Council boss has power to act on freedom campers

Freedom camping could be suspended immediately at Addington Park if city council boss Karleen Edwards says so.

The Spreydon-Heathcote Community Board decided on Friday to ask Dr Edwards to temporarily suspend freedom camping at Addington Park im-mediately.

Under part 10 of the freedom camping bylaw, the city council

chief executive can temporar-ily ban freedom camping at a specific location, if it is deemed necessary.

It comes after residents called for a ban due to campers report-edly drinking, leaving used toilet paper in the trees, taking up car parks and defecating on the playground swings.

But it appears Dr Edwards would not get to the request until at least today because she was tied up with the earthquake

memorial yesterday.Addington Park is

one of three loca-tions in the city that allows freedom camping after a new bylaw was introduced last year.

The bylaw is due to be re-viewed in April, but the prob-lems at Addington Park have escalated.

The board was briefed on the problem at its meeting on Friday.

Deputy chairwoman Karo-lin Potter said members were told there appeared to be more freedom campers in the city than ever before and they were congregating in the areas where freedom camping was allowed.

The city council was stretched, because it was not able to patrol those areas 24/7, Ms Potter said.

Councillor Phil Clearwater said the damage at Addington Park should be enough for Dr

Edwards to temporarily ban freedom camping there.

“I think there needs to be a ban on camping there as soon as possible, the temporary clo-sure is the best way to do that.”

He said if the ban was en-forced, it would likely stay in place until the review in April.

A spokeswoman said when Dr Edwards received the request, she would then get advice before making a decision.

CARS HIT PEDESTRIANSTwo pedestrians were hit by cars in two separate incidents last week. A man in his 20s was hit by a car at about 8.30am on Wednesday on Linwood Ave. He was taken to hospital with moderate injuries. Later that day, a woman in her 80s was taken to hospital with moderate injuries after being hit by a car at 1.40pm on Colombo St, near Roxburgh St.

NEW STREET NAMEDA new street in Woolston will be named Youngston Ave. The Hagley-Ferrymead Community Board approved the name at its meeting last week. The street, which is part of a new development, runs off Mackenzie Ave.

CLARIFICATIONIn the last edition, a letter published in Southern View said that Mainland Crematorium, Sydenham, was Auckland-based and Christchurch operated. That was incorrect. Mainland Crematorium is Christchurch based and operated. Southern View apologises for the error.

TREE FIREWoolston firefighters were called to put out a small fire in a tree on Richardson Tce just before 7am on Friday. A fire communications spokesman said the fire was suspicious.

A local community board has lashed out after city councillors partially approved a contentious $22.4 million cycleway slamming it as an “appalling” process.

The city council’s infrastruc-ture, transport and environment committee approved plans for the first section of the new Rapanui-Shag Rock Cycleway which will link Linwood to the central city.

But the Hagley-Ferrymead Community Board is angry it voiced its concerns about the cycleway, yet nothing was changed in the plans.

It has written to Mayor Lianne Dalziel and chief executive Karleen Edwards with their concerns in the decision making for the cycleway.

But they said the letter would probably prove fruitless, as the plans had the go-ahead.

The cycleway is one of 13 to be built in the city over the next seven years costing $156 mil-lion all up.

Board deputy chairwoman Islay McLeod said the city council never listened to the community board, and it was

“not good enough”.“They are not going to consult

with the users of Linwood Park with the cycleway going through it. That’s appalling.”

She asked what the point of

having a community board was if the city council never listened to it anyway.

Councillor Paul Lonsdale said he did not feel comfortable that decisions about the ward were made without representation.

He said there were only three out of the five ITE committee members at the meeting on February 16, yet they went ahead and approved it, along with the Papanui Parallel Cycleway.

“You have $156 million of funding, whether it be council

or Government funding, and three people making the deci-sion,” Mr Lonsdale said.

The board said there was a lack of consultation with Linwood Park users, as the cycleway would run through it, and other community members affected.

The loss of parking in high density areas, and plans to close Worcester St to vehicle traffic at its intersection with England St were also concerns.

Construction on the cycleway will begin later this year.

A recent review of school deciles put the spotlight back on the whole system of assigning each school in New Zealand a num-ber from 1-9 based on house-hold ‘economic indicators’ from the latest census.

As some school deciles ‘went up’ they cried foul at thousands of dollars of lost funding, while other schools that ‘went down’, stayed understandably silent at their increased funding, coming as a result of their loss in social status.

