President’s Message
What a special gem of a place we all live in! Our HOA Board focus is to preserve and
improve the unique value of our community. This includes the financial investments in
each of our residences as well as the warm connections and sense of community with
all 41 families that call Highgate home.
Your Board is currently working on several community enhancements:
Under the leadership of Nancy Magelli (former president and Board member) and
Chris Crandall, we are “refreshing” our HOA website that has been so dutifully
developed and maintained by Jerry Matlock for last few decades. Instructions on
how to login and set up your access to homeowner pages is located in this
newsletter. Thank you Jerry for your years of service, thank you Nancy for building
out the new site and thank you Chris for being our new webmaster!

One of the most significant financial assets for our community to maintain is our
roads. Under new Board member Dale Yutsyk’s leadership, we have personally
interviewed six different asphalt companies on site and have received bids to
“crack seal” our roads in the next few months. Our roads are in good shape given
the investments made by the past HOA Boards. The crack sealing process helps
maintain the integrity of the roadway. We will let you know soon when this work
will take place.
We made a change in our landscaping company last year and Board member Jud
Jones is working well with the Southwest Grounds team to maintain our HOA owned
spaces. We also will be cleaning the tiles in the pool soon – new Board member
Steve Ratz (with some help and guidance from Judy Wilbert and Steve Magelli) is
responsible for the pool area.
New Board member Sharon Madison is working our community’s “team mom” Jean
Baxter to plan a number of traditional and new social activities this year. Please do
participate – try something new!
Thanks for your support as we work together to keep our Highgate community
special. Your suggestions along the way are always warmly appreciated!
2nd Quarter Newsletter
Meet our new Association Manager! Our new manager, Lisa Panos, replaces Alicia Smart who recently accepted a position
with another company. Lisa is a six year veteran at Platinum Management. She started
as an assistant and was selected three years ago for the Association Manager position.
Lisa is a Tucson native. She and her husband have been married for seven years and
have two beautiful babies.

New Highgate HOA Website Created!
A new “refreshed” and colorful website has been created by Nancy Magelli and Chris Crandall for our
Highgate community. Special thank you to Jerry Matlock for the tremendous work of creating and
maintaining the previous Highgate website for the past two decades!
The new website will help keep everyone up to date and informed with what's going on in Highgate.
The site will also help prospective buyers of homes in our community to see the uniqueness and
vitality of our special place. Each homeowner and renter will need to create a new account to have
access to information regarding the HOA. Instructions follow . . .
We welcome you to visit www.highgatetucson.org and create a new account. Go to "Signup" on the
right top of the website. Enter your email, address and create your own login and password. After you
submit your information, you should receive an email to verify your signup. Check your spam file if
you do not see the email.

The 28th Arizona International Film Festival is the longest running film festival in
Arizona held at The Screening Room (127 E Congress St) and at other exhibition
venues throughout Tucson. Time varies depending on the location. The Festival
theme of Bridging Cultures provides a way for independent cinema to share images
and voices from diverse cultures with Arizona communities. You can obtain more

