Our annual elections are now complete—thanks to all who served on our boards this past year, and welcome to our new directors (see article for

full election results). Dear Mr. Editor:

The Knoxville News Sentinel Editorial of March 27, “Development Relies on Cleanup Funds for Old K-25 Plant,” hits the mark. The Tennessee Congressional delegation should be united in assuring that more funding is provided to cleanup and reindustrialize contaminated areas on the Department of Energy (DOE) Oak Ridge Reservation. Unleashing the economic potential associated with the unique assets of this Reservation is one of the smartest fiscal moves we can make.

As members of the Oak Ridge community, we want to see remaining demolitions completed and soil

and subsurface contamination remediated at the East Tennessee Technology Park (ETTP) as soon as possible so that this property can be safely returned for industrial development. And ETTP isn’t the only priority area. Contaminated facilities at the Oak Ridge National Laboratory and Y-12 National Security Complex pose significant risks to mission critical activities at these locations, and cleanup work at those sites should also be accelerated. We believe that completing the remaining portions of all these remediation projects is an important goal for the region’s economic development and should receive high priority in the federal budget.

The Energy, Technology and Environmental Business Association represents more than 200 small, large and mid-sized companies that provide environmental, technology, energy, engineering, construction and other technical services to DOE facilities in Tennessee and other locations. Many of our companies are performing cleanup work in Oak Ridge and have contributed significantly to the successes that have been achieved there to date.

To better reach a wider pool of deserving college freshman, the Tennessee Chapter of the Energy, Technology, and Environment Business Association (ETEBA-TN) Scholarship Program will award scholarship funds directly to three Tennessee universities/colleges that have typically been selected by scholarship recipients in the past.

ETEBA-TN will provide scholarship funding to the UT Knoxville College of Engineering, Tennessee Tech University College of Engineering, and Pellissippi State Community College for engineering concentration programs. The total scholarship awards will be 7 thousand dollars.

ETEBA continues to invest in the future workforce of its member companies. Funding is derived from a number of ongoing charitable activities including the annual ETEBA Earn and Learn Golf Tournament.

We encourage all incoming class of 2014 who will be majoring in engineering to take advantage of these funds, and the best of luck in building a brighter future.

MHF Services (MHF), a leading provider of packaging, transportation and logistics services, recently placed three full-time technical personnel at the United States Department of Energy’s Paducah Gaseous Diffusion Plant Site in Paducah, KY.

Two Field Coordinators will perform radiological surveys and waste characterization. They also will assist other on-site personnel in packaging and shipping hazardous and radioactive materials and wastes. An MHF Database and Records Coordinator will support the Field Coordinators and other team members at the site.

MHF is providing these personnel in addition to other services it provides as part of a seven-member team under the direction of prime contractor LATA Environmental Services of Kentucky, LLC. The team was awarded a five-year contract by the DOE estimated at approximately $285 million in 2010. MHF also provides packaging, including railcars, containers and liners; logistics; and rail transportation of waste material generated by decontamination, decommissioning, and remediation activities at the Paducah site.

“We are proud to provide qualified site personnel and oversight to support this highly sensitive and critical project for the DOE,” said Scott Dempsey, Vice President and Director of Sales and Marketing. “MHF has nearly 20 years of experience serving on DOE projects in a variety of capacities and is pleased to continue being of service at the Paducah site.”

MHF has provided packaging and transportation services for the Paducah site previously under other contracts, dating back to 1997. MHF performed the first-ever transmodal (rail-to-truck) shipment from the Paducah site in 2003.

The Bechtel-led team of Consolidated Nuclear Security, LLC (CNS) has been authorized by the U.S. National Nuclear Security Administration (NNSA) to resume transition to manage and operate the Pantex Plant in Amarillo, Texas and Y-12 National Security Complex on Oak Ridge, Tenn.

Under the contract awarded last year, CNS will be responsible for managing and operating Pantex and Y-12 together within the U.S. Nuclear Security Enterprise. The contract also includes construction project management of the Uranium Processing Facility (UPF) at Y-12. The five-year agreement includes options that may extend the term up to an additional five years, based on performance.

“The CNS team submitted a very strong and credible solution for managing and operating the Pantex and Y-12 sites, and we are eager to begin implementing our proposal together with the dedicated employees of Pantex and Y-12,” said Jim Haynes, CNS chief executive officer. “We look forward to partnering with the communities of Amarillo and Oak Ridge.”