It’s hard to criticise the intention of the New Zealand Decile System. Giving extra resources to the schools that draw from poorer communities makes sense. After all it’s logical to assume these ‘lower decile’ communities have less ability to raise local funds and higher numbers of students requiring more support to reach

such benchmarks as ‘national standards’.

As principal of a lower decile school I have seen first-hand how hard it can be to raise local funds and how quickly the extra ‘decile funding’ can be swallowed up on extra teacher aide hours, staffing to keep class numbers manage-able and even in some cases basic necessities such as food to feed hungry children.

There is however, a concern-ing, unintended result of the decile system. The public has grabbed on to these numbers from 1-9 as a very conveni-ent (yet very inaccurate) way of assessing how ‘good’ a school might be. This, along-

side a political climate that has encouraged parents to ‘shop around’ for the ‘best’ school, has meant families ‘that can’ are often driving across town to ‘higher decile’ schools. While the rich get richer the poor get poorer.

There is some good news though. If my recent experience in my own school is represent-ative of the bigger picture then attitudes may be changing.

When choosing a school less prospective parents are asking about ‘deciles’. Instead they are talking to their commu-nity, asking their pre-schools, and visiting and talking with principals and teachers to get a greater knowledge of their local schools. This enables schools that are successful and also work hard on building positive relationships to blos-som and truly reflect their local communities.

Last week the Southern View asked readers what they thought of a call to boycott Te Hapua: Halswell Centre’s Wishbone cafe because the lease was given to a non-local business.

Sue Jones: A few weeks ago I was back swimming at Jellie Park. To my dismay Wishbone had taken over the café, so I vowed not to have another cof-fee there again.

Then to my grief and distress I went along to checkout our local pool and library at Halswell. Again I was dismayed to find Wishbone had again been given the lease. I read what the city council said about this business proposal. I didn’t see anywhere in their script that they had taken into consideration the customers’ wishes.

I understand Wishbone paid more for the lease so the choice

was purely financial? I won’t be having another coffee there again and my husband is equally adamant. So the franchises are pre-pared to buy in busi-ness?

This decision may be a bonus for the other local cafes around Halswell as I will now make sure I continue to give them my busi-ness. I will also advo-

cate that when I meet my friends we DON’T visit Wishbone.

Norma Powell: Pleased to think someone is trying to do something about some of these visitors. As a regular walker I am tired of seeing toilet paper (and worse) in bushes, stoves being lit up in parking areas.

I even saw a young woman scraping her breakfast plate into the gutter in Gloucester St not far from the gallery. If they can afford to travel to NZ they must be able to pay for camping fees. We are too soft in NZ. All that seems to matter is money. It all begins at the airports. A list of ‘do nots’ – how to keep NZ clean and healthy. Good luck. Keep trying.

A pair of swans that were shot by a camouflaged intruder are causing some trouble of their own.

The Friends of Ernle Clark Reserve say the swans, Sam and Samantha are aggressive during mating season, and want more signage installed to warn people.

The group has written to the Spreydon-Heathcote Commu-nity Board asking if an informa-tion board could be installed at the reserve with information about the swans.

Ernle Clark Reserve backs onto Swan Lake, where Sam and Samantha were shot in the early hours of January 6.

The swans have since been released back into their home, but the shooter has not been identified.

Alice Shanks of the Friends of Ernle Clark Reserve said the group wanted the swans to stay, but just wanted more informa-tion to warn people of them.

She said the male swan, Sam, was very territorial in spring and

when it came to mating sea-son, had chased and frightened people.

The group asked the commu-nity board whether it could fund the board which would have information about the swans’ life cycle, why Sam became aggressive, and how they benefit the habitat.

It also asked whether the walk to the ponds could be closed off during mating season so people did not disturb the swans and did not get chased.

City council head of parks Andrew Rutledge said smaller signs to warn people were installed in the reserve in No-vember after a small dog was attacked by Sam.

He said the mating season lasted from September through to December for mute swans.

It had been recommended that the city council install larger signs at the two entrances to give visitors a better understand-ing of the swans’ behaviour, Mr Rutledge said.

Aggressive swans prompt call for signage

Eighteen new units were officially opened last week at the city council’s Harman Courts housing complex in Addington.

They are part of a number of new units being built to help replace those lost to the resi-dential red zone following the earthquakes.

Communities, Housing and Economic Development Com-mittee chairman councillor Andrew Turner, said the city council is following through on its commitment to build back quality, cost-effective social housing for the city.

