested to submit
the bi monthly status of report works mentioned in Phase II to SRPC.

7. SRLDC Agenda: Non Submission of Tripping Reports a) SRLDC vide Lr. no. SRLDC/OS/2014 dt 04.03.2014 submitted the

10. SPS for Kudankulam Nuclear Power Station SRLDC had brought to the notice of the PCSC forum that there had been re-orientation recently in respect of 400 KV lines emanating from Kudankulam. Three 400kV lines were now from Kudankulam to Thirunelveli while remaining one line is from Kudankulam to Madurai. Hence the following logic was proposed for SPS at Kudankulam on account of the change in the configuration:
Contingency Action
Tripping of all three lines from Kudankulam to Thirunelveli and two units in running condition at Kudankulam.
One unit at Kudankulam to go on house load and the second unit generation would be evacuated through 400kV Kudankulam-Madurai line.
29th PCSC Deliberations
• Representative from KKNPP,NPCIL informed the forum that they were planning to manually ramp down the generation from 1000 MW to 700 MW with in 1 hour to 11/2 hour duration.
• SRLDC insisted for ramping down of unit within a time frame of 15 minutes (to save the units else the line would be tripped on overload and units has to come on house load).
Recommendations
Ø PCSC forum had recommended KKNPP, NPCIL to implement the proposed SPS for saving the units with a ramp rate as proposed by SRLDC/CTU at the earliest.

14. TANTRANSCO Agenda TANTRANSCO vide Lr No CE/P&C/SE/D/EPC IV/AEE 3/F.SRPC/D.18/14 dt 05.03.2014 has submitted the following Agenda.
15. Implementation of recommendations of Enquiry Committee (NEW grid disturbance on 30th & 31st July, 2012)
(a) Healthiness of Batteries
Healthiness of Batteries Installed at 220 KV and above voltage level Substations (to provide Backup supply to the Relays, RTUs and Communication Equipments) may be updated on monthly basis since the same has to be communicated to CEA/MOP.
• The constituents were requested to submit the healthiness of batteries on monthly basis (i.e. on 7th day of the month).
• The following constituents are requested to send the report regularly

• The status of submission by the constituents is enclosed herewith as Annexure – VI.

16. Submission of completed dynamic study data All SLDCs were requested to direct the embedded IPPs connected at 220 kV and above voltage level to submit completed dynamic study format to SRPC, Secretariat.
17. Informing configuration changes to PCSC forum It was agreed in the PCSC forum that if any change in the system configuration ( i.e. addition of Generating Units, Capacitors, Reactors, LILO etc) are to be highlighted and brought to attention of PCSC forum during the PCSC Meetings . This would enable utilities to review their protection settings if any change in the adjoining utilities to have better protection coordination in the Southern Region. All the constituents are requested to send the change in the configuration in their system if any to the PCSC forum on monthly basis.
18. Sending Agenda items for the PCSC meetings
As per the Guidelines of CEA/MOP it had been decided to conduct the PCSC meetings on a monthly basis .It is requested that Agenda Items for the PCSC meetings, if any, may please be sent latest by 5th working day of the month to SRPC Secretariat to compile and circulate the same so as to have fruitful discussions in the PCSC meetings.
19. Date & Venue of the next Meeting The 31st PCSC meeting would be conducted on 24.04.2014 (Thursday) at SRPC Bangalore.

SRLDC Agenda Points for 30thmeeting of Protection Sub-Committee of SRPC
1. A special protection meeting of SRPC to discuss the tripping pertaining to KPCL &
KPTCL station was held on 04-02-2014.
a. KPCL & KPTCL may furnish the actions taken to the PSC forum. b. During discussion of Sharavathy tripping which had occurred at 15:21 hrs on
11-02-2014 at SRPC special Meeting with KPCL & KPTCL held on 04.03.2014, it was informed that a contactor used for taking status of field circuit breaker de-energized due to DC supply fluctuation and this led to tripping of 220KV Unit breakers. It was recommended to modify the scheme suitably in order to avoid such tripping in future. The action taken in this regard was to be furnished by KPCL before 30th PSC meeting of SRPC.
c. During operation of bus bar protection at RTPS on 11-02-2014, it was observed that 400kV Raichur-Raichur(PG) line-2 and Raichur-BTPS lines were holding from Raichur(PG) and BTPS ends respectively. When bus bar protection is actuated in a one and half breaker scheme, the Main breaker of the equipment’s connected to the faulty bus triped without outage of the equipment i.e., equipment being fed from the healthy bus through the tie breaker. Hence reason for tripping of Main and Tie breaker at RTPS for 400kV Raichur-Raichur(PG) line-2 and Raichur-BTPS needs investigation.
2. Status of SPS to be implemented :
a. For SPS for contingency of 400kV Kolar-Hosur line, Powergrid had to inform about the status of implementation of runback scheme at Kolar.
b. Status of modification of SPS logic of SPS for contingency of Hosur-Salem line c. Status of implementation of additional SPS logic for 765kv Raichur-Sholapur
line