Bill Kennedy Elected to NCRP Board of Directors

Corporate Secretary and Executive Vice President William (Bill) E. Kennedy, Jr., has been elected as a member of the National Council on Radiation Protection and Measurements (NCRP) Board of Directors. Dade Moeller Wins Environmental Merit Award

Dade Moeller won the Environmental Business Journal’s “Project Merit: Remediation” award, recognizing the company’s support to the National Oceanic and Atmospheric Administration during ongoing damage assessment efforts related to the Deep Water Horizon oil spill. Under contract to Industrial Economics Incorporated, Dade Moeller ensures the quality and integrity of environmental samples and data collected as part of NOAA’s Natural Resources Damage Assessment process. From its sample intake center in Louisiana, Dade Moeller trains technicians; procures, stores, and delivers supplies to sampling teams in the field; takes on-site custody of samples; and packs and ships samples to laboratories. Of the 150,000 samples processed to date, more than 99% have been shipped with intact Chain of Custody documentation, within holding times, and under the correct preservation requirements.

Mesa Technologies, Inc. received a major project award for the delivery of twenty

process skids in support of the Nuclear Regulatory Commission’s

Recommendations for Enhancing Reactor Safety in the 21st Century. This initiative

was based on a review of insights from the Fukushima Dai-ichi Accident. The

process skids include pressure rated mixing tanks, mixing/transfer pumps,

submersible heaters, tank mixers, associated controls and diesel powered Gen

Sets. The equipment is designed to support emergency operations in

temperatures ranging from -20F to 150F. The equipment uses the Gen Set to

create its own power for operation without typical power plant infrastructure

available. Operations will simply add water and boron to create the required

boric acid mixture. The process equipment will keep the boric acid in solution

and will transfer the acid to the process unit when needed.

On January 2, 2014, The S.M. Stoller Corporation (Stoller) was acquired by Huntington Ingalls Industries (HII). Stoller, headquartered in Broomfield, Colorado, will be a wholly owned subsidiary of HII operating under its Newport News Shipbuilding (NNS) division. NNS is the nation’s sole designer, builder, and refueler of nuclear-powered aircraft carriers and one of only two shipyards capable of designing and building nuclear-powered submarines. NNS recently expanded its nuclear and manufacturing expertise into Department of Energy (DOE) and alternative energy business ventures.

The acquisition of Stoller, a company which has provided environmental and technical support to the U.S. government and nuclear power industry for more than 54 years, enhances HII’s ability to compete in the DOE market sector and is a natural extension of work in the nuclear field. The acquisition provides a focused set of environmental management and remediation services to DOE, resulting in cost saving benefits and improved performance at remediation sites throughout the nuclear complex. Through this acquisition, HII will not only diversify its own business portfolio, but will work jointly with Stoller to grow its business, as well.

Visionary Solutions, LLC (VS) a graduated SBA 8(a) small disadvantaged business, headquartered in Knoxville, TN provides hazardous materials packaging and transportation services, DOT training, and technical support to government and commercial clients including federal facilities, prime contractors, public utilities and nuclear power service providers. VS was recently awarded two contracts to support Waste Control Specialists (WCS) programs to move radioactive materials to their disposal facility in Andrews, TX. WCS recently purchased three Robatel Technologies RT-100 Type B casks for the removal of radioactive materials from Government and Commercial facilities for permanent disposal at the WCS site. The RT-100 Type B Cask received it’s NRC Certificate of Compliance (CoC) during the week of March 24, 2014. The RT-100 is the only new Type B package designed for nuclear and radioactive material transport certified by the NRC in the last 30 years.

The first contract was for design, fabrication and delivery of a specialty trailer capable of transporting the RT-100 cask in all 48 contiguous states. VS has delivered three complete transportation systems with upgraded power units and specialty over dimension capable trailers to support WCS operations. VS designed and delivered a compliant nine axle “super” trailer capable of meeting all Federal and State requirements for transport of the RT-100 cask. VS won a second contract to be the exclusive transporter of RT-100 cask systems for WCS over the next three years. VS is pleased to support WCS and the nuclear community with the safe and compliant transport of critical nuclear materials.

Environmental Control Center Co., Ltd and EA International, LLC have entered into a business agreement with a major U.S. radiochemistry testing laboratory – The GEL Group Inc. (South Carolina). Together, they will collaborate in developing radioactive measuring techniques, which will be deployed in the nuclear reactor demolition and removal at the Tokyo Electric Nuclear Generator disaster site in Fukushima. The business venture agreement will be announced on the 18th of February 2014 during a meeting hosted by the United States Embassy in Tokyo regarding the nuclear reactor demolition and removal. The GEL Group is the largest radiochemistry testing laboratory in the United States employing approximately 200 personnel. The company has an expertise in analysis related to the dismantling of nuclear reactors in the United States and abroad.