“The city council is rebuilding social housing that’s designed to meet the needs of the community

over the long term,” he said.The new units occupy a

previously vacant section at Harman Courts and bring the complex’s total number of units to 78.

As part of the development, a new access way has also been created for tenants to enjoy the nearby Cornelius O’Connor Re-serve, and 18 planter boxes have been provided by Menzshed for tenants to grow their own fruit and vegetables.

Tenants will begin moving into the new units this month.

A further 16 city council units are currently under construction and scheduled to open by mid-2016 in Woolston and Mairehau.

The city council is being urged to get on with plans to build a new $17 million aquatic facility to serve Woolston and Linwood.

At its meeting last week, the Hagley-Ferrymead Community Board decided to write to city council staff asking to meet to kick the project off.

It wants to design a process for community engagement and development of the facility.

Plans for where it will be built, and what it will have still needs to be determined.

Community board chairwoman Sara Templeton said the project was one board was to focus on this year.

“We need to get this started so everyone knows it’s serious.”

In June, the city council brought the project forward by two years from 2019/20 to 2016/17.

The city council would spend $7.2 million on the facility in the 2016-17 financial year and $10 million in the 2017-18 year.

It is expected to be completed by 2018.

Bid to push pool project

A hearing committee will step in to resolve a debate about where a bus shelter will go in Barrington.

The city council and Environment Canterbury want to install a new 7.35m bus shelter outside Barrington Community Health Centre at 16 Athelstan St.

But Barrington Eye Care, which is part of the centre and directly affected, says the shel-ter would make it less visible, obstruct its signage and make it hard for patients to find.

The Spreydon-Heathcote Community Board approved the installation of a bus stop at the site in March last year, but the shelter needs to be approved.

It would see 98 buses stop there between 7am and midnight every weekday.

Barrington Eye Care owner Rochelle van Eysden told South-ern View she thought the location of the stop was a “done deal” but wanted the city council to help pay to relocate her signage.

“It’s only fair if they’re going to cover the entire of my practice with a big black mesh bus shelter they need to help me out.”

But when she asked the city council to help, it said the large

sign, which had been in place for the nine years she had owned the practice, did not have resource consent.

It would not contribute the cost of shifting it unless she gained resource consent.

But Ms van Eysden (right) said when she bought the practice, she believed she could replace the old sign, with one exactly the same size without having to get consent.

It would cost her about $1500 to gain consent.

She did not believe that loca-tion was the best option for a

bus stop and thought it should be closer to the Barrington shop-ping centre.

“It could really impact on my life if I lost business, we’re just a little family practice. It’s not just me, it’s my family and children.”

A Hoon Hay personal trainer has received the top award at a ceremony marking Arthritis New Zealand’s 50th anniversary.

Cate Grace, founder of LEAP Fitness & Motivation Ltd, was presented with the Premier Award by Governor General Sir Jerry Mateparae at Government House on February 11.

Mrs Grace received the award for being an inspiration and role model to others living with arthritis.

She was first diagnosed with psoriatic arthritis at the age of 23, and has gone on to be a top 10 finalist in the 2013 Life Fitness Personal Trainers to Watch competition and, in 2014, was a finalist in the Women of Influence Awards.

Mrs Grace founded LEAP, a company dedicated to helping people with chronic conditions ‘leap back into life’.

“This award is personal. It reminds me how far treatment has come since my mum, nana and great-nana were diagnosed with their forms of arthritis. My nana was offered an aspirin and bed rest. Fifty years on and I am on biological infusions and prescribed exercise,” she said.

“And in spite of a gloomy

prognosis for a good life, 20 years ago I continued to battle the ups and downs and learnt to take ownership of my condition.

“It has ended up being one of the best things that ever hap-pened to me, because I know my body and what is important in life.

“I now live a positive and ful-

filled life and get to do what I love; supporting others like me to learn how to manage their adversity, and discover and share their good news.”

The Premier Award was established to recognise those who have been diagnosed as having arthritis and have been able to adjust and achieve real-istic goals in their chosen field of endeavour.

The recipient will be an outstanding, inspirational per-son who, in spite of setbacks created by the development of arthritis, has, by example encouraged others to live a creative and fulfilled lifestyle.

Opawa School began the year with a mihi whakatau to greet the pupils back for another year. New staff, children and their families were welcomed by the board of trustees, acting principal, staff and children on February 12. “It is always a great way to foster the partnership between home and school,” acting principal Sally Ormandy said.