Parking Driveways and garages must be fully utilized before parking elsewhere.
When parked on the driveway one should ensure that the vehicle is not blocking/overhanging onto the
sidewalk.
The extra parking at the pool is for the guests of the homeowners and for homeowners and guests to use
on an occasional basis.
Temporary street parking is allowed when there is no reasonable alternative and as long as all tires are
on the street and not up on the sidewalk/curb strip.
All the above reminders also apply to overnight parking.
Friendly Reminders
Weeds Please check for weeds in your front and side yard. If the
weeds are dead, please have them pulled or raked away. If
you reside on a corner lot, the homeowner is also
responsible for the area along the side of the home as well
as the curb strip unless designated by Common Area.
Front Yard Landscaping Rock Our Highgate HOA Landscaping Rules for Owners (approved 8/13/2002) include that the approved color for
gravel is “Wildcat Red”. We have found that there is currently a very limited (if any) supply of this rock color
available in Tucson as the quarry supplying this material is shut down. Sonoran Landscaping Materials (3201
W Diamond Street) has a limited supply of this material. The Board has approved “Apache Red” as a similar
alternative for the approved color. Options include ½” or ¾” available at Sonoran or Dorado Rock (7999 W
Tangerine Rd).
Did you know . . . ?
The residential home development immediately across McCarty Road from our gate entrance is
for a single family home according to developer Hank Bowers. The 2,740 square foot single story
spec home includes multiple mountain views and will include a price tag in the $750,000 range.
A second single family home to the west of this lot may be next. A total of 17 homes are slated
for a re-platted subdivision that will back up to the development underway south of our
community by Kachina Homes. Bowers West LLC is also the developer of this area which may
begin land preparation early next year.
Southwest Grounds maintains our community landscaping and is doing a nice job. They are
generally in the community on Thursday mornings. If you have areas owned by the HOA that
need attention, please contact Board member Jud Jones at [email protected] or contact our
new Association Manager with Platinum Management, Lisa Panos at [email protected] or
520.623.2324. Please do not ask the crews to complete any work – they have been directed to
respond to directions from Jud or Lisa.
Since 2003, your HOA has invested over $27,000 in crack sealing and seal coating (resurfacing)
our roads. We are due for another seal coat in 2020 – recommendations from asphalt “experts”
include crack sealing every other year and seal coating every four to five years. With inflation, the
crack sealing now costs roughly $3,000 and seal coating is in the $7,500 - $8,000 range.
Our $260 quarterly HOA assessment has remained the same amount for many years. Your
current HOA Board is looking at our overall needs and funding options to maintain multiple
community assets that are now 20 years old. This includes not only our roads, but pool operating
equipment, security gates, mailbox area, temporary parking, landscaping etc. Last year the Board
invested $9,400 from reserves to shore up our detention runways and basins. The Board moved
$4,000 of “excess funds” from the 2017 operating budget. As reported at the HOA Annual
meeting last December, our Reserve Fund Account balance is roughly $46,000.
Our current HOA Association Management Company (Platinum Management – https://
www.platinumonline.org) was started in 2001, is locally owned, serving some 100 different HOA’s
in Pima, Santa Cruz and Cochise counties. Founder Kathleen Buske’s signature line includes
“Coming together is a beginning. Keeping together is progress. Working together is success.”
INGREDIENTS
1 large jicama
1 cucumber, seeded and chopped
2 medium oranges, peeled, bitter white pith removed, cubed
4 green onions, sliced
8 tbsp. fresh lime juice
4 tbsp. orange juice
Orange, Cucumber and Jicama Salad DIRECTIONS
1. Combine cucumber, oranges, jicama and green onions in a glass bowl.
2. Combine juices, chili powder and salt; pour over salad ingredients.
3. Sprinkle mint over the salad; toss, cover and chill, preferably over-night,

Recipe Corner
Poached Salmon with Dill Mustard Sauce: 1/2 cup plain yogurt
1/4 cup Dijon Mustard
1 Tblspoon honey
1/4 cup fresh lemon juice
3 Tablespoons chopped fresh dill
1 pound Salmon Fillet
1 cup white wine
1/2 cup water
1/4 cup chopped shallots
Blend yogurt, mustard, honey, lemon and dill. Cover and refrigerate.
Medium sauce pan over medium heat, place salmon in white wine and water. Adjust water to just cover fish, sprinkle with shallots,
and cook 10-12 minutes until salmon easily flakes with fork.
Drain, and serve with yogurt sauce, or any sauce of your choosing.
This recipe can be prepared ahead of time, and served cool or at room temperature. It is
perfect for the coming summer weather. I usually prepare a large salmon filet, and freeze meal size portions, which defrost easily and
are ready for a light meal.