Environmental Control Center Co., Ltd has been awarded a contract for work on the monitoring and measuring of radioactive emissions during the removal of radioactive materials from Fukushima. In the future, Environmental Control Center Co., Ltd will receive technical support from The GEL Group as their work will require further monitoring of radioactive substances.

The GEL Group, Inc. (GEL) is pleased to announce that Joseph M. Hodgson, Jr. (Mac) has joined the company as Vice President. Prior to joining GEL, Mr. Hodgson spent 10 years at SunTrust Robinson Humphrey in Atlanta, Georgia, where he was most recently a Director and Senior Analyst in the Equity Research Department. In that capacity, his responsibility included covering approximately 25 small-to-mid cap financial institutions in the Southeast, Northeast and Midwest United States.

Mr. Hodgson earned a B.S. in Business and a Minor in Spanish from Wake Forest University. He has also received the Chartered Financial Analyst designation.

Perma-Fix was awarded a contract valued at more than $500,000 from Kemron Environmental Services to provide radiation safety, waste characterization, and brokerage services at the Safety Light Superfund Site, located in South Centre Township, PA.

Perma-Fix and Aerostar SES LLC (ASL) have entered into a SBA approved Mentor/Protégé Agreement, with Perma-Fix serving as the mentor and ASL as the Protégé. ASL currently provides construction and environmental services to several federal agencies which can be applied to programs within the DOE, and offers specific environmental and construction expertise that will translate well to DOE clients and will complement Perma-Fix capabilities. Perma-Fix plans to mentor ASL through applying the company's current capabilities into the radiological services space. This relationship will increase ASL's chances of long-term sustainability success once they graduate from the SBA 8(a) program.

Perma-Fix launched medical isotope technology company, “Perma-Fix Medical Corporation” and has announced validation of its process to produce Technetium-99m (Tc-99m) from Molybdenum-99 (Mo-99) using standard reactors at two of the premier research institution in Poland and the United States. Dr. Centofanti, commented, "These results further validate the strength of our technology, which we believe has the potential to reshape the global supply chain and address the shortage of Tc-99m in the United States and around the world.”

John Lash, former Senior Vice President of Operations, has been promoted to interim Chief Operating Officer. Mr. Lash replaces James Blankenhorn, who was recruited to lead the recovery efforts at the Department of Energy's (DOE) Waste Isolation Pilot Plant (WIPP).

Merrick & Company’s surveying team (www.merrick.com/Surveying) was awarded a multi-year program with Alyeska Pipeline Service Company (Alyeska) of Anchorage, Alaska to provide professional surveying services and remote sensing subject matter expertise. Alyeska designed, built, and maintains and operates the Trans-Alaska Pipeline System, which transports oil from Alaska’s Prudhoe Bay to the Valdez Marine Terminal, approximately 800 miles to the south. Merrick is performing various field survey operations supporting Alyeska’s mission to provide safe, environmentally responsible, reliable and cost-effective oil pipeline transportation from the North Slope of Alaska. Merrick will base operations in both Anchorage and Fairbanks, Alaska.

Merrick, teamed with Hurst Technologies Corporation, was awarded a contract to design and integrate a new reactivity control system for the Annular Core Research Reactor at Sandia National Laboratory in Albuquerque, NM. The radiation produced at the ACRR is used for research activities, including neutron-scattering experiments, nondestructive testing, including neutron radiography, neutron activation analysis and testing of materials, advanced reactor fuels development and testing, and radioisotope production.

The Oak Ridge Business Safety Partnership

kicked off its 10th year of community safety

forums on April 2 at the American Museum of

Science and Energy. We featured John

Eschenberg, Federal Project Director for the

Uranium Processing Facility; Carl Strock, Project

Director; Gary Hagan, Manager of ES&H; and Dr.

Jeff Miller, ORAU senior scientist. Their topic

was Nuclear Safety Culture at UPF. We learned

that project leaders have set the bar high in

terms of safety and are actively communicating

and measuring as they design safety into the

facility now so that it will be a safe facility in the

future for workers and the community. We

appreciated the informative presentations, and

the Q&A session proved interesting as well.

We may have one more Safety Forum in June,

but our efforts are primarily focused on Safety

Fest TN. This, our 3rd annual event, will be on

September 8-11 at the New Hope Center. We

plan to offer approximately 40 safety courses and

are developing that list and identifying