Hillview Christian School pupils broke a number of records as they took part in their very own Ironman Competition.

The year 5-10 competition was held at Waltham Lido Pool and park on February 9.

Pupils could take part in either a team or as an individual.

The race saw competitors swim 100m, cycle 2km and run 1km.

Oliver Graves broke the 11-year-old boys’ grade with a

time of 11m 44sec, while Luke Mitchell took the 13-year-old boys’ record with 12m 24sec.

The 12-year-old girls’ record was broken by Grace Perrett with a time of 12m 43sec and Ruby Winter broke the 13-year-old girls’ race with 13m 20sec.

The year 9-10 boys team, made up of Levi Tipple, John-Chris Eksteen and Xavier Marshall broke the record cross-ing the finish line in a time of 11m 30sec.

Kyra Forrest and Kaylee Jackson have both won gold at the NZ Zonal Championships.

The meet was held in Auckland on February 13 and featured four teams with each team made up of 40 swimmers – 20 under-15 boys and girls and 20 16-and-over men and women.

The Cashmere High School student had success winning both the girls’ under-15 100m butterfly and’ under-15 200m backstroke in 2min 19.46sec, ahead of Rebecca Cheyne in 2min 20.78sec.

Kyra also won silver in the girls’ under-15 100m backstroke and the under-15 200m free-style relay team.

Marian College’s Kaylee won the girls’ under-15 200m backstroke ahead of Gina McCarthy.

The duo were part of the Markos team which was made up of swimmers from the West Coast, Southland, Nelson-Marlborough and Otago.

The Markos team finished second overall in the senior competition, and fourth in the junior competition.

SWIMMING SUCCESS: A Westmorland boy has just earned a place in a national junior swim squad. Thomas MacGibbon, 12, (in yellow jersey) won his age group at the Christchurch Crown swim held at Corsair Bay on February 13. His win in the 200m OceanKids event secured him a place in the Jetstar Super Swim Squad which means he will travel to Auckland with a caregiver for a weekend camp with some top name elite swimmers and coaches in April. He was excited when he found out he had secured his place in the squad. “I am really looking forward to meeting all the stars and enjoying the experience with all the other swim squad winners,” Thomas said. Thomas was also joined in the water by his younger sister Natasha, with both youngsters being cheered on by family and friends.

We are hard on our bodies. The twisting, turning, lifting, bending and impact of everyday life can take its toll on our lower backs. This is why lower back pain is one of

the most common injuries – in fact more than 80 per cent of the population will suffer from lower back pain at some point in their lives.

The lower back is an intricate structure of interconnected and overlapping elements

which includes tendons and muscles and other soft tissues, highly sensitive nerves and nerve roots that travel from the lower back down into the legs and feet, small and

complex joints and spinal discs with their gelatinous inner cores.

An irritation or problem with any of these structures can cause lower back pain and/or pain that radiates or is referred to other parts of the body. Pain from ensuing lower back muscle spasms can be severe, and pain from a number of syndromes can become chronic.

Pain can be linked to a general cause such as muscle strain, injury or over use – or it can be attributed to a specific diagnosed condition of the spine.

When patients with non-specific chronic low back pain are treated by chiropractors, the long-term outcome is enhanced by obtaining maintenance spinal manipulation after the initial intensive manipulative therapy.

The common goal of most chiropractic techniques is to restore or to enhance joint function, with the general goals of resolving joint inflammation and reducing pain. Some approaches use some force (spinal manipulation), while others are more gentle (spinal mobilization).

A key factor to living with a spine or back pain condition is staying healthy. Overall

wellness is a combination of a balanced diet, appropriate exercise and physical activity, restful sleep and positive lifestyle choices.

Identifying the symptoms, along with an accurate diagnosis of the underlying cause of the pain, is the first step in obtaining effective pain relief.

The business is owned and operated by Brian and Maxine Caffell. Brian has 31 years’ experience in the trade and the couple bought their first panelbeating business in 1993. They employ two staff members – spray painter Dave and labourer Ashley.

As a small, friendly operation, Maxine explains, Smart Repairs specialises in

small to medium repair work – no job is too small – and their aim is to offer personalised service to make it easy for their customers, who may be unsure what to do if their vehicle gets damaged.

“We take pride in our work and ensure that our customers are happy with the results.

We also offer a pick-up and delivery service if required.”
