What is an STF/TTF?

STF = Specialist Task Force - TTF = Testing Task Force

Team established to accelerate the production of standards required by ETSI Members or EC/EFTA.

Gives ETSI competitive advantage by making readily available the technical competence to quickly develop standards needed by the market and/or to implement European Union policies

Proposed by the Reference Bodies, validated by the Board and approved by the GA

Works under the technical guidance of the Reference Body

Expertise for the STF/TTFs can be proposed by ETSI member companies or organizations or by non-members but with the support of an ETSI Member

Funded from the ETSI budget, from EC/EFTA action grants, from voluntary contributions of ETSI Members or from other Organizations

How to make an STF/TTF in a Reference Body

Identify requirement in RB/WG (important work and not enough voluntary resources/specific expertise not available)

Identify Work Items to be produced (must be RB approved)

Prepare STF ToR (“business case” + min 4 supporting Members + technical description)

Prepare TTF ToR for CTI and multi-annual plan

Link to Standardization Request, or latest Rolling Plan for ICT Standardization if the proposal is for EC/EFTA funding

Get RB approval of STF/TTF ToR before submitting for OCG/Board review or CTI/TTF multi-annual plan

Objective of new process – 2019 onwards

Develop an enhanced Task Force management process that will enable all the parties (Reference Body Chairs, OCG Members, Board Members, GA and the Secretariat) to:

Ensure all relevant and duly justified technical proposals are approved in a timely manner.

Start the technical work as and when needed.

Ensure that the size of the annual budget granted to Task Forces is adjustable to the needs.

Plan better and be able to build a longer term vision of the Task Forces needs.

Better monitor the outcome of the work performed.

Save time.

Consequences of this allocation process (1 of 3)

STFs/TTFs FWP Budget vary every year depending on technical needs

STFs/TTFs budget structure is composed of:

The STFs requests proposed by the Ref. Bodies and approved by the OCG/Board

The TTFs Proposals related to the agreed RoadMap

The potential unused STFs and TTFs budget from previous allocation that will be « recycled » respectively into the yearly budget (might be more useful to the technical organisation than

contributing to build a surplus)

A Contingency budget to enable unpredicted and urgent works

Consequences of this allocation process (2 of 3)

FWP allocation pace:

Only one allocation per year for Y+1 expected: the Board meeting in September has been extended by ½ day to review STFs requests and TTF Roadmap

Urgent STFs requests arising during the 1st Half-Year Y+1 will be addressed duringthe June Y+1 Board Meeting

TTF Roadmap: Urgent TTF requests will be evaluated by the D-G and the OCG/Boardwill be informed of the changes

EC/EFTA funding: STFs requests can be submitted anytime during the year

Consequences of this allocation process (3 of 3)

Once funding for year Y+1 is approved by the GA , the set-up of STFs/TTFs can belaunched according to the needs of the Technical Work

The STFs/TTFs Call for Expertise and selection process esp. the notice period:

Minimum 2 weeks for TTF (by default 4 weeks unless continuity from previousactivity)

Minimum 4 weeks for STF

How to apply for an STF/TTF

Proposal must be sent by an organisation, not an individual

Proposals should be sent by ETSI members. Proposals can come from non-members but must be supported by an ETSI member. If selected, the contract will be made with the non-member organisation

Reporting: Manage better the deliverable deadlines and quality

For FWP STFs: A periodic reporting to the Board on the work executed by the approved STFs has been enforced

The Secretariat presents at each Board meeting a report on the Milestone status

Upon “Red light” status and on Board request, the Reference Body Chair (+ STF leader if needed) might be invited to join the Board meeting to justify the situation.

TTFs : A periodic Reporting to the Board and OCG on progress of TTF has been proposed

January, June & September Board meetings

Issues addressed: Budget, Roadmap and quality of the deliverables
